PTW Procedure
PURPOSE
The purpose of this SOP is to provide a method of ensuring a systematic review of significant HSE
aspects of the work, that the workers are informed of the hazards associated with the work and the
precautions they have to take; and that the necessary safety precautions are in place before and
when the work is being carried out.
2. DEFINITION
• Work permits shall be valid until the specified date on the work permit.
3. RESPONSIBILITY
4.1 The responsibilities of parties involved with the permit-to-work system are stated in the various
permits.
4.2 A person who needs a permit can obtain it from the HSE department at the main CHEC
construction site office.
4.4 The HSE Department is responsible for managing the permit-to-work system, in particular:

5.1 Permits to work are an important means of fulfilling the company’s general duty to prevent
pollution. Non-routine work, such as maintenance, cleaning, equipment installation and
refurbishment, can cause the creation, emission or discharge of any type of pollutant or waste to
environment. To control these risks “permits-to-work” are being introduced for the following work
activities:
a) Hot work, that is any hot work outside of the controlled workshop environment which could
reasonably be foreseen as posing a hazard to others or plant and equipment.
b) Electrical work, all work on installations which poses a hazard from electrocution, fire and
explosion.
c) Equipment disjointing, used to control the disconnection of any equipment which has
contained a liquid or gas i.e. pipe work containing heated bitumen, large diesel tanks etc.
d) Machinery cleaning and maintenance which involve oil, lubricant, grease etc which can
generate spillages and waste.
5.2 It is the intention of the company to introduce new or modify existing permits to work as
necessary and to review their use as appropriate.
5.3 The permit to work system applies to all the above work conducted by the company, it’s
employees, contractors and all visitors are expected to comply with the requirements of any permits
that are in force.
5.4 Should employees experience any problems with the operation of permit to work systems, they
should immediately inform a responsible person (Departmental Head) so that the company can
investigate and rectify the situation.
5.7 Permit-to-Work system is designed to ensure that those affected are consulted at the planning
stage to check that all eventualities have been considered when organizing such activities and are an
important means of minimizing any risks involved.
5.8 Conduct a thorough risk assessment, what control measures are necessary to mitigate the risks
and the level of residual risk.
5.9 Coverage The types of work for which the permit-to-work system is implemented include:
Confine space
Scaffolding work
Excavation
Hot work
Electrical work/High Voltage work
Working at night
Traffic Management
Concreting
Hoisting and Lifting work
Working at height
Piling
6.1 When an emergency such has taken place the permit shall immediately stop all works and shut
down all equipment.
6.2 All permits shall be nullified and no work shall be resumed unless new permits have been issued
out by the Issuer.
6.3 Prior to the issuance of a new permit, the Issuer shall visit the work site to ensure that there is no
imminent hazard/risk present and that the work site is safe for work.
