Procurement
Procurement of narcotic drug shall be done through medical stores department or
approved suppliers after receiving permit from TMDA.
Procedures
1. At the beginning of the year, the Store in charge shall prepare an annual
report and estimates before 12th January every year for submission to TMDA.
2. The store in charge shall fill in narcotic application form that shall be
indorsed by executive director/designee on behalf.
3. The application form should state the type of drugs, strength and estimated
quantity to be consumed for a period of twelve months.
4. After meeting all the requirements, TMDA prepare a permit to procure a
stated quantity of narcotic drugs. TMDA reserves the right to adjust requested
quantities.
5. TMDA shall submit the permit to the director general MSD copied to MOI
SRRH.
6. The store in charge shall have a copy of the permit for reference purposes.
7. The permit shall be renewable annually and the authority may suspend/
revoke the permit in case of violation of intended use.
8. Narcotic drugs should be procured from MSD by ordering through ELMIS
9. Narcotics should be received through central main store pharmacy. According
to normal receiving procedures the invoice and delivery note signed by
receiving officer.
10. Once the narcotics are received through central drug store according to
normal receiving procedures and the invisible and delivery note. Delivery
quantities by filling requisition indent. Such request shall be verified by the
Head of main store/Assistant main of central store.
11. The store in charge shall receive the products and post the quantities
received on their respective ledger.
Guidelines
1. Procurement and use of narcotics should follow TMDA guideline
2. The SRRH management shall ensure availability of securely office for Head of
main store and strong cabinet for storage of narcotics.
3. The Store in charge shall ensure that nothing apart from Narcotics and its
documents are stored in the narcotics cabinet.
