Electrical Safety & LOTO System
1. Objectives.
2.1.1 Lay out the standards for safe work practices for electrical works.
2.1.2 To establish and implement a Lock out Tag out (LOTO) system for electrical
shut down and maintenance regime.
2.1.3 System for ensuring the regular inspection of electrical tools, equipment and
machinery.
2. Procedure.
2.1 All electrical works shall be performed by suitably qualified and experienced
supervisors and workers.
2.2 All electrical equipment shall be properly insulated and securely grounded.
2.3 All live parts and wirings shall be effectively guarded to protect all workers or
objects coming into contact with them.
2.4 All electrical equipment and wiring shall be used at proper rating and
capacity.
2.5 Warning signs or posters, such as “Danger’ and “No Entry”, shall be
prominently displayed in dangerous locations such as sub-stations;
switchboxes, near overhead or underground cables. In addition,
underground cables shall be identified at the exact location on site by means
of signboards to prevent damage of underground cables caused by
excavation.
2.6 All electrical tools, equipment and machinery shall be inspected by the
Licensed Electrical Worker (LEW) and ensured to be in a safe and sound
condition prior to be used on site. A log of inspection shall be maintained by
the Licensed Electrical Worker with a copy submitted to the EHS Department
for retention.
Transformed Bank.
The entrance shall be locked with entry permitted only for authorized personnel.

The names of the supervisor or maintenance engineer, including the primary and
the secondary voltage and capacity, shall be posted at prominent locations.
Warning signs such as ‘‘‘Danger‘, ‘No Entry‘ and ‘No Water Spraying‘‘ shall be
posted.
Circuit Breakers.
Circuit breakers shall be provided for all electrical equipment, such as conveyors;
winches, grinders and similar equipment, to prevent workers from being injured
by electric shock.
Every circuit shall show the name of the riser and their location.
The photograph, name, license number and contact number of the Licensed
Electrical Worker (LEW) responsible for inspection and maintenance of panel
board shall be clearly shown on every panel board.
Electrical Wiring.
Wiring shall be a cable having a dielectric strength of not less than a rated
voltage of 600 volts and shall also be of suitable mechanical strength to meet the
necessary requirements of the works.
Before using an electrical hand tool, make sure that all cables, plugs and sockets
are safe, sound and properly wired up.
Only approved industrial plugs and sockets are allowed to be used on site.
The colour coding for the industrial plugs and sockets for hand held tools shall be
yellow and rated for 110 volts.

All electrical hand tools shall be of type 110 volts CTE (center tapped earth) at 50
cycles per second.
Grounding.
Grounding shall be secured by connecting the wire to an earth rod buried firmly
into the ground or the ‘Five Star Points‘ grounding method shall be practiced.
All grounding and its connections shall be inspected and approved by the
Licensed Electrical Worker.
