MANDATE
The Department of Education was established through the Education Decree of 1863
as the Superior Commission of Primary Instruction under a Chairperson. The Education
agency underwent many reorganization efforts in the 20 th century in order to better define its
purpose vis-a-vis the changing administrations and charters. The present-day Department of
Education was eventually mandated through Republic Act 9155, otherwise known as the
Governance of Basic Education Act of 2001, which establishes the mandate of the agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies,
plans, programs and projects in the area of formal and non-formal basic education. It
supervises all elementary and secondary education institutions, including alternative learning
systems, both public and private, and provides for the establishment and maintenance of a
complete, adequate, and integrated system of basic education relevant to the goals of national
development.

PREFACE
The Department of Education has to enable policies and mechanisms from which the
delivery of quality basic education can be continuously improved. The Department is
mandated to “undertake national educational research and studies” from which it can become
part of the basis for necessary reforms and policy inputs.
Recognizing the importance of research in improving the delivery of basic education
services, the DepEd started to provide funding facility for research through the Basic
Education Research Fund (BERF). DepEd also continuing its initiatives towards strengthening
evidence-based policy development and decision-making through the provision of the
research fund to eligible proponents from the National, Regional, Division Offices as well as
public elementary and secondary schools nationwide.
The Divison of Batangas City continuously sustained its research culture through the
active participation of the teaching and non-teaching forces of the SDO. The spirit of research
became a non-stop virus like the COVID-19, as all the districts in the Division are actively
conducting research festivals, conferences, colloquium and other research-related activities.
Teachers and non-teaching staff are also actively engaged in writing and conducting research.
The research findings are integrated in the planning through SIP, LCP and other plans of the
school and SDO as well.
This research manual will guide and facilitate all the teaching and non-teaching
personnel in the research management planning, processing, presenting and publishing of
research papers. The manual will served as basis or guide for educators who have passion
for research. The guidelines and research themes were included in the manual as guided by
DepEd Order No 39, s. 2016, DepEd Order No. 16, s. 2017, DepEd Order No. 26, s. 2021,
DepEd Order No. 43, s. 2015 and other standard regulatory and statutory requirements
including localized policies for research were discussed in detail in this manual to help our
researchers easily conduct research.
It is hope that this Manual will ultimately guide our instructional leaders, educators and
learners in the quest of improving multidisciplinary research that will lead to the improvement
of services and addressing issues, challenges, barriers, and gaps especially during this
pandemic times.
DEFINITION OF TERMS
For clarity and consistency, the following frequently used terms and phrases in this
manual shall be construed to mean as follows:
13. Plagiarism – is intellectual theft, i.e. presenting another individual’s work as your own
without appropriate referencing and citation.
14. Proponent/s – refers to an individual or group (maximum of three including the lead
proponent/author) that will propose and/or conduct the complete research process.
15. Referencing – is citing the authors or documents used in the research proposal and
research report. Referencing can be within the document and in the reference list.
16. Research – is a systematic process of collecting and logically analyzing data for some
purpose.
17. Research Agenda – a document containing a list of priority education research areas
to guide DepEd and its stakeholders in the conduct of research.
18. Research Proposal – is a document that provides a detailed description of the entire
research process following the template provided in these new guidelines including
documentary requirements.
19. Research hub – integrated research devices and resources; both hard and soft that
help and aid researchers in conducting research.
20. Research Management and Review System – an integrated system that use
technology applications and electronic in nature which automatically generate
database of research and reports and has the ability to automatically assign reviewers
for paper review.
ACRONYMS
The research agenda identify research topics that will fill in the critical knowledge gaps
and respond to the pressing concerns in the Philippine basic education, consistent with the
Department’s vision, mission, and target outcomes and in line with local and international
developments in the sector.
This manual also includes the Division Research Agenda in times of COVID-19
pandemic as well as the Regional Office Basic Education – Learning Continuity Plan (BE-
LCP) Framework focusing on the key dimensions.

This theme covers the actors, activities, and fundamental aspects of teaching and
learning in various contexts. Specifically, the research agenda looks into the strategies, best
practices, and facilitating and hindering factors relative to five sub-themes, namely: instruction,
curriculum, learners, assessment, and learning outcomes.
A. INSTRUCTION
Instruction incorporates strategies to enhance the teaching-learning process.
Particular attention is given to teaching various subjects in light of reforms under the K to 12
Program, and the growing importance of honing well-rounded learners able to compete in the
current as well as future economies. Key topics under Instruction include, but are not limited

On the other hand, Curriculum will focus on the contribution of the new K to 12
Curriculum on improving learning outcomes. With the integration of skills and competencies
such as DRR and CCA in the delivery of the new curriculum, looking at effectiveness is crucial.

Research plays a crucial role in the effective planning and decision-making among
educational leaders and administrators. It also serves as basis for teachers to improve
instruction especially during pandemic times.
The following thematic areas for research were identified in the focus group discussion
conducted by the Division Office during the assessment and validation of the research
management and activities:

2. Data privacy, security and protection measures
3. Learning delivery modalities (online, modular, blended learning, etc.)
4. Partnerships and linkages in the “new normal”
5. Education technologies and digital workplace
6. Social and behavioral response and the impacts to different sectors in the society
of COVID-19.
A. For funded and non-funded research, the Schools Division Research Committee
(SDRC) will assume the responsibilities of research management at the schools
division level. As per DepEd Order No. 16, s. 2017, the following are the duties and
responsibilities of the SDRC:
1. Provide directions on research initiatives through the national and local Basic
Education Research Agenda, and other identified priority areas in the Division;
2. Evaluate and approve research proposals and other related research initiatives
from the schools and community learning centers (CLCs) to be funded under
BERF;
3. Evaluate and approve research proposals and other related research initiatives
within the schools division office to be funded by other fund sources;
Accelerate Learners Achievement with Excellence and Humility
1. Lead with the guidance of school head, the management of research in the school as
well as the formulation of School Research Committee;;
2. Provide technical inputs in refining the research papers of the teaching and non-
teaching personnel in the school;
3. Conduct pre-screening of submitted research proposals and final papers with the
members of the SRC to be submitted to the district research coordinator;
4. Develop strategies in managing school-based researches and have an organized
records management of all researches in schools;
5. Monitor the status/progress of the basic and action research activities through online
or offline monitoring;
6. Facilitate the conduct of school-based research conference/training/Webinar/forum
through SLAC or other school activities;

The National and Regional Research Committees will spearhead the periodic
call for research proposals in their respective areas at least once a year, or as deemed
necessary by the committee and/or the funding source. Calls for proposals will be
made in view of maximizing the efficiency of the process, and use of funds. The SDRC,
in coordination with the RRC, will assist in wide dissemination of the call for proposals
in schools.
For the Division, it may conduct advanced call for research proposals to
prepare the researchers and to provide them the necessary technical assistance
before submitting the research papers to the Region. The Secretariat at all levels will
conduct dissemination and capacity building activities on the preparation of the
research proposals and funding opportunities.
The proponents will be given one (1) month after the posting of call for
proposals to submit the intended study. The research proposal will be submitted in
either hard or electronic copies to the appropriate research committee.
B. Evaluation of Proposals
a. Initial Screening
The Secretariat will conduct initial screening of submitted proposals against the
eligibility requirements. Proposals falling under the following conditions will not be
further evaluated and will immediately returned, with technical inputs, to the
proponents:
1. Incomplete documentary requirements as prescribed during the call for
proposals;
2. Conflict of interest in personal and professional aspects, which may influence
the impartiality of the parties concerned, whether the proponent or the research
manager;
3. Non-conformance to research ethics;
4. Exceeding the maximum amount of research grant with no provision for cost-
sharing;
5. Non-alignment of research topic with the national and local Basic Education
Research Agenda; and
6. Cost estimates not within the existing accounting and auditing rules and
regulations.
The Secretariat will duly inform the proponent of the results from the initial
screening. The proponents who passed the initial screening shall then be endorsed to
the respective research committees for a more rigorous evaluation.
For researches that will involve Indigenous Peoples (IP) learners, Indigenous
Cultural Communities (ICCs), Indigenous Knowledge Systems and Practices (IKSPs),
and Indigenous Learning Systems (ILSs), the Secretariat shall conduct a discussion
with the recognized community representatives or elders in IPEd implementation from
the community/ies to be involved in the research to validate the proposal’s compliance
with the ethical requirements.
C. Committee Evaluation
The Secretariat shall prepare the completed staff work for the research
committees prior to the evaluation of the proposals. The research committee shall
evaluate the proposals using the criteria and scoring template. At any point in the
evaluation process, the committee may contact the proponent for clarifications through
the most cost-effective means.
For researches that will involve IP learners, ICCs, IKSPs, and ILSs, the
committee may contact recognized community representatives or elders from the
communities to be involved in the research to clarify any concerns related to the
conduct of the research.
To qualify for approval, the proponent must have a minimum score of 70%. The
research committee shall provide comments if any to the proposals, for consideration
of the proponent prior to the implementation of the research.
D. Notification of Results
Once the research committee has evaluated the proposal, the secretariat will
send a notification letter of the results of evaluation to the proponent. For approved
proposals, the Secretariat will conduct an orientation to brief the proponents on the
requirements, roles, and responsibilities of both the researcher and the concerned
committees. For disapproved proposals, proponents are encouraged to resubmit their
proposals for consideration once they incorporate the comments from the previous
evaluation. Technical assistance may be provided by the secretariat.
E. Progress Monitoring
The Secretariat shall track the progress of all approved work plan, and provide
technical assistance as needed. As research managers, the NRC, RRC and SDRC
will conduct random visits to the locations of research, and discuss with the
researchers the status of their studies.
F. Technical Assistance
Technical assistance will be provided by the research managers to the
researchers based on the feedback from the progress monitoring. PRD-PS, PPRD-
RO, and the SGOD will assist the researchers, if needed or as requested, at any point
during the research implementation.
For modification on the research design of the same research topic, the researcher
must write a letter to the relevant research committee detailing the changes made.
The research committee will evaluate the changes for their approval. The approved
research topic cannot be changed by the researcher at any point during the study.
Cost implications due to changes will not be granted with additional DepEd funds,
unless another funding source is available for this purpose. Cost-sharing
arrangements, if applicable, should be explicitly indicated in the proposal.
Request for Extension – in the event that the grantee sees the need for an
extension, a letter of request for extension with justification must be submitted to
the chair of the relevant committee. Valid reasons for extension such as, but not
limited to, illness of the researcher, occurrence of disasters, and other extenuating
circumstances will be decided by the Committee. The request for extension will be
approved, provided there will be no additional cost to DepEd. The researcher will
be allowed only one request for extension. The duration of extension will be
assessed and decided by the Research Committee. Granted extensions will not
exceed one (1) year.
J. Archival
The SGOD may set-up mechanisms to archive all completed education
researches, along with other relevant documents, such as the data sets during the
study. The SDO has its Research hub/center where all research documents, hard and
soft copies are all integrated and stored. There are also two main e-systems that will
be available to researchers and reviewers, namely the Research Management and
Review System and the Turnitin® software, an anti-plagiarism software.
All submitted and evaluated researches as well as researches from external
clients will be stored in the Research hub/center. This will also serve as meeting place
for the SDRC on research matters, and shall be maintained from time to time by the
SDO through research focal person.
Apart from the progress monitoring of the researches being conducted, PRD-
PS, PPRD-RO, and the SGOD shall conduct monitoring and evaluation of the entire
research management cycle within their respective areas to continuously improve the
management of research. Feedback will be communicated through M and E platforms
in their governance levels.
L. FUND SOURCES
This fund will support education research initiatives in the Department such
as, but not limited to, funding for approved education research proposals of DepEd
employees, capacity building, research dissemination and utilization, policy
development, technical support, and monitoring and evaluation. BERF is output-
based. The release and liquidation of funds are dependent on the submission and
acceptance of the grantee’s deliverables. Once the deliverables. Once the
deliverables are accepted by the research committees and submitted to the Budget
and Accounting Divisions, the approved amount will be released to the grantee.
The Secretariat will inform the grantee when the funds are released. The allotted
amount will be released to the grantee through the most cost-efficient means.

b. Special Education Research Fund (SEF) for Research through Local School
Board (LSB)
The Special Education Fund (SEF) through Local School Board (LSB)
provides the source of funds for the supplementary annual budgetary needs for the
operation and maintenance of public schools within the province, city or
municipality through an annual SEF budget. There is a certain fund allocation
(DepEd Order No. 10, s. 2017, Section 4.1.4.1.) specifically for educational
research programs, projects and activities involving learners and teachers in the
Division.
All members of the top management, EPSvr, and PSDSs are encouraged to conduct
researches on their respective fields of specialization or assigned programs and
projects (PAPs).
SEPSs, EPS II, SDO personnel and non-teaching personnel are also encouraged to
conduct action or basic research in order to address problems, issues, and challenges
in their respective workplace or section.
C. School Heads
1. School Heads are encouraged to conduct research in-line with the Key Priority
Areas or Priority Improvement Areas (PIAs), managerial and leadership areas as
well as other BERA themes that will support their decisions and planning for the
betterment of the school, its personnel and most importantly the learners.
2. The school heads will coordinate and inform the School Research Coordinator as
well as his/her immediate supervisor (PSDS) about the conduct of the research.
3. The research proposal once approved by the immediate supervisor, may be
submitted/endorsed together with other research proposals from teachers, to the
District Research Coordinator and will be forwarded to the Division for evaluation
and approval of the SDRC.
4. When the research proposal is approved, and evaluated by the SDRC, the school
head can then continue with the conduct of the study where the PSDS may serve
as the mentor.
E. All Researchers
1. All researches will be evaluated following on the Research Management
Guidelines and Processes;
2. The maximum research team members for basic and action research shall not
exceed three (3);
3. All research papers submitted for the annual Division Research Conference of
Basic Education Researchers (DCBER) as well as funded and non-funded

1. Potential Research Partners
The NRC, RRC, and SDRC may partner with the following institutions:
a. State universities/colleges and other academic institutions
b. Development partners
c. Non-government Organizations (NGOs) and Civil Society Organizations
(CSOs)
d. Other government agencies/Local Government Units (LGUs)
e. Partnerships with Indigenous Cultural Communities (ICCs)
The SDO will also conduct annual assessment and validation of the research
management performance of the schools and the division using the tools in Annex 7
and 8. The Division Research Management Performance Measure is intended to
account the emerging practices and the research culture of the schools and division.
The results will explore the research management viability of each school. Also, the
results will provide direction for the learning and development plan and will serve as
basis for policy formulation and recommendation.
There are three major domains in this tool are:
1. Research Output – This domain include the actual basic and actions
researches and continuous improvement projects in schools. Other
research outputs like thesis and dissertations submitted to the division and
schools.
2. Quality and Research Utilization – It is about the synergy between
research outputs and practices such as improvement of student learning
and other relevant use of the results.
3. Institutionalization of Research Culture – This include research culture,
institutionalization of research fora and conferences, institutionalization of
research journal publication, mechanisms/framework for
dissemination/utilization of research outputs, hiring and promotion for
DepEd personnel (long-term basis), and mechanism and access to
research portal.
4. Efficiency (Timing, Quality, Cost of Output) – This domain include
mechanism to impact to student learning/school improvement, mechanism
for continuous improvement/professional development such as
benchmarking, immersion, writing retreat and etc.
5. Networks and Linkages – This include the number of engaged partners,
the technical assistance/capacity building availed from partners, and
mechanisms for advocacy.
A funded or non-funded research project proposal which met the criteria using
the evaluation research tool will be implemented and constantly monitored by the
Accelerate Learners Achievement with Excellence and Humility
concerned division personnel (i.e. PSDS, EPS, School Heads) and the utilization of
research findings shall be facilitated by the Monitoring and Evaluation Section as well
as Planning and research Section most especially during policy review, policy
formulation, budgeting, planning and for other purposes relative on improving schools
and Division’s performance. For funded research like BERF, the steps in the research
management cycle flowchart shall be strictly followed.
The Department of Education issued the Amendment to DepEd Order No. 16, s. 2017
titled Research management Guidelines (RMG) in support to the policy development process
and research agenda, and to provide guidance in managing research initiatives in the national,
regional, schools division, and school levels. Ensuing from policy monitoring as well as the
changes brought about by the COVID-19 pandemic, certain provisions of RMG shall be
amended in order to support DepEd researchers in conducting research to further improve
learning delivery and governance from SY 2020-2021 onwards.
On the other hand, ROs without established mechanisms for digital signatures shall
allow the initial submission of scanned copies of the MOA and the subsequent
submission of the original document to the RO. Expenses for courier services shall be
eligible under the BERF grant.
The policy shall be effective starting SY 2020-2021 onwards. All other provisions stated in DO
16 s. 2017 shall remain enforced unless repealed and amended by other DepEd issuances.
Conducting and writing a research paper is not an easy task. Also, research plays a
vital role in the academic development and in so many aspects of teaching and learning as
well as governance and operations in education. However, there are only few teaching and
non-teaching personnel venture into this challenging undertaking. Hence, incentives may be
given to researchers whose research papers are commendable, presented and published
from local and international levels.
Among the incentives that the researchers may receive or enjoy are not limited to the
following:
1. Inclusion of the research paper in the Division Research journal once reviewed and
approved by the reviewers;
2. Credits ranking and promotion purposes;
3. Cash incentives;
4. Credits for teaching and non-teaching personnel performance (IPCRF/OPCRF);
5. Free travel in both domestic and ASEAN countries when the paper is accepted in a
reputable/highly recognized publication journal and conference or DepEd initiated
research activities. The budget will be included in the request for SEF-Research and
will be subjected by the LGU approval. The researcher will inform the office and send
the acceptance letter and request for budget with itemized expenditures, to the SDO.
6. The research paper may be endorsed to the Regional and Central Office for
presentation or publication; and
7. Research recognition awards
