How does the public health delivery system in the Philippines ensure the delivery of

essential healthcare services, particularly to underserved populations, including those


living in remote areas and marginalized communities? Do you think the government’s
effort in delivering health services to far-flung areas is enough? What other measures or
strategies can you suggest for better healthcare delivery in the Philippines?

The Philippine public health delivery system has adopted several strategies to
ensure that essential healthcare services reach the underserved living in remote areas
and marginalized communities, despite many system barriers, including resource
limitations and geographic limitations. Adoption of subsidy programs such as the
PhilHealth Indigent Program (PIP), which provides free or discounted health insurance
coverage to low-income individuals and families. The use of mobile clinics for who
cannot easily travel long distances for medical care, the deployment of community
health workers, and the creation of barangay health stations in rural areas are all
important steps in guaranteeing that all Filipinos have equal access to medical care.
BHS is a facility that provides a variety of services, including vaccines, prenatal care,
family planning, and treatment for common ailments. This is beneficial because it brings
important services closer to people's homes, making them more accessible to those
who need medical care.

Poverty rates are common in remote locations. There's a higher chances that
they do not have access to the essential government health services because of their
difficult-to-reach location. Because of this, the government developed policies through
study and observation in remote areas, one of which is the issuance of Executive Order
No. 185 s. 2004, which aids in the implementation of regional health system reforms in
rural, isolated, underdeveloped regions with marginalized populations through the use
of a comprehensive primary health-care strategy (Law Phil Project, "Republic Act No.
1082, June 15, 1954 An Act Strengthening Health and Dental Services in the Rural
Areas, and Providing Funds Therefore"). With the said executive order, deployed nurses
are assigned for 6 months in the community (Rural Health Units) and then another 6
months for hospital service, as well as the DOH innate program which is called the
"Doctors to the Barrios" wherein physicians are assigned for two years primarily in 4th
to 6th-class municipalities that do not have a doctor for at least 2 years. However,
despite these efforts, there are still significant challenges that need to be addressed.
One major issue is the lack of adequate infrastructure in these areas. Many remote
regions lack proper roads, electricity, and clean water supply – basic necessities for any
functional healthcare system. Without addressing these fundamental problems, it
becomes difficult for the government's efforts to truly make a lasting impact.

The other measures or strategies can I suggest for better healthcare delivery in
the Philippines are strengthening primary healthcare the reason is to prioritize primary
healthcare by increasing investment in community-based clinics and health centers.
This would ensure that basic healthcare services are readily available to all Filipinos,
particularly those living in remote areas. Next is the expanding health insurance
coverage this is essential to promote universal access to healthcare. The government
should consider implementing policies that make health insurance more affordable and
accessible for low-income individuals and marginalized communities. Last is the
strengthening health workforce because increasing the number of well-trained
healthcare professionals is crucial for better service delivery. The government should
invest in scholarships and incentives to attract more students into medical fields while
also improving working conditions for existing healthcare workers. All of these measures
are necessary to ensure equitable access to quality care for all citizens.
Our country which is Philippines is a developing country. Our government is
finding ways to improve and elevate the status of every citizen, particularly in health
system.
