Then no 3 will pass hdg 90 deg(because cross always hdg 90
deg and alter of course may cofuse or make disturbence to
other ships)
No 1 ship want to cross tss
No 1 is give way so no I will waight to let no 2 pass then cross
the flow keeping hdg 90 deg
