Subject: Compliance of revised IPDR format notified vide DOT letter no 8520-01/98­
LR/V ol.(IX) Pt. I dated 16.11.2021.

Kindly refer to the revised IPDR format notified vide DoT letter no. 8520-01/98­
LR/Vol.(IX) Pt. I dated 16.11.2021 (Annexure III). On the request of Licensee associations,
the competent authority has agreed to extend the timelines for submission of compliance
from 31.03.2022 to 31.05.2022 vide minutes of the meeting held on 12.4.2022 (Annexure
IV).

2. In view of above, the undersigned has been directed to request DGT office, DoT
HQ to kindly arrange to seek compliance from the operators in the respective Service
Areas in the format enclosed as Annexure I. Thereafter DGT office is requested to
arrange to provide consolidated report on email id adgds2-dot@gov.in or dirds2­
dot@nic.in latest by 05.06.2022 in the format enclosed as Annexure II.

3. Internet Service Providers and UASL/CMTS/UL(AS)/UL Licensees shall


communicate to their subscriber, other than individual subscribers for recording and
maintain ing of NAT SYS Log Parameters as mentioned in Para 2 (ii) above for any NAT
mechanism deployed by them for access of Internet over the Internet connectivity. The
Service Providers shall also obtain the compliance from them this regard. The revised IPDR
form at wi ll come into effect w.e.f 31.03.2022. c~

Subject: Minutes of Meeting of Review of implementation status of revised IPDR


format notified vide DOT letter no 8520-01/98-LRfVol.(IX) Pt. I dated 16.11.2021 and
representation dated 29.03.2022 from the operator associations.

A review meeting was held on 12.04.2022, under the chairmanship of Member (T), in 2nc1
floor Committee room in Sanchar Bhawan, New Delhi at 11:00 Hrs. on the subject. List
of participants is enclosed as Annexure-1. Member (T) welcomed the representatives of
COAI, ISPAI, ACTO, participating Telecom Service Providers.

2. After initial introduction, DDG (DS), appraised relevant License condition i.e.
Clause 7.1 in Chapter-IX- Internet Service and Clause 2.6 in Chapter-VIII- Access
Services with reference to requirement of maintenance of IPDR as per
d irections/ instructions issued time to time by Licensor.

3. Further, with regard to the three points raised by associations in letter dated
29.03.2022, it was clarified that:

(i) The format of IPDR as specified by DOT vide letter dated 16.11.21 is very
much technically feasib]e in all cases including IPV4 (with / without
NATING), IPV6 (with / without NATTNG), etc. In case required by
operators, readyrnade solutions are available in market.

(ii) DOT has never mandated NATING. Further, even as per directions of DOT
dated 1.10.2013 regarding format of IPDR, IPDR was required to be
maintained even in case of IP traffic w ithout NATING.

(iii) DOT had sought compliance of its directions dated 16.11.2021. 28 ISPs and 1
Access Service Provider namely BSNL have given compliance to the revised
format of IPDR as on 12.04.2022.

(iv) On the point regarding request of associations for consultation with industry,
it was highlighted that the guidelines have been issued onJy after
consultation for which a joint group was constituted on 30.08.2017 consisting
of representatives of COAI, ISPAI, AUSPI, DoT and LEAs.

4. The seriousness of the issue was impressed on the operators. It was also pointed
out that the data traffic is bound to increase phenomenally on roll out of SG services in
India. There will be substantial IPV6 traffic in case of SG.

5. The time line of compliance was 31.3.2022 which is already over. However, in
view of the request of the o_perators for additional time, the deadline for compliance of
said DOT letter no 8520-01/98-LR/Vol.(IX) Pt. I dated 16.11.2021 was extended to till
315 t May, 2022, without fail. The said compliance needs to be in. respect of all
scenarios including IPV4 (with/without NATING), IPV6 (with/without NATING),
etc. All ISPs I UASL / CMTS / UL(AS) /UL Licensees are required to take immediate
action on top priority, accordingly.

6. The meeting ended with the vote of thanks to the Chair.
