TRAFFIC MANAGEMENT
Traffic management is the organization, arrangement, guidance and control of both stationary
and moving traffic, including pedestrians, bicyclists and all types of vehicles. Its aim is to provide for the
safe, orderly and efficient movement of persons and goods, and to protect and, where possible,
enhance the quality of the local environment on and adjacent to traffic facilities.
Transport and Traffic Management - which includes the formulation, coordination and
monitoring of policies, standards, programs and projects to rationalize the existing transport operations,
infrastructure requirements, the use of thoroughfares; and promotion of safe and convenient
movement of persons, goods; provision for the mass transport system and the institution of a system to
regulate road users; administration and implementation of all traffic enforcement operations, traffic
engineering services and traffic education programs, including the institution of a single ticketing
system.

application process for any license or permit may be done at any LTO Licensing Center and
District/Extension Office.
The LTO is responsible for the registration of motor vehicles and renewals. It can register brand
new vehicles, including locally manufactured vehicles, imported vehicles, light electric vehicles, low
speed vehicles, three wheeled vehicles, and tax-exempt vehicles. Each category has an obligatory set of
requirements and procedures to follow to be fully registered. Renewals are also obligated to submit the
necessary requirements and to follow procedures to be fully renewed. The LTO also oversees
miscellaneous transactions, specifically transactions requiring change of certificate of registration, and
transactions that do not require the change of certificate of registration.
One of the main functions of the LTO is to strictly implement and enforce the laws regarding
land transportation. Necessary requirements and procedures are to be followed in settlements of
admitted cases and contested cases of motor vehicles, plates, and driver's licenses. The LTO also follows
a strict procedure in settlements of impounded violations. It also allows private and for hire motor
vehicles to apply for duplicate plates.
Furthermore, the LTO is in charge of ensuring that public land transportation services abide by
the fares set by the LTFRB. It has sanctions for the overcharging and undercharging of fares, and for non-
issuance of fare tickets.
The LTO grants accreditation to certain manufacturers, assemblers, importers, and dealers who
wish to transact business with the LTO. A firm, person, or corporation must file an application for
accreditation with Assistant Secretary of the Land Transportation Office containing certain requirements
and qualifications in order to transact business with the LTO relative to Motor Vehicles or its
components. It also issues the Certificate of Stock Reported (CSR) which certifies that a motor vehicle or
its component has already been reported by its manufacturer, assembler, or importer to MAIDRS.

for metro-wide services which shall indicate sources and uses of funds for priority programs and
projects, and which shall include the packaging of projects and presentation to funding institutions;
Undertake and manage on its own metro-wide programs and projects for the delivery of specific
services under its jurisdiction subject to the approval of the Council. For this purpose, MMDA can create
appropriate project management offices;
Coordinate and monitor the implementation of such plans, programs and projects in Metro
Manila, identity bottlenecks and adopt solutions to problems of implementation;
The MMDA shall set the policies concerning traffic in Metro Manila, and shall coordinate and
regulate the implementation of all programs and projects concerning traffic management specifically
pertaining to enforcement, engineering and education. Upon request, it shall be extended assistance
and cooperation, including but not limited to assignment of personnel, by all other government agencies
and offices concerned.
Install and administer a single ticketing system, fix, impose and collect fines and penalties for all
kinds of violations of traffic rules and regulations, whether moving or non-moving in nature, and
confiscate and suspend or revoke driver's licenses in the enforcement of such traffic laws and
regulations, the provision of RA 4136 and PD 1605 to the contrary notwithstanding. For this purpose,
the Authority shall enforce all traffic laws and regulations in Metro Manila, through its traffic operation
center, and may` deputize members of the PNP, traffic enforcers of local government units, duly
licensed security guards, or members of non-governmental organizations to whom may be delegated
certain authority subject to such conditions and requirements as the Authority may impose.
Perform other related functions required to achieve the objective of the MMDA, including the
undertaking of delivery of basic services to the local government units, when deemed necessary subject
to prior coordination with and consent of the local government unit concerned.
A healthy and efficient urban environment can have a massive impact to the quality of life to the
people who live in it. When considering your traffic system management, paying close attention to these
five traffic management pillars will give you a strong base to create the smooth urban operation you
want.
1. Traffic Engineering
This pillar is essentially the design

however, as tools like instructional videos or
educational signs on the roads can play a
large part in forming and maintaining safe
and efficient driving habits. Keeping traffic
education levels high is important to
reducing accidents and improving efficiency, keeping the roads safer.
This point is also especially important to consider when thinking about updates to the road
rules. Making older drivers can be unaware that the road rules can and sometimes have changed, as
they’re not required to keep up to date with traffic education. This is why updating signage to highlight
areas may have undergone updated rules, such as roundabouts, is so important.
3. Traffic Ecology
Traffic ecology is the effect that traffic
systems and management have on our health,
immediate environment and climate. When
installing a road or traffic hub, close attention must
be paid to the way it will affect population growth,
air quality, and emissions. For example, when
designing a traffic system within an enclosed urban
area, consideration must be given to how the
fumes from the vehicles will affect the people living
in the area. Or if a road being built through an area with vulnerable wildlife, then care must be taken to
mitigate any poor outcome to the surrounding habitat.
4. Traffic Environment
It refers to procedures, devices and communication systems that help vehicles and vessels safely
share the same roads, rails, waterways, or air space. 1. P.D. 1181. Providing for the prevention, control

5. Traffic Economy
The fifth pillar is traffic economy, which relates
to how a traffic system will affect the economic
prosperity of an area, and the wider implications on
product pricing and supply. If an area significantly
congested with traffic this can have a considerable
effect on things such as the productivity of people
getting to work or businesses being able to receive
their essential supplies. An uncongested traffic system
can improve the economic value of an area ensuring
worker and supply access for businesses.
