1.0 Introduction

This section includes Labour Norms and material factors for the prefabrication and assembly of piping systems.
For the general description of these Labour Norms we refer to the “DACE Labour Norms / general description”.

2.0 Points of attention

The measuring system is intended for the settlement and the assessment of the progress of the piping installation.

To allow assessment of the installation steps, they have been divided into measured items (item 3.1 'fitting pipes in
plant’ thru item 9.1 'mounting supports’).

The tables show the measured items of the main dimensions used in the measuring system.

The valuation unit used for the measuring system is the

"LABOUR NORM"

The table specifies a Labour Norm for the different nominal bores and wall thicknesses at each measured item.
Please note that the unit of quantity ‘1’, as follows per 1 m, per 1 piece, per 1 kg etc. is always applicable to this
Labour Norm.

Using Labour Norms, the values of these measured items will become dimensionless and bear a fixed relation to
each other.

In fixing the number of linear metres, allowance is made for the measurements from pipe centre to pipe centre or to
flange front.
Remarks regarding the use of the measuring system:
 The price of separate measured items (which corresponds with a unit rate) is calculated by multiplying
the relevant Labour Norms from the table by the labour rate
 The price of installation of a complete pipeline or a complete piping system is calculated by multiplying
the relevant sum of Labour Norms by the labour rate
 The measuring table only specifies the major dimensions; during settlement all intermediate values
can be calculated or, if necessary, determined for valuation through interpolation
 The influence of various materials on the installation to be carried out is reflected in what is known as
the material multiplication factors; they are only used for measured items 5.1 thru 5.6. (see enclosure
to the measuring table)
 The table shows the Labour Norms, which depend on the nominal bore on the wall thickness, only
once per action
 In case the Labour Norm is influenced by parameters other than 'wall thickness', ‘pressure rating’ and
'nominal bore', the Labour Norm relate to typical values. Intermediate values are calculated for the
settlement or, if necessary, for the valuation through interpolation
 The measuring system is valid for the classification of items shown in the table. A further subdivision
where, for example, a distinction is made between prefabrication and installation at site, is not made. It
is possible that certain activities have to be carried out under special conditions. In this case
correction factors can be applied, as specified in the general description
 The in this paragraph specified Labour Norms are based on activities in the plant / field. For the
Labour Norms for prefabrication the listed Labour Norms must be multiplied with an efficiency factor.
This efficiency factor is dependant upon the circumstances as in the prefabrication shop
 In determining the Labour Norms, the nominal bore is decisive

The definitions of items of the measuring list are dealt with in paragraph 12.0. This is done for clarity sake and to
define the contents of different items used.

3.0 Piping

3.1 Installation of piping in plant


Transportation, cutting to length, rigging and aligning. Settlement will be based on the quantities measured
pipe.

Compensation: Labour Norm per linear metre of pipe.

3.2 Installation of piping in trench or bridge


For construction see paragraph 3.1.

Compensation: Labour Norm per linear metre of pipe.

4.0 Fittings

Only for parts with circumferentially welded connection on each end not suitable for such parts as weldolets,
nipolets, reinforced branches, half couplings etc.

4.1 Installation of fitting with 1 end


Performing measurements, checking connecting ends for roundness and angular accuracy, finish
machining (including cutting to size), improve weld edges, cleaning.
Fittings with 1 end are: flanges, lap joints, caps etc.

Compensation: Labour Norm each.

4.2 Installation of fitting with 2 ends


For construction see paragraph 4.1.

Fittings with 2 ends are: elbows, reducers, mitre bends, adaptors.


Adaptors: If transition pieces (adaptors) are inserted directly into the tube, they are considered for
settlement in the measuring system as if entirely prefabricated adaptors were used (making fittings to suit,
welded joints of connections). For adaptors the largest nominal bore will be applicable.

Mitre bends: only bends which are supplied as prefabricated part, i.e., those included in the parts list as
complete built-in component, are considered to be fittings.

Compensation: Labour Norm each.

4.3 Installation of fitting with 3 ends


For construction see paragraph 4.1.

Fittings with 3 ends are understood to include: T and Y pieces

Compensation: Labour Norm each.

5.0 Welds

5.1 Butt weld


Performing measurements, laying and supporting pipe, marking off cut, cutting off, preparing weld edge,
removing any remaining paint, if necessary, cleaning, aligning, supporting, tack welding, checking, welding.

Compensation: Labour Norm each.

5.2 Fillet weld
Performing measurements, positioning and supporting the pipe, marking off cut, cutting off, de-burring,
removing remaining paint, if necessary, cleaning, joining, aligning, supporting, if necessary, tack welding,
welding.

These operations are performed on parts having a slip-on or socket end (socket weld flanges, socket
sleeves) type of connection.

For settlement purposes, the outside pipe diameter and following wall thicknesses are adhered to:

Up to DN < 80 and < 3":

PN <160 bar or < 3000 lbs : s = 2.4 mm for DN 6 / ⅛ “


PN <160 bar or < 3000 lbs : s = 3.0 mm for DN 8 / ¼“
PN <160 bar or < 3000 lbs : s = 4.0 mm for DN 10 / ⅜ “
PN <160 bar or < 3000 lbs : s = 3.9 mm for DN 15 / ½“
PN <160 bar or < 3000 lbs : s = 3.9 mm for DN 20 / ¾“ thru DN 50 / 2”
PN <160 bar or < 3000 lbs : s = 3.1 mm for DN 65 / 2½“

PN <320 bar or < 6000 lbs : s = 2.4 mm for DN 6 / ⅛ “


PN <320 bar or < 6000 lbs : s = 3.0 mm for DN 8 / ¼“
PN <320 bar or < 6000 lbs : s = 4.3 mm for DN 10 / ⅜ “
PN <320 bar or < 6000 lbs : s = 6.3 mm for DN 15 / ½“
PN <320 bar or < 6000 lbs : s = 6.0 mm for DN 20 / ¾“
PN <320 bar or < 6000 lbs : s = 6.4 mm for DN 25 / 1“ and DN 32 / 1¼“
PN <320 bar or < 6000 lbs : s = 6.3 mm for DN 40 / 1½“ and DN 50 / 2“
PN <320 bar or < 6000 lbs : s = 7.0 mm for DN 65 / 2½“

For diameters > DN 80 and > 3":

CrNiTi steel PN < 100 bar and < 600 lbs or s = 10S
PN > 100 bar and > 600 lbs or s = STD

All other PN < 100 bar and < 600 lbs or s = STD
materials PN > 100 bar and > 600 lbs or s = XS

For slip on flanges to ANSI B16.5 and lap-joint collars to DIN 2655 and 2656, 2 fillet welds are
compensated for.

Compensation: Labour Norm each.

5.3 Mitre weld


For construction see paragraph 5.1.

Compensation: Labour Norm each

5.4 Branch weld


Measuring main pipe, marking off, cutting out hole for nozzle, removing remaining paint, if necessary,
making nozzle to suit, tack welding, aligning, welding.

When T nozzles or non-reinforced branches are welded, the calculation relates to the outside diameter and
wall thickness of the nozzle.

If reinforced branches are involved, the outside diameter and the largest nozzle wall thickness specified in
the material take off are adhered to.

This item also includes inclined (other than 90º) nozzles which are compensated as per measured item 5.4
multiplied with a factor of 1.4.

Compensation: Labour Norm each.

5.5 Reinforcing ring


Manufacturing reinforcing rings out of pipe material according to drawing. Bevelling, drilling vent hole,
making to suit, tack welding, welding, sealing the vent hole with compound.

The time norm for item 5.5 are calculated from the outside diameter of the nozzle and the wall thickness of
the reinforcement ring.

This measured item also includes inclined (other than 90º) nozzles which are compensated as per
measured item 5.4 multiplied with a factor of 1.4.

For the complete branch, measured item 5.4 is compensated for additionally.

Compensation: Labour Norm each.

5.6 Olet weld


Measuring main pipe, marking off, cutting out hole for nozzle, bevelling, removing remaining paint, if
necessary, placing olets, tack welding, aligning, welding.

For the calculation of the welded joint, the outside diameter and the wall thickness of the continuous pipe
are adhered to.

With nipolets, sockolets and thredolets up to DN < 80 and < 3", respectively, instead of the dimension of
the connection the following uniform wall thicknesses are adhered to for the nozzle weld:

PN < 3000 lbs : s = 2.4 mm for DN 6 / ⅛ “


PN < 3000 lbs : s = 3.0 mm for DN 8 / ¼“
PN < 3000 lbs : s = 4.3 mm for DN 10 / ⅜ “
PN < 3000 lbs : s = 4.3 mm for DN 15 / ½“ thru DN 50 / 2”
PN < 3000 lbs : s = 5.2 mm for DN 65 / 2½“

PN < 6000 lbs : s = 2.4 mm for DN 6 / ⅛ “


PN < 6000 lbs : s = 3.0 mm for DN 8 / ¼“
PN < 6000 lbs : s = 4.3 mm for DN 10 / ⅜ “
PN < 6000 lbs : s = 6.0 mm for DN 15 / ½“ thru DN 50 / 2”
PN < 6000 lbs : s = 7.0 mm for DN 65 / 2½“

From DN > 80 and > 3", respectively, the wall thicknesses listed at measured item 3.2 are applicable.

Compensation: Labour Norm each.

5.7 Cutting off pipe in the case of changes


Performing measurements, marking off, removing remaining paint, cutting off, grinding off any remaining
surface irregularities in welded joints, preparing the cut surfaces of pipe fittings, flanges, valves to be
welded etc. for re-use in terms of angular accuracy.

Compensation: Labour Norm each.

Remarks: This measured item is compensated only once per cut performed.
This measured item is only compensated for if the parts are intended to be re-used.

5.8 Complete glued assembly, include fitting


All activities and handlings as required for making a glued assembly.

Compensation: Labour Norm each.

5.9 Complete rubber tendon connection, include fitting
All activities and handlings as required for making a complete rubber tendon connection.

Compensation: Labour Norm each.

5.10 Complete laminated assembly, include fitting


All activities and handlings as required for making a complete laminated assembly.

Compensation: Labour Norm each.

5.11 Complete mirror weld, inclusive fitting


All equipment / material as well as all activities and handlings as required for making a complete mirror
weld.

Compensation: Labour Norm each.

5.12 Complete electric welded socket joint, inclusive fitting


All equipment / material as well as all activities and handlings as required for making a complete electric
welded socket joint.

Compensation: Labour Norm each.

6.0 Flanged connections, bending of pipes, threaded connections

6.1 Flanged connection (PN 10 - 16; 150#)


Cleaning mating faces, preparing gaskets, placing flanges, lubricating the bolts, bolting together, and
tightening. Metallic packings are treated the same way as normal gaskets.

Compensation: Labour Norm each.

6.2 Flanged connection (PN 25 - 40; 300#)


For construction see paragraph 6.1.

Compensation: Labour Norm each.

6.3 Flanged connection (PN 64 - 160; 600 - 900#)


For construction see paragraph 6.1.

Compensation: Labour Norm each.

6.4 Flanged connection (PN 250 - 320; 1500 - 2500#)


For construction see paragraph 6.1.

Compensation: Labour Norm each.

6.5 Spectacle blind, blind flange, spades


Additionally fitting of all kinds of intermediate rings and discs, blind flanges, perforated sheets, drip rings,
measuring orifices and the like.

The value shown in the table is an allowance on the flanged connection.

6.6 Bending of pipes
Pipes up to DN <= 50 and <= 2", respectively.
Measuring pipe and bending it according to the relevant instructions including ovality correction.
This factor applies to a bending angle of <= 135 degrees. If the bending angle is > 135 degrees, measured
item 6.6 is compensated for twice.

Compensation: Labour Norm each.

6.7 Cutting thread


Performing measurements, positioning and supporting tube, marking off cut, cutting off, thread cutting, de-
burring.

Compensation: Labour Norm each.

6.8 Threaded connection


Cleaning screw thread, preparing it according to the relevant instructions, turning it in and tightening.

This item is also used for screwed connection at detachable screwed joints.

Remark: The number of points is calculated on the basis of the nominal bore of the pipe
(and not on the basis of the inside diameter of the screw thread section).

Compensation: Labour Norm each.

7.0 Valves

7.1 Install valve (PN 10 - 16; 150#)


Checking and blowing through valve, safety valve, non-return valve, filter screen, position indicator,
position controller, float chamber etc., removing any impurities, and positioning, aligning, supporting,
securing hand wheel, toggle etc.

In calculating the compensation for safety valves, allowance is made for the nominal bore on inlet side.

The costs of making joints (weld, flange, screw thread etc.) are compensated for separately.

For position controllers, position indicators, float chamber etc., the number of time norms (nominal
connection dimension of reservoir and pipe) is compensated for three times.

Compensation: Labour Norm each.

7.2 Install wafer (PN 25 - 40; 300#)


For construction see paragraph 7.1.

Compensation: Labour Norm each.

7.3 Install valve (PN 64 - 160, 600 - 900#)


For construction see paragraph 7.1.

Compensation: Labour Norm each.

7.4 Install valve (PN 250 - 320; 1500 - 2500#)


For construction see paragraph 7.1.

Compensation: Labour Norm each.

7.5 Install valve with drive


A valve with “drive” refers to a pneumatically or electrically operated valve, as well as to a chain-operated
valve.

Measured item 7.5 is compensated for as a supplement to measured items 7.1 thru 7.4.

Compensation: Labour Norm each.

7.6 Install wafer-type valve


For construction see paragraph 7.1.

Compensation: Labour Norm each.

Remarks: Only 1 (one) flanged connection, as referred to under measured items 6.1 to 6.4, is
compensated for. Characteristic of these valves is that they have no flanges constructed to the
body for example butterfly valves and wafer type control valves.

8.0 Pressure and leak tests

8.1 Pressure testing, hydrostatic / pneumatic


Pressure and tightness tests, using water, water mixtures, air or inert gas, and steam, if necessary.
Provisional connections for filling and draining purposes, system filling and bleeding, and pressurising
according to the relevant instructions.

All welded and soldered joints, flanged and threaded connections made by the contractor are subject to a
tightness test.
Spraying on or brush-applying a foaming agent during pressure tests with gas according to specification, at
different pressures.

Performing acceptance test according to the relevant instructions, emptying the system, releasing the
locking devices at the spring hangers and spiral springs, removing the provisional connections.

The cost of placing and pulling spades is compensated for separately, as referred to under measured item
6.5, the relevant value is multiplied by a factor of 1.7.

The cost of dismounting and re-assembling the valves after completion of the tests is compensated for as
referred to under measured items 7.1 thru 7.6, the relevant value is multiplied by a factor of 1.7.

The cost of dismounting and re-assembling flanged connections is compensated for as referred to under
measured items 6.1 thru 6.4, the relevant value is multiplied by a factor of 1.7.

Compensation: per linear metre of pipe, as specified under measured item 3.1.

9.0 Miscellaneous

9.1 Installation of pipe clamps and supports


Installation of standard supporting elements supplied by client or by the contractor at separate settlement
prices, fitting the required absorption material or shims etc., and screwing down or fixing by welding
(removing provisional supports).

Compensation: 0.3 x Labour Norm per complete support plus 0.032 x Labour Norm per kilo.

10.0 Dismounting

10.1 Dismounting piping


Dismounting, making all re-usable parts ready for re-use, transporting the re-usable parts to the place
indicated at client’s site and unloading them.

Dumping all useless parts in a container made available by client at the site.

The overall length of dismounted pipe is settled, including the length of the fittings and flanges.

Compensation: 0.7 x the Labour Norm referred to at measured items 3.1 and 3.2.

10.2 Dismounting flanged connections


Dismounting flanged connections, including brush cleaning of bolts and threaded ends.

Compensation: 0.7 x the Labour Norm of measured items 6.1 thru 6.4.

10.3 Dismounting threaded connections


Dismounting connections, transporting the dismounted material to the place indicated and unloading it.

Compensation: 0.7 x the Labour Norm of measured item 6.8.

10.4 Dismounting of valves


Valves specified at measured items 7.1 thru 7.6 are meant.

Dismounting comprises the following steps:


Dismounting, removing loose deposits by means of flushing and / or blowing through, marking and
transporting the valves to the place indicated, including unloading.

Compensation: 0.7 x the Labour Norm of the relevant measured items 7.1 thru 7.6.

10.5 Dismounting pipe clamps and supports


Dismounting, labelling, making all re-usable parts ready for re-use and storing these parts. Discharging all
useless parts to an on-site container made available by client.
Compensation: 0.7 x the Labour Norm referred to at measured item 9.1.

11.0 General allowances

For general allowances see “DACE Labour Norms / General Description”.
