1. INTRODUCTION

The scope of this document is to outline the procedure of decommissioning temporary


sewer MH74 (MHID 3497816) to MHID 374981 and the downstream temporary sewer
connection from 374990 connect to MHID 3056435 upon the permanent sewer 3497824
commissioned, the object of this method statement is to ensure the construction process
under controlled and specified construction method and sequence. All provisions of
specifications and other contract documents shall continue to apply.

2. CONSTRUCTION PROCESS & METHOD

a) Background and Preparation:


• To commission the permanent sewer 3497824 and the related upstream sewers, to
conduct before-DLP sewer CCTV inspection, as built survey to all manholes, submit
all required documents to obtain approval/acceptance, upon PUB site audit, CSC to be
obtained for commission the permanent sewers.
• Upon the permanent sewers commissioned, contractor will engage the QP to apply
form B for entering the public sewer manholes to carry out the decommissioning of
temporary sewers.
• Prior decommission the temporary sewers, to identify the peak hours of the used water
flow rate by physical monitoring the water flow for consecutive 3 calendar days, to
prolong the monitoring period if it’s deemed necessary.
• The dates and timing for decommission the temporary sewers will be avoided to carried
out on weekend, public holidays and the work will be carried out at non-peak hours of
the used water flow. The proposed working hours will be 9:30am to 11:30am, 14:00 to
17:00 and 1:00am to 4am at normal working days.
• Mobilize the required machinery, equipment, and materials to the working area upon
decision made to the working dates and timing.

b) Decommission the temporary sewer connection at MH74 (MHID 3749816):


• Prior commence work, carefully open the heavy-duty cast-iron manhole cover, set up
and turn on the ventilation fan to start the ventilation. Install barricades to demarcate
the working area and prevent public enter the working zone.
• Confined space supervisor and assessor to use the gas meter for detect the toxic and
flammable gas in the sewer manhole and ensure the toxic and flammable gas are
vacuumed from the manhole.
• Confined space supervisor and assessor to ensure the oxygen level achieve the
required level at 19.5% of the overall air volume in the manhole prior allowing the
confined space trained workers enter the manhole.
• Install and secure the ladder, install lights for worker enter the manhole.
• When the worker landed on the intermediate platform, monitor the used water flow and
ensure the water level is lower than 300mm, subsequently, the worker will go down to
the benching top level by using ladder.
• Install one 3-inch water pump with hose at the manhole invert level to continuously
discharge/divert the flowing used water to downstream sewers, it’s to reduce the water
level as low as possible for mitigating the safety and hygiene concerns over working at
live sewer.
• Use the handheld electrical demolishing hammers to remove the previously installed
brick walls for sealing up the water egress of MH74 to downstream sewers.
• To engage sewage vacuum tankers standby on site for emergency response to
unforeseen site condition such as heavy downpour or upstream waterflow high level is
persistent at long hours.
• Upon removal of the brick wall, to use handheld chipping hammers to chip off the
cement stain or leftover objects in the previous sealing off point at egress of MHID
3749816, to ensure the quality of the HDPE lining of the sewers was not disturbed,
touch up / minor rectification works to be carried out for all minor defects if needed.

c) Decommissioning of the DN600 Temporary Sewer Pipe (MHID 3497816 to MHID


374981):
• Upon the permanent sewer lines commissioned, decommission the temporary sewer
pipe by filling up liquefied stabilized soil will be carried out.
• Erect proper scaffoldings as working platform and construct 200mm thick engineering
brick walls on both ends of the temporary sewer pipeline.
• Install one 100mm UPVC pipe on each side of the temporary sewer pipe for pouring
the LSS from one end and allowing the air can be expelled naturally during the pouring
of LSS from another end.
• By controlling the LSS pouring speed to ensure the LSS will be evenly distributed and
fully fill up the sewer pipeline.
• Three calendar days of curing period will be implemented to allow the LSS achieve the
required strength.

d) Decommissioning of the Temporary Sewer (Steel Hollow section connect SID


374990 to MHID 3056435):

• Upon the permanent sewer line 3497824 (Dia 1350mm) commissioned, decommission
the temporary sewer pipe (300mm x 600mm steel hollow section) by partly removal
and filling up liquefied stabilized soil to the temporary sewer will be carried out.
• To visually inspect the temporary sewer for detection of leftover waste water and
objects, to utilize high pressure water jet for flushing the temporary sewer if it’s deemed
necessary
• Provide adequate ventilation and lighting at both ends of the temporary sewers (MHID
374986 and the receiving shaft abutting MHID 3056435
• Upon confined space assessor examine the safe working condition, allow confined
space trained workers enter the existing sewer 374990 (900mm dia sewer) from
MH374986
• Erect 200mm thick engineering brick wall at the previous connection point between the
900mm dia sewer and the temporary sewer (steel hollow section) as illustrated below

• Demolish the as constructed temporary sewer include concrete haunching to the steel
hollow sections within the existing receiving shaft abutting the manhole A2-9 as shown
below

• Upon the demolishing completed, erect 200mm thick brick wall at the end of the hollow
section interfacing with the receiving shaft, install the 100mm dia UPVC with elbow for
LSS grouting the remaining temporary sewer (the steel hollow section) abutting the
existing 900mm sewer.

• Set up the proper scaffold and scaffoldings as working platform, pour the LSS into the
remaining temporary sewers, by controlling the LSS pouring speed to ensure the LSS
will be evenly distributed and fully fill up the sewer.
• With complying all requirements for work safely in confined space, workers will enter
the existing sewer MH A2-9 for remove the balance part of the temporary sewer (steel
hollow section), by using handheld tools for minor hacking and cutting.
• Post drill and apply chemical anchor system (Hilti RE500) and install 2 layers of H13-
150 reinforcement bars on both side of the MH A2-9 wall opening (the previous
temporary sewer connection point location).
• Erect conventional formwork (timber formwork) and secure it with necessary bracing.
• Pour grade 40 concrete into the formwork area for reinstate the existing manhole wall.
• Seven calendar days of curing period will be implemented to allow the concrete
achieve the required strength.
• Enter the manhole A2-9 and the receiving shaft to remove the timber formwork,
grinding, touch up and smooth cement plaster rendering will be carried out to the inner
surface of the manhole A2-9 wall.

e) Final inspection & reinstatement:


• Upon the reinstatement of manhole walls was carried out, visual inspection to the
existing manholes will be carried out, remove any excessive materials, debris, and all
foreign objects from the sewer manholes. Touch up and make good the sewer manhole
benching, wall and platform slab, railings, manhole covers and the engineering brick
wall if necessary.
• Reinstate the site to its original condition, ensuring the construction area are properly
tidied up.
• Dispose all construction waste and debris in accordance with local regulations.
3. HEALTH, SAFETY AND RISK ASSESSMENT

All workers will attend in-house safety induction before commencement of work on site.
Proper PPE shall be issued and recorded.
The hazards associated with the construction of drainage works have been identified
and established in the risk assessment table as attached. This will be highlighted to all
workers before commencement of work and daily tool box meeting and recorded.

4. TOOLS AND EQUIPMENT

The plant and equipment will be utilized for the work:

a) Hydraulic Excavators and vibro machine


b) Handheld demolishing hammer
c) 10 ton Roller compactor
d) 1 ton Roller compactor
e) Air compressor
f) Concreting vibrator
g) Concreting bucket/skip

h) Carpenter tools such as hammer/nails/saw


i) Gas meter

A copy of the registered plant and equipment will be kept available in the site office.

5. MANPOWER

The following personnel will be involved for the work:

1 Site Engineer
1 Confined Space Assessor
1 Safety Supervisor
1 Excavator Operator cum experienced vibro machine operator
1 Lifting crew comprising of lifting supervisor, rigger and signalman
6 Confined Space Workers

The above manpower will be periodically reviewed and may be adjusted according to site
requirements.

6. WORKPLACE ACCESS AND SAFETY

Machinery, equipment and workers will enter / exit site through designated entry and exit
points only. All workers will be sent for In-house Safety Induction Course (SIC) before
commencement of work within the site. A full-time safety supervisor will be on-site
throughout the works. Housekeeping shall be carried out regularly throughout the working
shift.

7. SPECIAL CONTROL MEASURES

i) Fire – A 2.5kg dry chemical fire extinguisher will be provided for each plant and
machinery to contain small fire. For massive fires or explosion, immediate evacuation
shall be executed.

ii) Smoking – Smoking on site is strictly prohibited and shall be briefed during Safety
Induction.

iii) Evacuation Procedure - All safety and site supervisors will be provided with a whistle
during working time. In the event of major incidents that required evacuation, a long
whistle will be blown to inform all workers of the incidence. Upon hearing the long
whistle, immediate supervisors will direct and guide the workers for the immediate
evacuation of the site and proceed to a safe place, such as the assembly area.

All workers will be briefed of the evacuation procedure and emergency assembly area
during In-House Safety Induction and Daily Tool Box Meeting.

8. PREVENTIVE MEASURES

➢ Implementation of the Preventive measures to ensure the proposed work will not impact or
damage the affected sewers

• Proper Planning and Design: Ensure that the new sewer pipe and its connection to the
manhole are properly planned and designed by a qualified engineer or sewer system
professional. This includes determining the correct size and type of pipe, as well as the
appropriate location and angle for the connection.

• Inspection and Cleaning: Before making the connection, inspect and clean the existing
manhole thoroughly to remove any debris, sediment, or obstructions that could affect the
integrity of the connection. This includes removing any roots, grease, or other materials
that may have accumulated in the manhole.

• Proper Connection Techniques: Use appropriate connection method such to ensure a


watertight and secure connection between the new sewer pipe and the existing manhole.
Follow the manufacturer's guidelines and local regulations for the type of pipe and
connection used.

• Backfilling and Compaction: After making the connection, backfill and compact the soil
around the manhole and new sewer pipe carefully to provide proper support and stability.
This helps to prevent settlement and potential damage to the connection due to ground
movement.

• Sealing and Waterproofing: Apply appropriate sealing and waterproofing materials to the
joint between the new sewer pipe and the existing manhole to prevent infiltration and
exfiltration of water or wastewater.

• Inspection and Testing: After the connection is completed, conduct thorough inspections
and testing to verify the integrity of the connection. This may include pressure testing,
smoke testing, or other methods to identify any potential leakage or issues with the
connection.

• Monitoring and Maintenance: Regularly monitor and maintain the connection to ensure its
continued integrity. This may include periodic inspections, cleaning, and maintenance
activities to prevent potential issues from developing over time.

• Compliance with requirements: Follow all local regulations, code of practice, and standards
for sewer system construction, including those related to manhole connections. This
ensures that the connection meets the required standards and minimizes the risk of
potential defects.
