This module provides a review on the
provisions of the National Building Code of the Philippines together with the procedures in securing a building permit 3.1 PHILIPPINE NATIONAL BUILDING CODE (PD1096) Adopting the National Building Code of the Philippines revising R.A. 6541. The purpose of PD 1096 is to provide and regulate building structures to reach minimum standard requirements and to control the location, site design, quality of materials, construction use, occupancy, and maintenance. Major terminologies in building infrastructures: 1. Construction – All on-site work done from site preparation, excavation, foundation, assembly of all the components and installation of utilities and equipment of buildings or structure. 2. Alteration – Alterations in a building or structure involving changes in the materials used, partitioning, location or size of openings, structural parts, existing utilities, and equipment but does not increase the overall area thereof. 3. Renovation – Any physical change made on a building or structure to increase its value, utility, and/or to improve its aesthetic quality. 4. Conversion – A change in the use or occupancy of a building or structure or any portions thereof which has different requirements. 5. Repair – Remedial work done on any damaged or deteriorated portions of a building or structure to restore its original condition. 6. Demolition – The systematic dismantling or destruction of a building or structure in whole or in part. 3.2 TYPES AND CLASSIFICATION OF OCCUPANCY Structures or portions of structures shall be classified with respect to occupancy in one or more of the groups listed in this section. A room or space that is intended to be occupied at different times for different purposes shall comply with all of the requirements that are applicable to each of the purposes for which the room or space will be occupied. Types of Occupancy Classification of Building Occupancy

Group H – Assembly other than Group 1 9. Group I – Assembly with occupant load of 1000 or more 10. Group J – Accessory 3.3 TYPES OF CONSTRUCTION Buildings can be categorized into five different types of construction: fire-resistive, non-combustible, ordinary, heavy timber, and wood-framed.
1. Type I – Buildings shall be wood construction
2. Type II – Buildings shall be wood construction with protective fire-resistant materials and one-hour fire resistivity except for nonbearing construction 3. Type III – Buildings shall be masonry and wood construction and shall have one-hour fire resistivity throughout wherein exterior walls shall be fire resistive construction 4. Type IV – shall be steel, iron, concrete, or masonry construction with permanent walls, ceiling, and partitions that shall be of incombustible fire-resistive construction except for permanent non-bearing partition of one-hour fire resistive construction 5. Type V – Building shall be fire resistive, structural shall be steel, iron, concrete, and masonry construction 3.4 BUILDING PERMIT A Building Permit is a document issued by Department of Building Official that serves as your official consent to commence any construction, alteration, renovation, or demolition of your property. This has to be secured before the work will commence. As part of the Building Permit process, the Department of Building Official will look and analyze your submitted plans to guarantee that your application complies with the National Building Code of the Philippines (PD 1096), Fire Code of the Philippines (RA 9514), and your Local Building Code. Securing the building permit ensures that the home owner, architects and engineers follow the codes, standards, and minimum requirement for a construction. Proper architectural, mechanical, structural, electrical and sanitary plans should also abide by the codes. Within 10 working days, you will receive an order of payment from the Releasing Section of the building office. Settle the charge at the cashier’s or treasury’s office. 8. Photocopy the OR and bring a copy to the Office of the Building Official releasing section. After five working days, the building permit will be released after the submission of proof of payment (official receipt).
