1. POLICIES
A. NDRRMC LAW
RA No. 10121 of 2010, or the DRRM Act.

Republic Act 6975, otherwise known as the Department of the Interior and Local Government
(DILG) Act of 1990

2. ORDERS
- The city government spearheaded by the City Disaster Risk Reduction and Management Office
(CDRRMO), Philippine National Police (PNP), and Red Cross conduct a full-scale disaster rescue
mission on the affected areas of Baguio City. Moreover, Benguet Electric Cooperative (BENECO)
and City Environment and Parks Management Office were called to handle the situation before the
storm’s arrival. Baguio City residents are advised to continuously monitor weather reports, ensure
sufficient food and water supplies, carry out any necessary home repairs, secure pets in safe places,
and evacuate immediately and calmly if directed by authorities to avoid flash floods and landslides.

SITUATION:

1. GENERAL
A. The Philippines is located just above the equator and faces the western Pacific, with little else
to absorb the energy of storms before they hit land. Storms are fuelled by the warm, tropical
waters, which produce roughly 20 typhoons each year. The Philippines has the world’s hottest
ocean temperatures – frequently above 28°C, the minimum temperature for typhoon formation.
This is set to increase with climate change, increasing the frequency of typhoons.

2. SPECIFIC
1. FLOOD
- Baguio is located on a typhoon belt and receives an average of five tropical cyclones a year.
Tropical cyclones are associated with extreme rainfalls and high wind speeds, which result in floods
and landslides and damage the infrastructure.

TASK ALLOCATION
1. CDRRMO
A. The CDRRMO closely monitors weather conditions and receives updates from relevant
agencies to provide timely warnings and advisories to the public.

B. Identifies high-risk areas and coordinates with local government units to plan and execute
evacuation procedures, ensuring the safe relocation of residents to designated evacuation
centers.

C. Serves as the central coordinating body for emergency response operations, ensuring effective
communication and collaboration among different agencies and stakeholders involved in
disaster response.

2. PNP
A. Evacuation and Safety:
The PNP plays a critical role in coordinating and executing evacuations, ensuring the safety of
residents by guiding them to designated shelters or safe zones.

B. Maintaining Order and Security:


They are responsible for maintaining law and order during the crisis, preventing looting, ensuring
the safety of the affected areas, and potentially assisting with traffic control and managing crowds.

3. RED CROSS

A. Red Cross and similar organizations collaborate with local authorities to develop evacuation
plans. This involves identifying safe evacuation routes, establishing evacuation centers, and
coordinating with local governments to ensure a smooth evacuation process.

B. Often plays a key role in coordinating logistical support, including the pre-positioning of relief
supplies such as food, water, medical supplies, and shelter materials. This ensures that these
resources are readily available in the aftermath of a typhoon.

C. In the event of a typhoon, the Red Cross may be involved in search and rescue operations to help
people who are stranded or in immediate danger.
