LIGA NG MGA BARANGAY – BALER CHAPTER

BENCHMARKING ACTIVITY ON SOLID WASTE MANAGEMENT PROGRAM

I. RATIONALE

The Barangay being the basic political unit has always been at the
forefront of local development activities in the country. The leaders of our
Barangays have always been the front liners in public service. They are the first
people who come in to the minds of their constituents whenever they are in need
of help. Together, the Barangays are partners of the national government in
responding to the development challenges of the country because of their
strategic situation at the grassroots level.

RA 9003 also known as the Ecological Solid Waste Management Act

of 2000 describes solid waste management as a discipline associated with
the control of generation, storage, collection, transfer and transport,
processing, and disposal of solid wastes. The manner by which these
activities are conducted shall be in accord with the best principles of
public health, economics, engineering, conservation, aesthetics, other
environmental considerations, and public attitudes. The Act provides for a
comprehensive ecological solid waste management program by creating
the necessary institutional mechanisms and incentives, appropriating
funds, declaring certain acts prohibited, and providing penalties. It
mandates barangays to implement waste reduction at source through
segregation at source, reuse, and recycling, establish Materials Recovery Facility
(MRF) in every barangay and/or cluster of barangays and organize the Barangay
Ecological Solid Waste Management Committee (BESWMC).

Relatively, establishment of materials recovery facilities are encouraged at

the barangay level where collection of parched papers, plastics, metal/aluminum
glass could be facilitated. After which, these could be sold to junkshop owners
and scrap buyers, true to the recycling campaigns that there is “cash in trash”.
They can also recycle wastes into decorative materials and turn into a business
venture as income generating projects of the barangay government.

Barangay Vicente Hizon, Davao City manages its waste well that it has
become a must-visit destination for guests who come for benchmarking.

Barangay Mahayag, Davao City on the other hand, has an established

solid waste management program and has its own material recovery facility.
Barangay officials also conduct random household inspections and apprehend
those who do not segregate their garbage in their households.

Barangay Cabantian, also in Davao City strictly implements the law and
conducts inspection and apprehend violators. 

These barangays recycle their waste into decors like flowers, which is
highly appreciated by their Japanese partners with the city government’s
collaboration and the Environment Bureau of the City of Kitakyushu, the
Japanese non-profit group Kitakyushu City Environmental Preservation
Association (KEPA), and the Japan International Cooperation Agency (JICA).
They made toys out of their waste and have made several great initiatives. They
are also strictly implementing the compulsory sorting of solid wastes at source by
all waste generators and have an established and functional barangay-based
materials recovery facilities.They were also among those who have been
awarded P400,000 each by the Palawan provincial government for best practice
and response in treating solid wastes on June 14, 2021 as local government units
(LGUs) that have the best practices in solid waste management through the
“2020 Search for Best LGU Solid Waste Management Practices and Response
During the State of Public Health Emergency in the Province of Palawan”
implemented by the Provincial ENRO.

In relation hereto, the Liga ng mga Barangay-Baler, Aurora Chapter would

like to give all its members a deeper understanding on solid waste management,
converting garbage into something useful and at the same time be an added
source of income for the barangay government and their constituents. The LnB
will explore in such best practices and learn the strategies and ways to replicate
in their own barangays.

Thus the Liga ng mga Barangay – Baler, Aurora Chapter will be holding a
benchmarking activity on _______________________, 2023, hence, this design.

II. OBJECTIVES

It aims to provide the Barangay Leaders first hand experience in

witnessing best practices in solid waste management program and replicating
such programs and activities in their barangay jurisdiction.

III. METHODOLOGY

This activity will be in the form of benchmarking activity to know more on

best practices of other Barangay Local Government Units in managing their solid
waste management program resulting to an added source of income for the
barangay government and provide lucrative livelihood for their people.

The target participants of this activity are the elected and appointed
Barangay Officials and Sangguniang Kabataan officals of all thirteen barangays
in the Municipality of Baler, Aurora.

V. DATE AND VENUE

The activity is scheduled on ________________________, 2023 at Davao

City.

VI. FUNDING REQUIREMENT

A Registration Fee of ________________________ Pesos (P _________)

per participant is requested to defray the expenses for airfare tickets, food and
lodging accommodation and other miscellaneous expenses for the conduct of the
activity.

Provision/reimbursement of travelling expenses is also authorized subject

to the usual accounting and auditing rules and regulations and other applicable
laws.

VII. MONITORING AND EVALUATION

A terminal report shall be prepared by the Liga ng mga Barangay -

Dipaculao, Aurora Chapter and will be submitted to the DILG Aurora Provincial
Office and Regional Office, ten working days after the activity.

VIII. RATIONALE

The Barangay being the basic political unit has always been at the

of help and assistance. Together, the Barangays are partners of the national
government in responding to the development challenges of the country because
of their strategic situation at the grassroots level.

In order to fund barangay governance operations and various related

programs, projects and activities, the barangays should adequately be able to
collect local taxes to generate revenues.

Under the RA 7160, also known as the Local Government Code of 1991,
Sections 134, 142, 151 and 152, allow provinces, municipalities, cities and
barangays to impose and collect taxes, fees and charges on business and
occupation and on the practice of any profession or calling.

Joint Memorandum Circular (JMC) No. 2019-01, dated May 17, 2019 by
the Department of the Interior and Local Government and the Department of
Finance provides for the guidance of Local Government Units to ensure uniform
procedure in setting reasonable fees and charges as provided for by the
provisions of RA No. 7160 and in order to set a balance between recovering the
cost of services and the ease of doing business in compliance with RA No.
11032, otherwise known as the Ease of Doing Business an Efficient Government
Service Delivery (EODB EGSD) Act of 2018.

In relation hereto, the Liga ng mga Barangay - Baler, Aurora Chapter

would like to give all its barangays a deeper understanding on how to generate
local revenues to fund their local government and be able to render efficient basic
services to its people by updating their respective revenue codes.

Thus, the Liga ng mga Barangay – Baler, Aurora Chapter will be

conducting the Capacity Building Activity of Barangay Local Government Units
(BLGUs) in Baler, Aurora on the Updating of their respective Barangay Revenue
Codes, hence, this design.

IX. OBJECTIVES

The activity aims to provide all BLGUs to build strong enabling

environment for good local governance through a course of action in the review,
adjustment, and/or revision of their local revenue ordinances in accordance with
the rationalized procedure for setting fees, and charges in order to generate local
revenues and support their respective programs, projects and activities.

X. METHODOLOGY

This activity will employ adult learning principles by utilizing exploratory

learning approaches. The concept theories will serve as functional inputs through
lectures, discussions, multimedia, presentations, and interactive demonstration of
the learning sessions.

XI. PARTICIPANTS

The target participants of this activity are the Punong Barangays,

Kagawad Committee Chairpersons on Appropriation, Barangay Secretaries,
Barangay Treasurers, and Sangguniang Kabataan Chairpersons, SK Secretaries
and SK Treasurers.

The number of expected participants may vary depending on the financial

capability of the barangay.

XIV. MONITORING AND EVALUATION

At the end of the course, an evaluation questionnaire shall be

administered to elicit feedback from the participants as well as the
accomplishment of their action plan, which will be submitted to the secretariat for
monitoring.

Further, a terminal report shall be submitted to the DILG Aurora Provincial

Office ten working days after the activity, for evaluation and monitoring.
