CHAPTER THREE
3.0 DETAILS OF ENGINEERING WORK EXPERIENCE
3.1 PROJECT: Construction of 18.95km Ikot Ibritam Ekeffe – Ikot Akpan Afaha Road,
Oruk Anam and Ukanafun L.G.A, Akwa Ibom State.

3.1.1 PROJECT PARTICULARS

CLIENT: Ministry of Works and Fire Service.
PROJECT COST: N3, 871,403,636.10
CONSULTANT: Best crest International Consultant Limited
POSITION HELD: Site Engineer
PERIOD: June 2019 – September 2021

3.1.2 PROJECT DESCRIPTION

The project comprised of the re-construction of 3.0 km carriageway and with lined
drains and culverts. This was designed and supervised by the Ministry of Works and Fire
Service and Bestcrest International Consulting Limited. The project was awarded to create a
good alternative route for motorist and road users to access various parts of the state. The
major aim was to provide a good road pavement for the heavy traffic coming in from
another community. The road serves as a major connecting route and a major trade access
route with diversions designed and constructed for the purpose of de-congesting the high
volume of traffic, always experienced along the road.

3.1.3 RELEVANT REGULATIONS AND DESIGN STANDARDS CODES

 BS 8110 – 3:1997 (British Standard for the design construction of reinforced concrete
Structure)
 Highway Design Manual (Part 2 – 2015 Edition): Standards for Roadway Construction.
 General Specifications (Roads and Bridges) Volume II – Federal Ministry of Works
 Road note 29
 General Specification (Roads and Bridges) volume II -Revised 2016.

 Standard conditions of contract (Road works) Volume 1, Re-Edited September 2016.
 Professionals Scale of fees for Consultants in the construction Industry (Revised Edition
April, 1996).

3.1.5 SCOPE OF WORK

The project work consists of the design and construction of an 18.95km road which
includes:
a) 8 meters road width
b) 0.8000 meters x 1.0 meters U-drain
c) 1m x 1m box culvert
d) 4.0m x 1.1m x 0.15m concrete slabs
e) 1m x 1m outfall drains
f) Earthworks
g) Pavement construction
The road was designed to have a concrete strength of 25N/mm 2 for 28 days compressive
strength; 12mm and 10mm diameter reinforcement were used for the main bar and
distribution bar respectively for the drain construction.
In addition, the pavement structure consisted of subgrade materials at the formation level,
150mm laterite sub-base material, and 150mm compacted thickness of crushed stone base
course. 50mm compacted hot asphalt was used for the asphaltic wearing course. For the
surfacing, mc 1 was sprayed in a ratio of 1.1 - 1.2litres/m2 and S125 was sprayed to a ratio
of 1.6 - 1.7litres/m2. From the above, this was cambered to channel water from the road to
the drains and discharge through an outfall drain.

3.1.6 MY RESPONSIBILITIES
a) Overseeing general construction activities on site including setting outs, route

Alignment, demolition, earth works, materials and geotechnical engineering

Analysis.
8
b) Review drawings in terms of purpose, construction cost, technical requirements,

and sustainability.

c) Preparing and reviewing documentations for regulatory approvals and contract issues.

d) Material and Labor Scheduling and supervision of subcontractors.

e) Preparation of drawings, daily reports, and specifications.

f) Ensuring compliance with all QA/QC procedures and requirements.

g) Preparation of bids and monitoring of projects cost and progress.

h) Liaising with client and all projects parties.

3.1.7 PROBLEMS ENCOUNTERED

The following were the challenges I met in the course of executing the above

Project:

a) Lack of funds for payment of compensation for properties.

b) Silting-up of adjoining Road drains of the project.
c) Encroachment of properties in the right-of-way.
d) Unsuitable materials as a result of dump site found at subgrade level of the roadway.
e) Unpredictable precipitation (Rainfall).
f) Construction method in discharge of Outfall drains.
g) Constant equipment downtime due to faulty equipment parts.
h) On-site water seepage from the road profile to the drains and vertical cracks on the
drains walls.

i) e) Concrete pump leakage during casting.

j) Youth restiveness at site.

9
3.1.8 SOLUTIONS PROFFERED

a) Suspension of earthworks activities due to incessant rains and concentrating in

Concrete works

b) There was an adjustment to the work plan to maintain working efficiency thus
reduce downtime and proper maintenance plan for the equipment.

c) Construction works were still ongoing at the free sections of the project,
pending payment of compensations at the encroached sections to link up.

d) Affected drain sections were demolished and re-constructed.

e) Concrete pipes were removed and cleaned before re-applying for casting
operations.

f) The unsuitable materials witnessed at some portions of the subgrade level were
Removed to stable formation and replaced with approved borrowed materials
Compacted in layers.
g) Youth leaders were called for a meeting for the purpose of appointing a
community liaison officer (CLO) and consulting for employment of local.

3.1.9 KNOWLEDGE ACQUIRED

In the course of handling this project the following were required

a) I learnt that after achieving a level of compaction on the base course, the road was
Primed immediately and the surface to be primed and was free from vegetation
Diesel, oil, dusts etc.

b) The required temperature for application of priming bitumen was 68 0C, but
Bitumen was heated to 1000C before priming because of changes in bitumen
qualities.

c) I observed that the Roadway must be cambered with a minimum of 2.5% slope for
easy evacuation of storm water in order to prolong the lifespan of the road
pavement.

10
d) Also, I learnt that before laying asphalt, the primed surface was thoroughly swept
and if older than one month, the application of tack coat becomes necessary and
must be colas A.S. 125 or 80/100. I also learnt that any Asphalt heated beyond
1800C shall be declared burnt and must be rejected and that asphalt should not
be laid when its temperature goes down below the rolling temperature range of
1000C – 800C, and should not be laid under rain or on any wet surface.

e) I learnt that materials to be used for subgrade, sub-base and base course levels
should be filled in layers not exceeding 300mm and compacted to 100% of British
Standard (B.S). 100% of West African Standard Compaction (W.A.S.C) and 100% of
America Association of State Highway and Transportation official (A.A.S.H.T.O)
standard respectively.

f) Concrete mix design must be carried out to ascertain the percentages of materials
composition in concrete mix ratio and workability. Curing must be done in all
concrete structure to achieved minimum strength in concrete.

g) Furthermore, I learnt that specified Limits for pavement materials as regard to

their Liquid limit, Plasticity index, California Bearing Ratio C.B.R, and classification
are as follows.

h) Also laying temperature ranges between 130-110c and was determined through
the use of site thermometer.

J) I also learnt that to archived asphalt thickness of 50mm, thickness of 65mm was
laid and compacted to specified thickness of 50mm was achieved through the
use of dip sticks (measuring rod).

Table 1.0: Laboratory Standards for Construction Materials

Fill/subgrade Sub-base Base course

Liquid Limit Less than 40% Less than 35% Not Exceeding 30%

Plasticity Index Less than 20% Less than 16% Not Exceeding 10%

I have gained adequate professional work experience in a vast area of civil engineering,
spanning across design of reinforced concrete and steel structures, highway engineering,
project management, quality control/ assurance, hydraulics engineering and work place
safety. I’m able to bridge the gap between theories and reality on site, by analyzing
problems and proffering sustainable solution to such problems.

Hence, I hereby certify that, this report is a true reflection of my involvement in

various civil engineering projects currently ongoing and completed, and not copied from
any unauthorized materials, thus the activities written in this report were carried out under
strict supervision of Registered Engineers.
I hereby appeal to the council to consider, evaluate and approve my application for
