CONCEPT NOTE FOR THE CONSTRUCTION OF MULTIPURPOSE HALL AT VENGHNUAI, MIZORAM

BACKGROUND:

Venghnuai is a locality on the southern part of Aizawl. It is amongst the oldest and well established localities
of Aizawl and has a relatively wide area. It is located in between Thakthing veng, Kulikawn, Mission Veng,
Salem Veng and Dam Veng.

With the growth of society, the need for adequate public recreational, sports and other fitness facilities has
come to the forefront. The current situation is that there are no proper recreational, sports and fitness
facilities not only within Venghnuai but also within the entire southern part of Aizawl.

The growth of population within Aizawl city has led to an increase in private owned automobiles and
vehicles. A considerable number of private citizens do not have proper parking and garage for their vehicles.
The construction of a multipurpose hall will provide sports facilities as well as vehicle parking facilities.

LAND AVAILABILITY:

Pi Laltlanthangi and family, Venghnuai have donated their land with Land Lease No.Misc.1025/11/08/47 of
2014 in memory of R.S. Rosangluaia, R.S. Rosiamkima and R.S. Rosanglura on the night of 16 th June, 2015
at Rokunga Hall. The land has been donated to Venghnuai Branch YMA. The total land area available for
the construction of the multipurpose hall is 1012.38 sq.meters.

PROPERTY OWNERSHIP:

The donated land had already been re-registered under Land Revenue and Settlement Department,
Government of Mizoram and the land ownership is already under Venghnuai Branch YMA. The necessary
documents pertaining to property ownership are enclosed.

NEED FOR CONSTRUCTION:

(1) To improve fitness and physical health amongst the local youth including the general population.
(2) To make good use of the relatively wide available land under Venghnuai Branch YMA
(3) The capacity of the currently available community hall i.e. Rokunga Hall is inadequate to
accommodate the population of the locality on various important occasions and public meetings.
(4) If constructed, the multipurpose hall will be able to host various types of functions and programmes
ranging from local to state-wide programmes of the state government, NGOs and other
organisations.
(5) It will provide indoor sports facilities for improving mental and physical well being of the local
population and this will bring about the development of Human Resources.
(6) It will also include vehicle parking facilities for the local area. This will prevent congestion in
populated areas and heavy traffic areas.

BENEFICIARIES:

1) The local population will be the direct beneficiary of the Multipurpose Hall.
2) Various Sporting clubs/Academies within Venghnuai locality will directly benefit from this
construction. The sporting clubs/academies within Venghnuai are:-
a) Venghnuai Raiders Cricket Club
b) Venghnuai Boxing Club
c) Hnamte Taekwondo Academy

3) Various NGOs within the area will also benefit from this construction as it will have important
meeting rooms as well as rooms for storing important documents.

ECONOMIC PARAMETERS:

1) Funds collected from the vehicle parking fees will be a good source of revenue
2) Hire charges collected from private programmes, functions, etc. will serve as good sources of
revenue
3) The development of the mental and physical health of the local population will direcly lead to
human resource development which in turn will directly or indirectly lead to economic
development.
