1.Cover letter
The issue of street children has been being discussed under different international, regional
and national legal as well as political meetings through taking human right positions, customs
and values of certain locality in to consideration. Particularly, abuse of street children for
sexual oriented harassment as well as for trafficking through hazardous localities have been
being publicized via various national and international mass Medias. Accordingly, our
organization Ethiopian Human right protection association (EHPA) has notified for the
concerned governmental authority as being the existence of many street children in Addis and
other state urban centres. In addition to this our organization has been supporting many
Childs by itself and via international as well as through domestic civil society associations’
donation. For continually realizing those indicated objectives this project has framed to
reduce number of the street children in Arada Sub city around sadist kilo through taking
herein below indicated normative strategic procedures in to consideration.
2. Executive summery
The real existence of social, economic and psychological problem of street children in most
urban centres of the country in general and in the proposed environment in particular has
attracted the attention of national and international role players. Especially, being non
participant in educational, economic as well other social fate makes the street children
vulnerable for various problems. Through realizing this nature, this minimum project is being
proposed to address the problem of street children via reducing their number from 60% to
30% within the following three consecutive years through financing one million eth birr. In
doing so, the necessary methods, strategies as well as other essential procedures has been
employed to realize the intended one.

3. Introduction
Multidimensional vulnerability of street children for most targeted and circumstantial life
incidents has invoked to give particular emphasis over the problem by any concerned
governmental and nongovernmental bodies. Our organization name is Ethiopian Human
Right Protection Association. It is a new organization. The identity of our organization is that
the technique that we use in working on protecting human rights especially the right of street
children. our organization is formed through being founders of persons like professor
Gemechu who was the founder of ERA or Ethiopian Relief Association in America
Minnesota and Doctor Fenet who work currently in UNICEF. And also other person’s
members who have masters and degree and also worked on governmental and non
governmental agency which can make them to work properly to achieve our goal. As our
organization is started step but we are sure that its better that started one is holding
experienced and knowledgeable persons. Ethiopia human right protection association
(EHPA) is provided with technological instruments like camera and video which control the
workers who work on workshop to achieve our goal in reducing the number of street
children. The purpose of this project is to change the undesirable condition of street children
who cannot obtain human needs as human being to desirable condition where street children
have a human needs want and have safe place which help them to less vulnerable to expose
for sexual abuses, beating, addiction and other things. Especially, non -competitiveness of
street children in education, health and other social fait has hindered the sense of self reliance
among the street dweller children. To reduce the custom of street life and thereby the
consequence the level of awareness regarding what, how, when as well where questions
about better life condition shall be addressed for all the concerned. In doing so, this project
has designed for the realization of the aim of reducing the number of street children in
Aradasub city especially around sadist kilo through specifically indicating its goal; objective,
input and output of the project as herein below indicated.. To secure the realization of this
project procedural methods, organization and Administration, monitoring and evaluation,
phase out strategy, sustainability and budget of the project has been given emphasis as
justified below.
4. Background
Children are the future hope of any society since they will be vested with the great
responsibility of becoming the leaders of tomorrow" (Melan, 1996:7). In supporting this
general concept, Hassen, in his opening address of the workshop entitled "Protect Children
from Abuse and Neglect" put children as a future of mankind and state that "what the world
of tomorrow will look like will depend on what adults could do for children today as we
cannot reap tomorrow what we haven't sown today

interests of the child", which refers to mental, physical and social development of the child
in all dimensions (MOLSA and UNICEF, 1995). To bring positive changes in the living
conditions of street children, effective and large-scale programs are required from concerned
government agencies and NGOs. But experience dictates that this will not happen without a
well planned, high profile campaign of advocacy touching all sectors of the society as well as
national and international policy-makers, donor communities and program initiators (FSCE,
1996: 2). According to available information, as many as 92-child care institutions catering
for the needs of 13,250 children are sponsored by NGOs (TGEIUNICEF, op.cit.46). Through
taking the real and well searched problems into consideration this project is being framed to
reduce the number of street children in Arda sub city around sadist Kilo. As the framer of this
project is being student of AAU main campus that is easy to his to observe the day to day
hazardous life of those street children around the campus. Especially, the business activities
of the concerned environment have made the life of street children under thrown garbage
places.. Through taking those real problems into consideration this project is being framed to
reduce the number of street children from the targeted area.
Like in many least developed countries, the scale of the problem of street children in
Ethiopia in general and in Addis Ababa in particular has reached very unprecedented levels
due to intertwined and complex socio-economic factors including poverty, family breakdown,
political unrest/instability, rural-urban migration, mass displacement, loss of parents, drought
and famine, and so on. Despite the existence of the problem of streetism in every country, its
size, nature and cause varies from country to country depending on the level of economic
development, cultural and traditional settings, institutional interventions and the level of
social harmony and peace. Of all complex and varied factors urban poverty, emanating from
the proliferation of slum communities, unemployment, underemployment, ill health of
parents and displacement, is the major cause that accentuates the problem of street children in
Addis Ababa. Children occupy an important position particularly in creating a link between
now and the future. "Every child is asset glamour to the family and a tremendous fortune to
the community. Children are the future hope of any society since they will be vested with the
great responsibility of becoming the leaders of tomorrow" (Melan, 1996:7)
The data shows that the number of street children around sadist kilo approximately around
200. And that the society information indicates that number of street children was rapidly
growth from time to time. We also get the information from the street children themselves
and our team workers also tell the increasing the number of street children and also we have a
information from kibebeTsehay orphanage centre agency that the number of street children is
very increasing which can affect the future generation of our country.
Accordingly our organization is wanted to work reducing street children in three years by
reducing their number through costing 1 million birr to realize the intended goal of this
minimum project.

The project planning, execution and evaluation will be done in accordance with guidelines of
our organization• especially, the project team will have semi-annually review meeting in
which the project Director will review the activities carried out in the past sixth months with
every staff. The project staff will prepare monthly and quarterly activity and financial reports,
annual reports and success stories. The reviewing and commenting activities of the public in
the concerned area as well as other professional project designer’s, important stockholders,
few beneficiaries as well project staff reviews can reshape and monitor the ongoing flow, to
realize the intended project in the targeted area.
11. Strategy
The main goal as well the objective of this project can be effected through employing
The project has been organized through taking the necessary sector of the project and the
essential activities into consideration. In doing so, project director, project co-ordinator,
Accountant, two tutors, three teachers, a cook, and a helper. • Each individual person in the
project will have specific roles to play for the welfare of the street children in the targeted
area.
Change is not a one day, one month or one year outcome. It needs continuous activity. We
know that only three years are not enough to achieve the overall goal. The Project holding
organization and community will be responsible for the sustainability of the project. Once the
project gets over the organization will seek support from local funders or other donor
agencies with similar objectives.
Generally, to phase out from the project without affecting its sustainability these are the
following phases

1. First phase;- the general frame of the project through analyzing the object, goal, input,
output , strategies and methods with being intended to be helped child and the
surround community.
In doing so, the general motive of the concerned streets towards the proposed project
as well as the position of external supporters would be critically ascertained within the
first 3 consecutive moths
2. In the second phase; - the necessary human resources for training as well as for
procuring material resources would be effected. In doing so, teachers, traffic police,
administrative officer, project co-ordinator and external resource personnel
recruitment will be conducted through 4 months following phase out one activity.
