2. As per the extant instructions, vide Office Order No.573, dated 02.01.2020, the
Non-Technical outsourced employees are eligible to avail continued raise in pay
till 5th year of working for RailTel through an outsourced agency. While the
Technical Outsourced employees can avail continued raise in pay till 3rd year for
working for RailTel irrespective of whether they are working with same agency or
not.
3. It has now been decided that the ceiling of years for raise in pay shall stand
dispensed with. Henceforth, the rate of annual raise shall be 3% of pay and will
be applicable for all outsourced employees, irrespective of years of service
rendered. In case of change of contractual agency for manpower, if the
outsourced employee gets selected by the new agency, his last pay drawn with
the previous agency will become his initial pay with the new agency. This annual
raise shall be applied as under:
(i) For those who have had already completed 5 yrs. (for Non-technical) and
3 yrs.(for Technical) on or before 31.03.2020- shall be given a notional
raise in pay @ 0.6%, over the present pay, for each completed year of
service, beyond 5th year (for non-Technical) and 3rd year (for Technical) for
Railtel, till 31.03.2020. Such notional enhanced pay will be effective from
01.04.2020.
(iii) For those not completing 5 years (for Non-Technical) and 3 years (for
Technical) as on 31.03.2020 shall continue to be allowed raise of 7%, till
their completion of 5 years / 3 years in the existing contract. Thereafter,
annual raise @ 3% of pay shall be effected.
4. As regards allowances and other benefits the following has been decided (to be
applied from 01.04.2020): -
