1 Scope
1.1 This standard defines the minimum mandatory requirements for lubrication, shaft
sealing and control oil systems for general or special purpose applications, as defined
by API 614 4th edition standard, for Jubail Export Refinery.

1.2 This specification is not applicable to combustion gas turbine lubrication systems
and pump sealing systems.

1.3 This standard sets the rules and basis for selecting the applicable Jubail Export
Refinery Engineering Standards and/or Material Specifications that supplement the
applicable Codes.

2 Conflicts, Deviations and Clarifications


2.1 Any conflicts between this standard and other applicable Company Engineering
Standards (JERES), Material Specifications (JERMS), Standard Drawings (JERSD),
Engineering Procedures (JEREP), Company Forms or Industry standards,
specifications, Codes and forms shall be brought to the attention of Company
Representative by the Contractor for resolution.

Until the resolution is officially made by the Company Representative, the most
stringent requirement shall govern.

2.2 Where a licensor specification is more stringent than those of this standard, the
Licensor’s specific requirement shall apply.

2.3 Where applicable Codes or Standards are not called by this standard or its
requirements are not clear, it shall be brought to attention of Company
Representative by Contractor for resolution.

2.4 Direct all requests for deviations or clarifications in writing to the Company or its
Representative who shall follow internal Company procedure and provide final
resolution.

3 References
The selection of material and equipment, and the design, construction, maintenance,
and repair of equipment and facilities covered by this standard shall comply with the
latest edition of the references listed below as of the CUT-OFF DATE as specified
in the Contract unless otherwise noted.

4 Definitions
4.1 Definitions presented in this Standard and other JER documents have precedence
over other definitions. Conflicts between various definitions shall be brought to the
attention of Company Representative by the Contractor for resolution.

Company: Jubail Export Refinery.

Company Representative: A designated person from the Company or an assigned


third party representative.

Company Inspector: A designated person or an agency responsible for conducting


inspection activities on behalf of the Company.

5 Introduction Note
The API 614 "Lubrication, Shaft Sealing, and Control-Oil Systems and Auxiliaries
for Petroleum, Chemical and Gas Industry Services" and its appendices - fourth
edition, April 1999 is considered as part of this specification.

The API paragraph numbers are indicated in parenthesis.

Only those paragraphs of the API 614 standard which have been deleted, completed
(Addition), totally modified (Substitution) or partially modified (Clarification) by the
present specification are mentioned. The other paragraphs of the API 614 which are
not mentioned remain applicable.

Those paragraphs that do not refer to an API paragraph numbers are additional
paragraphs.

Mechanical equipments to be used in hazardous area shall be selected in accordance


with the area where they will be installed.

6 Chapter 1 – General Requirements


6.1 (1) Scope

6.1.1 Lubrication, shaft sealing and control oil systems shall be supplied by Vendors
qualified by experience in manufacturing the systems proposed. To qualify, the
Vendor must have manufactured at the proposed point of manufacture, at least two
API systems of comparable layout, size, and location relative to the equipment train.
These systems must have been in continuous service for at least one year and must
be performing satisfactorily.

6.2 (5) Piping.

6.2.1 (5.1) General

6.2.1.1 (5.1.1) (Substitution)

All piping design, joint fabrication, examination and inspection shall comply with
JERMS-L-1017.

6.2.1.2 (5.1.2) (Substitution)

Auxiliary systems shall comply with the requirements of JERMS-L-1017, Table 1.

6.2.1.3 (5.1.23) (Addition)


Threading for pressure bolting shall conform to ASME B.1.1/ASME B1.13M or
other internationally recognized standards.

6.2.1.4 Hand operated flow control valves in the bearing oil supply lines are not permitted.
Properly sized restriction orifices shall be used to obtain the oil distribution required.

6.2.1.5 Gaskets for raised flanges shall be spiral-wound, Type 316 stainless steel. Gaskets
for ring joint flanges shall be soft iron octagonal ring. Gaskets containing asbestos
are not permitted.

6.2.2 (5.2) Oil piping

6.2.2.1 (5.2.4) (Substitution)

Provision shall be made to bypass bearings, seals, turning gears, servomotors, trip
circuits, etc…, of equipment during oil system site flushing operations

6.2.3 (5.5) Intercoolers and Aftercoolers

This whole section of API 614 4th edition is not applicable.

6.3 (6) Instrumentation, Control, and Electrical Systems

6.3.1 (6.1) General

6.3.1.1 (6.1.2) (Substitution)

Instrumentation shall be in accordance with JERMS-J-4831.

6.3.2 (6.2) Instrument installation

6.3.2.1 (6.2.1) (Clarification)

Gauge boards shall be provided. Where gas seals are used on compressor trains, a
separate gauge board/rack specifically for the gas seal module shall be provided in
addition to the gauge board for the console instruments. The gauge boards shall be
bolted at a side of the skids providing adequate access for maintenance of the main
components. The gauge board shall contain all pressure and temperature indicators,
pressure and temperature transmitters, etc., requiring an electricity supply not
exceeding 120V AC. The layout of the board is subject to review and approval by
the Buyer.

Temperature indicator controllers, terminal boxes and control stations including


indicator lights and lamp test buttons may be included on the gauge board provided
that the requirements of JERMS-J-4821 are met and if their enclosures are in
accordance with the area classification requirements, as specified on the Data Sheet.
The board shall be full face with cutouts for the required indicating instruments.

6.3.2.2 (6.2.2) (Clarification)

Control panels shall be in accordance with JERMS-J-4821.

6.3.2.3 (6.2.4.2) (Clarification)

Cable runs in metal conduits shall not be permitted. All wiring shall be installed in
steel hot galvanized cable trays. Alternatively, armored cables routed on aluminum
or stainless steel cable trays may be used. The cable trays shall not be routed
underneath or across over the equipment and clear maintenance access shall be
provided.

6.4 (7) Inspection, Testing and Preparation for Shipment

6.4.1 (7.3) Testing

6.4.1.1 (7.3.2.1) (Addition)

If components, including piping, are to be hydrotested with water, it shall be done


prior to cleaning. After cleaning, only light oil shall be used for pressure testing of
any component other than cooling water systems. Oil coolers shall always be
pressure tested using the system oil.

6.4.2 (7.4) Preparation for Shipment

6.4.2.1 (7.4.3.1) (substitution)

All exterior carbon steel surfaces, except machined surfaces, shall be painted in
accordance with the requirements specified in the Purchase Order.

6.4.2.2 (7.4.3.3) (Clarification)

After successful testing of the system, the test oil shall be drained and the system
refilled with preservative type oil. The preservative oil shall be circulated through
the entire system, preferably using the job lube and seal oil pumps. The preservative

oil shall be drained and the system prepared for shipment. Residual amounts of oil
in the system shall not be removed by wiping.

6.5 (8) Vendor's Data

6.5.1 (8.2.3.1) (Clarification)

Manufacturing of Special Purpose systems shall not proceed until the layout of
components and piping has been reviewed and accepted by the Buyer. As a
minimum, an isometric drawing of the system shall be provided for review to
confirm maintenance access, etc. A 3-D CAD model is, however, preferred.

7 Chapter 2 - Special Purpose Oil Systems


7.1 (1) Basic Design

7.1.1 (1.1) General

7.1.1.1 (1.1.22) (Clarification)

Provisions to ensure the supply of lube and/or seal oil in the event of complete failure
of the lube and/or seal oil system are required and are subject to the review and
approval of the Buyer

7.1.2 (1.3) Oil Reservoirs

7.1.2.1 (1.3.6.2.3) (Addition)

The reservoir capacity shall be at least 110% of the total calculated rundown capacity
including allowances.

7.1.2.2 (1.3.7.2.2) (Addition)

Electric immersion heaters shall include instrumentation to protect against operation


with insufficient oil immersion which might cause damage to the heater or coking of
the oil.

7.1.2.3 (1.3.12.3) (Clarification)

Non skid surface shall be provided. Checker or diamond plate is not acceptable.

7.1.3 (1.4) Pumps and Drivers

7.1.3.1 (1.4.1) (Clarification)

Main and standby pumps shall be identical and shall be instrumented to allow either
pump to be used as the main or standby oil pump. When the reservoir is not part of
the main equipment base, pumps shall be horizontal and installed external to the
reservoir.

Centrifugal pumps shall be in accordance with API 610, ASME B73.1 or ISO 5199.

7.1.3.2 (1.4.3) (Clarification)

Emergency pumps, when specified, shall automatically start in the event of unit trip.
The emergency pump shall not be arranged for automatic shutdown.

7.1.3.3 (1.4.7) (Substitution)

Except for reciprocating compressor main lube oil pump, shaft driven pump may be
provided only if approved by JER rotating equipment specialist.

7.1.3.4 (1.4.8) Substitution

Motors shall be in accordance with project specification.

7.1.4 (1.5) Coolers

7.1.4.1 (1.5.3.6.2) (Clarification)

Cooler lube oil tubing shall be 300 series stainless steel and header boxes shall be
hardened stainless steel plate. Block type radiators are not acceptable.

7.1.4.2 (1.5.4) (Substitution)

U-bend tubes are not permitted.

7.1.5 (1.6) Filters

7.1.5.1 (1.6.1.3) (Addition)

Filter casings shall be stainless steel

7.1.5.2 (1.6.9) (Clarification)

Control oil shall always be filtered.

7.1.6 (1.7) Transfer Valve

7.1.6.1 Crossover piping with a valve and orifice shall be furnished between dual filters and
dual coolers to permit filling idle equipment from the active equipment side.

7.1.7 (1.9) Overhead Tanks

7.1.7.1 (1.9.2.1) (Addition)

For centrifugal compressors, an overhead lube oil rundown tank is required. The
overhead lube oil rundown tank shall have a capacity to provide oil for a coast down
period, specified by the Vendor, based on normal flow, but not less than five
minutes.

When a steam turbine is used as a main driver, a “cool down” rundown capacity shall
be provided to cool down the turbine bearings during at least two hour when oil
pumps are out of service.

For pump trains, a separately mounted oil rundown tank shall also be provided when
deemed necessary by the main equipment suppliers. When a rundown tank is
provided, the rundown capacity shall be the rundown time determined by the Vendor
having unit responsibility plus 30 seconds.

7.1.7.2 (1.9.2.2) (Addition)

The rundown tank shall have a permissive start level switch, level gauge and, if
necessary, a drain valve. Piping shall be furnished for filling and for the drainage of
overflow. The fill piping shall include a drilled check valve and a bypass block
valve.

7.2 (2) Piping

7.2.1 (2.1) General

7.2.1.1 (2.1.1) (Addition)

Piping shall be in accordance with JERMS-L-1017.

7.3 (4) Inspection, Testing and Preparation for Shipment

7.3.1 (4.3) Testing

7.3.1.1 (4.3.3.1) (Clarification)

The Vendor shall submit with his proposal, a description of the Manufacturer's
standard test program for the Buyer's approval.

Fin fan coolers may be tested separately if required using the system oil. They shall
meet the cleanliness requirements of (4.3.3.7.1) and the vibration limits as specified
in JERMS-E-3211.

8 Chapter 3 - General Purpose Oil Systems


8.1 (1.1.1 a) (Substitution)

A main and a standby pumps shall be provided. Each pump shall have the capability
of providing the required oil flow and pressure.

8.2 (1.1.1 d) (Substitution)

Piping shall be in accordance with Section 5 Chapter 1 and JERMS-L-1017.

8.3 (1.1.1 g) (Substitution)

Dual 25 micron filters shall be provided.

8.4 (1.4.10.3) (Clarification)

Non skid surface decking shall be applied.

8.5 (1.5.1) (Clarification)

As a minimum, the system shall contain a main and standby lube oil pump. Each
pump shall be suitable for continuous operation.

8.6 (1.5.5) (Substitution)

Motors shall be in accordance with project specification.

8.7 (1.6.3.4.1) (Clarification)

A removable bundle design is required for shell-and-tube coolers.

8.8 (1.6.3.4.4) (Addition)

Tubes shall be either inhibited admiralty brass or stainless steel.

8.9 (1.6.5) (Clarification)

An oil bypass line around the cooler, fitted with a temperature control valve, is
required.

8.10 (1.6.5.4) (Clarification)

The body of the temperature control valve shall be stainless steel.

8.11 (1.7.3) (Clarification)

Duplex filters shall be provided.

8.12 (1.7.3.3) (Addition)

Filter casings shall be stainless steel.

8.13 (2.1.2) (Addition)

All piping shall be in accordance with Section 5 Chapter 1 and JERMS-L-1017.

9 Chapter 4 - Self-Acting Gas Seal Support Systems


9.1 (1.3.1) (Clarification)

The system shall be a Tandem self-acting gas seal system with intermediate labyrinth
seal according to Fig. A.2., except for low inlet pressure compressors (Seal pressure
below max flare pressure) for which double gas seal (back to back configuration)
shall be used.

API 614 4th edition Appendix A figures A5-1, A7-1, A8-1, A13-1, A16-1 and A19-1
are replaced by figures in Appendix A of this specification.

9.2 (2.1.2) (Clarification)

The compressor vendor shall be responsible for the design, scope of supply,
installation and performance of the gas seal system.

9.3 (2.1.6) (Clarification)

The maximum sealing pressure shall be the project specified settle out pressure plus
10%.

9.4 (2.1.8) (Clarification)

The project specification shall clarify the requirements for double block and bleed
valves.

9.5 (2.1.11) (Clarification)

Compressor gas seal systems shall have the following seal/buffer/separation gas
supplies:
− Main seal gas supply shall be from discharge of make-up compressor (if any) or
other source with the least risk of entrained catalyst fines.
− Back-up seal gas supply source shall be from the compressor discharge. See Fig
A.5-1.
− There shall be a connection to allow the use of Nitrogen as a seal gas supply
during any Nitrogen or air run. The Nitrogen connection to the seal gas supply
shall include a “swing elbow” to eliminate the possibility of process gas entering
the Nitrogen system.
− Secondary seal gas supply shall be Nitrogen.
− The separation gas shall be Nitrogen with a circumferential seal.

9.6 (2.2.1) (Addition)

The use of tubing and piping shall be as shown in Figures A.5-1, A.7-1, A.8-1, A.13-
1, A.16-1, A.18-1 and A.19-1 shown in the appendix A of this specification. Tubing
limitation is indicated by dotted line blocks. Tubing material shall be in accordance
with project tubing material for instrument pulse lines. All seal gas flow lines shall
be in stainless steel pipe according to the project piping specification.

9.7 (2.2.3) (Clarification)

9.8 (2.3.5.1) (Clarification)

All filters shall be coalescing filters.

9.9 (2.4.1) (Addition)

Transfer valves for seal gas filters shall include individual block valves to ensure that
the isolated filter is totally shut of. These valves shall be interlocked with the main
change over lever to ensure correct sequencing of valve opening and closing.

9.10 (3.3.1.4) (Clarification)

Each seal gas supply line shall have a flow measurement device. Flow indicators
shall be internal magnetic float of rotameter design.

9.11 (3.3.2.1) (Addition)

Relief valves in the outlet module shall be by bursting disc with alarm indication of
failure and permissive to start compressor.

9.12 (4.3.3.4) (Clarification)

The project seal module shall be used during the compressor performance test.
