I. RATIONALE
The Barangay being the basic political unit has always been at the
forefront of local development activities in the country. The leaders of our
Barangays have always been the front liners in public service. They are the first
people who come in to the minds of their constituents whenever they are in need
of help. Together, the Barangays are partners of the national government in
responding to the development challenges of the country because of their
strategic situation at the grassroots level.
Barangay Vicente Hizon, Davao City manages its waste well that it has
become a must-visit destination for guests who come for benchmarking.
Barangay Cabantian, also in Davao City strictly implements the law and
conducts inspection and apprehend violators.
These barangays recycle their waste into decors like flowers, which is
highly appreciated by their Japanese partners with the city government’s
collaboration and the Environment Bureau of the City of Kitakyushu, the
Japanese non-profit group Kitakyushu City Environmental Preservation
Association (KEPA), and the Japan International Cooperation Agency (JICA).
They made toys out of their waste and have made several great initiatives. They
are also strictly implementing the compulsory sorting of solid wastes at source by
all waste generators and have an established and functional barangay-based
materials recovery facilities.They were also among those who have been
awarded P400,000 each by the Palawan provincial government for best practice
and response in treating solid wastes on June 14, 2021 as local government units
(LGUs) that have the best practices in solid waste management through the
“2020 Search for Best LGU Solid Waste Management Practices and Response
During the State of Public Health Emergency in the Province of Palawan”
implemented by the Provincial ENRO.
Thus the Liga ng mga Barangay – Baler, Aurora Chapter will be holding a
benchmarking activity on _______________________, 2023, hence, this design.

The target participants of this activity are the elected and appointed
Barangay Officials and Sangguniang Kabataan officals of all thirteen barangays
in the Municipality of Baler, Aurora.

of help and assistance. Together, the Barangays are partners of the national
government in responding to the development challenges of the country because
of their strategic situation at the grassroots level.
Under the RA 7160, also known as the Local Government Code of 1991,
Sections 134, 142, 151 and 152, allow provinces, municipalities, cities and
barangays to impose and collect taxes, fees and charges on business and
occupation and on the practice of any profession or calling.
Joint Memorandum Circular (JMC) No. 2019-01, dated May 17, 2019 by
the Department of the Interior and Local Government and the Department of
Finance provides for the guidance of Local Government Units to ensure uniform
procedure in setting reasonable fees and charges as provided for by the
provisions of RA No. 7160 and in order to set a balance between recovering the
cost of services and the ease of doing business in compliance with RA No.
11032, otherwise known as the Ease of Doing Business an Efficient Government
Service Delivery (EODB EGSD) Act of 2018.
