Incinerator Burner

The document provides specifications for an incinerator burner to be used at the South Pars Gas Field Phase 12 Sulphur Recovery Unit in Iran. The incinerator burner must be capable of operating under various normal and off-specification conditions to ensure the concentration of H2S in the effluent gas does not exceed 10 parts per million. The burner must continuously operate 24 hours per day and meet Iranian emissions limits for air pollution control.

7
8 This specification covers the requirements for the Incinerator Burner 108-X-102, to be installed in front
9 of the Incinerator 108-H-101 (for more details see the relevant process datasheet 30655-108-SP-0149-01)
10 in the train 1 of Sulphur Recovery Unit for National Iranian Oil Company (NIOC) in Iran.
11
12 Incinerator Burners 108-X-202, 108-X-302 and 108-X-402 in train 2, 3 and 4 of Sulphur Recovery Unit are
13 to be identical to 108-X-102.
14
15 The Incinerator Burner shall be capable of performing in all the operating conditions hereinafter
16 defined and in all scenarios in between:
17
18 a) Normal Operation Case D1
19 In this operating case, Claus Unit and Tail Gas Treatment Unit (TGTU) are on stream at
20 design capacity.
21
22 b) Tail Gas Treatment Unit (TGTU) By-pass Case
23 In this operating case, Claus Unit is on stream and perform at design capacity, while the TGTU
24 is by-passed.
25
26 c) 108-C-103 & 108-C-131 By-pass Case D1
27 In this operating case, Claus Unit is on stream and perform at design capacity, while the coloumns
28 of TGTU (Tail Gas Amine Absorber 108-C-103 & Desuperheater/Contact Condenser 108-C-131 ) are
29 by-passed.
30
31 d) 108-C-103 By-pass Case
32 In this operating case, Claus Unit is on stream and perform at design capacity, while the
33 Tail Gas Amine Absorber 108-C-103 is by-passed.
34
35 e) Turndown Case
36 In this operating case the Claus Unit and TGTU are on stream performing at turndown capacity
37 (30% of Design Case).
38
39 f) Plant heating-up/hot stand-by.
40 In this scenario, the plant is in heating-up/hot stand-by conditions and the tail gas produced
41 are sent to the Incinerator.
42
43 g) Refractory dry-out.
44 In this scenario, the flue gas during the refractory dry-out shall be treated in Incinerator.
45
46 The Incinerator Burner is to be supplied with 10% margin on flow.
47
48 The burner shall be suitable for continuous operation between the above conditions.
49
50 For scenarios in between, the Incinerator shall also be able to process the same streams in a different
51 case (Sensitivity Case) that corresponds to the minimum H2S concentration in the plant main gas feedstock
52 (refer to Heat & Mass Balance for Unit 108, Doc. N°SP12-2Y-PR-MB-108-001).
53
54 The combustion Air to the burner is supplied by means of Incinerator Air Blowers 108-K-101 A/B
55 (one operating, one spare).
56
57 The operating modes and configurations are described in the following paragraphs.

14
15 1.3 Requirements
16
17 The concentration of H2S in the effluent gas shall not exceed 10 ppm wt (dry basis and 3.0% O2) in all
18 cases.
19
20 The following table shows the emissions limits from the Iranian Petroleum Standard for Engineering
21 Standard for Air Pollution Control IPS-E-SF-860:
22
23 Parameter Maximum Value
24 Carbon monoxide 0.1% vol
25 Sulfur oxides 2000 ppm
26 Particles 50 mg/m3
27 Hydrocarbon 20% opacity
28 Photochemical 30 mg/m3
29 Non Photochemical 300 mg/m3
30 Nitrogen Oxide 210 ppm
31 Max O2 in Flue Gas 3% vol
32
33 The emissions are expressed as concentration at the source (Stack top) and referred to Normal Operation
34 Case. Dilution of air emissions to achieve these values is unacceptable. All the maximum levels should be
35 achieved for at least 95% of the time that the plant or units are operating, to be calculated as a
36 proportion of annual operating hours.

40 2.1.8 Incinerator Refractory Dry-out, Start-up and Hot Stand-by
41
42 The Incinerator shall be heated-up from cold or it shall be maintained in hot stand-by conditions by

44 The heating-up operation shall be carried out very slowly during the refractory dry-out of the
45 Incinerator at first start-up; in this operation mode the combustion air shall be in large excess
46 to avoid excessive gradient of the refractory materials (10 °C/h maximum).
47
48 The Burner turndown for for start-up/drying out shall be at least 10% (Vendor to confirm).
49
50 Vendor to check if a dedicated tip is required for this scope and shall define the minimum fuel gas
51 and combustion air flowrates during:
52
53 a) Hot stand-by
54 b) Refractory Dry-out
55 c) Burner Light-on
