GAS INSULATED SUBSTATION INSTALLATION

I. PURPOSE

The Gas Insulated Substation (GIS) Equipment Installation is demanding and needs
for a detailed plan and sequence of works. The purpose of this methodology is to
outline the activities that shall address the demands of GIS Equipment Installation.
This shall also discuss safety standards that shall ensure 100% safe man hours
during GIS Equipment Installation.

II. SCOPE AND DELIMITATIONS

This Methodology is applicable to Maxipro Development Corporation. The Procedures


outlined in this methodology involve only the conduct of installation of GIS
Equipment. This shall outline a proper sequence plan that is a basic requirement to
allow an efficient work flow and a high-quality installation.

Workers involved in the conduct of activities shall gain access to the construction
area by Permit System from Owner’s Substation Operation. Required documents that
shall certify the expertise of the workers in installing GIS Equipment shall be
submitted to the Project Owner or its Representative.

This methodology does not provide an in-depth analysis of OSHA standards and
regulations. It is intended as a guide and quick reference for the Owner, National
Grid Corporation of the Philippines (NGCP), Contractor, and if any, Sub-Contractor
workers. The procedure captures activities involved in the installation of GIS
Equipment. The Owner and the Contractor shall evaluate the specific hazards
associated with the operation at the site where the works are being performed.

III. RESPONSIBILITY

The Project Manager shall be responsible for ensuring that this procedure is
understood by and adhered to by all personnel involved.

The Project Engineer, Safety Engineer or the Quality Control Representative is


responsible for the implementation of these procedures.

IV. OVERALL PROJECT PLANNING PROCEDURE

An overall installation process, that considers future expansion of GIS bays and
equipment, is essential for an efficient and progressive project. Normally, the
preassembled devices and bus sections coupled with the manufacturer’s directions
shall impact the assembly process and shall follow a series of steps as follows:

A. Preconstruction discussions between the end-user and the manufacturer and shall
include the Installation and Assembly Contractor.
B. Site initial works that shall include grading, drainage installation, foundations and
equipment grounding, access roads, and auxiliary removal facilities.

C. Arrangement of construction equipment that shall be needed for the installation.

D. Final alignment and foundations levelling for associated devices.

E. Collecting, unloading, and stacking away GIS Devices.

F. On-site GIS primary assembly.

G. Leak Tests.

H. Protection relay, revenue metering, SCADA, communications, station service and


the related control wiring installation.

I. Vacuum processing and gas filling with moisture and gas quality verifications.

J. Mechanical and Operational Tests on the switches, instrument transformers, and


circuit breakers.

K. Primary Bus High Voltage Dielectric and partial Discharge Checks. It is also vital to
know the test connection point especially in the case of indoor devices where a
temporary air to inspect bushing maybe required.

L. Commissioning and start procedure.

M. Construction snag list and site cleaning.

V. PLANNING AND INITIAL SITE ASSESSMENT

As part of the preliminary design, the different parties involved shall collectively
make a composite project plan for the overall project. The plan shall be detailed,
well-defined, and analysed. Vital elements of a project implementation schedule shall
include the following:

A. Design, Engineering, and Regulatory Approvals

1. Management and Project Organization Data

2. Document, Study and Drawing Approval Procedures

3. Single Line and Electrical Schematic Release Sequences

4. Specification and coordinated release of Construction Drawings

5. Assembly and Building Approvals

6. Regional or National Electrical Transmission Authority Approvals

1. Ample Lead-Time Elements: GIS Device/circuit breakers, bus, underground


transmission cable and transformer bushing terminations, and other
interconnected devices – underground cables and power transformers.

2. Typical electrical construction materials: fittings, conduit, cable tray, control


and instrumentation cables.

3. Structural and Civil Materials: anchor bolts, steel supports, rebars, and
concrete.

C. Construction Procedure

1. Site Planning and Organization: yard grading and fence.

2. Structural and Civil Works, Foundations, Basement, and Building Construction

3. Electrical Primary Devices

4. Secondary Control Wiring and Panels

5. Others, may include Station Service Power, Security etc.

D. Testing and Commissioning Procedures

1. Initial Tests and Measurements

2. Vacuum and Gas Handling

3. High Voltage Conditioning

4. Energization and In-service Tests

E. Project Completion

1. Construction and As-built Drawings

2. Spare Parts and Tools List

3. Operations and Maintenance Directions and Routines

VI. ASSEMBLY PROPOSITIONS AND SAFETY FACETS

A. Similarly, for any other Power Equipment, there is a risk of electrical shock and fatal
injury. GID devices bring the complexities of working with pressurized elements and
gas manipulation. When installing new GIS Equipment, especially additions or
expansions to energized equipment, it is crucial to follow adequate lock-out tag-out
routines and ensure that devices or hardware are adequately sectionalized,
grounded, and depressurized before inspecting a GIS compartment.

B. If the installation includes cable trenches or vaults, basements, or confined spaces


below floor level, the space needs to be tested for oxygen levels. SF6 is heavier than
air and may accumulate in low or confined facility areas.

C. GIS devices have numerous mechanisms in small enclosures and can be controlled
remotely. To prevent injury, ensure that motor mechanisms and spring/pneumatic
and hydraulic operators are discharged and de-energized before any work
commences.

D. Use approved mechanical and electrical tools, including the correct size wrenches,
handles, and other hardware.

E. Current transformers may already be included in the GIS assembly. To prevent


damage, the secondaries, if not used, shall be shorted before energization.

F. Avoid unreasonable force during the assembly routine. Epoxy insulators can break
with a substantial jolt or unusual lateral or axial tensions during alignment

G. If GIS devices are equipped with view ports to check disconnect or ground switch
status, do not directly observe while the device is switching. Electrical arcs may start
and they can harm eyesight.

VII. OBLIGATION AND ROLES OF PERSONEL

A. PROJECT ENGINEER

Single Point of Contact in the Site and oversee all related Civil Works and
Electrical Activities, ensuring all safety and quality of work are adherent to
Contract Document and Specifications.

B. ENGINEER

Ensure that during the activities, Methodology Statement is available for ready
reference and guidance. Confirm availability of all materials, tools, equipment,
and required personnel who will carry out the work.

C. SAFETY OFFICER

a. Check the work areas for any unsafe conditions. Ensure that all safety
requirements, JHAP have been adequately addressed and the work is carried
out in accordance with NGCP project safety procedures.

b. The Safety Officer reports shall be available all the time when required, and
monitor the related work.

VIII. SITE SAFETY AND HEALTH REQUIREMENT

A Health and Safety Plan shall be made for the site. This shall include:

C. Risk Identification and Assessment

D. Communications: emergencies, incident reports, safety toolbox meetings.

E. Technical Safety Demands: Personal Protective Equipment, clearances, tool check,


rigging devices, equipment isolation, tagging, fall protection, and traffic control

F. Compliance Standards and Demands: inspections, problem identification, mitigation


actions

G. Environmental Aspects: suggestions and permits, erosion controls, preventive


actions, response steps
