1. SCOPE
1.1. This specification covers the requirements for indoor, low voltage, industrial type
switchgear and motor control centre, comprising busbars and functional units, such as incoming-
, bus section -, motor starter- and outgoing feeder units.
1.2. This specification shall be read in conjunction with the requisition.

2. SERVICE CONDITIONS
2.1. The equipment shall be suitable for operating indoors at an industrial plant in a safe
(non-hazardous) location for use in a pollution degree 3 environment (IEC 61439-1, par. 7.1.3).
2.2. The ambient temperature inside the substation / switch room is maximum 40°C, with an
average of 35°C over 24 hours.
2.3. The altitude is less than 2000 meters.

3. CODES AND STANDARDS


3.1. The equipment offered shall comply with the current editions of:

4. SUPPLY SYSTEM AND SHORT CIRCUIT LEVEL


4.1. The system characteristics shall be as specified on the requisition.
4.2. The prospective short circuit current (rms and peak value) at the incoming terminals of the
switchgear shall be as specified on the requisition.
4.3. The switchgear supplier shall submit, at quotation stage, a test report (design verification in
accordance with IEC 61439-2) from an independent authority to proof the capability to withstand
the specified prospective short circuit current.
4.4. For determining the fault level of functional units, i.e. its wiring and components, the current
limiting effect of protection devices (i.e. fuses) may be taken in account.
This paragraph may also be applicable for dropper bar systems, provided an internal fault in the
circuit between the main busbar system and the protection devices in the connected functional
units, is a remote possibility.

5. GENERAL REQUIREMENTS AND ARRANGEMENTS


5.1. CONSTRUCTION
5.1.1. The switchgear shall be of a modular design, flush fronted, floor mounting and self-
supporting. It should be either front access or rear access, to be specified in the requisition.
5.1.2. The switchgear shall comply with form 4a or form 4b according to IEC 61439-2, appendix
AA.
5.1.3. The maximum height shall not exceed 2300 mm., excluding additional foundation frame
and/or ventilation cowl.
5.1.4. The general construction shall be sufficiently rigid to accept the weight of a man (nominally
100 kg.) on the top without harmful distortion.
5.1.5. A suitable lifting facility shall be available per shipping section.
5.1.6. The switchgear shall be provided with hinged front doors per functional unit (i.e.
compartment)
5.1.7. The switchgear enclosure protection degree shall be IP41 minimum according to IEC-
60529.
5.1.8. The design of the switchgear shall permit the erection of extension cubicles at either end
without isolating the switchgear until it is required to connect the busbars together and without
the need for metal cutting equipment or drilling busbars.
5.1.9. The switchgear/MCC shall be designed for a diversity factor of 0,9 for sections with two or
more functional units and 1.0 for sections with one functional unit. The switchgear/MCC supplier
shall submit, at quotation stage, test reports to proof these factors, taking in account the
temperature rise limits according to the IEC standards.
5.1.10. All withdrawable units shall be so designed, that disconnection of any terminated main-
or auxiliary wiring/cables is not necessary.
5.1.11. Withdrawable units should be provided with an insertion interlock. This insertion prevents
the introduction of a withdrawable unit into a location not intended for that withdrawable unit.

5.2. FUNCTIONAL UNITS


5.2.1. Incoming- and bus section unit circuit breakers shall be of the withdrawable type. If
switches are used, they shall be of the fixed type.
5.2.2. Motor starters up to 132 kW and outgoing feeders up to 315 A shall be of the fully
withdrawable type. All higher rated units shall be housed as one unit per section, they shall be of
the fixed type.

5.3. SPARE AND SPACE COMPARTMENTS


5.3.1. "Spare" compartments shall be fully equipped for the function and rating as specified.
5.3.2. "Space" compartments shall be suitable to be upgraded or equipped with new functional
units at a later date without de-energizing the switchgear/MCC or parts of it.
5.4. COMPONENTS
5.4.1. Circuit breakers (ACBs) shall have a stored-energy closing and breaking mechanism.
They shall be rated according to IEC 60947-2 category B. Circuit breakers shall have a
mechanical ON/OFF indication on the front.
5.4.2. Switches shall be of the fault make/load break type and have an independent operation.
The rated making/breaking capacity shall be according to IEC 60947-3, AC21 for incomers and
outgoing feeders and AC23 for motor starters. The ON/OFF indications shall clearly be indicated
on the front by means of the handle or a mechanical indicator.
5.4.3. Fuses in main circuits shall be High Breaking Capacity (HBC) type general purpose fuse
links, utilization category gG in accordance with IEC 60269-1. NH fuse-links with blade contacts
(DIN fuses) in accordance with IEC 60269-2-1 shall be installed. For auxiliary circuits and small
outgoing power- and lighting groups Diazed type fuses shall be used.
5.4.4. Contactors shall have a rated making/breaking capacity according to IEC 60947-4-1, AC3
for Direct On Line and 2-speed starters and AC4 for reversing starters.
5.4.5. Thermal overload relays shall be of the electronic type. The reset shall be manually by a
pushbutton from the front cover of the functional unit. The lowest setting of the relay shall be
such that the motor can trip at 90% of the full load current. Trip class of the motor overload
protection shall be at least trip class 10 in accordance with IEC 60947-4-1.
5.4.6. Current transformers shall be of the synthetic resin encapsulated type and provided with a
removable short circuit link. The accuracy shall be 1M5 (incomers and outgoing feeders), resp.
3M5 (motor starters) for measuring and 5P10 for protection purposes. The secondary side shall
be 5 A for incomers and outgoing feeders and 1 A for motor starters.
5.4.7. Measuring devices shall be flush mounted and shall have an enclosure with a degree of
protection of at least IP41. Meters used for incoming units shall be 96 x 96 mm. and for outgoing
feeders and motor starters 48 x 48 mm. Number and type of required meters shall be specified.

5.5. ARRANGEMENTS
5.5.1. Unless otherwise specified, the manufacturer is free to arrange the items in the best
engineered manner.
5.5.2. The functional (withdrawable) units are to be rated such, that they can be placed at any
height.
5.5.3. Large starters are preferred to be at low level.
5.5.4. Each switchgear/MCC shall include:
- 10% spare of the installed outgoing feeder units, with a minimum of one per each compartment
size installed.
- 10% space of the installed motor starter units, with a minimum of one per each compartment
size installed.

6. SAFETY REQUIREMENTS FOR OPERATION AND MAINTENANCE


6.1. INTERNAL ARC RESISTANCE
6.1.1. The switchgear shall be so designed, that the development of internal arcs, under normal
operating conditions, is prevented as much as possible.
6.1.2. The functional units shall be so designed that a possible internal arc will be restricted to
the concerning compartment, without damage to any adjacent compartments and danger to
persons in the proximity of the switchgear.
6.1.3 The switchgear shall be tested to confirm successful assessment of criteria 1 up to and
including 7 of the IEC TR 61641.The switchgear supplier shall submit, at quotation stage, a test
report from an independent authority to proof conformity with IEC TR 61641 criteria 1 – 7.

6.2. INTERNAL SEPARATION


6.2.1. The segregation between the horizontal main busbar compartment and any other
compartment shall be IP4X minimum.
6.2.2. The segregation between a functional unit towards other functional units shall be IP2X
minimum.
6.2.3. Horizontal segregations shall be so designed that falling of metal parts (e.g. nuts, bolts,
etc.) from one compartment to another is prevented.

6.3. ACCESSIBILITY
6.3.1. A mechanical interlock shall be provided on all "switching" enclosures to prevent the cover
or door being opened unless the air circuit breaker, isolator or fused-switch is in the "off"
position.
6.3.2. With any door open or unit withdrawn it shall not be possible to insert an IPXXB test finger
(IEC60529) on to live parts.
6.3.3. To comply with item 6.3.2. shrouding is mandatory, there shall be no use of shutters to
achieve the IPXXB rating.
6.3.4. Fuses shall only be accessible when they are fully isolated either by means of withdrawal
of the unit or disconnecting the fuses from the supply side.

6.4. MECHANICAL INTERLOCKS


6.4.1. The mechanism operating handles of all air circuit breakers, switches and fused-switches
shall be suitable for padlocking in the "off" position only.
6.4.2. On withdrawable units, an interlock shall prevent the unit being withdrawn unless it (or the
isolating device) is in the "off" position.
Also it shall not be possible to close it (or the isolating device) with the unit in a partly withdrawn
position.
6.4.3. On the incoming feeders of switchgear/MCC 's, coupled by means of a bus coupler, key
interlocks of the Ronis-type shall be provided to allow closing of the appropriate switches or
circuit breakers.
7. MAIN BUSBAR AND DROPPER BAR SYSTEMS
7.1. All current-carrying parts shall be of hard or medium hard drawn, high conductivity copper.
7.2. Main busbars, including neutral and earth, shall be located in the top compartments of the
switchgear and shall be easily accessible for construction and maintenance.
7.3. In the busbar compartment the phase busbars shall be fully insulated, preferably using
epoxy resin insulation material.
7.4. To prevent the occurrence of short circuit faults and restriking arcs, dropper bars shall be
insulated to the fullest practical extent, e.g. by resin moulding or an equivalent insulating method.
7.5. Busbars and dropper bars shall be fully rated to the fault levels as specified.
7.6. Busbars shall be fully rated to the current carrying capacity as specified. Neutral bars shall
be fully rated (same as the current rating of the phase bars).
7.7. Main busbars shall be of the same current rating or dimensions along the whole length of
the switchgear.
7.8. Busbar joints and tee-offs shall preferably be clamped connections.
For all electrical main connections torque wrenches shall be used. The switchgear supplier shall
indicate the applicable torques in the maintenance manual.
7.9. Main busbars shall be readily suitable for future extension at both sides.
7.10. Busbars and droppers shall be clearly marked with their respective phase numbering.

8. INCOMING UNITS
8.1. Incoming units shall be provided with an air circuit breaker with closing coil, trip coil,
motorised spring charging and auxiliary contacts as specified in the requisition.
8.2. Air circuit breakers shall be of the draw-out type. They shall be provided with a direct
working short circuit protection and time delayed overcurrent protection, preferably of the
electronic type.
8.3. Each incoming unit shall be mounted in a separate compartment.
8.4. Each incoming unit shall be provided with a separate measuring compartment. The type and
number of required meters shall be as specified in the requisition.

9. BUSSECTION UNITS
9.1. Bussection units shall be provided with independent manually-operated switches or circuit
breakers as specified.
9.2. Each bussection unit shall be housed in a separate compartment.

10. MOTORSTARTER UNITS


10.1. Motor starter unit protection shall at least consist of:
- HBC fuses for short circuit protection, preferably connected directly to the incoming supply from
the busbars.
- Thermal overload relay for overcurrent protection. If other protections, e.g. stalling or earthfault
are required it shall be specified in the requisition.
10.2. The motor starter coordination shall be type "2" according to IEC 60947-4-1.
10.3. Each motor starter unit shall be provided with a independent manually operated 4-pole
(main circuit) switch, operable from the front and, capable of breaking the stalled motor current
of the largest motor, which that unit is allowed to feed.
10.4. Fuse bases and switches or fuse-switches together with their electrical connections shall
be rated to the maximum size of contactor, which can be accommodated in the concerning
compartment size.
10.5. Current transformers for remote ammeters shall be provided if specified. If local ammeters
are specified they shall have a compressed overload scale (6 times FLC).
10.6. The control voltage shall be 230V AC, derived from the units main voltage through a
suitable sized fuse connected after the units main fuses and -switch.
10.7. One red run and one green stop pilot light shall be provided on the front of each unit. On 2-
speed and reversing starters pilot lights shall be provided as specified.
10.8. All motor starter units shall be suitable for connecting a remote start-stop station.
If specified a "hand-off-auto" switch shall be provided. When in "auto" the start signal shall be
provided by an external voltage contact and the starter shall be energized as long as the contact
is closed. If local start-stop buttons are required this shall be specified.
10.9. In addition to the required auxiliary contacts to complete the control circuit, each contactor
shall be provided with at least one N.O. and one N.C. auxiliary contact, operating simultaneously
with the main contacts, and wired to the aux. terminal block.
10.10. The use of resistors shall be avoided.
10.11. Unless otherwise specified, all motor starter units shall be of the "direct-on-line" type for
use with 3-phase induction motors.
10.12. Reversing and 2-speed contactors shall be electrically interlocked to prevent contactors
closing at the same time.
10.13. Starters of the same starting type and same kW-rating size shall be interchangeable.

11. OUTGOING FEEDER UNITS


11.1. Outgoing feeder units shall at least consist of:
- HRC fuses for short circuit and overcurrent protection, preferably connected directly to the
incoming supply from the busbars.
- An independent manually-operated switch, operable from the front.
11.2. Measuring instruments shall be provided if specified in the requisition.

12. INTERNAL WIRING AND TERMINALS


12.1. Main wiring shall be black coloured flexible polyvinyl insulated copper conductors H07V2-K
(DIN-EN-IEC 60332-1-2) with a current-carrying capacity rated to the device with the lowest
nominal current in the respective circuit. In case of motor starters rated to the kW rating of the
contactor.
12.2 Wiring directly branched from the mainbars shall be HET 3000 (NEN-EN-IEC 60332-1)
EPR insulated flexible copper conductors with CSP outer sheath.
12.3 Auxiliary wiring shall be grey coloured and of the flexible type:
2,5 mm2 H07V2-K (DIN-EN-IEC 60332-1-2) insulated for secondary connections of
current transformers
1 mm2 H05V2-K (DIN-EN-IEC 60332-1-2). insulated if connected behind a protection
device
12.4. Auxiliary wiring is identified with markings in black letters/figures onto the insulation or by
means of white clip-on code markers with black letters/figures. The marking shall be in
accordance with the related wiring diagrams.
12.5. No more than one wire shall be connected to each terminal, unless the terminal is fit to
connect two wires. Where common connections are required, terminal jumpers shall be used.
12.6. All internal wiring shall be connected to the same side of the terminal block, the other side
shall only be used for external wiring.
12.7. Main cable terminals allowing the conductors to be connected without the use of cable lugs
of any type is strongly preferred. They shall guarantee sufficient contact pressure without
damaging the cable conductors.
12.8. Terminals for auxiliary wiring and cables shall be of the self-clamping type.
12.9. Terminals shall be identified in accordance with the related wiring diagram.
12.10. It shall be possible to safely carry out any work on the main- and auxiliary wiring of a unit,
when isolated, with all other units "live".

13. CABLE ENTRY AND TERMINATION


13.1. For incomers it shall be specified if cable(s) or busduct(s) are used. The direction of
busduct(s) will be as specified. All outgoing cables will be as specified.
13.2. Switchgear shall have facilities for the entry of cables from below. If top-entry is required
this shall be specified.
13.3. Vertical sections with two or more functional units shall be provided with a separate vertical
cable compartment to run the full height of the equipment. The width of this compartment shall
be 250 mm.
Facilities for fixing the cables shall be provided within this compartment.
13.4. Unless otherwise specified, an undrilled removable gland plate shall be provided for each
cable compartment.
13.5. Unless otherwise specified, the purchaser shall provide the necessary cable glands, -
clamps and -lugs.
13.6. It shall be possible to cable any outgoing unit in complete safety with all other outgoing
units "live".

14. EARTHING
14.1. The switchgear shall be provided with a main earth bar along the whole length, located at
the top in the main busbar compartment. The minimum size shall be 25 x 10 mm.
14.2. A vertical earth bar shall be provided in each vertical section along the whole height of the
equipment. The minimum size shall be 20 x 4 mm. It shall have provisions for termination of an
earth conductor per specified cable.
14.3. The earth bars shall be copper and suitable sized to cope with the fault current level and
fault clearing time under the prospective short circuit conditions for a solidly earthed system.
14.4. To these earthbars shall be bonded the switchgear enclosures, i.e. all individual vertical
sections, all fixed and withdrawable-type equipment when in service position and all metal cable
sheats. When earth continuity of removable or withdrawable parts is arranged via metal support
surfaces, the switchgear/MCC supplier shall provide type test certificates, indicating fulfillment of
the requirements of effective conductivity and the precautions necessary to guarantee
permanent good conductivity.
14.5. Doors mounted with voltage carrying equipment shall be earthed by means of a suitable
sized flexible copper conductor.

15 LABELLING
15.1. Labels shall be "resopal" or similar, with black letters on a white background. They shall be
fixed to the switchgear by means of proven durable self-threading screws or rivets.
15.2. Per switchgear one main label, indicating the switchgear reference number, shall be
provided at the top of the incoming unit Label dimensions 196 x 52 mm Letter height 30 mm.
15.3. Per vertical section one label, indicating the section number, shall be provided at the top.
Label dimensions 74 x 26 mm Letter height 14 mm
15.4. Per compartment one label, indicating the compartment number (A, B, C, etc.), shall be
provided. Label dimensions 74 x 26 mm Letter height 12 mm.
15.5. Per compartment one label, indicating the connected equipment and/or equipment number,
shall be provided. Label dimensions 74 x 26 mm Letter height 4 mm.
15.6. Each removable or withdrawable unit shall contain the same information as indicated on
the front door.
15.7. Safety shutters for ACB’s shall be clearly labelled with 25 mm high white letters on a red
background, as follows:
- Busbar shutters marked "BUS-BAR"
- Incoming circuit shutters marked "INCOMING SUPPLY"
15.8. Removable safety shrouds shall be fitted with "DANGER" warning labels.

16. PAINTING
16.1. The standard painting method is:
- pre-treatment (degreased, phosphate coating, made passive)
- powder coating (thermosetting powder with epoxy resin as base, applied electrostatically in
average layer thickness of 60 – 70 micrometers)
16.2. The rear walls, internal sidewalls and top plates are uncoloured corrosion-resistant zinc
coated sheet-steel plates. The colour of front walls and external sidewalls shall preferably be
RAL7035.
16.3. Profiles, support brackets, mounting plates, separations, partitions, etc. inside the
enclosure shall be of galvanized sheet steel.

17. SPARES AND MAINTENANCE REQUIREMENTS


17.1. The manufacturer shall submit a recommended spare parts list.
17.2. The manufacturer shall state and price separately in his quotation all necessary special
tools and equipment required for proper maintenance and testing at site.
17.3. The manufacturer shall submit together with the switchgear an erection, operating and
maintenance manual.
18. INSPECTION AND TESTING
18.1. The purchaser will specify whether for each switchgear a factory acceptance test,
witnessed by purchaser or his representative, will be required.
18.2. Factory acceptance tests shall be carried out on the complete assembled switchgear, as
follows:
- visual inspection to verify whether the composition of the assembly is in accordance with the
approved order documents
- Measurement of the insulating resistance
- High-voltage test in accordance with IEC 61439-1, item 11.9
- Check of electrically operated switchgear
- Functional test of mechanical interlocks
- Check on interchangeability of equal components
18.3. Complete records of the above inspection and tests shall be compiled into one inspection
document by the manufacturer. A copy shall be sent to the purchaser.

19. OFF-LOADING AND SITE STORAGE


19.1. The equipment shall not be dispatched from the manufacturer's work until a date and time
of arrival at the site is agreed with the purchaser. This is to ensure that proper arrangements are
made for receipt and off-loading.
19.2. The manufacturer shall indicate in his quotation whether facilities for off-loading should be
arranged by purchaser.
19.3. The manufacturer shall indicate in his quotation the minimum conditions for temporary
storage at site.

20. ERECTION AND COMMISSIONING


20.1. The purchaser will specify whether erection, supervision of erection, or no erection is
required from the manufacturer.
20.2. The term "erection" shall be interpreted as “fixing and levelling on prepared foundations
and the bolting together of sections, busbars, and other loose items, to form a complete unit”.
20.3. The purchaser will specify whether commissioning or no commissioning is required from
the manufacturer.
