1.0 INTRODUCTION
1.1 BACKGROUND
The Electrified Double Track Project involves the construction of an estimated 197km new
proposed electrified double track railway from Gemas to Johor Bahru. The project can be
divided into fifteen (15) blocks, namely:-
This design report will cover the geotechnical design aspects for this project such as ground
improvement works, retaining wall assessment and box culvert foundation in Block 15. This
report shall be read together with the Soil Investigation Factual Report which was prepared
based on all the available subsoil information gathered from the soil investigation carried out.
Block 15 starts from CH.746000 to CH.754180 that is between Kempas Baru to Johor Bahru
Station. The total stretch for Block 15 is approximately 8.18 km.

The ground is a product of continuing natural and man-made processes and therefore
exhibits a variety of characteristics and properties that vary from place to place and can
change with time. Geotechnical engineering involves gathering and assimilating limited
facts about these characteristics and properties in order to understand or predict the
behaviour of the ground on a particular site under certain conditions. This document
reports such facts obtained by inspection, probing, sampling and testing. They are
directly relevant only to the ground at the place where and time when the investigation
was carried out.
The interpretation and recommendations are therefore opinions provided for our Client's
sole use in accordance with the engagement. As such they do not necessarily address
all aspects of ground behavior on the subject site. The responsibility of Sepakat Setia
Perunding (Sdn) Bhd (SSP) is solely to its Client (Design and Build Main Local
Contractor, SIPP-YTL JV). It is not intended for and should not be relied upon by any

Based on the “Geological Map of Peninsular Malaysia”, 1985 published by the Department of
Minerals and Geoscience Malaysia, Block 15 area which is from Kempas to Johor Bahru, is
entirely dominated by Quaternary deposits. The Quaternary deposits that covering the site area
are Beruas and Simpang Formation. Beruas formation is also known as Young Alluvium as
described by Suntharalingam (1987). This formation consists mainly of unconsolidated clay, silt
and sand but less gravel deposits that are carried within the fluviatile environment. Underlying
Beruas Formation is Simpang Formation. This formation being the oldest formation, a complex
of unconsolidated sediments consisting of sand, gravel, silt and clay in mixtures. Simpang
Formation is also considered to be equivalent to Old Alluvium (Walker, 1955). The geology is
shown in Figure 2.1
The soil profile along the alignment shows a consistent pattern of weak soil and ranging from
1m to 3.5m thick except at localised areas where the weak soil can be extended to 8.0m. The
design is based on the refined soil parameters interpreted from confirmatory Mackintosh Probe
(MP) and Trial Pit (TP) together with existing boreholes (BH) and Cone Penetration Test (CPT).
The available Soil Investigation (SI) results are presented in Appendix A & Appendix B for
reference. Generally, the subsoil is mainly composed of very soft to hard sandy Silt/Clay and
silty Sand along the alignment in Block 15.
Generally, thin layer of weak soils with SPTN less than 4 or Mackintosh Probe resistance less
than 40 blows/ft can generally be found along the alignment particularly at the river valleys and
low lying ground. This is predominantly alluvial deposit overlying the residual soils. As the soils
are not predominantly of highly plastic soft soil, it is termed “weak soil” for the current design
intend.
As discussed earlier, the weak soil can generally be divided into 2 distinct layers namely the
upper weak layer and the lower weak layer as shown in Table 3.1. The weak soils are
underlain with firm to stiff soil with SPTN values ranging between 4 and 8.
The current design caters for both short term and long term analyses. For short term analyses,
undrained parameters will be adopted for all weak layers while drained parameters will be
adopted for both fill materials and also medium stiff layers due to the stiffer and highly
permeable properties. For long term analyses, drained parameters will be adopted for all soil
layers.
The consolidation parameters of the underlying weak cohesive subsoil, such as the coefficient
of consolidation, cv, compression index, cc and the pre-consolidation pressure, Pc’, were
determined from the one-dimensional consolidation test. From the test results, compression
ratio (CR = cc/1+eo) parameter can be derived.
The plots of the above consolidation parameters are presented in Appendix B for reference.
Generally, the weak soils in this location are of relatively low compressibility with a CR value of
0.15 (moderately conservative) except localized areas where higher CR value of 0.22 has been

adopted. By adopting a moderately conservative approach, a cv value of 10 m /year has

generally been adopted except localised areas where lower c v values of 5 m /year has been
used in design. The summary of the different consolidation parameters based on the laboratory
test results are presented in Table 3.2 for reference. The plotting and derivation of such
parameters can also refer to Appendix B.

The groundwater level measured from the boreholes were summarized and ranges from 0.5m
to 7.5m below ground. A ground water level of 1m has been adopted in the current design.

Practical Completion.

Maximum differential settlement of 10mm of a chord of 10m over 6 months from the date of
issuance of Certificate of Practical Completion.

The design criteria used for embankments and areas of fill based on the following:
For low embankment generally less than 2m high, the design of ground treatment shall also
consider the dynamic requirements in addition to the static requirements (stability & settlement).
The induced stress on the foundation soils due to repeated train loading shall be maintained
below the threshold strength of the foundation soils in order to minimise the long-term
settlement due to cumulative plastic deformation under repeated loadings.
The induced stress due to the train loadings has been determined as shown in the substructure
report (GJBEDTP/R/CRJGR/DR/SIPY-GCU/GE/T-GE/0001). The threshold shear strength of
the foundation soil is taken as half the ultimate compressive strength of the soil (i.e. Su for clay)
as recommended in “Track Geotechnology and Substructure Management” by Seliq, ET &
Waters, JM, 1994.
5.1 GENERAL
Ground treatment for the railway alignment was designed based on the following:
a) Interpreted subsoil profile and ground water levels based on available soil investigation data
b) Provided fill embankment height and profile
c) Design criteria set for the project
There are four (4) types of proposed ground treatment for Block 15 as below:
a) Ground improvement with complete removal and replacement (R&R)
b) Surcharge preloading with partial removal and replacement (R&R+S)
c) Stone Column (SC)
d) Piled Embankment (PE)
The details of the proposed ground treatment works are discussed in the following sections.
5.2.1 GENERAL
Complete removal and replacement involved total removal of the weak consolidation layer. This
approach of ground treatment eliminates the weak soil which would cause settlement due to the
additional embankment fill. Along the alignment of block 15 where complete removal is to be
carried out, the MP and BH results generally indicate a weak soil layer of approximately 1m to

3.5m thick except at localised area where thicker weak soil up to 6.0m was discovered. The
depth of R&R for complete removal and replacement has been determined using Mackintosh
Probe (MP) blow count of 40. The extent of the ground treatment areas was identified and listed
in Appendix C.
Only several localised areas where the weak layer is slightly thicker. This type of soil condition
is addressed by using surcharge preloading with partial R&R.
Stability analysis has been carried out on embankment with critical conditions (i.e. high
embankment fills).
The slope analysis is carried out by using software SLOPE/W GeoStudio a computer program
developed by GEO-SLOPE International Ltd. All the slope analysis is based on Morgenstern-
Price Method assuming circular slip failure surfaces which satisfy both in moment equilibrium
and force equilibrium of the slope as per the design brief. The followings are factors that
considered in slope stability analysis:
a) Total loadings as mentioned in Section 3.4 is used to stimulate the superimposed dead load
and train live load (normal and extreme condition).
b) The design slope gradient is 1V:2H with 3m berm width at every 6m height.
c) Ground water table at 1m b.g.l.
The output of the stability analysis is enclosed in Appendix D. The summary of the slope
stability analysis is shown in Table 5.1 below.

5.3.1 GENERAL
Surcharge preloading is basically the earth fill carried out on top of the embankment to impose
a preload to stimulate the anticipated future loads and to accelerate settlement. The excess
surcharge material is removed once preloading is completed. To ensure that the construction
program can be planned effectively, the preloading is carried out together with R&R.
Partial removal and replacement up to 3m or slightly more has been adopted on soil where
thick soft materials are encountered. The remaining weak soil (MP blows between 20 and 40)
shall be treated with surcharge to ensure meeting the settlement requirements. A surcharge fill
will be placed over the embankment to accelerate the settlements of the remaining weak soil.
As mention in the previous section, areas with thick soft soil which required partial R&R with
preload are localized. The extent of the ground treatment areas was identified and listed in
Appendix C.
Settlement analysis has been carried out for critical sections based on embankment height,
thickness of R&R and remaining weak soil. Total settlement at the end of surcharge period and
the remaining residual settlement are summarised in Table 5.2 below.
The detailed settlement analysis and the time rate settlement are shown in Appendix E.

d) Ground water table at 1m b.g.l.
e) Undrained parameter with gain in strength is adopted for weak layer for long term condition.

Vibro replacement (Stone Column) is adopted when the soft or unsuitable layer exceeds 6m.
The locations of stone column are summarized in Table 5.4.
The treatment involves the construction of stone column at a regular spacing range between
2.5m to 1.7m. The column spacing was designed on the basis of slope stability calculation to
assure a safety factor greater than 1.5. A square grid pattern is proposed with the diameter of
column of 1.0m. The detail calculations for the composite soil are shown in Appendix D while
the summary of the design spacing for the stone column is as tabulated in Table 5.5 below:
Stability and settlement analysis have been carried out for critical sections based on
embankment height and weak soil. The output of the stability analysis is enclosed in Appendix
D. The summary of the slope stability is shown in Table 5.6 below.

Depending on soil condition, piles are proposed at locations with relatively high embankment
and thick soft soil areas where all previous methods are not able to meet the stability or
settlement requirements. The piles will generally be required to be driven to refusal in order to
achieved the requirement working load. The load of the embankment is transferred to the piles
through a raft design to meet the structural requirements. The summary of pile working load
and raft design is presented in Table 5.7 for reference. Detailed calculations of pile capacity
and raft are presented in Appendix F for reference.

In order to ensure that the design criteria are fulfilled, instrumentations can be utilized for
monitoring purposes. Types of instruments that shall be installed at ground treatment locations
are as follows:
Rod settlement gauges (RG) shall be installed at the original ground at spacing of 100m
(staggered) and settlement markers (SM) shall be installed at the top of embankment at spacing
of 100m (staggered), unless otherwise stated in the drawings, for the following locations:
- partial removal
- stone columns areas
Inclinometers and displacement markers shall be installed at the edge of the side slope to monitor
the lateral subsoil displacement. RSG/SM and DM readings shall be used to plot the Matsuo chart
during the filling works. With the monitoring results, the rate of filling can be controlled to prevent
triggering of slip.

After final embankment Twice a month (fortnightly) for subsequent 3 months and

Asaoka plot will be used to monitor the progress and predict the final settlement. Surcharge of soil
will be implemented to accelerate the settlement if the criteria are not fulfilled.
Shallow foundation is often considered for foundation design due to wide and long geometry of
VBC base area. Safe bearing pressure is calculated using Meyerhof equation given below.

For Box Culvert where the allowable bearing capacity is not achievable, a 300mm crusher run
will be layed on the existing ground before the casting of box culvert. Plate load test will be
carried out after wards to justify on the actual bearing capacity. Basal reinforcement will be
proposed if the results are not favourable.
Reinforced Concrete wall (RC), and Reinforced Earth Soil Wall (RS) are proposed at locations
along the track where there are space constraints or to avoid encroaching Right of Way (ROW)
and existing road. Locations and the required height of retaining wall along Block 15 area are
summarised in Table 7.1 below.
The stability of retaining structures adopted for this project shall achieve the following criteria:

8.0 CONCLUSIONS
Detailed study, analysis and design calculation has been carried out to ensure that the
proposed railway embankment can be safely constructed and also ensuring that the completed
embankment be able to satisfy the required performance criteria. The following conclusions can
be made:
a. Generally, the subsoil can be categorised into two relatively distinct layers which consists
of very soft Silt-Clay and medium dense to hard sandy Silty Sand along the alignment in
Block 15.
b. The proposed ground treatment scheme for the project consists ground improvement with
complete R&R, surcharge preloading with R&R , stone column and piled embankment. The
reason for adopting the relevant type of ground treatment along the alignment have been
discussed in detail in the above sections.
c. Stability check carried out at the complete R&R area shows that the slope stability satisfied
the minimum FOS requirement.
d. Stability analysis carried out for partial R&R and stone column with surcharge satisfied the
minimum FOS requirement for both short term and long term.
