1.0 Purpose
This document aims to:

1. define the policies and guidelines in the conduct of institutional assessment


of learner
2. establish procedures and maintain a standard for the conduct of institutional
assessment of learner

2.0 Scope
This Manual covers the conduct of institutional assessment for institution-based
training in all qualifications.

3.0 Responsibilities

Quality Manager Ensures that the conduct of institutional assessment


adheres to standards and institutionalized processes
and procedures.
Quality Management Ensures that the established documented
Representative procedures are consistent with the requirements
of QMS
Trainer Implements these procedures in accordance
to existing rules and policies.
TTI Quality Management Implements preventive and corrective actions for
Committee (TTIQMC) any deviation from established rules and policies.

4.0 Definition of Terms


- A certificate issued to a trainee who passed the
Institutional Assessment for each Unit of

Certificate of - Certification of a smaller set of courses or
Achievement modules or units which are designed to provide
learners with knowledge, skills, values and
competencies in a narrow area of study and/or

Competency Based Refers to a system by which the learner acquires

demonstrated ability rather than on the time spent

Evidence Plan Refers to a document which consist of evidence


requirements with the applicable method of
assessment to be used in assessing the candidate
for a particular qualification. (2021 TVET Glossary
of Terms)
Feedback A written or oral report of failures, defects,
shortcomings and other experience which can be
used to influence design, performance and costs.

Institutional Assessment is the process of collecting evidence and making
judgment on whether the required competency
has been demonstrated or achieved.

Learner an inclusive term referring to anyone learning,


including pupils at school; students at colleges,
traditional universities, comprehensives, and
universities of technology; apprentices, learners in
learnerships, interns; people undergoing training,
and people learning non-formally and informally
as well as people enrolled for particular
qualifications or part qualifications (SAQA 2013,
South Africa)

Teaching Personnel refers to the personnel of the TVI either


(Trainer) permanent or job orders that serves as the
learning facilitators for all its registered
program offerings. As a criterion, it is the
minimum number of teaching
personnel per CTPR. (TESDA Circular No.
090 s. 2018)
Unit of Competency A component of the competency standard stating
a specific key function or role in a particular job or
occupation serving as a basis for training an
individual to gain specific knowledge, skills and
attitude needed to satisfy the special demands or
requirements of a particular situation. (2021 TVET

Procedure Details
5.1 Application for Institutional Assessments Forms

All learners who shall pass the institutional assessment Institutional

competency-based training conducted, either per cluster
competency or per unit of competency, whichever is

The learners shall apply for institutional assessment and


shall submit their compliances on or before the scheduled
application for institutional assessment.
5.2 Checking of the Completeness of the Learner’s

If the learners should opt not retake the Institutional p Achievement Chart

Records shall be marked as “Incomplete.” Likewise,
they shall not be allowed to proceed to the next Unit of
Competency as per Module of Instruction.

The trainer shall gather evidence based on the evidence


plan and the institutional assessment tools. The evidence
gathered shall be the basis for the feedback to be made
by the trainer.

The trainer shall record the results of the institutional


assessment and shall appropriately mark the significant
documents such as the achievement and progress
charts, and the Learner Record Book, and the Learner
Achievement Monitoring Report.

All learners marked as “Incomplete” shall not be eligible


for SIL (as applicable) and National Competency
Assessment for the full qualification unless they pass the
Institutional Assessments.

5.5 Awards Certificate of Achievement Forms


The trainer shall prepare and award a Certificate of p Log Sheet for
Achievement of the learners for every Institutional Issuance of
Assessment they successfully completed. The registrar Certificate of
Achievement
may assist the trainer in the preparation and awarding of p Certificate of
the Certificate of Achievement to the learners. Achievement
