Policy On Disability
Introduction
Bangladesh has formulated a national policy on disability in 1995; It has been estimated that around 10
percent of the world population is considered as disabled. The disability is caused by many physical
impairment, mental, visual and sensory impairments. In this policy the following concepts have been
defined as follows:

● Preventive measures
1. Immunization for the poor disadvantaged
2. Health care and nutrition
3. Information of preventable home accidents
4. Prohibition of arms selling
5. Safe water supply
6. Supply of iodinized salt
7. Health care & sewerage
8. Anti-natal and neonatal health care
● Identification and Curative measure
1. Identify disability at primary stage
2. Enlistment of disabled person
3. Conduct of survey on disability
4. Maintain register on disability in the Union or Pouroshava, mother and child centre
5. Central disability centre
6. Inform the general people about symptom and types of disability
● Curative measures
In this policy curative measures have been considered as multidimensional professional activity. The
following strategies have been outlined:
1. Provide public health care services through research centre, specialized school and rehabilitation
centres
2. Provide curative services through health care centre, resource & rehabilitation centre
3. Training for rehabilitation
4. Provide disability detection
● Advance Prevention
a) Disability Register & Health centre: Information for preventive and curative services
b) Guidance & counselling
● Measures & instrument
a) Provide assistive devices at free of cost or low cost
b) Training on how to use assistive device or instruments
c) Exhibition of instruments in resource centre
d) Exempt of sale tax or VAT tax
● Education
1. Provide education & training on the basis of disability type, causes, impact, home and family
environment
2. Disability type: integrating with syllabus, curriculum and education system
3. Teacher training for resource centre
4. Specialized education program where integration is not possible
5. Training and residence will be provided free of cost for disabled students
6. Alternative subject for weak students
7. Evaluation system and examination
● Rehabilitation
Rehabilitation services include education, health, providing instruments, occupational rehabilitation,
guidance etc.
- Health rehabilitation measures will be undertaken by health department
- If rehabilitation is not possible by treatment only, then assistive devices will be provided
- After providing health and technical rehabilitation, occupational security through rehabilitation or
resource centre
- The rehabilitation and resource centre will provide the following services:
a) Technical & occupational rehabilitation method would be selected by multifaceted professionals
b) Training manual on everyday living skill
c) Guidance for occupation & social rehabilitation
d) Integrative rehabilitative services
● Human Resource Development
1. Training for teachers of specialized school through govt. approved institutions
2. Training of govt. officials about disability aspects
3. Training health worker, social service officers, teachers, nongovernmental development workers etc.
engaged in disability work
● Employment
Employment of PWD for ensuring dignity and their contribution in society:
1. Identification of appropriate job placement as a part of rehabilitation program
2. The rehabilitation or resource centre will provide necessary guidance and advice for continuing
professional development & in service training
3. Encourage for self- income generation; help them by providing technical input, microcredit and other
aspects as suggested by the National Coordination Committee.
4. Providing disability allowance for those with extreme level of disability as recommended by the
National Coordination Committee.
5. Ensure 10 percent quota for PWD and equal opportunity for employment, promotion and workplace
6. Age limit to entry into govt. work force will be relaxed up to 5 years for PWD.
● Research
Policy regulation and development for disability is a continuous process. Research will be conducted to
prevent disability, their rehabilitation and employment by health care centres, resources centres,
rehabilitation and training centre etc. Scholarships will be provided for this to conduct individual and
group research as recommended by the National Coordination Committee.
