Basic information
The BESCOM energy meter connected to your flat will be in the name of the builder/previous
owner. Change of name to the registered owner i.e., self/spouse is one of the legal aspects to support
proof of ownership, it is suggested for owners of SDA transfer the BESCOM meter in your name. The
process is made very simple with minimal cost. Name transfer in SDA is in place since the year 2019, the
process is being initiated as volunteer service by a team consisting of

In addition to the above, few more residents have come forward and willing to extend the support in
the meter transfer process.
The above-mentioned team members are having experience in name transfer procedures and have
good relations with BESCOM officers/agents in transferring the names successfully. Also, it has been
requested for more volunteers to participate in this activity and support the existing team. Till now,
about 400 transfers have been done successfully in SDA.

The service rendered by the team is completely voluntary. The present transfer fee charged is
INR 1400, which includes the BESCOM standard fee, preparation of E-stamp papers, notarizing with an
advocate, printing other than attached documents, stationary and incidental charges. However, charges
may increase or decrease in line with the change in applicable cost for the transfer. The same will be
communicated at the time of submitting the application or will bring the same in the new revision of
this SOP document.
The volunteer to whom you handed over the application will closely monitor the status at
BESCOM till the name transfer is completed. The owner can freely enquire the concerned volunteer on
the status of the application and the tentative date for the name transfer to be completed.
The volunteer will not take any responsibility for delay in name transfer /any issue resulting from
BESCOM site/software malfunction or typographical mistakes done by BESCOM staff or any other issue
which is out of the purview. Volunteers mentioned in this SOP will not carry out name transfers for any
of the applications outside of SDA.
Name transfer is completely carried out by BESCOM officers only, volunteers will not be
interfering/manipulating the process, and name transfer will happen as per the standard process laid
by BESCOM. Owners must verify all the information furnished in the application is true and correct to
the best of their knowledge. RR number and Account Id are checked and ensure themselves that the
fields entered/typed are correct and legible. Please note that the name transfer volunteer is not
responsible for any damage resulting due to wrong information furnished by the owner. BESCOM will
not entertain in rectification for the mistakes made by applicants which may lead to chaos. Wherever
the owner is required to sign/or fill fields it is recommended to use a blue pen and avoid overwriting on
any of the documents.
The mandatory documents to be attached with the application are as per the current
requirement by the BESCOM office. This requirement may change from time to time. As of now,
BESCOM is accepting applications having Khata in the name of Sobha Limited. In the future BESCOM
may insist on Khata on the owner’s name.

BESCOM may impose restrictions on load, stagger power supply, and cut off power supply altogether
if the overall situation so demands by giving advance notice through the press and media whenever
possible.
BESCOM is not liable to pay the consumer for any damage, compensation for injury, or loss of life
resulting from the use of electrical energy or due to faulty wiring or defective appliances.
BESCOM reserves the right to interrupt the power supply or shut down the supply for periodical
maintenance and to attend to any breakdowns.
Consumers shall intimate BESCOM in writing any change in the use of the premises such as changes
from residential to commercial or industrial as soon as such changes take place. Failure to do so will
attract penalties in accordance with the rules.
BESCOM is entitled to levy reconnection charges whenever it decides to restore supply after
disconnection due to any of the reasons mentioned above.
While every attempt will be made to maintain the power supply, voltage, and frequency within the
limits prescribed by the concerned authorities, BESCOM does not accept any liability for any damage
suffered by the consumers because of the quality of the power supply.
Consumers may pay cash or by cheque at a local bank or by DD on a local bank or credit card. In case
the cheque is not honored. The penalty will be levied and debited in the next month’s bill.

Note: It is suggested to type all the information in the application to void misinterpreting of names
and other crucial information on the application. Hence it is requested to send the data mentioned
above from a) to g). Any of our team members will type and send the application through WhatsApp
or mail for the owner to satisfy himself on the correctness of the data, and subsequently the same is
printed and signed by the registered owner on the second page at the “signature of the consumer”
column.

Original bills for at least two months are to be attached to the application. Please ensure the flat
number written on the top of the bill is correct on both bills. Sobha/Maintenance agency will be writing
the flat number. There is every possibility of making errors in entry, we cannot hold them responsible,
for the consequences of name transfer. The owner has to ensure him/herself, the bill attached belongs
to his flat, and the RR number / Account ID belongs to his/her flat.

If the flat is purchased on a bank loan, Sobha will send a copy of the sale deed to the registered mail
id in 15 days (if without a loan, you will be holding the original sale deed). A few owners getting
confused with the agreement as a sale deed. For reference, the first copy of the sale deed is attached
below. All 34 pages of Xerox copy are to be attached to the application.

The current encumbrance certificate is required to attach to the application. The same can be
downloaded from kaverionlinesevices.com. This may require the creation of a login id; you
can follow the instructions for the same. The detailed process is attached in Annexure II.

The latest tax-paid receipt is to be attached to the application. Please ensure your flat number is
appearing on the receipt. Since there is an issue on the Khata transfer, the owner name will be
appearing as Sobha Limited, this is not an issue for the BESCOM name transfer. The procedure for
paying tax and downloading the tax receipt is attached in Annexure – I.

Total amount payable based on Rs. 46.19 (Average per day) = Rs 46.19 X 562 = Rs. 25,958
Advance or any amount paid monthly basis shall be considered on arrival final amount.
On paying Rs. 25,958/- (subtract advance paid if any) Sobha Limited will issue NOC. The
same original NOC is attached to the application.
Note: The above-described methodology of calculation is done by Sobha Limited. The owner has to
ensure for accuracy and the methodology to calculate is up to Sobha limited, they may change from
phase to phase. Hence the owner has to ensure and clarify with Sobha limited.

The below-mentioned Form – IV is used for any second sale and the meter is in the
previous owner’s name for NOC. The previous owner has to sign the document without
fail.

Declaration by owner
The BESCOM name transfer application along with the documents attached are true to the best
of my knowledge. Volunteers will submit them to the BESCOM office in batches. Approximately after
one-week e-stamp papers will be received for the signature of the owner. Owners are requested to be
available for signing e-stamp papers on the date/time as mutually agreed. However, the documents
will be sent through courier for outstation owners (courier charges shall be borne by the owner). The
process is smooth and all steps in the transfer process will go seamlessly and may take about 45 days
to complete the name transfer. Once the E-stamp papers are signed, owners have to be vigilant about
pending bills. Any pending bill in your account will make the application struck in one place and may
lead to a delay in processing further.
Every care is taken in preventing typographical mistakes by the BESCOM staff. however, it is
still observed typographical errors in a few cases. Till now about 5 such cases have been identified. In
such cases, BESCOM staff are also not supportive enough and need repeated follow-ups. The software
also will not give access to name correction unless the fee is paid. BESCOM is charging about Rs 300/-
including the preparation of the request and raising the ticket and resolving the issue. Owners are
requested to keep in mind the issues resulting from spelling mistakes.
Address updating is not part of the name transfer process, as we are not requesting for change
in the address of installation. Sobha Limited should have incorporated during applying for the meter.
but on request, BESCOM staff are helping in correcting the address also. This may take another 30 days
to get updated.

Name transfers of about 30 outstation owners have been carried out. This can be done with due
support from the owners. The process remains the same, however, all communication and document
signatures will be done by the owner and the documents are sent through courier. The respective
owner has to reach the volunteer for having a smooth transfer process.
Steps for outstation candidates:

The owner will send back signed Application/E-Stamp papers /Original NOC through courier.
Step 6:
The volunteer will submit it to BESCOM on receipt.
