2.2.16. KP Bonded Labour System (Abolition) Act (1995) and Punjab Bonded Labor System
(Abolition) Act (2012)
The Bonded Labor System (Abolition) Acts seek to eradicate bonded labor practices prevailing in the
respective provinces. The Acts define the `Bonded Labor System’ as a system of forced, or partly
forced, labor under which a debtor enters, or is presumed to have entered into an agreement with the
creditor to the effect that:
• In consideration of an advance obtained by him or by any of the members of his family (whether or
not such advance is evidenced by any document) and in consideration of the interest, if any, due on
such advance, or
• In pursuance of any customary or social obligation, or
For any economic consideration received by him or by any member of his family.
If blasting above ground has to be done during darkness, roadways and pathways should
be adequately lit.
Only required explosives to be shifted to the work front. No surplus explosives are to be
taken to the work front.
Only water-resistant explosives should be used in tunneling.
Under freezing conditions only explosives not susceptible to the cold should be used. In
order to ensure adequate transmission of the detonation, cartridge diameter must be more
than 30 mm and the space between explosives and surrounding material should be as
small as possible.
Electrical fire lines should be installed on opposite sides of the tunnel away from power
and water lines and no other electrical circuit should be installed on the same side of the
tunnel as the blasting circuit.
At an appropriate time before the final blasting warning signal, workers in the area and all
unauthorized local people will be removed to a designated safe place outside of the blast
exclusion zone the area being charged up will be demarcated with red flags prior to the
commencement of charging up. This area was under the blasting supervisor and no
access shall be permitted to unauthorized personnel. Safety staff will be used to secure
the area prior to blasting, if necessary, Security and police shall also be used.
All electronic devices shall be kept off while entering 100mtr radius of the charging area. Strict
supervision shall be done to ensure the compliance.
General
Prior to working near or over water, supervisor must ensure:
Proper use of life jackets.
As appropriate the passive safety system such as fencing, safety nets are installed
Have means for water rescue readily available.
Safety nets
Safety nets shall be provided when workplaces are more than 7.62 m above the ground or water
surface, or other surfaces where the use of ladders, scaffolds, catch platforms, temporary floors,
body harness fall arrest system is impractical.
Safety nets must be installed as close as practicable under the surface on which
employees are working, but in no case more than 9.14 m below.
When nets are used on bridges, the potential fall area must be unobstructed.

Rescue
When the work will expose personnel to significant water hazards, a rescue plan must be
developed. The plan should include such as:
Rescue/evacuation teams,
Communication procedure and system to communicate emergency events to site
supervisor and emergency authorities (e.g., Fire Department and/or Police, health
centers),
Rescue facilities, (e.g., personnel hoists with platforms while working in cofferdams in all
pier locations, dedicated lifting cranes for personnel hoists, etc.),
Buddy system,
Availability of multiple Life Buoys at downstream of flow of water (30 m rope, not spaced
more than 50 m) and rescue/evacuation boat(s),
Emergency transportation,
Be reviewed by all personnel involved,
Precaution during and evacuation from adverse weather condition, and
Revision of rescue plan to comply with adverse weather (heavy and torrential rain,
snowfall, etc.) and fire.

b. Double Hearing Protection (ear plugs with earmuff) where noise level is > 95 dBA.
Class A earmuffs or plugs with a minimum 25 NRR rating must be used when noise level is 85 to
95 dBA, or whenever indicated by a single hearing protection sign.
● Class A earmuff AND plugs must be used where noise level is > 95 dB, but less than 105 dBA
Signage requiring double hearing protection is to be posted in area.
● In areas where the noise level is greater than 105 dB, double hearing protection (muffs AND
plugs) plus time limits are required contact your local Industrial Hygienist for exposure limitations
