1. Technical proposal
1.1. General
This technical and financial proposal is submitted to the Engineering Corporation of
Oromia (ECO) based on your invitation or request to deliver the consultancy Service for
Water Source Investigation and Contract Administration and Drilling Supervision with
letter Ref.No.ECO/BO-23/722 dated 28th of March, 2023. The Client is desirous to hire a
competent consultant who carries out a comprehensive water source investigation and related
studies for prospecting on the identification of sites for drilling a new borehole and submit an
accurate report to guide the drilling process.
As matter of fact, Engineering Corporation Oromia (ECO) is very willing and interested to
deliver the service with full confidence to accomplish the work with our broad past qualified
experience of similar works and good work performance in Addis Ababa and different
regions in Ethiopia.
We are confident that the experience of our staff in similar projects will enable us to deliver
the necessary services efficiently within the agreed timeframe and required quality to the full
satisfaction of the Client.
The technical proposal stated hereunder expresses the methodologies and approaches to be
followed, the detail activities of the work to be performed, the manpower and materials
required for project management, the work and staff schedule for the completion of the work,
and the financial proposal to execute the required consultancy services to be delivered.
Phase II focuses on the Water well Drilling and Construction Supervisions that include:
follow-up of the drilling works to be conducted based on the investigation results, well
design, and the whole contract management of the drilling work.
The technical approaches and methodologies to be adopted to achieve the target set and
produce the required output are to study and identify groundwater potential areas, well design
to select and prioritize the required number of wells to be drilled concerning quantity and
quality to attain the intended objective of the client.
Therefore, this technical proposal is prepared in response to the invitation. Hence, the
proposed methodologies and activities to be implemented are based on common
hydrogeological practice and our staff’s wide range of experiences on similar projects in
different parts of the Oromia Regional state
Thus, we are confident that the experience of our staff in similar projects will enable us to
deliver the necessary services efficiently within the agreed timeframe to the full satisfaction
of the Client. To this end, the Consultant will set out its work by a general assessment of the
project area to have the overall understanding required to formulate the project and to
understand the condition of the area and then conduct a detail groundwater potential
assessment, geophysical survey, borehole site locating, to prepare well design, drilling
specifications and drilling bill of quantities Water well drilling contract administration and
Supervision.
Contract agreement signing upon approval of the technical and financial proposals
and then handing over the study site from the client
Conduct the groundwater potential area investigation through the geological,
hydrogeological, and geophysical surveys and then select the coordinate of the new
borehole drilling site.
Technical report and bid document preparation and submission to the Client for the
study identification of groundwater potential site for new well drilling
Water well drilling contract administration and supervision
Project handing over to the client after completion in the presence of 3C’s.
Site visits to familiarize with the project areas and identify any issues that might hinder
the implementation of works in any areas
Conduct geological, hydrogeological, and geophysical investigations in and
surrounding areas to locate well sites for borehole drilling.
Assess the groundwater conditions of the project area
From the geological and geophysical survey determine the estimated depth of wells and
expected hydrogeological formation.
Indicate the expected yield from each well and comment on the expected water quality.
Examine and confirm the water quality suitability for the purpose. Take three samples
of water either from the existing for laboratory analysis and include the water quality
test report in the study document.
Prepare a report, which includes available surface and groundwater resources surveys
(from the surface, groundwater, hydro-meteorological, and water balance studies).
Locate drilling sites with a high potential of good quality groundwater that could
balance the water demand and supply
Develop bill of quantities (BOQ) and tender document for drilling of wells including an
invitation to bid based on identified target depth and discharge estimated during the
study
Produce a detailed hydro-geological survey report giving details of the findings and
recommendation
Contract administration and drilling supervision (Phase II)
1.5. Methodology for Groundwater Potential Study and Well Site Selection
The consultant will carry out the hydrogeological and geophysical survey for groundwater
exploration based on the type and quantity of the work required by the Client to the standard
and quality needed by the client. The services to be delivered comprise: the selection of a
potential well site through the geological, hydrogeological, and geophysical investigation and
analysis and then selecting the coordinate of the borehole.
The Corporation will work to the maximum level to complete the proposed work within the
stipulated time of completion for the study and design of groundwater sources. Therefore, the
technical approaches and methodologies to be adopted to achieve the target set and produce
the required output are to conduct the whole study of groundwater potential to select
productive water well location and well design work.
The office work includes data collection, analyses, and setting strategies to commence the
envisaged assignment. Appropriate previous documents will be reviewed in detail and
analyzed in the office before the commencement of the field works.
In addition, at this stage, the consultant will technically analyze all relevant data collected
from different sources and review pertinent data like existing well history, geological,
geomorphological, hydro-meteorological data, and information of hydrogeological data
including maps and reports and conduct a very limited field visit to the project site. The
inception assessment findings will be reported to the client.
A field groundwater source investigation shall be carried out to confirm the available data
results from previous studies and conduct a field survey to collect additional information on
the hydrogeology of the study area. A team of senior professionals that include a
Hydrogeologist and Geophysicist will be assigned to conduct the field survey.
The methods and approaches to be followed to arrive at the Feasibility study and Well Design
of the project generally include the collection of additional required data from field and office
work and data analysis. Finally, the preparation of preliminary selected well sites and well
design reports together with maps will be prepared and submitted to the Client.
Geological structures are routed along groundwater flow. Detailed assessment and
description of the geological materials and associated structures are used to accurately
characterize the area with respect to groundwater flow and potential. The main objective of
the geological and structural investigation in this stage is therefore to provide an in-depth
understanding and characterization of physiographic, lithological, structural, and tectonic
features of the project area. This shall form the main background for the mechanism of
groundwater dynamism through geological materials and structures.
An extensive review of previous geological studies shall be undertaken at the outset of the
study and utilization of available GIS data shall be acquired as part of activities in this stage.
Analysis of the reports supplemented with detailed analysis of remote sensing and GIS data is
expected to provide an insight into various elements of the project area including geological
settings (e.g. fractures, layering, etc.) and geomorphological features (e.g., drainage
networks, relief, slopes, etc). Initial activities in this part of the study include the collection of
topographic base maps, existing geological maps, and reports, relevant literature and journals
on the geology of the study area, stratigraphy, and tectonics, digital elevation data (SRTM),
digital satellite data/imagery, map production, and structural analysis.
From a groundwater potential point of view, a detailed field investigation on weathering and
fracturing of rocks, the presence of alluvial sediment, and other available formations will be
conducted.
The field investigation shall be carried out to confirm the hydrogeological settings of the
area, formulated using available and analyzed data, aerial photographs/satellite images
interpretation results, and to collect additional information on the groundwater resource of the
study area. For the given site detailed walk-over survey will be conducted to collect
information concerning the local geological, geomorphological, and hydrogeological
features, fractures, and lineaments. In addition, dips and strikes will be checked and verified
to select the best possible potential site for a geophysical survey. Lithological logs of the
boreholes in the area will be collected for information on lithologic descriptions, formation
thickness, and sediment characteristics. Fissures and fracture intensity will be recorded.
Identification of hydrogeological boundaries shall be conducted. In addition, recharge areas,
discharge areas, and groundwater flow boundaries shall be mapped.
Selection of the borehole site will be conducted using a detailed analysis of hydrogeological,
geological, hydro-meteorological, geophysical, and hydro-chemical investigations conducted
to come up with a potential well site for abstraction within a reasonable distance from the
beneficiary. The selection of the best option will be based on:
Accessibility,
Possible depth to the aquifer, and
Possible required pumping head.
The Consultant will use up-to-date methods for the site selection of water wells. During water
well site selection, the Consultant works closely with the Client.
Recommendations on the potential source, possible groundwater table, water quality, aquifer
system, and expected yield will be forwarded and sites for drilling of production wells will be
proposed. The site for selected development shall be marked with a concrete marker and
indicated on a sketch map to be included in the final report.
Stage-III:-Final Source Study Report, Well Design, and Tender Documents Preparation
Having selected the best water source options, the final stage water source study report, well
design, and Tender Documents preparation will be finalized as per the valuable comments
that will be given by the Client and other stakeholders. Finally, Tender documents, Technical
specifications, and BoQ will be prepared and submitted and the participated in BID
evaluation to select Competent Contractors who are able to work as per the recommendation
forwarded.
The composition of the team is summarized in the table below (table-1). The key technical
staff that the consultant will assign for the work is based on the nature of the work and the
qualification it demand.

technical works, specifications, bill of quantities, and bid document.

Working under the project management team previously established for the study and
design (Phase-I) assignment with the same project manager, experienced drilling
supervision staff will be assigned
Facilitate the drilling site in collaboration with the local concerned bodies and client
in the way the contractor can access the site for drilling
In the meanwhile, order the contractor to furnish the workable revised schedule of
mobilization, drilling, testing, and completion works
Handover well drilling sites, as deemed necessary, to the Contractor so that the
contractor mobilizes its manpower and machinery
Assign the appropriate qualified professional hydrogeologist to the project site who
supervises every activity of the drilling works. If the drilling works shall be planned
to be performed on 12 hours/day and 7 days/week basis, thus one hydrogeologist will
be assigned.
Based on the general scope of the duties and responsibilities given to the engineer on
the contract agreement, the site supervisor on duty will check every daily activity of
the drilling work of its quality to the specification, advise the contractor as the case
may be, check and approve the daily activities of the contractor, gives orders for the
next steps of the work as requested by the contractor and for corrective measures if
found committed by the contractor, and other supervision works.
Approve measurements and payment certificates as submitted by the contractor for
the completed works.
Based on the conditions of the contract agreement signed between the client and the
contractor, manage the overall progress of the work and contract administration
activities through the assigned project manager at the office level where the manager
frequently visits the drilling site as the case may be.
Prepare the monthly drilling progress report through the project manager and submit it
to the client at the end of each month within the contract period
Upon the completion of the whole work, perform the provisional well acceptance and
then transfer it to the client
Collect well completion and pumping test analysis reports from the contractor for the
completed wells and prepare the overall technical report of the project and then
submit it to the client
At the end of the defect liability period, perform the final well acceptance and transfer
to the client after checking the quality of the wells for any defect observed within the
defect liability period
In general, for the supervision of drilling and deep well construction works and contract
Administration, the following major tasks and procedures will be carried out and covered
during the drilling and well construction phase.
A. planning
We, the consultant, will evaluate and examine the proposal of drilling companies concerning
project duration, schedule, sequence, and dependency of activities and approve them
accordingly before the actual commencement of the drilling work
B. Inventory
Prior to the commencement, the consultant will inspect the drilling machine
accessories and pumping test units of the contractor, if possible, together with the
client's representative.
The Consultant will carry out a detailed inventory of the materials to be supplied by
the contractor (equipment, materials, drilling tools, fluids, compressor, welding plant,
casing, screens, pumps, generators, etc.) as per the specification and check quality and
quantity of labor proposed by the contractor
If any item of the inventory is rejected during the inspection, the consultant shall
notify and instruct the contractor to replace it as soon as possible
The Consultant will check the presence/fulfillment of safety measures (Site car,
clothing, safety shoes, helmet, etc.) for the drilling crew and supervisors
C. Site Acceptance
After the inventory, the awarded contract will/shall be given a letter of commencement and
site acceptance shall be carried out in the presence of the representatives of the employer,

The consultant shall prepare the site acceptance form to be signed by both parties
and important notes shall be recorded for possible reference in the future
After site acceptance, the contractor shall be instructed to submit a detailed well drilling and
construction schedule from the date of commencement to completion for the contractual
period stated in the contract.
E. Mobilization
The Consultant should perform the following activities at this phase but not limited to
The consultant with the client representative should handover the location of the
selected sites to the contractor
Should also check and ensure the readiness of the resources mobilization by the
contractor
F. Construction/Drilling Operation
The consultant is responsible for the final design of water well construction, which shows a
set of casings and screens, observation pipes, gravel packing, grouting, and wellhead
structure
To decide whether casings and screens are needed for the well
The consultant will inspect the surface casing and production casing to be as per the
agreed specification and will instruct the contractor proper size and position of the
casing to be installed based on actual lithological and electrical logging
To check the screen casing perforation method and size and spacing of openings
Should keep the proper recording of each casing. The positions of the blind and
screen casing should be designed to the technical standard
Supervise proper installation/functionality of observation pipes.
I. Gravel Packing
Check Equipment and materials for conducting pumping test. These may include the pump,
source(make, mode) and capacity of power, riser pipes, water level meter and discharge
measurements devices, PH meter, conductivity meter, temperature measurement instrument,
hand tools data collection formats, follow-up pumping tests, analysis data, ensure water
quality analysis is carried out and the results received, studied and advised upon the
consultant.
Supervise the sand bridge and clay puddle above the gravel pack so that infiltration of
cement grouting is prevented from entering into the gravel pack
Ensure protection from surface flooding around the well
M. Video Camera Recording
The consultant has to inspect the video camera instrument and instruct the contractor
to carry out the video recording activity
Properly follow up the recording at each depth and take note whenever a defect
detected
Insure and confirm the effective final depth of the drilled and cased water well
Review the status and recommend the next action after analysing the recording
N. Well Disinfection
Control possible contaminant sources during drilling
Supervise the well disinfection conducted appropriately with the required dosage of
chemicals and give sufficient time for the chemical reaction and disinfection
Supervise appropriate sealing of the drilled well
O. Demobilization of the Contractor
Before the withdrawal of the contractor from the project site the supervisor should monitor
the following points
Check proper well grouting, disinfection, and wellhead construction is carried out
before demobilization
Check whether well site is cleared and levelling of the surrounding is performed
Confirm the Contract that the contractor has fulfilled the obligations as per the
contract agreement
P. Measurement and Payment Certificate
The certificates submitted by the contractors shall be checked thoroughly against
actual measurements, and arithmetic errors and if it is according to the contractual
rates and certified
Manage the cost of the project
Any excess in quantity shall be investigated and justifications submitted by the
contractor shall be evaluated
Checking and approving of take-off sheets and measurement certificates is to be made
by both the project manager and contract manager
Make discussions and evaluations of the project with the contractor, prepare minutes
of understanding on design, specification, and bill of quantities to avoid or reduce
variations and delay
Check variations and escalations and advice the client about variation issues
Q. Analysis of Claims
For smooth and efficient progress of the work, the consultant will use and dispose his
experience and abilities so that concerned parties (Client, Consultant and Contractor)
will work in perfect harmony and close cooperation
In case of dispute, the consultant has the responsibility to mediate and so act faithfully
and solve the item of dispute
Claims submitted from the Contractor and the consultant as per the general and
particular condition of the contract shall analyze the employer
Justification of delays and liquidated damage presented by the contractor due to
different circumstances shall be thoroughly investigated and evaluation report shall be
prepared for better comprehension of the event
The Consultant shall conduct a meeting to solve the item in dispute in the presence of
the representatives of the clients and contractor to give a decision, which is final and
binding
R. Reporting and Documentation
Administer contractual correspondences with drilling contractors and employers,
produce minutes of meetings, produce monthly progress reports
Check and certify all daily and completed drilling by the contractor
Prepare and submit reports to the Client
Facilitate provisional and final handing over of the project/site
In order to carry out the proposed consultancy service vehicles, personal computers, GPS and
other equipment are essential in addition to the consumable materials like fuel and office use
materials. The following major materials are required for the consultancy service as
summarized in Table 2-1.

The financial offer is presented for the proposed project separately for all parts as
aforementioned above based on the requirement of the services fee for manpower, vehicles,
Surveying equipment, etc.
The cost estimates contained in this financial proposal correspond to services to be performed
following the proposed methodology and planning presented from which the amount of work
to be performed is derived.
In case the Client should request the Consultants to extend their services or to render more
services than specified in the agreement, the extra work involved would be paid by the client
for the extended consultancy service time upon request and agreement of both parties.
Upon submission of the draft final detail Report and appraisal, 100% of the contract price for
the water source study part phase-I shall be paid. The payment for Contract administration
and drilling supervision Phase-II will be paid on monthly basis. If the drilling time is
extended, the additional supervision cost will be considered accordingly.
