Concept Paper (Revised)

This document discusses a research study on the impact of inflation on public school teachers in Parasanon National High School. It will examine how teachers allocate their salaries across expenses like food, housing, and leisure given rising inflation. The study aims to understand how inflation affects teachers' performance and will survey teachers on their demographic profiles, spending habits, and perceptions of inflation's relationship to their work. Random sampling will be used to collect primary data through interviews and surveys, which will then be analyzed for trends and relationships between inflation and teachers' financial stability and performance. The findings could help the government implement programs supporting teachers during periods of high inflation.

1.) Working Title: The Impact of Inflation to the Public School Teachers of
Parasanon National High School

Custodio, Mark L.- MAED EDM

Papiona, Joel L.- MAT-FIL
Quileste, Ma. Leizley O.- MM

2.) Rationale:

One of the major problems that the World is facing nowadays is the Inflation Crisis. It is
one of the big threats that may lead to social and political instability and as a result of
inflation it hampers the economic growth for the country. The regional economy does
not escape from the economic diseases of inflation that always appear in the economy .
This is one of the most feared economic factors, especially by the government because
it creates a big influence on the welfare of the people. (Yolanda, 2017).

The Republic Act No. 11639 states that the Department of Education has one of the
priorities and has the biggest Budget Allocation among other Sectors. In 2022, the agency
received about 631.77 Billion or around 12.58% of total National Budget. The budget covers
DepEd 80.32%, TESDA 1.78%, CHED 4.15% and SUCs 13.75% and some to others attached
agencies were allocated. According to the Department of Education GAA FY 2022 the 81.28%
of the Department’s budget, or 513.48 B is allocated to Personnel Services (PS) to cover the
payment of salaries and benefits of employees, both teaching and nonteaching positions. And
Excess from that are for the MOOEs which covers 97.92 Billion or 15.50% of the allocation and
Capital Outlay covers the 3.22% or 20.37 Billion. (FY 2022 Department of Education Budget )

Despite having a larger amount of allocation, on top of the rising crisis on Economic
Inflation still the one most affected stakeholder in the Education Sector is our Teachers and
Educators. Our Educators have a very significant role in our lives. They have a lifelong impact
on the students because they are the ones who produce Professionals in our country. Teachers
are our role model and inspiration towards endeavor.

In Eastern Visayas Region there are approximately 4,171 public schools and 300 public
private schools in six Provinces- Biliran,Eastern Samar,Leyte,Samar, Northern Samar and
Southern Leyte, that would produce a large number of teachers. (Meniano, 2020) Obviously,
there is a need to oversee how inflation changes the budget consumption, the lifestyle, the job
satisfaction and even in their career and personal development.
Therefore, this study will seek to answer the economic impact of the Public Teacher of
Parasanon National High School. The study will sought to answer the demographic profile of
public shool teachers in terms of age, sex, total household income of the family, number of
members of the family. Is there a significant relationship between the inflation and buying food
commodities of the public school teacher. Is there a significant relationship between inflation
and teachers' performance in teaching. The data could be used by our Government especially
here in Region VIII to implement programs that will help the current situation of the Public
School Teachers to uplift and not be left behind in terms of economic and personal
development.

3.) Research Context

Inflation is the rate of increase in prices over a given period of time. Inflation is
typically a broad measure, such as the overall increase in prices or the increase in the
cost of living in a country (IMF, Back to Basic Finance and Development). This is a
kind of problem that could be much harder to solve compared to a global pandemic.
The Philippines hold one of the world largest coronavirus lockdowns, the livelihoods
and personal lives of many ordinary Filipinos are deteriorating (See,2021). One of
those affected in the inflation is the Educators particularly the public school teachers.

The Republic Act No. 11639 states that the Department of Education has one of
the priorities and has the biggest Budget Allocation among other Sectors. Despite
having a larger amount of allocation, on top of the rising crisis on Economic Inflation
still the one most affected stakeholder in the Education Sector is our Teachers and
Educators. Our Educators have a very significant role in our lives. They have a
lifelong impact on the students because they are the ones who produce Professionals
in our country. Teachers are our role model and inspiration towards endeavor

This research is important because it affects students, school employees, and

educational budgets. With Inflation the cost of education as school college fees,
tuition fees, study materials etc so that poor parents are not able to afford for better
education. Because of the increase even buying enough food including nutritious food
will be reduced to accommodate the budget and this may affect the health and ability
of the students. The need for higher income encourages students and teachers to
leave school systems for temporary higher paying alternatives. This transfer out of the
school hampers the potential quality of the educational foundation, making inflation a
detrimental factor to the quality of future education.

The nature of research is to describe the public school teachers who are under
the situation of inflation. The study will sought to answer the demographic profile of
public shool teachers in terms of age, sex, total household income of the family,
number of members of the family. Is there a significant relationship between the
inflation and buying food commodities of the public school teachers. Is there a
significant relationship between inflation and teachers' performance in teaching. The
data could be used by our Government especially here in Region VIII to implement
programs that will help the current situation of the Public School Teachers to uplift and
not be left behind in terms of economic and personal development.
