Statement of Work Excerpt

a. Full Interconnect Study (FIS)


i. For the Steady-State, Short-Circuit, Stability and SSR study elements, Company will
provide a list of documentation and data necessary for each study in accordance with
the FIS scope of work. CPS Energy will provide all requested data to the Company.
Company will use the requested data to develop the simulation model(s) in Siemens
Power Systems Simulation and Engineering (PSS®E) and Power Systems Computer
Aided Design (PSCADTM) and will perform the FIS in accordance with ERCOT
protocols, guides and procedures. Company will identify, communicate and resolve
any modeling issues to be addressed by the developer while performing the study.
Company shall provide project updates via WebEx or MS Teams as requested.
Company will compose study reports for each element of the FIS and present the
report/s to CPS Energy Planners at CPS Energy’s office in San Antonio or via
WebEx. Upon approval of each FIS report, CPS Energy will upload the study report
to the ERCOT RIOO system. These studies are detailed below.
i. Steady State Analysis – This analysis is created from the most recently
approved Steady State Working Group power flow base case for the
interconnection year as specified in the FIS Agreement. It will identify
transmission facilities which may have a limiting impact on resource
output. The Company shall perform contingency analysis sufficient to
demonstrate existing or planned transmission capacity in the area meeting
ERCOT Market guides and NERC transmission criteria following
installation of the proposed resource. If insufficient transmission capability
exists to interconnect the proposed resource without congestion, the
analysis will propose facility improvements which can accommodate the
proposal without limitation.
ii. Short Circuit Study – The FIS Agreement shall specify locations where
available short-circuit fault duty will be identified, calculated, and
documented. If any of the required transmission system improvements
associated with the GINR result in violations of CPS Energy short circuit
criteria, the Company shall plan and identify facilities to address those
violations. The initial short-circuit base case transmission configuration
shall be the System Protection Working Group base case for the resource’s
first planned year of commercial service or as otherwise agreed upon
during the FIS kickoff meeting.
iii. Dynamic and Transient Stability Analysis – Company will perform these
studies examining the proposed unit’s response to transient events on the
ERCOT transmission grid including local transmission faults and the
expected normal and delayed clearing of faults. All existing or publicly
committed resources in the area shall be modeled at full net output. The
initial stability study base case transmission configuration shall be the
Dynamic Working Group base case for the resource’s first planned year of
commercial service or as otherwise agreed upon during the FIS kickoff
meeting. Transient Stability Studies will analyze the performance of the
proposed Generation Resource and the ERCOT system. Studies must meet
NERC requirements.
iv. Facilities Study- This study provides details and estimated cost of the
facility requirements for the direct interconnection of the proposed
Generation Resource project to CPS Energy. The Facilities Study includes
conceptual design descriptions, construction milestones, and detailed cost
estimates for all direct interconnection-related transmission and substation
facilities proposed to be installed in accordance with the findings and
recommendations of the other FIS studies. Company shall coordinate with
CPS Energy engineering departments as needed to obtain appropriate cost
estimates, project schedules and construction milestones.
v. Sub-Synchronous Resonance (“SSR”) study – In the event that the ERCOT
screening study indicates the need for a SSR study, Company shall perform
the SSR study in accordance with ERCOT protocols and guides and
utilizing appropriate Electromagnetic Transients Program (EMTP)
software to perform the analysis with models appropriate to the study. If
the SSR study indicates the generator resource is vulnerable to SSR,
Company shall indicate in the study report information about those
vulnerabilities that will assist the generator in determining mitigating
actions. Company will identify any SSR mitigating actions required by
CPS Energy including identification of needed equipment and associated
equipment parameters when applicable.
b. Other Engineering Services

i. Company shall assist CPS Energy with the following special studies/tasks as needed:
1. NERC Reliability Standards.
a. Perform studies and provide final reports as needed for compliance with
NERC Reliability standards to include, but not limited to:
i. CIP-014 Physical Security Assessment.
1. Company will provide a list of documentation and data necessary to
perform physical assessment in accordance with Requirement R1 of the
NERC CIP-014-3 Reliability Standard. CPS Energy will provide all
requested data to the Company. The assessment deliverable will
include model development data and modeling assumptions, Study
assumptions and methodology, and analyses result tables and drawings,
and final report.
ii. CIP-014 Third Party Verification of the Physical Security Assessment
iii. Company will provide a list of documentation and data necessary to
perform third party verification of a physical assessment in accordance
with Requirement R2 of the NERC CIP-014 Reliability Standard.
CPS Energy will provide all requested data to the Company. The company
shall verify the risk assessment performed under Requirement R1 of the
NERC CIP-014 Reliability Standard. Company shall complete the
verification and provide final report within 45 calendar days following
receipt of the risk assessment.
iv. NUC-001
v. Company shall perform study and complete necessary reporting to meet
Nuclear Plant Interface Requirements including steady-state, short-circuit
and transient studies.
2. Load Model Validation.
a. Company will validate that the assumption of case load structure
and model parameters are representative of the actual system load.
3. Loss Analysis
a. Company will conduct loss study to evaluate the CPS Energy electric system
in detail under various conditions to determine the relationship between load
and losses and provide a report that summarizes the data used, the
assumptions made, and the results obtained.
4. Load Addition Studies
a. Company will assist CPS Energy in providing feasibility studies for large
customers inquiring about capacity to serve multiple location under
consideration. Company will make assessment whether current capacity
under several contingencies can reliably serve the customer. Company will
report on and present this information to interested stakeholders as needed.
