The scope of work for the consultant includes: 1) Reviewing the technical design, technology, structural integrity, layout, geology, and transmission of the project. 2) Assessing local electricity demand and supply by analyzing interconnection studies and transmission lines. 3) Reviewing hydrology, historical rainfall and generation data, and production of existing river projects. 4) Evaluating development and operating costs including benchmarking, inspection, equity spending, and expense estimates. 5) Examining key documents such as the PPA, feasibility study, engineering plans, contracts, land and access agreements. 6) Assessing the construction schedule and risks that could impact production or electricity delivery.

Scope of work for Consultant:

1. Review on Technical Design and Technology of the Project (Including but not limited to civil and
metal works, survival of building structures against earthquake, project layout, topography,
geological investigation, electromechanical equipment, dimension, capacity and transmission
line)

2. Assesment of deman-supply of the electricity in the area (e.g review and analysis of
interconnection study and transmission line (incl: Single Line Diagram and demand and supply
analysis on the surrounding area within the same connection line or region, including but not
limited to review on the take and.or pay scheme to PLN)

3. Review Hydrology and Power Generation:


a. Review of hydrological actual (from site visit) and historical data and (yearly) generation
estimations include in the FS/DD reports (by providing rainfall data on several AARWL
reference stations, 10 years monthly hydrology historical data, and yearly hydrology actual
data)
b. Hydrological and production review for the existing projects within the same river stream

4. Review of Development Cost and OM cost


a. Reasonableness of the proposed project cost (including but not limited to : civil works,
mechanical equipment, transmission line, identify potential hidden cost, benchmark cost
analysis with similar projects)
b. Compelted works inspection (including but not limited to design) and possible future
maintenance recommendation
c. Verification the actual cost spent including the equity portion that has been spent (i.e pre-
construction)
d. Estimation on operating and maintenance costs (including but not limited to site and head
office operational expense)

5. Review of material project documents, including but not limited to:


a. PPA technical aspects
b. Feasibility Study Report (including acceptability of the financial/return projection)
c. FEED / DED
d. EPC Contract (including but not limited to: payment and guarantee scheme)
e. Land lease agreement
f. Mechanical and electrical (including but not limited to: warranty and guarantee provided)
g. Road acces agreement (If any)
h. License documents
i. Suppliers/contractors warranty
j. O&M contract
6. Construction Schedule review (S-curve) and acceptable schedule for the given time period

7. Risk analysis from technical aspects along with the mitigation, which will affect the production
and absorption of the electricity

- Draft Technical Due Diligence Report

- Final Technical Due Diligence Report
