THE OPPORTUNITY
Are you a biometrics expert with IT experience or knowledge? Or an IT professional with an
understanding of biometrics or an interest in entering this field? We have some exciting
opportunities to help shape International Civil Aviation Organization (ICAO) and International
Standardization Organization (ISO) travel document standards on biometrics, passport Public
Key Infrastructure (PKI), COVID-19 vaccination certificates and other aspects of traveller
documentation.
You will contribute to how the Australian Passport Office (APO) implements and safeguards
compliance with these standards which will ensure our passports retain their integrity and
perform effectively at borders. It also includes leveraging the standards to optimise the
experience of our customers, not just when they apply for passports but afterwards as well,
through the Digital Identity program that is revolutionising how citizens interact with
government in Australia.
The job involves international travel to attend standards forums and extensive collaboration
and coordination within APO and across Australian government agencies.
This process will be used to fill the current vacancy as well as any other relevant vacancies
which may arise over the coming 18 months.

ABOUT US
The Australian Passport Office (APO) is the largest division in the Department of Foreign
Affairs and Trade (the department). We issue travel documents to Australian citizens,
consistent with the Australian Passports Act 2005 and standards specified by the ICAO and
the ISO.

KEY DUTIES
Under limited direction and guidance:
contribute relevant expertise to ICAO and ISO forums that set standards relevant to
travel documents
in collaboration with colleagues, develop rigorous, forward-looking, business-focused
policy advice for applying travel document standards to the department’s passport
operations
monitor standards implementation, and provide policy support where required
contribute biometrics expertise and policy support to Australian digital identity
initiatives, through engagement within the department and with other agencies and
levels of government
continuously develop the APO’s PKI policies and key token management plans to ensure
that they remain at the leading edge of international travel document practice
prepare written briefs and reports in support of the above
Actively build, maintain and facilitate engagements with a wide network of stakeholders
(both internal and external)
demonstrate leadership, including by developing the skills and expertise of junior staff

We provide foreign, trade and international development policy advice to the Government,
and work with other government agencies to coordinate Australia’s pursuit of our global,
regional and bilateral interests. We have a dedicated and professional workforce. Officers
are highly skilled at their work, which includes developing and implementing policy,
negotiating international agreements, delivering high quality international development
assistance, providing professional corporate management support and delivering high
quality consular and passport services to Australian travellers.
The department is the lead agency managing Australia's international presence, including a
network of over 100 overseas posts in five continents.

ELIGIBILITY REQUIREMENTS
Candidates must be Australian citizens.
The department requires the successful candidate to obtain and maintain a Negative Vetting
1 level clearance security clearance (or Baseline, Negative Vetting Level 1 or Positive Vetting
(PV) where positions are designated as such in the DFAT Security Framework or PV
organisational chart, respectively). Loss of a security clearance at any time may lead to
termination of employment. Employment with the department can, however, commence on
lower level clearances or without a clearance, in some circumstances, and the department
will work with you to facilitate this if you are successful.
Depending on the role into which you are placed, you may be required to obtain and
maintain a Working with Vulnerable People/Children registration (or equivalent).
