• 2011: South Sudan Independence
• 2012: South Sudan Civil Aviation Authority Act
• 2016: Montreal ANC 39th Assembly
• A preliminary transition plan to be monitored by
ICAO was agreed to establish a new Flight
Information Region (FIR) under the operational
responsibility of South Sudan
• Hi Level MOU for temporary Airspace Delegation
from South Sudan to Sudan signed
• ARTICLE IV: “For the purposes of this agreement
the delegating state is South Sudan, and the state
accepting the delegation is Sudan.”
• ARTICLE VI: Sudan agrees to “…Provide within
the delegated airspace air traffic services,….”

ON XX/XX/XXXX AT 00:00 UTC, AIRSPACE WITHIN THE KHARTOUM FIR OVER THE REPUBLIC OF SOUTH SUDAN
ABOVE FL245 WILL REVERT TO CONTROL BY SOUTH SUDAN. THE SOUTH SUDAN AIR TRAFFIC CONTROL
FACILITY WILL INITIALLY ONLY PROVIDE LIMITED FLIGHT INFORMATION SERVICES WITHIN THIS AIRSPACE VIA
JUBA CENTER ON FREQUENCY 127.900 MHZ. STANDARD FREQUENCY CHANGE PROCEDURES WILL BE
ACCOMPLISHED TO/FROM SURROUNDING FIRS.
AIRSPACE WITHIN THE KHARTOUM FIR OVER SOUTH SUDAN ABOVE FL240 IS CLASS G.
PREVIOUS CONTINGENCY ROUTES CONTINUE:
CR1: BRO-DCT-KAFIA WESTBOUND USING EVEN NUMBERED FLIGHT LEVELS FROM FL280 TO FL400,
CR2: EASTBOUND USING ODD NUMBERED FLIGHT LEVELS FROM FL290 TO FL410,
STRATEGIC LATERAL OFFSET PROCEDURES REMAIN IN EFFECT, ALL PILOT SHALL OPERATE AN OFFSET
TRACK 1-2NM RIGHT OF COURSE.
FLIGHTS SHALL NOT CHANGE CRUISING LEVEL EXCEPT IN AN EMERGENCY.
EMERGENCY DESCENTS SHALL TURN AT LEAST 30 DEGREES RIGHT OF COURSE AND ADVISE ATC AS SOON
AS PRACTICAL.
AIRSPACE WITHIN THE KHARTOUM FIR OVER SOUTH SUDAN IS RVSM, NON-RVSM OPERATIONS ARE NOT
PERMITTED.
