CHAPTER I

THE PROBLEM

Background of the Study

Vendors are the persons who sell things especially on the street in San

Narciso, Quezon, we can find many vendors. Every vendor has their own

techniques/strategies. Sometimes they can’t avoid being alike with their competitors

but they always find means to be the number one in the eyes of their customers.

Vending as a profession has been carried out all along in known history and it

has been an integral part of rural and urban culture. They cater to the needs of a large

number of customers from the middle and lower income class and contribute

significantly to the economy.

Vendors exhibit remarkable entrepreneurial skills. The largest concentration

of vendors is in the group of 16-35 years. It indicates that vending involves enormous

physical labor. A vendor starts early in the morning with the day’s purchase. The

marketing place is invariably far from his residence.

The National Policy for Urban Street Vendors, 2004 defines a street vendor as

“a person who offers good or services for sale to the public without having a

permanent built up structure but with a temporary static structure or mobile stall ( or

head load). Street vendors may be stationery by occupying space on the pavements or

other public/private areas, or may be mobile in the sense that they move from place to

place carrying their wares on push carts or in cycles or baskets on their heads, or may

sell their wares in moving trains, bus etc. The term urban vendor in the policy

includes both traders and service providers, stationery as well as mobile vendors and

incorporates all other local/region specific terms used to describe them, such as,

hawker, pheriwalla, rehri-patri walla, footpath dukandars, sidewalk trades etc.

San Narciso Public Market was reconstructed and starts it operation since

2009 under Former Mayor Eleonor “Allen” U. Uy. In San Narciso Quezon vending is

one of the source of money. But, we did not know vendors experienced/faced

different issues.

This is study is from Croft et. al. (2016), supermarket vendors were

interviewed at their workplace and were oversampled to obtain adequate data, since

the number of supermarket is still small. Vendors were surveyed on their ALV

purchasing and sales behavior, postharvest handling, seasonal variation, and

perceptions of market barriers using a structured questionnaire. Market barriers

included infrastructure specifically Comfort Room, availability of seasonal variation,

price, consumer demand, and consumer perceptions.

Republic Act No. 6039 an act amending Section Fifteen of Republic Act

Numbered Four hundred nine, as amended, entitled “ An Act to Revise the Charter

of the city of Manila, and for other purposes. It has the declaration of the right of

market vendor stalls in any public market, including privately owned but city-

operated market with or without lease contract with the city, shall be known as a

market vendor for the purpose of this act.

Street Vendors Act, 2014 or Protection of Livelihood and Regulation of Street

Vending. It is an act to enacted to regulate street vendors in public areas and protect

their rights. Vendors’ rights are the following: right to compete, right to know, the

right to paid promptly and right to protest and appeal.

This study would like to determine the issues faced by the public market

vendors of San Narciso District 2 and their techniques to lessen the issues. In the

study above it shows that the different issues faced by the vendors were sales

behavior, seasonal variations, perception of customers, postharvest handling and

some vendors had experienced of lack of complete competencies in the market. There

are times that they encountered a huge issue that’s why some law was created to

protect public market vendors. Those laws support the rights of a vendor such as their

right to compete, right to know, right to pay promptly, and right to protest and appeal.

The purpose of this study is to determine the different issues faced by the

public market vendors of San Narciso District and to help them and give knowledge

on how to lessen the issues.

Statement of the Problem

This study aimed to determine the issues faced by the Public Market Vendors

of San Narciso District 1. This seeks to provide information with the following

questions:

1. What were the issues faced by the public market vendors of San Narciso

District 1?

2. What were the strategies used by the public market vendors in terms of:

a. Selling

b. Dealing with the other vendors

3. Based from the findings of the study, what actions were done by the

researchers to help the public market vendors on the issues they’re facing?

The input stage included the problem of the study, which were the different

issues faced by the Public Market Vendors of San Narciso District 1. In determining

the issues faced the researchers also found out the factors contributing to the issues

they were facing. The process stage was where the researchers determined and

analyzed the different issues faced by the Public Market Vendors of San Narciso

District 1. Canvassers used interview and survey questionnaire in determining and

analysing the issues faced by the vendors. The output stage of this conceptual

framework was the solution of the researchers on how to lessen the issues. By the use

of flyers they were able to conquer the issues.

Importance of the Study

This study were relevant for the reason that the researchers were able

to recognized the different issues faced by the Public Market Vendors of San Narciso

District1 . In this study, this became helpful to the following people:

Vendors. It drived their ability on persuading their customers to bought their

product. Those vendors were from San Narciso Public Market.

Customers. They distinguished and appreciated how hard the work of a

vendor was. These persons were from the different barangay of San Narciso District

1.

Future Researchers. Used this study as a guide for determining the issues

that faced by the vendors in their everyday scenario at the market.

Scope and Limitation

The utmost concern of this study was to determine different issues

faced and technique used by the Public Market Vendors of San Narciso District 1.

The San Narciso Public Market has 25 vendors. 13 vendors for the wet goods and 12

vendors for the dry goods.

By used of interview and survey questionnaire, the researchers interviewed 6

vendors from Public Market of San Narciso District 1.

Definition of Terms

To clearly understand this research work, the following terms were defined,

operationally.

Issues. These are what the vendors facing in their everyday life in the San Narciso

public market.

Vendors. Persons who worked hard in the public market that sells dry and wet goods.

San Narciso Public Market. This is where the vendors work and sells dry and wet

goods.

CHAPTER II

REVIEW OF RELATED LITERATURE AND RELATED STUDIES

This chapter presented the review of the related literature and studies that

were related to issues faced by the Vendors. It included the ideas and concepts

gathered from different materials such as unpublished researches and online

resources.

Related Literature

According to WEIGO (2018), today, vending is an important source of

employment for a large number of urban poor as it requires low skills and small

financial inputs. Broadly defined, a street vendor is a person who offers goods of

services for sale to the public without having a permanent built-up structure but with

a temporary static structure or mobile stall (or head load) Street vendors could be

stationary and occupy space on the pavements or other public/private areas, or could

be mobile, and move from place to place carrying their waves on push carts or in

cycles or baskets on their heads, or could sell their wares in moving buses.

Vendors are often regarded as public nuisance. They are accused of depriving

pedestrians of their space, causing traffic jams and having links with anti-social

activities. The municipal authorities and housing societies, aided by the media, have

targeted vendors at frequent intervals. “The lack of recognition of the role of the

street vendors culminates in a multitude of problems faced by them: obtaining

licence, insecurity of earnings, insecurity of place of hawking, gratifying officers and

musclemen, constant eviction threats, fines and harassment by traffic policemen.”

Rendering to P. Srivastava (2015), vending has been a profession since time

immemorial, with street vendors an integral part of our urban history and culture.

Shopping and marketing, in a traditional Indian sense, has primarily been informal.

Social interaction is integral to Indian markets in contrast to the mechanized and

sterile concept of shopping favoured by modern market and super market structures.

Taking from Karthikayan R. (2015), the largest concentration of vendors is in

the age group of 16-35 years. It indicates that vending involves enormous physical

labour. A vendor starts early in the morning with the day’s purchase. The marketing

place is invariably far from his residence.

As mention by NASVI (2014), vendors exhibit remarkable entrepreneurial

skills. Purchasing of commodities is no easy task with constant market fluctuations.

Besides, middlemen have a major say in the wholesale markets. Commodities have to

be sync with both consumer tastes and paying capacity. As most vendors deal in

perishables, the goods have to be sold at the right time.

Conferring from R. Reynante (2015), there are more than 500 vendors

working around the country, with a wide range of experiences leading them to The

Big Issues. This includes homelessness, long-term unemployment, intellectual and

physical disability, mental illness, drug and alcohol dependency and family

breakdown. Every vendor has a different story, but all are looking to improve their

lives.

Related Studies

Based from the study of Karthikeyen et. al. (2017), the problems or issues

faced by the vendors are harassment by police and local government, illegal cases

against the vendors, trading size to small, problem with allocation centre, lack of

facilities, lack of access to credit and lack of skills and education.

A research study entitled “A survey of market vendors in a rural township

could more schooling assist rural market vendors?” by Jagjit Singh (2012) he found

out that literate middlemen entrepreneurs were able to earn market vending

significantly more than the illiterate ones. It is suggested that the differences observed

may be due to greater awareness of pricing, consumer preferences and the market

forces at large. Middlemen entrepreneurs who are able to read and write would,

through newspaper and other reading materials in circulation, have relatively more

information for efficient performance in the competitive market.

Laforteza, Jared James, Manalo, Gandrose and Tan Joel (2014) studied the

accounting practices and strengths, weakness, opportunities and threats of street

vendors in Davao City in Philippines. The paper entitled “Determinants of

Accounting Practices among Street Food Vendors” was based on 30 street food

operators. It was found that 66.67% of the vendors maintained separate accounting of

personal expenses. The strength of street vending revealed by them was small

capital requirement, their weakness was poor business management of vendors,

opportunities was wide and diversified market and the important threat found was

strong market competition.

Tavonya Njaya ( 2014), in the paper on “ Challeges of Negotiating Sectoral

Governance of Street Vending Sector in Harare Metropolis, Zimbabwe analysed the

influencing factors and problems of street vendors in Harare based on 145 samples.

The factors that promoted street vendors to take up the activity was quick and easy

avenue to earn subsistence income and failure to find jobs in the formal economy.

The problems at their work place were overcrowding and obstruction by fellow street

vendors.

Sally Rover (2013)’s study on “Informal Economy Monitoring Study Sector

Report: Street vendors was based on 502 street vendors in 5 cities. The study revealed

that 68% of street vendors, vending was their main source of income. The faced

problems in the form of harassment by police, arbitrary confiscation of merchandise,

demand for brides and physical abuse. They lacked secure to place to work. About 70

% reported that their supplies had become more expensive. They were unable to fix

high prices to customers because of intense competition.

CHAPTER III

RESEARCH METHODOLOGY

This chapter presented the procedures and methods on implementation of the

study. This also included the research design, the research locale, the research

population and sample, the research instruments, the data gathering procedures, and

the statistical treatment of data.

Research Design

This study used the quantitative-qualitative approach of research employing

the descriptive method of research. This study included the used of evaluative

analysis focusing on the issues faced by the Public Market Vendors of San Narciso

District 1.

Definitely the descriptive-evaluative method used in the study as the study’s

objective was to gathered incidental data about the condition of the study. It included

the process of identifying the issues faced by the Public Market Vendors of San

Narciso District 1.

Research Locale

This study was conducted in San Narciso Public Market at Brgy. Pagkakaisa,

San Narciso, Quezon. San Narciso Public Market was reconstructed and starts it

operation since 2009 under Former Mayor Eleonor “Allen” U. Uy.

San Narciso, Quezon is one of the provinces of the 3 rd District of Quezon.

This province was recognized since 1912. San Narciso was branded for its delicious

tuyo and its beautiful sceneries/tourist spots like Talisay and Sabit Beach. And it was

famous on its own advocacy the “Kalinisan at Progreso, Ito ang bayan ng San

Narciso” that started from the Former Mayor Eleonor “Allen” U. Uy and her daughter

the present Mayor Atty. Florabel U. Uy-Yap continues the advocacy.

Research Population and Sample

The respondents used by the researcher were the six (6) public market

vendors of San Narciso District 1.

The six (6) public market vendors of San Narciso District 1 was vending for

almost nine (9) years.

Research Instruments

The researcher used an interview and survey questionnaire in accomplishing

this study. The interview and survey questionnaire used in the study was designed to

attain information on the issues faced by the Public Market Vendors of San Narciso

District 1.

Data Gathering Procedure

In accomplishing this study, the following procedure or steps were considered

and followed:

The researchers have provided a letter of approval for their thesis adviser to

let them conducted their study right after the letter has been signed; the researchers’

sought permission with the letter of approval to their principal to let them went

outside the campus for the interview and giving the survey questionnaire with the

vendors. Afterwards, the researchers ask the sanction of the vendors by giving the

letter of approval that they signed. Once the letter of approvals has been signed the

researchers started the interview and giving the survey questionnaires to the public

market vendors of San Narciso District 1.

The answers of the respondents have done personally by the researcher and

precipitated the restitution of the responses.

Statistical Treatment of Data

The researcher used the statistical measures in summarizing, presenting,

analyzing, and interpreting the data gathered.

In order to achieved interpretation of results for the issues faced by the public

market vendors of San Narciso District 1 during the item analysis, the weighted mean

formula was utilized.

The data gathered by the researchers were organized for analysis and

interpretation. This study aimed to determine the issues faced by the Public Market

Vendors of San Narciso District 1.

Based on the table above, the first issue was the sales behavior and under it

were different problems that they might face. Sales behavior has a weighted

arithmetic mean of 2.87 and a Verbal description of Moderate Agree. The problem

that got the highest weighted arithmetic mean under sales behavior was “the customer

easily accept the price of their product”, its weighted arithmetic mean is 3.22 and

verbal description of Moderate Agree. The bottommost problem of sales behavior

was “experience difficulty in persuading your customers about the product you were

selling” it has a weighted arithmetic mean of 2.67 and verbal description of Moderate

Agree. A research study “A survey of market vendors in rural township could more

schooling assist rural market vendors?” by Jagjit Jingh shows that pricing is one of

the issues faced by a vendor. Also, in the research of Jagjit Jingh it indicates that

vendor problem was customer preferences. According to some public market vendors

they experience difficulty in pricing because customer were complaining about the

price of their product but they did not know they imported it also from other sellers

that’s why they need to put up high value of the price to get their capital.

Second issue in the table was Seasonal Variations, 2.54 for its weighted

arithmetic mean and Moderate Agree for its verbal description. The peak problem

under seasonal behavior that got a weighted arithmetic mean of 2.72 and verbal

description of Moderate Agree was “products are being demand based on the

seasons”. The lowest weighted arithmetic mean in the seasonal variation was 2.22

that has Agree as its verbal description was “the products you are selling are

seasonal”. Seasonal variation was an issue for us because sometimes the products we

are selling were seasonal; our income depends on our product itself.

Perception of Customers was the third issue listed in the table it has 2.8 and

Moderate Agree. “your customers want good quality products” got 3.56 for its

weighted arithmetic mean and Strongly Agree for the verbal description, it was also

the top under the perception of customers. “You make false promises” was only 2.08

and Agree, it is considered as the lowest among the three. Perception of the customer

was also our problem according to San Narciso Public Market Vendors because

sometimes there were instances that they do not accept explanation from us only their

perception was accepted.

The fourth issue was Consumer Demands, its weighted arithmetic mean was

2.96 and the verbal description is Moderate Agree. The highest among the four

statements under it was “the quantity of the products satisfy the needs of the

consumer” and its weighted arithmetic mean is 3.22 and Moderate Agree as its verbal

description. The lowest was “the long term demand of goods affects your sales” that

got 2.61 and Moderate Agree. A Consumer demands were an issue for us because

they want high quality products without paying the right price as well as with the

quality.

The fifth issue listed above was Harassment and it got 1.37 and Disagree.

According to the result of the questionnaire “experience verbal harassment (i.e.

aspersions and foul words)” got the highest weighted arithmetic mean of 1.61 and a

verbal description of Disagree. “Experience emotional harassment that results into

trauma (i.e. committing suicide)” got 1.22 and Disagree. In 2013 a study by Sally

Rover entitled “Informal Economy Monitoring Study Report” shows that vendors

faced physical abuse. Sally Rover study proves that vendors really faced harassment.

“As of now we did not experience physical harassment but we do experience

aspersions from the customer”.

Lack of Infrastructure was the second to the last issue itemized in the table

and it got a weighted arithmetic mean of 2.75 and a verbal description of Moderate

Agree. The uppermost weighted arithmetic mean under lack of infrastructure was

“The public market has enough lights and water for your needs” and a verbal

description of Moderate Agree. The lowermost was “the comfort room is highly

maintained” its weighted arithmetic mean is 2.33 and Agree. According to

Karthikeyen et. al. (2017) the problem or issue faced by the vendors is problem with

allocation centre. There was also a study by Tavonya Njaya (2014) shows that

vendors problem is their workplace because it is overcrowding. “Lack of

infrastructure like comport room is an issue for us because as a human being we

really need to use a comport room to clean our body”.

The last issue enumerated was Lack of Security it got 2.72 for its weighted

arithmetic mean and Moderate Agree for the verbal description. “the public market

has a security guard or police officer assigned for your security and safety” got 3.22

for the weighted arithmetic mean and Moderate Agree for the verbal description and

this was the utmost. The bottommost was “you experience robbery in your store” that

got the weighted arithmetic mean of 2.17 and verbal description of Agree. The study

of Sally Rover shows that vendors are lack in secure place to work. “ As a public

market vendor I experience robbery that why I have a problem with the security”.

Based from the interview, the researchers found that the strategies that the

vendors were using were the following characteristics open-minded, kind friendly,

approachable, optimistic and they have their own marketing strategies or business

strategies.

According to Anand Subramaniam (2018), vendors strategies are provide

competitive pricing, provide excellent customer service, and quality the customer

love.

In dealing with their co-vendors they were also open-minded, kind, friendly

and approachable they saw market competition as motivation to strive hard.

Based from Joe (2014), a vendor must have active communication,

collaboration, and be friendly and help others to avoid obstacles.

CHAPTER V

SUMMARY OF FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS

This chapter presented the summary of findings of the study, the conclusions

derived from the findings, and the recommendations of the study.

Summary of Findings

After the data had been analyzed, the following findings were derived:

1. Issues Faced by the Public Market Vendors of San Narciso District 1

Sales Behavior, “The customer easily accepts the price of their product”, its

weighted arithmetic mean is 3.22 and verbal description of Moderate Agree.

“Experience difficulty in persuading your customers about the product you were

selling” it has a weighted arithmetic mean of 2.67 and verbal description of Moderate

Agree. Seasonal Variations Weighted arithmetic mean of 2.72 and verbal description

of Moderate Agree was “products are being demand based on the seasons”. Weighted

arithmetic mean in the seasonal variation was 2.22 that has Agree as its verbal

description was “the products you are selling are seasonal”. Perception of Customers

“Your customers want good quality products” got 3.56 for its weighted arithmetic

mean and Strongly Agree for the verbal description. “You make false promises” was

only 2.08 and Agree. Consumer Demand. “The quantity of the products satisfy the

needs of the consumer” and its weighted arithmetic mean is 3.22 and Moderate Agree

as its verbal description. “The long term demand of goods affects your sales” that got

2.61 and Moderate Agree. Harassment “Experience verbal harassment (i.e.,

aspersions and foul words)” got the highest weighted arithmetic mean of 1.61 and a

verbal description of Disagree. “Experience emotional harassment that results into

trauma (i.e., committing suicide)” got 1.22 and disagree. Lack of Infrastructure “The

public market has enough lights and water for your needs” has 3.06 and a verbal

description of Moderate Agree. “The comfort room is highly maintained” its

weighted arithmetic mean is 2.33 and Agree. Lack of Security “The public market has

a security guard or police officer assigned for your security and safety” got 3.22 for

the weighted arithmetic mean and Moderate Agree for the verbal description. “You

experience robbery in your store” that got the weighted arithmetic mean of 2.17 and

verbal description of Agree.

Conclusion

From on the findings of the study, the following conclusions were formulated:

1. Issues Faced by the Public Market Vendors of San Narciso District 1 Sales

Behavior, the problem that got the highest weighted arithmetic mean under sales

behavior was “the customers easily accept the price of their product”. Seasonal

Variations, the peak problem under seasonal behavior was “products are being

demand based on the seasons”. Perception of Customers “Your customers want good

Demands, the highest among the four statements under it was “the quantity of the

products satisfy the needs of the consumer”. Harassment “Experience verbal

harassment (i.e. aspersions and foul words)” was the highest. Lack of Infrastructure,

the uppermost under lack of infrastructure was “The public market has enough lights

and water for your needs”. Lack of Security, “The public market has a security guard

or police officer assigned for your security and safety” and this was the utmost.

The researchers found that the strategies that the vendors were using are the

following characteristics open-minded, kind friendly, approachable, optimistic and

they have their own marketing strategies or business strategies. In dealing with their

co-vendors they are also open-minded, kind, friendly and approachable they saw

market competition as motivation to strive hard.

Recommendation

Vendors

1. They must be an easy-going, kind, polite, approachable and friendly to lessen the

issues.

2. They must be well-presented in front of their customer.

3. They vendor must be accommodated all the time.

1. They should place their self into a vendor so that they will know how hard the life

of vendors is.

2. They should be open-minded and not aggressive. “Think before you act”

3. They should treat everyone fair and just.

1. This study will serve as a guide on the issues faced by the public market vendors.

2. This study will help them to easily know the issues faced by the public market

vendors.

3. This study will give them an idea and knowledge about the issues faced by the

public market vendors.
