Mental Health Program
Mental, neuropsychological, and substance use disorders account for 2,311,800 total
number of years lost due to illness, disability, or premature death. Depressive disorders, anxiety
disorders, and epilepsy are the main contributors to healthy years lost. (WHO, 2018)
Mental Health
- refers to a state of well-being in which the individual realizes one’s own abilities and
potentials, copes adequately with the normal stresses of life, displays resilience in the
face of extreme life events, works productively and fruitfully, and is able to make a
positive contribution to the community.
Note: Mental health is a topic often ignored because of the stigma and discrimination that surround it.
By now, it should be clear that mental health is just as important as our physical health.
Note: Many people nowadays, have been battling with mental health problems and the Department of
Health (DOH) has been at the forefront in creating a national mental health policy, through Republic Act
11036, “The Mental Health Act.”
Types of Services
1. Philhealth Benefit Package:
o In-patient Mental Health Benefit Package
Note: These benefits are paid to the accredited Health Care Institution (HCI) through All Case Rates.
Currently, PhilHealth only covers mental health conditions such as dementia, bipolar disorders,
schizophrenia and anxiety disorders, under Mental and Behavioral Disorders by in-patient admission
case rates.
2. Trainings
o Mental Health Gap Action Programme (mhGAP)
- The WHO Mental Health Gap Action Programme (mhGAP) aims at scaling
up services for mental, neurological and substance use disorders for
countries especially with low- and middle-income.
Note: The programme asserts that with proper care, psychosocial assistance and medication,
tens of millions could be treated for depression, schizophrenia, and epilepsy, prevented from
suicide and begin to lead normal lives– even where resources are scarce.
