Mental Health Program

Overview of the Situation:


Globally, mental health has become a development priority. The World Health Report
(2001) estimates that 1 in 4 people in the world will be affected by mental or neurological
disorders at some point in their lives. Depression affects an estimated 4.4% of people in the
world. Anxiety disorders affect 3.6% of the population.
In the Philippines, 3.3% of the population or 3,298,652 Filipinos live with depression.
Note: Suicide is a major health problem, and the global suicide mortality rate amounts to 1.4% of all
deaths worldwide. Most suicides are related to psychiatric disease, with depression, substance use
disorders and psychosis being the most relevant risk factors.

Mental, neuropsychological, and substance use disorders account for 2,311,800 total
number of years lost due to illness, disability, or premature death. Depressive disorders, anxiety
disorders, and epilepsy are the main contributors to healthy years lost. (WHO, 2018)
Mental Health
- refers to a state of well-being in which the individual realizes one’s own abilities and
potentials, copes adequately with the normal stresses of life, displays resilience in the
face of extreme life events, works productively and fruitfully, and is able to make a
positive contribution to the community.
Note: Mental health is a topic often ignored because of the stigma and discrimination that surround it.
By now, it should be clear that mental health is just as important as our physical health.

Note: Many people nowadays, have been battling with mental health problems and the Department of
Health (DOH) has been at the forefront in creating a national mental health policy, through Republic Act
11036, “The Mental Health Act.”

R.A. 11036 (The Mental Health Act)


o Republic Act 11036, otherwise known as the Mental Health Act, has been promulgated
to enhance and integrate mental health service delivery to Universal Health Care
through promotion and protection of the rights of persons using psychosocial health
services and increasing investments in mental health. This affirms the basic right of all
Filipinos to mental health as well as the fundamental rights of people who require
mental health services.
Note: So, this act is designed to protect the rights of people with mental health problems, and to ensure
that they are only admitted to hospital against their will when it is absolutely essential to ensure their
well-being or safety, or for the protection of other people.
MENTAL HEALTH PROGRAM
Vision:
A society that promotes the well-being of all Filipinos, supported by transformative
multi-sectoral partnerships, comprehensive mental health policies and programs, and a
responsive service delivery network.
Mission:
To promote overall wellness of all Filipinos, prevent mental, psychosocial, and
neurologic disorders, substance abuse and other forms of addiction, and reduce burden of
disease by improving access to quality care and recovery in order to attain the highest possible
level of health to participate fully in society.

Types of Services
1. Philhealth Benefit Package:
o In-patient Mental Health Benefit Package
Note: These benefits are paid to the accredited Health Care Institution (HCI) through All Case Rates.
Currently,  PhilHealth only covers mental health conditions  such as dementia, bipolar disorders,
schizophrenia and anxiety disorders, under Mental and Behavioral Disorders by in-patient admission
case rates.

2. Trainings
o Mental Health Gap Action Programme (mhGAP)
- The WHO Mental Health Gap Action Programme (mhGAP) aims at scaling
up services for mental, neurological and substance use disorders for
countries especially with low- and middle-income.
Note: The programme asserts that with proper care, psychosocial assistance and medication,
tens of millions could be treated for depression, schizophrenia, and epilepsy, prevented from
suicide and begin to lead normal lives– even where resources are scarce.

o Tulong Alalay at Gabay: Community-based Mental Health


- Tulong, Alalay, and Gabay, or the TAG mental health intervention
program is a grassroots approach that educates community members
(the general public including concerned people, educators, clinicians,
etc.)
o WHO QualityRights
- The ultimate goal of WHO’s QualityRights is to change mindsets and
practices in a sustainable way and empower all stakeholders to promote
rights and recovery in order to improve the lives of people with
psychosocial, intellectual or cognitive disabilities everywhere.
Note: As part of the QualityRights Initiative, WHO has developed a comprehensive package of
training and guidance materials. The materials can be used to build capacity among mental
health practitioners, people with psychosocial, intellectual and cognitive disabilities, people
using mental health services, families, care partners and other supporters, nongovernmental
organizations,  organizations of persons with disabilities  and others on how to implement a
human rights and recovery approach in the area of mental health

o Harmonized training manual on MHPSS


- The objective of the MHPSS program is to equip the participants with
basic knowledge, proper skills and attitude in the promotion of Mental
Health and the provision of Psychosocial care intervention to affected
population in their areas of assignment.

3. Implementation Support Material


o Mental Health Strategic Plan (2019-2023)
- The Mental Health Strategic Plan provides a framework for delivery of
mental health activities for all age groups, bringing together the range of
work including promotion of population mental health, prevention of
mental health problems, delivery of care and treatment of mental illness
and support for recovery.
