 GUIDELINES FORTRANSFER AND PROMOTIONS COUNSELING.

APPLYING FOR TRANSFER THROUGH ONLINE:

Arr transfers shail be made by way of onrine web counsering for each revenue
district / existing multi-zone for Head Master Gr_II Teachers
/ .

1. Criteria for transfers and postings :

The following Teacher/ HMs shall compulsorily apply for
transfer :

1) The foilowing categories of Head Masters/ Head Mistresses,

Gr.II
(Gazetted) / Teachers in the Governmentl zpp/Mpp
schools shall be
transferred:

a) Head Masters/ Head M istresses, Gr.II (Gazetted), who

have
completed (05) years of service in a particular School as
on
01.02.2023 shall be compulsorily transferred, provided those
who are
going to retire within (03) years from 01.02.2023sha11
not be shifted
until and unless the incumbent requests for such transfer.

b) Teachers, who have compreted (08) years of service in particurar

a
School as on 01.02.2023 shall be compulsorily transferred, provided
those who are going to retire within (03) years from 01.02.2023shail
not be shifted until and unless the incumbent requests for such
tra n sfe r,

c) The Head Master Grade-II (Gazetted) / Mare Teacher aged berow

50 years as on 01.02.2023and working in Girl,s High School.

2) If no Head Mistress Grade-II (Gazetted)/ women Teachers are

avairabre to work in Girrs High schoors, then Head tvraster
Grade II
(Gazetted)/ Male Teachers who are over and above
50 years
of age may be considered for posting to such schools.

3) Head Master/Head Mistress Gr.II (Gazetted) Teacher who

/ has
completed a minimum period of two years service in a category
of post in a School as on 01.02.2023sha11 be eligible to apply for
transfer.
 4) The Head Master/ Head Mistress, Gr.II (Gazetted) who has completed
(05) years of service and Teacher who has completed (08) years of
service as NCC Officer, shall be posted in a vacancy in a School where
there is a NCC unit.

5) All transfers shall be affected within the present Management.

2. Online Application:

1. The applicants have to submit only one apprication onrine in the

proforma prescribed in the web counseling website.
2. The Head Master/ Head Mistress Gr.II (Gazetted) / Teacher who is
eligible as per the criteria prescribed in Rule 5 shall apply online through
counseling website in the prescribed proforma and the particulars
furnished in the proforma shall be final and no modifications shall be
a llowed .

3. The applicants shall thereafter obtain the printout of the application

from the counseling website and submit the same duly signed to therr
respective authorities, viz., Mandal Educational Officer/ Head lvlaster/
Head Mistress of the High School, as the case may be.
4. An applicant seeking to apply under preferential categories / spouse
category shall also submit along with the application, the latest certificate
from the competent authority in that regard.

5. If any Head Master/Head Mistress, Gr.iI (Gazetted) / Teacher who is

compulsorily transferable under Rule 5 does not apply online, he/she will be
transferred to the avallable, left over, vacancy.
The competent authorities shall ensure that ;
i. The Teachers / HMs who apply for transfer shall take print out copies from the
website viz., filled in application form duly attested. one print out copy should be
retained with individual and another Print out application form along with original
certiFicates of evidence, shall be submitted to the HM/MEO/ D.E.O.
ii. The MEo/ HM /D.E.o shall maintain a register with the particular of each
applicant Teacher /H.M.
iii. The Mandal Educational officer in turn should submit the application
form print
outs along with relevant certificates submitted by the applicant reachers
to the
District Educationar officer dury verifying with originar records
once again and
attest the application form print outs received on that day.
iv' After verification the Mandal Educational officer / HM shall make corrections
if
any in print copy of application form submitted by the individual for
transfer
based on the service paticulars & documents and alr such application
forms shail
be submitted to the DEO separately.
v. The Teachers seeking transfer under preferentiar category/ spouse
category or
claiming special / performance related points should enclose following
relevant
certificates as the case may be to the application:
3. Entitleme ntP oints:
(I) Common Points:
Entitlement points shall be awarded to the Head Master/Head
Mistress Gr.II (Gazetted)/ Teacher who appries for Transfer in the
following manner:-
a) For service in the present School, based on its location, as per
the following scale, as on 01.02.2023:-
i. Service in Category IIi areas: Three (3) points for every
year of servjce and0.25 fore very completed month.
ii. Service in the Category II areas: Two (2) points for every
year of service and 0.16 fore very completed month.
iii. Service in the Category I areas: One (1) point for every
year of service and 0.083 for every completed month

Note 1!- The Habitations / Towns shail be crassified into the foilowing
categories namely:-

i. Category - I: All Habitations / Towns where 170lo and above HRA

is admissible.
ii. Category -II: All Habitations / Towns where 13% HRA is
ad m issible.
iii.Category -III: All Habitations / Towns where 11 % HRA ls
admissible.
b)For the Service rendered: 0.041 point for every one month of the
completed service in the total service in all categories as on
0t.02.2023.
 (II) Special Points:
a' The President and General secretary of the Teacher's Associations
having oD facility in terms of Govt. orders issued by GADSW From time
to time and of the Associations who availed entiilement points based
on Recognition in 2013 Teachers Transfers, at the State and District
Levels are eligible for ten ( t0) points.

b. Ten (10) points for un-married Head Mistress, Gr- II lFemale

Teacher.

c. Ten (10) points for Head Master/ Head Mistress Gr.II (Gazetted)/
Teacher, whose spouse is working in State Government or Central
Government or Public Sector Undertaking or Local Body or Aided
Institution in the same District (and opted for transfer nearer to and
towards the place of working of his/her spouse).Benefit of spouse points
shall be applicable to the Head Master/Head Mistress Gr.II
(Gazetted)/Teachers once in (05) years and teachers once in (0g)
years. An entry shall be made in this regard in the Service Book. A copy
of the Certificate issued by the competent authority shall be enclosed to
the application to consider cases under this category.
d. Only one of the spouse is entitled for spouse points, if both are
working as Teacher or HM, Grade-II (Gazetted) in the same district.

i. Applicants having disability of more than 40% but less than
70%(Visually challenged/ Ortho- handicap/ Hearing Impaired) shall
take priority.
ii. Subject to the above, the seniority in the cadre shall be taken into
account.
IV Preferential Cateoories :

The following categories shall take precedence in the seniority list, in the
order given below, irrespective of their entiflement points.
a. Physically challenged i.e., those with not less than 70% Visually
challenged / Ortho- handicap/ Hearing Impaired and has to
enclose SADAREM Certificate or Medical Board Certificate with the
application.
b. Widows.
c. Legally separated women and not remarried.
d. Head Master/Head Mistress, Gr.ll (Gazetted)/Teacher/ their
spouse, who is suffering with the following diseases, in
which he/ she is undergoing treatment:
 I . Ca ncer.
2.Open Heart Surgery.
3.Neuro-Surgery.
4. Bone T.B.
5.Kidney/ Liver/ Heart Transplantation.
6. Kidney Dialysis.

e. Applicants with dependent children who are mentally retarded/

suffering from Leukemia (Blood Cancer)/Thalassemra/Muscular
dystrophy and are undergoing treatment.
f. Applicants' Children suffering with hole tn the heart at birth and
undergoing medical treatment ava ila ble only at specif ied p laces to
which they are seekrng transfers.

g. Applicants with dependent children suffering from luvenile

Diabetes.

Note 1 : For the purpose of (d, e, f & g) above, a copy of the Certificate
issued by a competent authority jssued on or after
01.01.2021 i.e., District Medical Board / State Medical Board
should be enclosed to the application for consideration of
preferential categories.

Note 2: The - Gr.ll(Gazetted) should avail

Head N4aster/ Head Mistress
either the preferential category (Rule 7) or the Special points
(Rule 6 (II) (c)) once in (05) years, and Teachers should avail
either the preferential category (Rule 7) or the special points (Rule
6lI (c)) once in (08) years, and an entry be made in the Service
Book.

Note 3: For the purpose of (e, f, g) only one parent is entitled for
preference if both are working as Teacher/ HM Grade-II
(Gazetted),

Note 4: For the purpose of (b & c) evidence of the same should be submitted.
(6) Display of Listsi
(r) Notifi tion of vac ancies
The following vacancies shall be notified for the purpose of online web
counseling in the specified website and also displayed in the O/o. DEO,
concerned.

a) All the vacancies arising due to compulsory transfers as per Rule 5.

b) All the existing clear vacancies except the Ieave vacancies and
vacancies in zero enrolment schools
( as per norms of the Right to Education ACT 2009 ).
 (II) Notification of senioritv list:
(1) The following rists shail be displayed in the counsering
website and arso
disprayed at the o/o. Regionar Joint Director of schoor Education
and
District Educational Officer concerned:-

i. The lists of category wise schools (Category I, II, III)

ii. The School wise vacancy position of Head
Master/ Head

iii. subject to the procedure prescribed in crause (2) berow, the rist

and
validation of the information provided in the apprication, -

i) objections if any in respect of the vacancy rist and Seniority

as per entiuement points, pubrished as per Rure 10, shar be fired
through online (www.schooledu.telanagna.gov.in) as the case
may be by
the applicant, together with evidence in support of such objection,
within
the time specified for this purpose in the Schedule.

Education, as the case may be, shail cause verification
of ail objections
and pass orders disposing of the same. In cases where
objections are
upheld, the District Educationar officer (DEo)/ Regionar loint
Director
(uD) of School Education make the necessary corrections in the vacancy /
seniority list concerned and dispray the same in the counsering
website and
also display at the o/o the DEo / uD of School Education
as the case may
be.

(8) Committees for Aoorovinq the Transfers:

The applicants shall exercise options online in the counseling
website for the
vacancies mentioned at Rure g. Based on the seniority per
as entiuement
 points and the options exercised for the vacancies mentioned
at Rule 9 and
also the resultant vacancies that wiil arise during the web counsering,
the
web counseling software will generate transfer posting lists.

The following committees are constituted for the purpose of approving

the
transfer posting lists:-

Masters/Head Mistress (Gazetted) working in Goveinment High Schools/
Zilla Parishad High Schools, after the appioval of the Committee,

 Note: The District Educational officer as per Rule
4 shall be the competent
authority to issue transfer posting orders to ail the Teachers working in
the Government schoors and zpp / Mpp schoors after the approvar of the
Committees II & III above respectively.
(9) On dutv facilitv:

on duty wirl be given to the teachers/HMs, only on the day of his/her counsering
as per schedule.

(10) Va a nct to be disp layed:

The following vacancies shail be notified for the purpose of counsering:

i) All the existing clear vacancies except the leave vacancies and
vacancies in zero enrolment schools
( as per norms of the Right to Education ACT 2009
).
ii) All the vacancies arising due to compulsory transfers as per Rule 5 of
G.o. Ms.No. 5

iii) The resultant vacancies arised during counseling shall be displayed for
counseling
of teachers/HMs.
iv)During the counseling, the candidates shall also be permitted to opt for the
consequential vacancies.

vacancies approved by the Committee pertaining to that
category, management-wise/subject_wise/medium wise and area wise.

ii) Seniority list of teachers with entiflement points of respective category,

management - wise/subject-wise/medium wise and area wise.

(12) Issue of Transfer Orders :

a) The Teacher I HM, Grade-rl (Gazetted) who are to be compulsorily

transferred and who do not opt for web counsering, shail be given
posting orders for the reFt over, availabre, needy vacancies ai tne

of
the Committee concerned by the Competent Authority.

b) Head Master/ Head Mistress Gr.II (Gazetted) and reacher shall not be posted
in the schools rocated in the same Gram panchayat, if they have completed
(05) years and (08) years of service respectively.
