splice by pneumatic or hydraulic means. Heating element should be preferably of


flexible type. Other details shall be finalized during detail Engineering stage.
2.02.15 FIRE DETECTION AND PROTECTION SYSTEM
The scope of equipment to be furnished and erected under this specification shall
cover all the systems and equipments detailed hereunder.
For the basic Fire Detection and Protection System specified, any other items,
needed to make the system complete, safe and sound in operation shall be included
under the scope of work by the Bidder at no extra cost to the Employer.
Fire Water Pumping System
Complete fire water pumping system consisting of fire water storage tank, hydrant
pumps & drives and Battery Chargers for the diesel engines drives, required
instruments, controls, and panels as per detailed specifications
Hydrant System
Automatic Hydrant system for various areas as per detailed specifications in Sub-
Section – IIIA-17 of technical specification.
Fire Extinguishers
Required numbers of Portable and mobile fire extinguishers consisting of water type,
dry chemical powder type, CO2 type, for various areas of plant.
Analogue addressable type Fire Alarm System / Annunciation Panels
a) Analogue addressable type Fire Alarm System consisting of multisensor type
and photo electric type smoke detectors, Infra-red type heat detectors,
cabling, junction boxes, instrumentation, Fire Alarm cum control panels,
repeater panels, etc. for various areas/equipments as detailed out elsewhere.
b) PLC based Control Panels complete with all accessories for Fire water pump
house etc.
c) Manual call points, response indicators, Hooters etc shall be provided as per
system requirement.
TAC Approvals
The Contractor is responsible for getting the complete approval of the system
elaborated in this specification from TAC accredited professional(s).
The Contractor shall co-ordinate all activities among NTPC, Insurance Agency of
NTPC and TAC accredited professional(s) for getting the required approval of the
package. All the correspondence between the Contractor and Insurance Agency of
NTPC/ TAC accredited professional(s) shall be furnished to NTPC for overall
monitoring of the progress of approval from Insurance Agency of NTPC and TAC
accredited professional(s) and for information/record. The contractor shall furnish
three sets of all the approved/stamped drawings from Insurance Agency of NTPC /
TAC accredited professional(s) to NTPC for record purposes.
The contractor shall bring to the notice of Employer at the earliest the details
regarding the modification of Employer’s equipment/buildings/ power supply
schemes etc. which may be required to meet the TAC regulations before the
construction/installation of the same by Employer.
The contractor shall check the complete bill of materials inclusive of number and
rating of pumps, rating of electrical equipments, as per the regulations of TAC and

any modification with respect to the rating, number and size of all equipment to meet
the requirements of Insurance Agency of NTPC and LPA/TAC accredited
professional(s) shall be considered while bidding and the same shall be erected and
commissioned.
If the contractor feels, it is necessary to include any other items, which, in his
opinion, may be required to comply with TAC regulations, other than those indicated
in the specification, the same shall also be supplied, erected and commissioned and
the unit prices for such items shall also be furnished. Any amendments, modified
rules to the latest TAC regulations till bid opening date should be considered by
contractor to fulfill the above condition.
Successful contractor shall furnish complete hydraulic calculation.
The Contractor shall assist Employer in getting maximum rebate on insurance
premium.
Set of commissioning spares as may be required during erection and commissioning.
One (1) set Special tools and tackles required for maintenance of all the mechanical,
electrical and C & I equipments under the scope of Contractor.
Any additional item/ equipment required to make the system complete.
All other services described under “Intent of Specifications”.
Grouting, dressing and final finishing of all foundations of various equipment, etc.
Supply of structural supports for piping in trenches and for above ground piping
wherever applicable.
Supply & application of protective coatings and wrapping for buried pipes and pipes
in RCC trenches, and painting for above ground piping, valves, pipe supports, etc. as
detailed in technical specifications.
Excavation, preparation of bed, laying, backfilling with compaction of soil for all
underground/buried piping. Also, breaking and re-erection of paving for buried piping
(if any).
Supply and erection of all bolts, foundation bolts, nuts, gaskets, packing, hangers
supports clamps, all inserts (to be embedded in concrete) and all accessories re-
quired to complete erection and commissioning.
Supply of all consumable materials like initial fill of foam concentrate, lubricants,
grease, etc. required to complete the erection and commissioning of the total fire
protection system. Further, all consumables required for PG test shall also be in
Bidder’s scope of supply.
Preparation of necessary detailed drawings including schematics, layouts,
isometrics, fabrication drgs, erection drgs., etc. as required and also development of
“As Built Drgs”.
Conductance of Performance and Guarantee test as per Standard Guaranteed test
procedure given else where in the specification.
2.02.16 Apart from hydrant protection system for the silo building, fire detection and
protection system for coal handling plant, CHP control room/ silo control room and
various MCC/switchgear rooms, Sub stations etc. shall be provided by multi-
sensor/photoelectric detectors/ infra red detectors, alarm/repeater panels, fire
extinguishers, fire tenders, etc. as described elsewhere in separate Chapter.

2.02.17 Bituminous macadam service road 3.75mtr wide with bituminous surfacing through
out the length of the conveyor route right up to the silos at the loading area along with
complete drainage with all associated civil works.
2.02.18 Monorails and electrically operated hoist blocks as well as hand operated chain
pulley blocks for servicing/installation/easy replacement of drive machinery, different
types of pulleys for all conveyors, GTU and other equipment from ground level to
their locations and vice-versa.
2.02.19 Drainage of all CHP buildings, conveyor galleries as specified else where including
all civil & structural works.
2.02.20 Four (4) nos of deep borewells with submersible pumps, pipings, electrical cables,
instruments etc., at silo loading point. Two (2) nos are to be used for fire water
system and two (2) borewells to supply water for dust suppression, service water,
cooling water and potable water system.
2.02.21 Complete dust suppression system for control of fugitive dust in the entire area under
the scope of the package complete with enclosed pump houses, water tanks, pumps,
drives, hoisting arrangements, piping, valves etc. electrical, accessories, civil,
structural and architectural works as briefly specified below:
a). Complete dust suppression system at all Transfer Points (both at discharge
and loading points) including all electrical and accessories.
b). Pump houses & water tanks for dust suppression, service water, cooling water
and potable water system.
c). Cooling water system for scoop couplings, service water system and potable
water system for complete Coal Handling Plant as specified elsewhere in the
specification.
2.02.22 All inserts, anchor bolts, foundations for Contractor’s equipment, platforms etc. in the
entire scope of Coal Handling Plant. All necessary grouting & finishing of the floor
after welding at all such pockets & else where is in Contractor’s scope. All
equipment/fittings, supporting structure, along with insert plates, bolts, accessories,
MS sleeves, base plates, grouting as may be required.
2.02.23 All buildings in contractor’s scope shall be complete with all electrical, civil, structural,
architectural works, cable trenches, fire safety walls, foundations/fencing/earthing for
transformers. All cables/duct banks, trenches, cable trestles shall be complete with
associated civil & structural works including foundations.
2.02.24 Complete unused set of all special tools and tackles, which are necessary or
convenient for erection, commissioning and overhauling of any equipment, covered
under the scope.
2.02.25 Motorable access/approach (3.75 m wide bituminous) service road from the road to
the Transfer Points, MCC / Swgr rooms, CHP control room buildings, Sub stations.
2.02.26 First fill of all consumables e.g. oils and lubricants and one year toppings
requirements.
2.02.27 Preservative shop coating, final painting of all structures and equipment under the
scope.
2.02.28 Chain link fencing on both sides of cross-country conveyor corridor along with all
associated civil & structural works.

MISCELLANEOUS SYSTEM
CLAUSE NO. TECHNICAL REQUIREMENTS

A-08 : DUST CONTROL AND MISCELLANEOUS SYSTEM

1.00.00 GENERAL

1.01.00 INTENT OF SPECIFICATION

1.01.01 The specification is intended to cover design, engineering, manufacture, supply,


erection, testing and commissioning of the complete, Dust Control and Miscellaneous
Systems as specified hereinafter required for the Coal Handling Plant.

The Contractor shall refer to the other sections and scheme indicated in the tender
drawings to appraise himself of the work and scope of supply of the other
Contractors/Owner's and shall coordinate his work with the work of other Contractors.

2.00.00 General Information/Description

2.01.00 Dust Control System

The dust control system to be furnished under this specification is required for control
of fugitive dust emissions from dust generation points such as transfer points. Dust
control is achieved by dust suppression system.

Contractor shall guarantee and offer dust control system which shall not allow a dust
concentration in the ambient air inside the buildings more than acceptable limits as
per Owner approved guidelines or any internationally recognised hygienic
Standards/Codes.

The Capacity of dust control system specified elsewhere is for Contractor’s guidance
only. Contractor shall provide adequately sized fool proof dust control systems the
performance of which should be guaranteed by the Contractor. However, the
capacity of the offered system shall not be less than the specified values. Further,
for computation of design capacity of the pumps, permanent recirculation lines as
shown in tender drawings shall also be considered.

Water scheme dust suppression shall be provided as indicated in tender drawings.

2.02.00 Miscellaneous Systems

Service water system, potable water system, cooling water system shall be provided
as specified elsewhere in this specification and as indicated in tender drawings.

2.03.00 Scope

2.03.01 Plain Water Dust Suppression System

Dust suppression system shall be complete with water supply system, piping, spray
heads, pumps, drive motors with canopy (wherever required), couplings with
enclosure, electricals, supporting structures, approach/maintenance platforms,
handling for equipment, civil and structural works and necessary accessories shall be
provided.

2.03.02 Service Water System

Service water distribution system complete with water supply system, valves, quick
couplings, hose pipes with nozzle, piping, pumps, drive motors with canopy,
couplings with enclosure, electricals, including supporting structures, handling for
equipment’s, civil and structural works and necessary accessories shall be provided
throughout the coal handling plant area in Contractor’s scope.
2.03.03 Pipings, Fittings, Valves and Specialities

The material to be supplied for completing the pipe work shall include but not be
limited to the following :

(1) Straight piping, bends, tees, elbows, branches, laterals, crosses, reducing
unions, couplings, caps, blank flanges, saddles etc. necessary for making
reliable piping system.

(2) Gaskets, ring joints, jointing material etc. as required.

(3) Instrument tapping connections, stubs.

(4) Gate, globe and check valves to start/stop, regulate and to prevent back flow.

(5) Duplex Strainers.

(6) Anchors, hangers and supports as required including secondary steel


embedments etc.

(7) Bolts, nuts, fasteners as required for interconnection piping, valves and fittings
as well as for terminal points.

(8) The entire water piping of DS/SW/PW/CW shall be routed/supported on


concrete pedestal and conveyor galleries. Wherever the layout does not permit
the pipes to be routed over ground, the same shall be buried in conformity to
the relevant standards & shall be provided with necessary protective coating as
per relevant standards.

(9) Painting, anti-corrosive coatings etc. inside and outside pipes as necessary.

(10) Welding electrodes and welding rods.


(11) The area around storage tanks strainers, two valves etc. (located out side
pump house) shall be paved with drains.
3.00.00 Codes and Standards

The design, manufacture, inspection and testing of Dust Control & Miscellaneous
Systems shall comply with all the currently applicable statutes, regulations and safety
codes in the locality where the equipment is to be installed. The Dust Control &
Miscellaneous Systems shall conform to the latest edition of the following standards
and codes. Other internationally acceptable standards/codes, which ensure equal or
higher performance than those specified, shall also be accepted. Nothing in this
specification shall be construed to relieve the contractor of the required statutory
responsibility. In case of any conflict in the standard and this specification, the
decision of the Owner shall be final and binding.

4.00.00 DESIGN REQUIREMENT

4.01.00 Plain Water Dust Suppression

4.01.01 At specified locations dust suppression system shall be provided which comprises
spray nozzles discharging plain water in a fine spray to capture air borne dust
particles and direct them into the main coal flow. Water shall be discharged via a
pipe work system through spray heads at the dust suppression zones.
4.01.02 Solenoid valves shall be provided for open/close control of water line to each spray
head. Each spray head shall consist of minimum 4 nos. nozzles. Spray heads shall
be provided at coal loading and receipt zone.

4.01.03 Pressure at inlet to spray head shall not be less than 2.5 Kg/sq.cm (g).

4.01.04 Each spray head shall have a provision for installing a pressure gauge whenever
required. Further, pressure gauges shall be provided at least at two locations.

4.02.00 Service Water (SW) System

Service water connections are to be provided in conveyor galleries at 50 meter


intervals. Adequate number of these connections shall be provided in all transfer
houses with minimum one no. at each floor. Each connection shall be provided with
one (1) no. 32 NB globe valve and quick coupling. One (1) No. Hosepipe with nozzle
shall be provided in each building.

Service water distribution system shall be designed considering the water scheme
and water requirement indicated in tender drawings.

4.03.00 Potable water (PW) system


Potable water connections are to be provided in all transfer points, silo area, and all
control rooms/MCC rooms and toilets etc. Potable water scheme is as shown in the
tender drawing.
Overhead drinking water storage PVC tanks of minimum 1000 capacities to be
provided at all transfer points, silo area, and all control rooms/MCC rooms etc. The
drinking water storage tanks shall be suitably insulated and have provision for
maintenance & drain.

4.04.00 Hoists with monorail of adequate capacity shall be provided in the service water/dust
suppression/potable water pump houses.

5.00.00 CONSTRUCTION REQUIREMENT

5.01.00 Water Supply Pumps

5.01.01 Water supply pumps shall be provided as required.

5.01.02 The pumps shall be complete with drive motors, baseplate and other accessories.
The constructional features of the pump shall be as follows:
a). Pump casing may be axially or radially split. The casing shall be of robust
construction. Casing drain and vent connections shall be provided.

b). Impeller shall be made in one piece and securely keyed to the shaft. Locking
device shall be provided to prevent its loosening during all conditions of
operation.

c). Wearing rings shall be of renewable type. Opposed wearing surface shall be of
hardened material and shall have a hardness difference of at least 50 BHN.

d). Replaceable shaft sleeves shall be provided to protect the shaft where it
passes through bearings and stuffing boxes. The end of the shaft sleeve
assembly shall extend through the packing gland. Shaft sleeve shall be
securely locked or keyed to the shaft to prevent loosening or rotation. Shaft
and shaft sleeves shall be machined and assembled for concentric rotation.

e). The design of the shaft shall take into consideration the critical speed, which
shall be at least 20% away from operating speed.

f). Pump bearings shall be of antifriction type. Bearings shall be readily accessible
without disturbing the alignment of pump.

g). Packed stuffing boxes shall be of sufficient length to prevent leakage along the
shaft and shall be complete with all packing and lantern rings required.

h). Pumps shall be furnished complete with an approved type of flexible -coupling.

i). Couplings guards made of expanded metal and bolted to the base plate shall
be furnished.

j). The common base plate for pumps and motor shall be in one piece and shall
be made of fabricated steel.

k). Pump speed shall be less than 1500 rpm for pumps of capacity more than 10
m3/hr.

5.01.03 The power, head and flow characteristics of each pump shall be suitable for parallel
operation. The Power characteristics of the pumps shall be of non overloading type.

5.01.04 All rotating parts of the pumps shall be statically and dynamically balanced.

5.01.05 The motor shall be rated for continuous operation and confirm to companion
electrical specification. However, motor rating shall not be less than the max.
power demand throughout the entire range of operation of pump.

5.01.06 Design duty point of pump shall match with the average value of maximum and
minimum flow rates of the pump in the stable operation zone.

5.01.07 Materials of construction of pump components shall be as stated in data-sheet to this


section.
5.02.00 Piping, Fittings, Valves and Specialties

5.02.01 Piping & Fittings


(a) Material of construction of piping and fittings shall not be inferior to those given
in data sheet of this section.

(b) All piping shall be capable of withstanding the maximum pressure in the
corresponding line at the relevant temperature.

(c) In general pipe sizes 65 mm NB and larger are to be joined by butt welding and
pipe work of size 50 mm NB and below by socket welding/screwed
connections. Joints at valves or specialities shall be flanged for sizes 65 mm
NB or large and screwed for sizes 50 mm NB and below. All galvanised piping
shall be joined by screwed connections. Minimum pipe diameter selected for
DS/SW/PW/Cooling Water System shall be 32 NB.

(d) End preparation for butt-welding shall be done by machine/flame cutting.


Socket weld and preparation shall be saw/machine cut.

(e) Hangers and supports shall be capable of carrying the sum of all concurrently
acting loads. They shall be designed to provide the required supporting effects
and allow pipe line movements as necessary. All guides, anchors, braces,
dampers, expansion joints and structural steel to be attached to the
building/structure, trenches etc. shall be provided. The type of hangers and
components for all piping shall be selected and approval obtained from the
Owner.

(f) All piping shall be routed on ground on concrete pedestals and at road
crossings, these shall be laid through hume pipes.

5.02.02 Valves and Specialities


(a) Valves & Specialities shall be used to start, stop or regulate the flow. All
valves/specialities below 50 mm size (for isolation purpose) in service
water/dust suppression/potable water lines should be plug type of proven
make.

(b) All valves shall be suitable for most stringent service conditions i.e. flow,
temperature and pressure under which they may be required to operate.

(c) Gate/sluice valves shall be used for isolation of flow of pipe lines and Globe
valves shall be used for regulating the flow.

(d) Valves shall be provided with back seating bush to facilitate gland renewal
during full open operation.

(e) All gate and globe valves of size 65 NB and large shall be bolted bonnet,
outside screw, rising type with flanged ends. Valves of size 50 NB and smaller
shall be with screwed ends.

(f) Valves shall be provided with the following as necessary :

(1) Hand wheel

(2) Position indicator

(3) By-pass valve and spur gear reduction unit for larger valves.

(4) Draining arrangement.

(g) Material of construction of valves shall not be inferior to those given in data
sheet of this section.

(h) Globe valves shall be provided with contoured plug to have well controllability.

(i) Non-return valves shall be swing check type. These valves will have a
permanent ‘arrow’ inscription on its body to indicate direction of motion of the
fluid.

(j) All valves shall be provided with hand wheel, chain operated, extension spindle
and floor stand wherever required so that they can be easily operated either at
a lower or higher elevation as the case may be.

(k) Strainer shall be of duplex type designed with 3 way valves so that one filter
can be cleaned while the other is in operation. Suitable vent and drain valves
shall also be provided. Screen opening area shall be at least four times the
pipe cross sectional area. Pressure drop in clean conditions shall not exceed
1.5 MWC at full flow.

(l) Bibcocks provided for potable water system shall be made of cast iron.

5.03.00 Special cleaning, protection and painting

5.03.01 Piping & Fittings

(a) Surfaces to be painted shall be thoroughly cleaned of loose mill scale, rust etc.
by wire brushing.

(b) For overground exposed steel pipes, one shop and one site coat of red oxide
zinc phosphate and two coats of synthetic enamel finishing paints unless
specified otherwise shall be applied. A minimum of 120 microns Dry Film
Thickness (DFT) after finished coat of paint shall be ensured.

(c) For steel buried pipeline, three (3) coats of heavy-duty bitumastic paint shall be
applied on the cleaned surface. Finally, it should be wrapped with minimum 3
mm thick bitumen impregnated tar felt. The lap joint of the felt shall be generally
touched with heavy-duty bitumastic paint.

A-09 : VENTILATION SYSTEMS


1.00.00 GENERAL

1.01.00 The specification is intended to cover design, engineering, manufacture, supply,


erection, testing and commissioning of the complete Ventilation & air conditioning
systems as specified hereinafter for the smooth and trouble free operation of coal
handling plant.

1.02.0 0 The Contractor shall refer to the other sections enclosed to appraise himself of the
work and scope of supply of the other Contractors and shall coordinate his work with
the work of other Contractors.

2.00.00 GENERAL DESCRIPTION

2.01.00 Mechanical Ventilation System

The ventilation system generally consisting of adequate number of supply air fans, air
filters, ducting along with electricals, supporting structures, approach/maintenance
platforms, civil and structural works for ventilating the underground portion of transfer
points and conveyor tunnels, if required. Exhaust fans shall be provided for Toilets
and Battery rooms.

2.02.00 Pressurised Mechanical Ventilation System

The ventilation system generally consisting of adequate number of supply and


exhaust fans, metallic pre filters, HDPE fine filters, ducting along with 3 phase AC
motor drives, electricals, supporting structures, approach / maintenance platforms,
necessary shed, civil & structural works shall be furnished for all MCC/switchgear
rooms & hydropak room at silo no.1.

2.03.00 Air Conditioning System

2.03.01 2x100% capacity air conditioning packaged units (PAC) with air cooled condensers
shall be provided for Main CHP Control Room , Silo control room, office rooms in
Main CHP control room complete with supply & return air ducting. 2x100%
split/window air conditioners shall be provided in each R I/O room.

2.03.02 Supply and return air distribution ducting complete with insulation, of resin bonded
mineral wool equivalent of density at least 24 Kg/m³ and thermal conductivity of max.
0.49 mw/cm°C conforming to IS:8183 including supporting structures, approach/
maintenance platforms, civil and structural works and necessary accessories shall be
provided.

2.03.03 PACshall be housed inside building.

2.03.04 Area around centrifugal fans, filters, motor foundation shall be paved to have a clear
surrounding.

2.03.05 Window: Air conditioners shall be provided for weigh house of in-motion weigh
bridge.

3.00.00 CODES & STANDARDS

The design, manufacture, inspection and testing of Ventilation & A/C System shall
comply with all the currently applicable statutes, regulations and safety codes in the
locality where the equipment is to be installed. The Ventilation & A/C System shall
conform to the latest edition of the following standards and codes. Other
internationally acceptable standards/codes, which ensure equal or higher
performance than those specified, shall also be accepted. Nothing in this
specification shall be construed to relieve the contractor of the required statutory
responsibility. In case of any conflict in the standard and this specification, the
decision of the Engineer shall be final and binding.

4.00.00 DESIGN REQUIREMENT

4.01.00 Axial Fans

4.01.01 Design duty point of the fan shall match with the average value of maximum and
minimum flow rates of the fan in the stable operation zone. The speed of the fan
shall not exceed 960 rpm for fan with impeller diameter above 450 mm and 1440 rpm
for fan with impeller diameter 450 mm and less. The first critical speed of rotating
assembly shall be at least 25% above operating speed.

4.01.02 Impellers shall be axial flow type single piece.

4.02.00 Centrifugal Fans

4.02.01 The fan units shall be centrifugal type with radial bladed impeller. For design,
purpose out door ambient temperature shall be taken as 50 deg.C.

4.02.02 Fans shall be manufactured vibration free in operation and shall be designed to limit
noise level within limits specified in Data Sheet.

4.02.03 The motor shall be rated for continuous operation and conform to companion
electrical specification. However, motor rating shall not be less than the max. power
demand throughout the entire range of operation of fan.

4.02.04 All fan mountings shall have adequate arrangement for vibration isolation.

4.02.05 The reverse flow through non-working fan shall be prevented by dampers. The
dampers shall be made out of 18 SWG MS sheets.

4.02.06 Design duty point of the fans shall match with the average value of maximum and
minimum flow rate of the fan in the stable operation zone.

4.03.00 Filters

4.03.01 Metallic Filters

Metallic cleanable filters shall be provided as required. Max. air velocity considered
shall be 2 m/sec.

4.03.02 HDPE Filters

HDPE filters should have an efficiency of 90% down to 5 microns. Velocity across
the filter shall be limited to 2.5 m/sec.

High efficiency filter (for A/C purpose). Filtration efficiency shall not be less than
99.9% down to 5 microns. Pr. drop across the filter under clean condition shall not
be more than 10 mm w.c.

4.04.00 Packaged Air-Conditioning Unit

4.04.01 PAC units shall be factory tested and assembled self contained units complete with
refrigerant compressor, coils, fans, insulation and wiring. Various parts of PAC units
wherever required shall be insulated with expanded polyethylene conforming to
IS:4671.

4.04.02 The PAC unit shall comprise of an evaporator (indoor air) blower section and an air
cooled condenser (outdoor air) section. Heavy gauge steel cabinet factory finished
with two coats of epoxy paint of approved colour, shall be used to house components
of PAC.

4.04.03 The evaporator and condenser coils shall be arranged for direct expansion cooling
and shall be formed of aluminum fins mechanically bonded to seamless copper
tubes and electrically tinned. The inter-connecting refrigerant circuits shall
comprise of multiple cylinder hermetic compressor(s) and motor(s) with all
necessary isolation valves, suction gas controlled thermal expansion valves, with
adjustable set point, sight glass, copper tubing and pipeline ancillaries. The
condenser coils shall be air cooled by propeller type fans complete with safety

guards. The condensing coils shall be suitably arranged to avoid radiant heat
pick-up from solar sources.

4.04.04 Condenser capacity control shall be provided by means of variable speed fans and
‘head pressure’ sensing.

4.04.05 The evaporator air blower(s) shall be centrifugal forward curved type belt driven by
individual motor(s) and suitable for the external static pressure. The fan assembly
shall be isolated from the casing by anti-vibration mounts. The fan/motor drive shall
be capable of capacity adjustment by pulley changes within +15% of design duty.

4.04.06 High efficiency filters shall be provided in the main supply air duct and in the fresh air
connection to return air duct.

5.00.00 CONSTRUCTION REQUIREMENTS

General construction details of various equipment under Contractor’s scope shall be


as elaborated in subsequent clauses below.

5.01.00 Axial Flow Fans

Axial flow fans shall be provided as required.

5.01.01 Impellers shall be axial flow type and single piece cast aluminum with aerofoil blades
construction. It shall be finished all over and balanced dynamically. Impeller shall be
mounted directly on the motor shaft.

5.01.02 Casing shall be of heavy gauge construction properly reinforced for rigidity. It shall
be provided with suitable supports. Access door shall be provided in the casing for
easy access to motor and impeller. Suitable arrangement for mounting of motor shall
be provided.

5.01.03 Rain protection cowls will be designed to suit wall exhausters/supply fans for
protecting fans/motors from rain. It will be provided with bird screen.

5.01.04 Inlet cone or bell and outlet cone shall be provided as required. It should be made of
G.I. or M.S.

5.01.05 Motor shall be of totally enclosed type complying with the companion electrical
specification. Suitable rain/sun shade for motors shall also be provided.

5.02.00 Centrifugal Fan

Centrifugal fans shall be provided as required.

5.02.01 The casing shall be of welded construction fabricated with heavy gauge material. It
shall be rigidly reinforced and supported by structural angles. The seams shall be
permanently sealed airtight. Split casing shall be provided on larger sizes of fans.
Casing drain with valves shall be provided wherever required.

5.02.02 The impeller shall have die formed curved blades fabricated out of MS heavy gauge
welded to the rim and back plate to have a non overloading characteristics of the fan.
Rim shall be spun to have a smooth contour. If required intermediate stiffening rings
shall be required. The impeller, pulley and shaft sleeves shall be secured to the shaft
by key and/or nuts. The impeller along with driven pulley shall be dynamically
balanced. Fan shaft shall be of EN-8 equivalent.

5.02.03 The bearings shall be self-aligning heavy-duty ball or roller bearings. They shall be
adequately supported. They shall be easily accessible and lubricated properly from
outside.

5.03.00 Filters

5.03.01 Metallic Filters

Metallic cleanable filters shall consist of V-fold galvanised wire mesh inter spaced
with a flat layer of galvanised wire mesh. The density of the filter medium shall
increase in the direction of airflow. Wire mesh edges shall be suitably hemmed to
eliminate the danger of abrasion during handling. Filter medium shall be supported
on either side by galvanised expanded metal casing. Filter frame shall be
constructed from galvanised sheet of thickness not less than 18 gauge.

5.03.02 HDPE Filters

HDPE filters shall be provided as required. This shall be constructed of HDPE fabric
with continuous water spraying on it from a header for keeping it clean.

5.03.03 High efficiency filter (for A/C purpose)

The media of the filter shall be made from either special synthetic non-woven bond
fiber design or made from micro fiber glass media. It shall be supported with GI wire
mesh or aluminum mesh and shall be housed in an aluminum sheet frame. It shall
be of washable type several times.

5.04.00 Package A/C Unit

5.04.01 A separate cubicle shall be provided within the overall casing to house the
thermostatic controls, which shall be electric/electronic solid state, prewired and
tested. The refrigerant system shall be protected by pressure limiting devices,
electric and thermal overloads and unloading facilities to provide the required control
range tolerances. A low voltage room thermostat shall be provided for wall mounting.
The casing shall be fitted with all necessary coil drains and service connections/
entries.

5.04.02 PAC (duty/standby) units shall be selected manually and be ON/OFF switched. The
units shall be fully packaged and incorporate integral room air sensing control
thermostats and manufacturers work fitted safety interlocks. All controls shall be
prewired to unit mounted control/power terminal boxes.

5.05.00 Ventilation and Air Conditioning system ducting

5.05.01 All GI sheet metal ductwork required for ventilation and air conditioning system shall
be furnished by the supplier. All ducts and plenums unless otherwise noted shall be
constructed out of standard quality galvanised steel sheet. All sheet metal ducts
shall be fabricated and installed in conformity to the requirements of IS:655. Steel
supports for the ductwork shall be furnished as required. The thickness of ducting
steel shall be 1 mm min. For ducting with large size exceeding 1300 mm it shall be
1.25 mm. The flexible connection between fan and ducting shall be on Teflon
impregnated canvas. The zinc coating on GI sheet shall be 275 gm/m2.

FIRE DETECTION & PROTECTION SYSTEM


1.00.00 GENERAL
This section of specification covers specifications and broad design basis for various
equipment and services of fire detection and protection system. Fire water pump
house, hydrant system, storage tanks, its filling arrangement including tubewell, in
addition to fire detection and protection system for coal conveyors, MCC rooms,
control rooms etc. are also included in bidder’s scope of supply as specified
elsewhere in Technical Specifications. Further, suitable number and type of fire
extinguishers as per TAC norm shall also be provided.
2.00.00 GENERAL DESIGN CRITERIA
2.01.00 The main fire protection system shall consist of fire water hydrant system for silo
building and two (2) nos. fire tenders for protection of entire conveyor system, various
TPs, MCC/switchgear/control rooms. For this, firewater storage tanks shall be
created near the Silo area. These tanks would get water from tube well. The water
will flow by gravity throughout the pipe lengths provided all along the conveyors.
Suitable fire tender filling points along the conveyors shall be envisaged to provide
water for fire tenders during fire at any point for the protection of conveyor system/
buildings / other facilities.
2.02.00 All equipments/system components of complete fire detection and protection system
shall be in accordance with the following:
a) Underwriters Laboratories of USA
b) LPCB-UK
c) VDS
d) FM-USA
e) BIS ( For the approval of pumps and valves)
However, design and installation of complete system and requirements shall
be approved by TAC accredited professional(s) – India.
For situations, which are not covered by the standards, system shall be supplied and
installed to ensure effective protection.
The complete fire detection and protection systems shall be as per the
guidelines/codes/standards/rules of the TAC/NFPA/IS :3034/OISD etc and all the
systems /equipments and installation shall be got approved from LPA /TAC
accredited professionals by the bidder to enable Employer to obtain maximum
applicable rebate on insurance premium. The responsibility of getting approval from
LPA /TAC accredited professionals rests exclusively on contractor. Any other
additional equipment not specifically mentioned in the technical specification but are
found necessary to meet the requirements of TAC and also for safe and sound
operation of the plant are to be included at no extra cost to Employer.
HYDRANT SYSTEM
System shall be pressurized continuously to normal working pressure.
System shall consist of Hydrant pumps, water mains network, hydrant valves, landing
valve, hoses, branch pipes, nozzle, hose boxes etc.

Design philosophy (minimum requirement)


Category of Hazard and minimum terminal pressure shall be as per TAC norms.
3.00.00 FIRE EXTINGUISHERS
The Contractor shall supply quantities of Fire extinguishers as per TAC guidelines
and install the same in all TPs, CHP control room, MCC/ switchgear rooms, Silo
control rooms and any other area, which require protection by extinguishers as per
TAC regulations.
For better reliability the ring mains are to be interconnected through isolation valves
at suitable locations.
Hydrant risers in staircases shall be provided with isolation valves.
For landing valves of various off-site buildings, the hose box shall have two (2)
numbers 7.5 m long hoses, branch pipes, couplings, nozzles, spanners, etc. as per
TAC guidelines.
In other areas, required hoses, branch pipes, nozzles, spanner etc shall be grouped
and kept in separate central hose houses / stations at strategic locations for serving
yard hydrants as per TAC guidelines.
Specific data
All hydrant valves shall be of stainless steel construction female oblique type
conforming to IS: 5290 or Equivalent.
Water monitors shall be of 75mm size housing nozzle bore of 38mm. Water monitor
shall conform to IS: 8442.
Hoses shall be of non-percolating flexible type as per IS: 636 (Type-A) and or
Equivalent.
Branch pipes shall be constructed of stainless steel SS-316 at both ends. One end of
the branch pipe will receive the quick coupling while the nozzles will be fixed to the
other end.
Hose Cabinets
The external / internal hose cabinets shall be mounted on ground (outdoor /Wall
mounted or column mounted type depending on site conditions.
External & Internal hose cabinets shall have a 6 mm thick glass panel in front door
with the word ‘FIRE’ painted on it with 150 mm (6”) red letters.
External & Internal hose cabinets shall be made of 16 gauge or thicker M.S. Sheets.
The External & Internal hose cabinets shall have rubber bushings to prevent ingress
of water and dust.
FIRE EXTINGUISHERS
(a.) Fire extinguishers shall be installed in all the buildings within the plant boundary
as per TAC requirement.
(b.) The Contractor shall supply the specified quantities of Fire extinguishers as per
the list in BOM and install the same in various locations.
(c.) Distribution of these extinguishers in various locations shall be as per the
guidelines of TAC-India.

4.00.00 FIRE DETECTION AND ALARM SYSTEM


4.01.00 General (System Configuration)
4.02.00 The fire detection and alarm system shall consist of various types of fire detectors,
control cabling, fire alarm panels, repeater panels etc. and the same shall be
microprocessor based, analogue addressable type.
4.03.00 Areas to be covered under Fire detection and alarm System :
CHP control room, MCC/switchgear control rooms ,Silo control room & sub-stations.
4.04.00 Multi-sensor type smoke detection system shall be provided for:-
(a) All switchgear / MCC rooms of coal handling plant.
(b) Below false ceiling areas of various control rooms.
4.05.00 Photoelectric smoke detectors shall be provided for above false ceiling for various
control rooms.
4.06.00 Infrared type heat detectors shall be provided for strategically identified coal
conveyors.
4.07.00 Design Philosophy
4.07.01 GENERAL
a) Fire alarm panel located at CHP control room shall exhibit alarms from
detection systems provided in CHP control room, and from repeater panels
located in various MCC/switchgears, Silo control room and fire station building.
This panel shall give audio-visual annunciations for fire in each of the risk area
as well as system operator open /short circuit status of detector or control
cabling etc. Further, this shall activate a hooter/sounder in each of the area
provided with fire detection system.
b) Alarms from all addressable repeater panels and alarm panel located in CHP
control room shall be repeated simultaneously in repeater panel at Fire station
building.
4.07.02 Smoke Detection System
a) In the areas where only smoke detectors are envisaged upon detection of fire,
the same shall be annunciated in the respective panels and shall activate a
local hooter/ sounder in the areas where fire is activated.
b) The design coverage area for smoke detectors shall not exceed 25 sqm.
4.07.03 Detection System for Coal Conveyors
a) The infrared type (IR) detectors shall be suitable for detecting moving fires in
coal conveyors.
b) The IR detector shall stop the conveyor upon detection of fire and give audio-
visual annunciation locally and in fire alarm panel located in CHP control
room/MCC/switchgear rooms.
c) The IR detector shall be outdoor type weather proof and shall be able to
function continuously in heavily coat-dust prone atmosphere without regular
maintenance.
d) The IR detector shall be designed to reject deceptive phenomenon such as
electric arc, heaters, artificial light sources (HPSV/LPSV/incandescent lamps
etc.) Sunlight etc. while retaining the inherent detection characteristics.

e) Each of the IR detectors shall be provided with its own purging arrangement
using blowers, hoses, etc and required power supply shall be derived from the
fire alarm panel. Alternatively, bidder may offer separate blowers (1x100%) for
purge air supply for all the detectors and the complete air piping from the
blowers to each of the IR detector shall be provided by the bidder. Bidder shall
provide an enclosure/shed as required for effective and trouble free operation.
4.07.04 Short term fire proof cable shall be used for coal conveyors detection system as
follows:
Detector to detector / isolator/interface unit and detector/ interface/ isolator unit to JB.
5.00.00 FIRE WATER PUMP & PUMP HOUSE
5.01.00 The fire water pumps(hydrant system) shall be of horizontal centrifugal type.
5.02.00 Maximum speed of the pumps to be supplied for the fire protection system shall be
1500 r.p.m.. The motor driven pump and the corresponding diesel engine driven
pump shall be completely interchangeable in respect of speed, impeller, diameter
etc.
5.03.00 The Capacity (minimum), discharge pressure (minimum) and quantity of pumps shall
the same shall be designed as per recommendations of TAC .
5.04.00 The diesel engine drive of the pump shall conform to the requirements of TAC.
Each of the diesel engine shall be provided with batteries (2x100%) and battery
chargers (2x100%).
5.05.00 Battery of the diesel engine shall be lead acid type as per IS and shall be large
enough to crank the engine twelve times successively, each for a duration of 10 sec.
without any charging in between.
5.06.00 The continuous engine brake horse power rating (after accounting for all auxiliary
power consumption) and correction for temperature and altitude at the site conditions
shall be atleast 20% greater than the requirement at the duty point of pump at rated
RPM and in no case, less than the maximum power requirement at any condition
within the operating range of the pump.
5.07.00 Continuous drive motor rating (at 50 deg.C ambient ) shall be at least 10% (ten
percent) above the maximum load demand of the pump in the entire operating range.
5.08.00 The pumps shall comply with the regulations of BIS/Tariff Advisory Committee (TAC)
shall be approved by TAC accredited professionals before installation.
5.09.00 The fire water pump house layout shall have sufficient space for the maintenance of
the pump and diesel engine. Further the pump house shall be provided with a
monorail hoist capable of lifting heaviest component but not less than 3 metric tons
capacity.
5.10.00 Pumps shall be designed for continuous operation at its best efficiency point to meet
the specific requirements of the system for which it is to be employed.
5.11.00 Pumps shall have continuously rising head characteristic from its operating point
towards shut off without any zone of instability and power capacity characteristic shall
be preferably non-overloading type.
5.12.00 Pump shall be capable of furnishing not less than 150% of rated capacity at a head
of not less than 65% of the rated head. The shut-off head shall not exceed 120% of
rated head in the case of horizontal pumps as per TAC manual.

6.00.00 PIPING AND VALVES


6.01.00 GENERAL
6.02.00 Piping for all fire protection systems shall generally be laid over ground except in
locations such as road crossings. At road crossings, fire water pipes shall be laid
inside hume pipes of suitable ratings.
For calculating friction loss in piping system: WILLIAM & HAZEN formula shall be
used with C value as 100.
6.03.00 Inserts/ Embedment required for all pipe/ valve / equipment supports shall provided
by the agency providing Civil Works. However the Clamps, channels, bolts, nuts etc
to support/mount piping/valves/equipments shall be supplied and erected by the
Contractor.
6.04.00 Material of Construction
6.04.01 Mild steel as per IS:1239 (Part-I) medium grade (upto 150 NB) & as per IS:3589 Gr
410 (above 200 NB) or Equivalent for pipes normally filled with water.
6.04.02 Mild steel as per IS:1239 (Part-I) medium grade (upto 150 NB) & as per IS:3589
Gr.410 (above 200 NB) or Equivalent and galvanised as per IS:4736 for pipes
normally empty and periodically charged with water and foam system application.
6.04.03 Pipe thickness:
a. For Pipe sizes upto 150 NB and above: As per IS:1239 Part-I medium grade.
b. For Pipe sizes 200 NB and above refer Annexure-II.
6.04.04 To prevent soil corrosion buried pipes / pipes in trench shall be properly lagged with
corrosion protective tapes of minimum thickness of 4 mm (in two layers) of coal tar
type as per IS : 15337 or AWWA C 203.
6.04.05 All valves shall be as per applicable IS/BS codes & approved by LPA /TAC
accredited professionals for specific fire protection system and shall be provided with
locking arrangement (with locks) in open or close condition. Further, all gate/butterfly
valves of size 200 mm & above shall be provided with spur gear reduction unit.
6.04.06 All the flanges and counter flanges shall conform to ANSI B 16.5 CI 150.
Unless otherwise specified all elbows / bends shall be long radius type
Fabricated fittings shall not be acceptable up to pipe size of 300 NB. For sizes 350
NB and above, fittings may be fabricated as per BS:2633 / BS:534.
7.00.00 FIRE & WATER STORAGE SYSTEM
7.01.00 Two numbers each of 50% capacity fire water storage tanks shall be provided by the
bidder. The fire water storage tanks shall be vertical cylindrical steel tanks. Bidder
shall ensure that the capacity of each fire water storage shall be minimum 800 m3.
7.02.00 The fire water make up connection shall be from tube well system
7.03.00 The design construction, material of construction, corrosion allowance etc of the
vertical fire water storage tank shall be as per IS : 803. However internal coating of
three coats of epoxy painting over one coat of suitable primer and external coating of
three coats of chlorinated rubber paint over one coat of suitable prime be provided for
the fire water tanks. The outside surface of bottom plate resting on ground shall
provided with three coats of coal-tar epoxy based paint over a coat of primer.
7.04.00 The discharge pipe from each of the tank shall be interconnected through isolation
valve. From the discharge header, suction lines with isolation valve shall be provided.

7.05.00 Each tank shall be provided with Level indicators.


7.06.00 Suitable capacity borewells, submersible pumps, associated piping system, electrical
cabling, instruments and control panel shall be provided to fill the fire water storage
tanks at a suitable location.
8.00.00 PAINTING
8.01.00 All the Equipments shall be protected against external corrosion by providing suitable
painting.
8.02.00 Painting requirements specified for certain equipments in respective chapter, the
same shall govern for those equipments. For balance equipments following
requirements shall be applicable.
8.03.00 The surfaces of stainless steel, Gunmetal, brass, bronze and non-metallic
components shall not be applied with any painting.
8.04.00 The Contractor shall clean the external surfaces and internal surfaces before
Erection by wire brushing and air blowing. The steel surface to be applied with
painting shall be thoroughly cleaned before applying painting by brushing,
shotblasting etc as per the agreed procedure.
8.05.00 For all the steel surfaces (external) exposed to atmosphere (outdoor installation), a
coat of red oxide primer of thickness 30 to 35 microns followed up with three(3) coats
of synthetic enamel paint, with 25 microns as thickness of each coat , shall be
applied.
