Government Service Insurance System

A government owned and controlled corporation


(GOCC) of the Philippines organized and created to
administer its funds and implement the laws that
govern the social security and insurance benefits of all
government employees.

• November 14, 1936
• Mandated to provide and administer the following
social security benefits for government employees:
 compulsory life insurance
 optional life insurance
 retirement benefits
 disability benefits for work-related contingencies
 death benefits.

service to its members, pensioners, and other
constituents, will be in the top three defined-benefit

In the Government Service Insurance System,

Purpose of GSIS

• Provides social security coverage to employees in the


public sector
• Administers the Employees’ Compensation Program,
which provides for work-related social security
benefits for the public sector and the General
Insurance Fund, which provides non-life coverage
for all properties with government insurable interest
• Ensures its members against the occurrence of
certain contingencies in exchange for their monthly
premium contributions
Compulsory Membership

The GSIS covers all government workers


irrespective of their employment status,
except:

 Members of the Judiciary and Constitutional


Commissions
 Contractual Employees
 Uniformed members of the Armed Forces of the
Philippines and the Philippine National Police
Employees and Branches

 3,104 employees
 52% of whom are in the Head Office
 48% are in the Branches

 15 Regional Offices

 25 Branches Offices

 18 Satellite Offices nationwide

Effect of Separation from the
Service

A member separated from the service shall


continue to be a member, and shall be entitled to
whatever benefits he has qualified to in the event of
any contingency compensable under this act.

Remittance of Contribution to GSIS

1. Within the first ten (10) days of the calendar month


following the month to which the contributions apply
2. Government deduction from fixed monthly compensation
of the employee
3. The said amounts shall be remitted to the GSIS within the
first ten (10) days of the calendar month following the
month when deductions were effected, accompanied by
supporting lists in the form prescribed by the GSIS
4. Responsibility of the member to ensure that the required
premium contributions and other amounts due deducted
from his compensation are promptly remitted to GSIS

One of many the benefits of being a GSIS is life


insurance. GSIS gives you and your loved ones that
much needed peace of mind. It has two insurance
programs available:

 This retirement mode provides two options:
 Lump Sum and Old Age Pension (Option 1)
 60 months of the Basic Monthly Pension (BMP)
payable at the time of retirement.
 old age pension benefit payable monthly for life.
 if the reitiree is still living after the 5 years
guaranteed period.

Retirement under PD 1146


 The retirement mode applicable if you have been in
service after May 31, 1997 but before June 24, 1997
 The retiree must have rendered at least 15 years of
service, regardless of age.
 If retiree is below 6 years old upon retirement, he / she
my avail of retirement benefits only upon attaining his
60th birthday.

Retirement under RA 600

 The retirement mode applicable if you were in the service


on or before May, 31, 1977

 Automatic Pension

 Retirees before 60 years old shall be qualified to a


monthly annuity guaranteed for 5 years with the option
to request for one-year lump sum every six months.

 If the retiree is still living after the 5-year guaranteed period,
the/she shall be entitled to a monthly pension for life.

 Initial three-year lump sum

 At least 60 years old but less than 63 years on sate of


retirement, the benefit is a 3-year lump sum.

 The subsequent two-year lump sum shall be paid to the


retiree on his 63rd birthday.

 If the retiree is still living after the 5-year guaranteed


period, he/she shall be entitled to a monthly pension for
life.

 Five year lump sum

 At least 63 years of age or over on the date of retirement

 If still living after the 5-year guaranteed period, the


retiree shall be entitled to a monthly pension for life

Benefit

 The retirement mode applicable if you were in the service


on or before May 31,1997At least 20 years of service
regardless of age and employment status

 His/her last 3 years of service prior to retirement must be


continuous
Separation Benefits

 New benefit given to employees who have not reached the


retirement age (60) but have been separated from the
service

 RA 8291 (June 24,1997)

 The benefit is in the form of:

 Cash Payment

Separation Benefits

 QUALIFICATIONS
 At least 3 years but less than 15 years service
 Below 60 years of age cash payment equivalent tp 100% of the
average monthly compensation (AMC) for every year of service
payable upon reaching age 60

 BENEFITS
 At least 15 years service
 Below 60 years of age Cash Payment equivalent to 18
times the Basic Monthly Pension, payable upon
separation and Monthly Pension for life starting at age 60
Disability Benefits

 Due to the loss or reduction in earning capacity


 Caused by a loss or impairment of the normal
functions of the employee’s physical and/or mental
faculties as a result of an injury or disease
 The loss in earning capacity shall be determined on
the basis of the following:
 The employee’s actual loss of income from the usual
occupation
 The capacity to engage in any other gainful
occupation because of impairment

 Permanent Total

 Temporary Total
Unemployment Benefits

 Permanent government employee

 Has paid the required 12 months

 The benefit is in the form of monthly cash payments

equivalent to 50% of the average monthly compensation


(AMC)

 The duration of benefits depends on the length of service

and ranges from 2 months to a maximum 6 months


Funeral Benefits

 Beneficiaries are entitled to a P20,000 funeral

benefit

 Payable upon the death of a member or old age

pensioner
Survivorship Benefits

 When a member or pensioner dies

 Beneficiaries are entitled to cash and/or pension

benefits

 Beneficiaries who qualify for survivorship pension

are entitled fifty percent (50%)of the basic monthly


pension of the member or pensioner

 Loan to a widow

 To create a loan facility that caters to the needs of


pensioners who fall prey to usurious lending

 Granted the opportunity to borrow one to six times the


amount of their monthly pension but not to exceed
P100,000

 Cash Gift

 Given to a pensioner once a year

 Equivalent to a one month pension up to a maximum of


P12,600

 Recipients include old-age/retirement pensioners(joint life


retirees, disability pensioners and joint life beneficiaries)

 GSIS Hospitalization Support Program

 Active GSIS member and old-age pensioners


 30% discount on room rates, medicines and supplies

 10% discount on doctors’ fees

 40% discount on other medical procedures

 50% discount when using state of the art medical equipment


provided by the GSIS

 10% discount on all services for dependents of active members

How to file a claim for EMPLOYEES’


COMPENSATION BENEFITS at the GSIS:

Public sector workers who suffer from work-connected


sickness or injury resulting to disability, or their families in
case of work-connected death, may file claims for EC benefits
at the Government Service Insurance System (GSIS). These
benefits are in addition to the PhilHealth or the GSIS
benefits.

1. Claim for disability benefits
(a) Sickness resulting to disability
(1) Updated service record
(2) Statement of duties and responsibilities
(3) Hospital record of confinement
(4) Official receipts in payment of hospital bills, professional fees and
medicines purchased from the drugstore
(b) Injury resulting to disability
(1) Updated service record
(2) Statement of duties and responsibilities
(3) Police investigation report, employer’s report of injury, death/
casualty (for civilian employees) spot report, investigation report
and or report of proceedings before Line of Duty Board (for AFP
members)
(4) Mission or Travel Order, when applicable
(5) Hospital receipts in payment of hospital bills, professional fees and
medicines purchased from drugstore

2. Claim for Death Benefits
(1) Updated service record
(2) Statement of duties and responsibilities
(3) Police investigation report or employer’s report of injury, death or casualty (for
civilian employees) spot report and/or report of proceedings before Line of
Duty Board (for AFP members), when applicable
(4) Mission or Travel Order, when applicable
(5) Hospital record of confinement
(6) Official receipts in payment of hospital bills, professional fees and medicines
purchased from a drugstore
(7) Death certificate issued by the Local Civil Registrar or National Statistics Office
(NSO), and
(8) Declaration of presumptive death by competent authority

3. The GSIS may require the submission of other supporting
documents if the supporting papers of the claim are
insufficient to make a proper adjudication of the claim.

e. Affidavit by parents of the deceased that the latter
died single leaving no child/ren and that they/he/she
are/is wholly dependent upon deceased for support.
[all of which shall be original or certified true copies
issued by the National Statistics Office (NSO).]

4. A certified true copy of the page of the office logbook


containing the entry for the particular sickness,
accident or death;
5. The medical findings of the attending doctor or the
hospital records; and
6. A certification of GSIS and Employee’s
Compensation premium contributions one year prior
to the sickness, injury or death.
