1. Purpose
This guideline is aimed to provide information to all lecturers from School of Civil Engineering,
Universiti Teknologi MARA in Shah Alam regarding the implementation of teaching and learning
(T&L), assessment, Laboratory work, Practical Training (LI), Final Year Project (FYP) and
Integrated Design Project (IDP) for Undergraduate (EC220) and Postgraduate (EC701, EC702,
EC703, EC704 EC705, EC706, EC750 and EC950) programs for semester March 2022 –
August 2022 (Semester 2 2021/2022).

2. Background
With the contagious outbreaks of COVID-19 and the Conditional Movement Control Order
(CMCO), the process of teaching and learning and Academic Calendar of UiTM has been
improvised and amended to accommodate the CMCO. Therefore, School of Civil Engineering
prepared this guideline for T&L and assessment by taking into consideration of the following
documents:

a) Pekeliling Prosedur Operasi Standard Pergerakan Pelajar Universiti Teknologi Mara Pulang
Sempena Cuti Perayaan Aidilfitri 2021 (Bilangan 11 Tahun 2021).
b) Arahan Perlaksanaan Pengoperasian Universiti Teknologi Mara (UiTM) Bagi Kawasan Yang
Diisytiharkan PKPD, PKPB, dan PKPP (100-UiTM (NC 6/2/1).
c) Pengoperasian Institusi Pendidikan Tinggi Semasa Tempoh Perintah Kawalan Pergerakan
(1 Jun 2021 Hingga 14 Jun 2021)
d) Pekeliling Kebenaran Keluar Masuk Pelajar Yang Berada Di Dalam Kampus Bagi
Mendapatkan Barang Keperluan Atau Perkhidmatan Yang Mendesak Serta Urusan
Kecemasan (Bilangan 5 Tahun 2021)
e) Kenyataan Media Kemasukan Semula Pelajar Ke Kampus Secara Fizikal Bermula 15

3. Fulfilling Academic Roles and Responsibilities
Lecturers are advised to refer to Pengemaskinian Pelaksanaan Pengoperasian Universiti
Teknologi MARA (UiTM) Semasa Tempoh Pelan Pemulihan Negara (PPN) Fasa 1 – 4 Bagi Staf
dan Pelajar (100-UiTM(NC 6/2/1) for guidance in fulfilling lecturers’ roles and responsibilities (i.e.,
MyATP and Tugas Syarahan (KS)) during the Phase 1 - 4 National Recovery Plan.

4. Teaching and Learning (T&L)


Academic staffs are required to work from office (WHO) regardless the mode of teaching and
learning throughout the semester unless they are not fit for duty (Category A,B,C - Borang
Deklarasi Harian Saringan Risiko COVID-19 UiTM). For UG courses, Teaching and Learning
(T&L) activities will be conducted through face-to-face or blended as detailed in Table 2(a), 2(b)
and 2(c). For PG courses, all classes will be conducted via ODL through work from office (WHO)
or work from home (WFH) after office hours as listed in Table 2(d).

NOTE: T&L mode for UG and PG will maintain as per Table 2(a) and 2(b), respectively and subject
to changes, depending on the instructions from UiTM and the Ministry of Higher Education.

4.1 Teaching and Learning Implementation


The implementation of T&L for all courses should be planned, discussed and coordinated by the
appointed Course Coordinator (CC) at the beginning of the semester. Beginning of this semester,
the implementation of 17 elements Sustainable Development Goals (SDGs) and IR4.0 also to
be made visible in Teaching and Learning and Assessment (T & L & A) and to be made available
in course file.

• For non-laboratory courses, the T&L and assessment activities will be conducted through
face-to-face (F2F) or blended mode in accordance with Table 2(a), 2(b), 2(c), and 2(d).
• Lecturers are required to STRICTLY COMPLY to their class schedules to prevent clashes
and confusion. Any changes to the schedule would require approval by the respective Head
Centre of Studies (KPP).
• Lecturers are recommended to choose suitable technology to support T&L activities either
via online or distance learning by taking into consideration of students’ ability to engage in
the learning process.
• Lecturers are not necessary to use video based synchronous session or any session with
high technology which requires high internet capabilities.
• Lecturers are required to prepare the lecture materials in digital form (PDF, PPT, MOOC etc.)
and upload the materials to online platform (i-learn, email and social media etc.).
• For students who do not have computers/internet, the lecture materials shall be mailed to
them and the lecturers are responsible for the learning process of the students.

4.1.2 Laboratory/ Studio-based Courses, Courses with Embedded Laboratory


• For laboratory courses, the T&L will be conducted via F2F session and courses with
embedded laboratory will also be conducted via F2F and/or blended mode (Table 2(a)).
• For studio-based courses (Engineering Drawing and Engineering Survey), lecture and
practical session will be conducted via F2F.
• For IDP, all sessions will be conducted via F2F.

• Course coordinators for these courses are required to plan properly the conduct of the
laboratory / studio-based courses in line with Pekeliling Timbalan Naib Canselor (Akademik
dan Antarabangsa), Bilangan 16 Tahun 2020 and Guidelines No. 005 issued by the Board of
Engineers Malaysia (BEM) on 5th June 2021 and Guidelines issued by FKA Health and Safety
committee.

4.1.3 Industrial Training / Latihan industri (LI)


• Graduating students who have not completed LI in semester Mac – Ogos 2022 are required
to register LI in the upcoming semester.
• The AA should advice their respective students on LI placement. Please consult the LI
Coordinator (Dr. Muhammad Akram Adnan) for further details.

4.1.4 Final Year Project (FYP)


p) For FYP1 and FYP2, lecturers are encouraged to conduct the supervision remotely and in
accordance with Guiding principles on teaching-learning and assessment implementation
during COVID-19 pandemic from EAC/ETAC.
• FYP Coordinator (Dr. Dzulaikha Khairuddin) will provide further detailed guidance on the
FYP conduct in due course.

4.1.5 Master Dissertation (Master by Coursework)


• For master students, they are allowed to carry out their project work in the faculty and shall
follow the SOP in-place.
• PG Office will ascertain the number of students who will be using the labs and will arrange
so that minimal students are involved at one time.
• Please consult Dr. Sharifah Abdullah, PG Coursework Coordinator for further information.

4.1.6 MSc (Research) and PhD


• The PG Office will identify the number of students and their laboratory usage will also be
staggered, based on priority.
• Please consult Dr. Siti Hamidah Abdull Rahman, the Research PG Coordinator for further
information.
• All Defence Research Proposal (DRP) and viva sessions will be conducted online. The PG
office will appoint and notify the panels for the DRP session.

4.2 Teaching and Learning (T&L) Assessment

There will be NO FINAL EXAMINATION for this semester (March 2022 – August 2022) and
assessments will be based on CONTINUOUS ASSESSMENT. The components for assessment
of the courses have been adjusted to 100 percent continuous assessment. The assessment could
comprise of project, quiz, test, reports, interviews with the percentage distribution as tabulated in
Table 4(a) and Table 4(b) below. Lecturers have the flexibility to assess students, however only
a MAXIMUM of FOUR (4) assessments are allowed in each course.

In reference to Table 4(a), all marks for Part 2 assessments should be FINALISED by 29th July
2022. Meanwhile, marks for all CONTINUOUS ASSESSMENT (CA) PART 1 and PART 2 should
be FINALISED and UPLOADED in the eRES system by 17th August 2022. These apply to both
UG and PG courses.

5. Audit and Accreditation Requirements
• Lecturers shall comply and align with the latest CO-PO of the respective courses and MUST
be reflected in the continuous assessment. Please refer to the CO-PO mapping in the
syllabus of the courses.
• Lecturer shall document attendance/participation of students for both F2F and ODL
(synchronous and/or asynchronous) activities.
• This guidance should be read alongside Guiding principles on teaching-learning and
assessment implementation during covid19 pandemic from EAC/ETAC (see Attachment 1).

6. Methods of Open Distance Learning (ODL)


• Open and Distance Learning (ODL) is a way of learning remotely without being in regular
face-to-face contact with instructor in the classroom.
• The ODL methods of delivery could be categorized into two: 1) synchronous and 2)
asynchronous, whereby it could include online or off-line learning (these two categories are
explained in Section 6.1 and 6.2).
• Lecturers are allowed to use either synchronous, asynchronous or both as long as all
students are able to participate in the T&L. The choice of delivery method could be influenced
by a number of factors that include the nature of the content, the characteristics of the student
and the available technologies.

6.1 Synchronous Online Learning


• Involves learning in real-time (both parties have to be online simultaneously) such as
chat, teleconferencing, videoconferencing, live-streaming lecturers and virtual classroom.
This type of learning allows students to obtain immediate feedback from fellow students and
lecturers during the course.
• Likewise, synchronous assessment involves assessment in real-time requiring both
examiners and students to be online simultaneously, for instance online viva, online final
year project presentation and real-time multiple-choice questions.
• However, if the lecture is using synchronous online learning, the assessments are not
necessarily synchronous.

6.2 Asynchronous Online Learning
• Asynchronous online learning allows learning to happen at students’ own pace without
real-time interaction (remote learning) with lecturers. Therefore, lecturers can provide
materials for reading, lectures for viewing or listening (video and podcast), assignments for
completing, exams for evaluation, and students will have the ability to access and satisfy
these requirements within a flexible time frame. Methods of online learning include self-
guided lesson modules, emails, pre-recorded video content, virtual libraries, posted lecture
notes, and exchanges across discussion boards or social media platforms (e.g. WhatsApp).
Asynchronous learning may include delivering course materials to students through postal
services.
• Likewise, asynchronous assessment involves assessment at students’ own pace without
real-time interaction with examiners, for instance online essay, assignments and e-portfolio.

NOTE 1: The delivery of lecture can also be in the combination of synchronous, asynchronous
and/or distance learning.

NOTE 2: For a quick guide, lecturers are advised to refer to “A Quick Guide to e-Content
Development for FCE Lecturers” (See Attachment 2).

6.4 Structured Assessment Mechanism (SAM)


Please refer to the 600-BPPA (PT. 7/4), letter dated 08 October 2021. SAM was introduced by
Bahagian Pentaksiran dan Penilaian (BPPA), Hal Ehwal Akademik (HEA) to be implemented
begin in Semester Oct 2021 which is aimed to :

6.5 Moderation of Assessment


• Moderation of online and F2F assessments (test, assignment and project) for each course
shall be carried out following the academic regulations on moderation and vetting process
using the vetting form (validated by the RP and Vetter) and complex engineering problems
and complex engineering activities’ form (approved by the RP and Complex Problem
Committee and KB).
• The complex engineering problems and complex engineering activities’ form MUST be
finalised (approved by the RP and Complex Problem Committee, KB) 1 WEEK prior to the
assessments being given to the students.
• This is to fulfill the accreditation requirement on Condition of Passing Courses.

6.5 Integrity
If an online assessment is to be carried out:
• Precautionary measures in handling integrity issues must be ensured.
• Lecturers shall incorporate student integrity declaration.

For example: “I hereby declare that all the online submissions are based on my original
efforts, not plagiarised from any source(s), nor attempting to or communicating with any other
person during the online assessment period. I am fully aware that candidates who are
suspected of violating this pledge are liable to be referred to the Disciplinary Committee of
the Faculty.”
• Plagiarism check must be carried out for individual assignment/project submission (Less than
30% similarity index).

7. Role as an Academic Advisor (AA)


All lecturers should play their role as the Academic Advisor (AA) towards their respective advisees
to assist and counsel them accordingly if there are issues of depression, problem with ODL,
problem with only one F2F session etc. AA has to take into consideration of the followings:

• School of Civil Engineering discourages students to take 'cuti khas' or drop courses, unless
due to exceptional circumstances only. Students must be well informed of the academic
and financial implication to their study plan which may extend more than one semester as a
consequent of their decision.
• Ensure that the minimum credit hours for courses are at least 12 credit hours for CGPA
(AD) calculations.
• Courses which are pre-requisite to higher level courses SHOULD NOT be dropped.

If AA and his/her advisee have decided to drop subjects or take ‘cuti khas’ as the final outcome,
AA need to inform/ notify and consult with Pn. Anna Kartini by written via email as soon as
possible.

8. Tips on How to Get Started


8.1 Get to know your students’ online accessibility.
• You may start from getting the feedback* from students of your courses on:
1) internet accessibility,
2) internet coverage, and
3) availability of laptop/PC.
*Lecturers should report to Head of Division/Coordinator of Discipline (KB) if there is any issue.

8.2 Plan your teaching and learning activities, including assessment in accordance to
the students’ online availability.
• Ensure that your online/ offline course content is accessible to ALL students.
• Be creative in executing your online teaching and importantly, students are able to grasp the
knowledge that you intent to deliver.
• Put learning first, technology second. First consider what you want students to learn to do,
how you will know if they’ve learned it, how assignments will be graded and which
assignments or activities are ungraded. Then, begin identifying which technologies can help
your students.
• Please consider also student’s constraint on assessments (assignment and project),
particularly as all subjects taken by the student will be assessed through continuous
assessments.
• Please refer to ‘A Quick Guide to e-Content Development for FCE lecturers’ (Attachment
2) for guidance.

8.3 Keep your students well-informed.


• Explain to your students on the running of your course. Let them know of your expectations.
• Ensure that the students are well-informed with dates (online lecture/ meeting, due for
assignments, quiz and test).

8.4 Last but not least, embrace the journey of learning, unlearning and relearning.

GUIDING PRINCIPLES ON TEACHING-LEARNING AND ASSESSMENT


IMPLEMENTATION DURING COVID-19 PANDEMIC

1.0 INTRODUCTION

These guiding principles are intended to assist all EAC and ETAC accredited
programmes in maintaining the education quality standards during the COVID-19
pandemic while ensuring compliance to the relevant Manual/Standards, in particular: -

i. Engineering Programme Accreditation Manual 2017,


ii. Engineering Programme Accreditation Standard 2020 (pending BEM
approval),
iii. Engineering Technology Programme Accreditation Standard 2019, and
iv. Engineering Technician Education Programme Accreditation Standard 2019.

2.0 GENERAL

The accreditation process focuses on the outcomes and the internal systems
developed by the IHL to ensure that the graduates are adequately prepared to enter
the engineering profession. In view of the current situation, the purpose of
accreditation shall not be compromised. Suggestions are hereby given to serve the
said intention.

2.1 All programmes are to ensure the attainment of the 12 Programme Outcomes (POs)
as stipulated in the Manual/Standards. All alternative assessments must be designed
or formulated based on the intended learning outcomes. Scenario or case study types
of questions could be used as an alternative to the Psychomotor and Affective POs
during the COVID-19 pandemic.

2.2 All programmes are advised to implement substantial equivalent assessments to the
current assessments. Continuous assessments implemented could be continued with
take home exams and assignments. The programme is expected to undertake
precautionary measures in handling integrity issues.

2.3 All programmes must ensure all students at least have a minimum access to all e-
learning (synchronous or asynchronous) and online assessments, if the online

3.0 TEACHING-LEARNING AND ASSESSMENT IMPLEMENTATION

The teaching-learning and assessment methods shall be appropriate to, consistent


with, and support the attainment or achievement of the POs.

3.1 Final Year Project (FYP)

All FYP need to continue as per the relevant clauses in the Manual/Standards.
(Clause 6.3 Criterion 3: Academic Curriculum, EAC Manual 2017, and Clause 8.3
Criterion 3: Academic Curriculum, Engineering Technology and Engineering
Technician Education Standards 2019).
For EAC accredited engineering programmes, FYP can be conducted using
computer-based simulation and presenting literature critique.
For engineering technician (Diploma level) and engineering technology
programmes (Degree level) under ETAC, FYP can utilise appropriate modern
technology, emphasising the need to make use of computers and multimedia
technology.
Ongoing FYP at the final semester and focusing on experimental projects can still
be carried out with possibility of extension of time to complete. Whilst ongoing FYP
at the initiation stage which focused on experimental projects are encouraged to
realign as simulation work or computer-based technology according to the offered
programme.

3.2 Industrial Training (IT)

All students who are currently undergoing IT during term holiday with one (1)
semester prior to graduation; and halted due to the Movement Control Order
(MCO), can continue the remaining IT exposure after the completion of the said
final semester. This is only applicable to the existing cohort who is affected by
COVID-19.

3.3 Courses with Extensive Laboratory Work (Lab)

Courses where laboratory experiments cannot be implemented during MCO, they


can be replaced later when the situation permits. Optional to the above, it is worth
considering to reinforce learning via e-lab or simulation-based laboratory
experiments.

3.4 Integrated Design Project (IDP) / Design Project (DP)


For EAC accredited engineering programmes, all IDP shall involve complex
engineering problems and design systems, components or processes integrating
(culminating) core areas and meeting specific needs, as per clause 6.3 Criterion 3:
Academic Curriculum, EAC Manual 2017. The teamwork effort and complex
engineering activities characteristics should continue accordingly. The scope may
be considered complete to the extent of producing prototyping design and

equivalent. Computer-based simulation and presentation of critical design problem
solving are acceptable.
For engineering technician (Diploma level) and engineering technology
programmes (Degree level) under ETAC, all DP shall include broadly-defined
applied engineering problems/well defined applied engineering problems; and
design systems, components or processes integrating core areas and meeting
specified needs, as per Clause 8.3 Criterion 3: Academic Curriculum, Engineering
Technology and Engineering Technician Education Standards 2019.

3.5 Final Examinations (FE)

All courses that have FE may use any available assessment method viable to the
programme including on-line. Precautionary measures in handling integrity issues
must be ensured. Programmes need to show evidence on the attainment of all the
12 Programme Outcomes with a systematic Quality Management System.

4.0 VALIDITY

4.1 The above guiding principles are applicable to all accredited programmes under EAC
and ETAC of BEM with effect from the stipulated date until the COVID-19 pandemic is
under adequate control by the Government of Malaysia.

2. Selaras dengan pengendalian dan pelaksanaan ODL4.0 dalam memperkasa


kesejajaran pentaksiran dan penilaian akademik kepada hasil pembelajaran program, kursus dan
pelajar, Bahagian Pentaksiran dan Penilaian Akademik (BPPA) memperkenalkan Structured
Assessment Mechanism (SAM) dengan tujuan seperti berikut :

a) Menyediakan mekanisma yang berstruktur dan jelas selaras dengan Polisi Pentaksiran dan
Penilaian Akademik UiTM

b) Memberi fokus terhadap pensejajaran konstruktif dan kualiti pentaksiran dan penilaian
i) Memastikan maklumat dan parameter kursus dikemaskini di sistem SIMS dan
AIMS.
ii) Memastikan Student Learning Time (SLT) yang adalah bersesuaian dengan kursus.
iii) Membangunkan penilaian berasaskan JSU, JSP dan JSUB.
iv) Memastikan skema jawapan/rubrik penilaian jelas dengan hasil pembelajaran dan
jenis penilaian.
v) Pengagihan tugas penilaian mengikut Structured Assessment Mechanism (SAM).

c) Penyesuaian bilangan tugasan, maklumbalas dan pengredan dilakukan secara blok.


i) 4 bilangan tugas penilaian: 2 daripadanya disempurnakan pada Blok 1
ii) 3 bilangan tugas penilaian: 1 daripadanya disempurnakan pada Blok 1
iii) atau dengan 20% hingga 50% markah telah diselesaikan pada Blok 1
iv) Lebihan tugasan boleh dilaksanakan pada minggu ke-8 sehingga minggu penilaian akhir.
v) Sepanjang ODL4.0, penilaian berterusan kursus boleh melangkaui minggu ke-14.
vi) Kursus lulus/gagal atau mempunyai 100% penilaian akhir dikecualikan.

d) Mengurangkan jurang komunikasi di antara pensyarah dan pelajar berkaitan proses


pelaksanaan pentaksiran dan penilaian.

e) Pelaksanaan ini adalah wajib bagi semua peringkat pengajian akademik dan kursus yang
didaftarkan.
