OFFICE ORDER NO.582(A)

Sub:- Re- structuring of salary and other allowances of outsourced


employees.

In supersession of Officer Order No.582 dated 06.04.2020, on the above


subject, the following orders are issued for compliance-

1. Outsourced employees both Technical and Non-Technical are engaged to work


with RailTel through an Agency fixed by RailTel from time to time. Some of the
outsourced staff get re-engaged when the contract for outsourcing gets renewed
or is awarded to a new agency.

2. As per the extant instructions, vide Office Order No.573, dated 02.01.2020, the
Non-Technical outsourced employees are eligible to avail continued raise in pay
till 5th year of working for RailTel through an outsourced agency. While the
Technical Outsourced employees can avail continued raise in pay till 3rd year for
working for RailTel irrespective of whether they are working with same agency or
not.

3. It has now been decided that the ceiling of years for raise in pay shall stand
dispensed with. Henceforth, the rate of annual raise shall be 3% of pay and will
be applicable for all outsourced employees, irrespective of years of service
rendered. In case of change of contractual agency for manpower, if the
outsourced employee gets selected by the new agency, his last pay drawn with
the previous agency will become his initial pay with the new agency. This annual
raise shall be applied as under:

(i) For those who have had already completed 5 yrs. (for Non-technical) and
3 yrs.(for Technical) on or before 31.03.2020- shall be given a notional
raise in pay @ 0.6%, over the present pay, for each completed year of
service, beyond 5th year (for non-Technical) and 3rd year (for Technical) for
Railtel, till 31.03.2020. Such notional enhanced pay will be effective from
01.04.2020.

Further such employees shall be allowed 3% raise in pay from 01.04.2020


with further annual raise @3% of pay on 1st April every year.
(ii) For those who will complete 5 yrs. (for Non-technical) and 3 yrs. (for
Technical) on or after 31.03.2020 – shall after completion will be allowed
3% raise in pay.

(iii) For those not completing 5 years (for Non-Technical) and 3 years (for
Technical) as on 31.03.2020 shall continue to be allowed raise of 7%, till
their completion of 5 years / 3 years in the existing contract. Thereafter,
annual raise @ 3% of pay shall be effected.

4. As regards allowances and other benefits the following has been decided (to be
applied from 01.04.2020): -

i) In supersession of Office Order No. 274, dt. 23.01.2012, all outsourced


employees shall be eligible for DA (Daily Allowance) @ of 265/- per day
limited to 30% of Gross salary per month.
ii) Those who are not covered under ESI shall be allowed medical allowance
@ of Rs.683/- per month.
iii) Mileage allowance for all outsourced employees shall be Rs.6/- per KMs.
iv) All outsourced employees shall be eligible for sick leave (with full pay) for
six full days in a year, against authorized and permitted sick period
supported by medical certificate/ prescriptions.
v) All outsourced Engineers (Graduate/Diploma/MCA) shall be designated as
"Field Engineers".
vi) The Agency engaged to take outsourced employees for RailTel shall be
asked to get cover of Pradhan Mantri Suraksha Bima Yojana at the annual
premium admissible from time to time, for each outsourced employee.
vii) The Field Engineers and outsourced PAs/Office executives can avail
AC-III-Tier for travel by train on duty. Production of ticket will be
compulsory otherwise fare will be limited to that of sleeper class.

5. Necessary amendments to the existing outsourcing contracts and new tender


documents may be made accordingly.

This issues with the approval of Competent Authority.
