How to create a new Scheme/ Document

1) Click on “Parameters” on the left side black menu bar


2) Click on “Scheme/ documents” under Parameters.
3) Click on “New”
4) Fill in the form with required details:
a. Language: Primary language in which Scheme/ Document is to be created.
b. Name: Scheme Name as per Govt Notification.

Scheme Name:
● First letter of every word in the Scheme Name should be in capital letters.
● Suffix the Scheme Name with the state code. Example: _DL, _MH (No
space between the scheme name, underscore and the state code) For
example: Janani Suraksha Yojana_DL
● Use State Code as mentioned in Annex-1 at the end of this document.

Note:
● One scheme should have the same spelling for different state extensions.
The scheme name spelling should be exactly same as mentioned in the
Govt notification/ website.
● Please ensure the translation of scheme name is done in the regional
language at the time of scheme creation on the portal.
Do not yourself change the name of the scheme. For example: if the government
guidelines mentions name of the scheme as ‘Chhatravati’ and that’s how it is
known or accepted don’t change it to ‘Scholarship’.

c. Type: Drop Down (Scheme/ Document)


d. Forms: Drop Down (Not required/ required)
e. Target Beneficiary Type: Drop Down (Individual/ MSME);
f. Rating: Skip
g. Start Dates: To be mentioned as per Govt Notification
h. End Dates: Add if specified in the Govt Notification (Eg: Scholarship Schemes
will have an end date)

5) To add further details about the Scheme, click on “Schemes” (on the left side black
menu bar) & then click on “All Schemes”
6) Search for the Scheme Name that was recently created in Step 4 above.
7) Click on the Scheme Name
8) Click on the Edit button for the Details tab & add the following details:
a. Scheme Type (en): from the drop down values
Type refers to the funding pattern of the scheme:
Central Sector Scheme: Where the scheme has exclusive funding from the central
government and the role of the state is only the implementation of the scheme, it can
be referred to as a central sector scheme.
Centrally Sponsored Scheme: Where the scheme has co-funding from the central
government and the state government and the implementation and eligibility can be
modified at the state level, it shall be referred to as a centrally sponsored scheme.
Other central Scheme: Where the scheme has no definite funding pattern or no
monetary benefit in cash or kind is transferred to the beneficiary, it shall be referred
to as other central scheme. For example: Digital Health ID has no funding
component and therefore can be segmented as other centre scheme.
State Scheme: Where the funding pattern of the scheme has exclusive funding from
the state government, it shall be referred to as a state scheme.

Note:
● If a scheme is a Central sponsored scheme, then we should tag the
corresponding State and Center department both.
● If a scheme is State scheme, then we should only tag the corresponding
State Department.
● List of Department (State / Central) will be pre loaded on the portal.
Please do not create any new department.
● If a new department is to be added, please send a request for the same
to the Line Manager who would share the requirement with the Product
team.
If a scheme is a Private scheme, you should create a new parameter for name of
the organisation and map the scheme accordingly.

b. Program Name (en): …… (non-mandatory)


c. Central Department/Agency(en): From the drop down values.
i. Add the name of central department/ ministry associated with the
scheme.
d. Linked to parent scheme : From the drop down values (Yes/ No).
e. State Department/Agency(en): Select the appropriate department from the
drop down for the Scheme as per Govt notification. Skip this, if the Scheme is a
central Scheme.
f. Name of State: Add the State from the drop down for which the Scheme is
created. For central schemes, all state names are to be mapped.
g. Beneficiary Type: Add from the drop down, Beneficiary Type can be multiple
also. (Eg: Scheduled Caste, etc. )
h. Service Type: Add from the drop down. (Eg: Insurance, Subsidy, etc. ) Refer to
the SOP
i. Value to be captured during proof upload: Skip
j. SDG's Impacted: Skip
k. Comments: Any additional information to be provided (Add bullet points &
keep it short & crisp)
l. Form Required: Skip
9) Click on the “Save” button on top.
10) Click on the next tab “Benefits”& again click on the edit button on the right hand side
to add following details:
a. Benefit Amount(Description):

Benefit Amount: 2 to 3 word description of the scheme.


Example:
● Loan up to Rs. XXX (Do not write “upto” without space in between)
● Rs. 6000 per year (in case of schemes involving recurring benefits like
pension or scholarship type schemes) (per year AND NOT per
annum, NO comma to be added for number representation beyond
1000 eg: 6,000)
● Rs. 5000 to Rs. 10000 per year (where a range has to be provided, like
scholarship schemes where benefit may vary based on class or
education level)
● Free Healthcare, Free Education (in case of non-financial benefit
schemes)
Rs. 100000 (one time) – In case of schemes where an amount is provided as
one time financial assistance. Eg. Financial assistance for marriage, etc.

b. Benefit Value: Skip


c. Benefit Value Calculation Description (en): Skip
d. Scheme Description (en):

Scheme Description: -
● Describe the scheme in a few lines including:
o Who is the beneficiary, what is the benefit, etc? (It should be
crisp & not exceed 3-4 lines for any scheme)
● Flow of description to be kept as follows: (as much as possible):
o “The scheme provides for ………(brief about the service -
financial assistance of Rs. XX/loan up to Rs. XX /free
treatment/monthly pension/grant etc.) to people who are
………… (brief about the beneficiary type – widow/senior
citizen/people engaged in agriculture activities/handicapped
etc.) for ……… (purpose of scheme – starting own business /
sustenance / purchase of equipment / care during pregnancy /
marriage of daughter etc.) “
e. Process (en):

Process:
Provide step-by-step guide for the citizen / Haqdarshak for completing the
application process. It should capture following points as applicable:
1. Must include the details of where to go, what to do and how to do
the application. It should also include the name of the department
where the process is to happen (Eg. District office of Social Welfare
Dept) and mode of application process - offline or online.
2. Imp Note: Who will be the applicant under the scheme. In cases
where the scheme is for minors or for death of a family member and
the applicant is different from the beneficiary we should mention
specifically “Who should apply for the scheme”.
3. Mode of receipt of benefit.
a. Eg. Direct transfer to bank account, to be collected from the
departments, to visit any centre.
4. Maximum timeline prescribed by the government for processing the
application forms, if any. Most state governments have state laws
which define the maximum timeline that can be taken by the
department to process the application. It does not cover all services.
The list of those services and timeline prescribed for departments is
mentioned in the act itself. The act is generally named as “Right to
Services Act”, “Right of Citizen to Time Bound Delivery of Services”
“Guaranteed Delivery of Public Services” and can be searched online.
5. Authority to approach in case of any complaint/issue/delay etc.
6. Any other information which is important to be communicated to the
citizen but does not fall under any specific header (Eligibility,
Documents, Benefit and Process). Eg. Preference under a scheme is
given to SC/ST, Women Headed families, Student should have min
75% attendance in all classes, Maximum of 2 children are allowed to
avail benefits under the scheme, pre identified list of beneficiaries is
available with the department and a citizen should check the same
before applying etc. (all these conditions cannot be mapped as
eligibility).
7. Any timeline prescribed for submitting an application for a scheme, if
any. Eg:
a. Schemes where application is accepted only during a fixed
time period during the year – Eg. Scholarship Schemes
(application forms are generally accepted during the beginning
of the session). We have to specifically capture that
information in the process.
b. Schemes linked to an event – Eg. Financial assistance for
Marriage or in case of Birth of a girl child or death of any
person. The guidelines may prescribe that the application
under these schemes can only be made within XX number of
months/year. Eg. 1 year from the date of marriage etc.

Note: Please maintain the flow in the order as mentioned above. Point 6 &
7 should be captured on top as a note (*) if applicable for the scheme.
INFORMATION SHOULD BE COMPULSORILY CAPTURED IN POINT WISE
FORMAT.

f. Category/ Benefits:

Benefits:
To capture complete details of the benefit available to the citizen under the
scheme.

1. The information should be captured in a tabular format as mentioned


below. “Category” means the beneficiary type and “Benefits” is the
Corresponding benefit. Eg.
o Scholarship Schemes: Class 1 to 5 is ₹ 500 per month for 10
months in a year, Class 6 to 12 is ₹ 1000 per month for 10
months in a year. In this case, the Students from Class 1 to 5
and Class 6 to 12 will be in the category and the benefit is the
corresponding amount.

Following points to be added as applicable for a scheme


2. Payment Timeline i.e. if the amount is transferred in one go / monthly/
annually / any other period etc
3. Purpose of benefit – Specifically applicable in case of loan/grant based
schemes where amount is provided for specific purposes like setting
up own business, pursuing higher education etc. Any applicable link
(list of businesses allowed, courses permitted) etc. should come in the
links section
4. Facility structure in grant or loan based schemes - Amount (min and
max), interest rate, Security, Terms of Repayment, citizen contribution,
details if the disbursement is linked to specific conditions.
5. Citizen Contribution under the scheme, if any – Eg. Any premium
amount to be paid in case of insurance schemes, fees applicable, any
beneficiary contribution for loan and grant based schemes. And if this
contribution should be made before or after sanction of benefits
under the scheme.
6. In case of service related schemes (Eg. Free healthcare, Skill training
etc.) we should specifically also mention a list of institutions from
which service can be availed in the links section.

g. Tags: Skip
h. Comments: This will automatically show from the details page.

11) Click on the “Save” button on top.


12) Click on the next tab “Eligibility”& again click on the edit button on the right hand side
to add following details:
a. Description (en):
Reference documents : Doc 1, Doc 2

Eligibility: To capture complete details about the eligibility criteria under the
scheme.
● This section visible to the citizen or Haqdarshak in our mobile / web
application. Based on the description mentioned in this section, the
eligibility mapping is done.
● Should not be ambiguous and capture eligibility details in absolute
terms in point wise format.
● All possible cases should be defined and not use words like “etc”.
● The conditions mentioned in text format should reflect the
mapping done for eligibility conditions.
● One point should only capture one condition
● For example,
● It is incorrect to write- 'a female of age between 15-30, residing in
XYZ district, etc.'
● Rather it should be written point wise as mentioned below:
- Should be a female
- Aged between 15 - 30 years
- District: XYZ, etc.
● No commas to be used at the time of scheme mapping in any
figures/numbers when mentioned. Eg. Income limit is up to 100000.
We should not map it as “1,00,000”.
● Any document required under the scheme (Eg. income certificate/
Caste certificate etc. required for scholarship) should not be mapped
as eligibility but should be added under “documents required”.
● INFORMATION SHOULD BE COMPULSORILY CAPTURED IN POINT
WISE FORMAT.

13) Click on the “Save” button on top.


14) Click on the next tab “Documents”& again click on the edit button on the right hand
side to add following details:
a. Mandatory Document: Must Have
b. Conditional Document: Any one

Documents Required: To capture documents accepted under the scheme under


different headers.
● A document is any valid proof accepted by the department for the
particular scheme.
● Following points to be COMPULSARILY mapped for each document.
a) Purpose of document – Proof of income, proof of residence etc.
b) Type of Document –
a. Any one of the following – Multiple documents are accepted
by the department and any one can be submitted
b. Must Have – Only 1 document is accepted which should be
submitted against the particular purpose
c. Conditional – Applicable when the beneficiary meets the
given criteria. For Eg. If the scheme eligibility is “applicant
should belong to SC/ST or have income up to Rs. 100000 if
he/she belongs to general caste”. In this case document
accepted under proof of Income will be a conditional
document and applicable only when applicant belongs to
general caste.
c) Owner Type – If the document of self is required or of parents,
guardian, guarantor, etc. It should be mapped taking into
consideration who is the applicant under the scheme. Eg. If parents
are the applicants under the scholarship scheme and the
department also requires Mark Sheet for school as a proof of marks
obtained. In this case owner type for Mark Sheet will be “Child”.

● Following information is OPTIONAL for each document and to be


mentioned only if applicable.
d) Comment – Any additional information to be provided along with the
document name. Eg. Self attested from Gazetted Officer, Attached
along with Rs. 10 Stamp paper, etc. This information will come as a
note besides document name with a (*) in our web/mobile
application
e) Condition Explanation – Should mention the applicable condition in
case it’s a conditional document. Eg. In case mentioned above, we
should mention - for citizens belonging to general caste. This
information will come as a note besides document name with a (*) in
our web/mobile application

● Please match the information mentioned in eligibility and documents


that are mapped. Common error type is – the documents captured do
not match the conditions mentioned in eligibility. Eg:
a) Domicile certificate as a proof of residence is mentioned in
documents but eligibility doesn’t contain any residence related
condition.
b) Income certificate as a proof of income is mentioned in documents
but eligibility doesn’t contain any income related condition
The error usually occurs since this section is always comprehensively
defined under the guidelines and therefore any discrepancy between
eligibility conditions and documents mentioned should be cross checked
with the department.

A thorough verification with the department and providing an exhaustive list of


documents accepted by the department for the scheme is VERY IMPORTANT
considering lack of availability of documentary proofs is a common nature of
issue faced by the citizen.

15) Click on the “Save” button on top.


16) Click on the next tab “Reference Links”& again click on the edit button on the right
hand side to add following details:
a. Reference Links:
Relevant Links: To capture links that contain Scheme related
information and hence could be relevant for a Haqdarshak or the
citizen who wants to apply for the scheme.

Example:
● Link for the application form – to be compulsorily provided if the
mode of application for the scheme is online.
● Link for any affidavit format, if applicable
● Link to track application status
● Link for list of health centres or office address etc. for which a
reference is given in benefit/process section above.
● Link for scheme guidelines/circular
● Link for government website

b. Method of application: Select from the drop down

Method of application:
● Offline - Application form is to be submitted physically to the
department
● Online - Application form is to be submitted online on the
department’s website/ other link.
Online / Offline – Both option available.

c. Timeline for delivery of service (Days):

Timeline for Delivery of Service: Number of days under which the


application is expected to be processed by the department.
● Defined under the Act – Refer point 4 in process section above.
● Not defined under the Act - We should try and obtain this information
through our on ground verification visits with the department.

d. Time period Prescribed by law/Act: Select from the drop down

e. About the official met for Verification: For Internal Use only.

f. Comments:
Comments: For Internal Use only
● State-Budget-Code - States have a code (such as 8 digits
"22253182") associated with the scheme which is mentioned in the
budget document.
● Govt orders number – It is mentioned in the circulation/GR issued
for each scheme.
● Annual Budget for the scheme for current Financial year and
amount utilised till date.

17) Click on the “Save” button on top.


18) Click on the next tab “Pricing”& again click on the edit button on the right hand side to
add following details:
a. Govt Fee: To be added as per the relevant Govt Notification or Order.
b. Service fee: An indicative value of the service fee based on efforts & other
factors (Service Fee calculation details to be attached). This should be any value
between the Min & Max range mentioned in the next step.
c. Min Service Fee & Max Service Fee: Min & Max values for providing a range for
the service fee amount to accommodate slight variation in the service fee
amount in different geography & other field level factors like involvement of
multiple stakeholders in the value chain, etc.
d. Third Party Fee Needed:
i. Select Optional if it is not mandated by the Govt but may/ may not be
used by delivery teams for efficient Scheme/ Document delivery.
ii. Select Mandatory: If it is mandated by the Govt or is essential for the
delivery of that Scheme/ Document .
e. Third Party Fee & Max Third Party Fee:
i. If Third Party Needed is selected as “Optional”, it is advised to select
Third Party Fee as zero & put an upper limit value for Max Third Party
Fee as arrived at basis delivery feedback & experience.
ii. If Third Party Needed is Mandatory, an appropriate Third Party fee
would be added as prescribed by the Govt or as per research inputs.
f. Printing & Lamination Fee & Max Printing & Lamination Fee:
i. It is advised to select Printing & Lamination Fee as zero & put an upper
limit value for Max Printing & Lamination Fee basis delivery feedback &
experience.

19) Click on the “Save” button on top.


20) Click on the next tab “Public portal data”& again click on the edit button on the right
hand side to add following details:
a. Scheme coverage (applicability): Select form the drop down values only.
b. Applicable states (Same data of "Name of state" in the details section): Select
form the drop down values only.
c. Scheme Mini Description (en):
d. Scheme Short Process (en):
General guidelines:
● All monetary amounts should be written as: ₹ XYZ
● Lakh is the correct spelling, NOT lac, lakhs. So the correct way is: ₹ 10 lakh.
● Do not spell out RUPEES in any case.
● When talking about disability percentage, use the following sentence formation:
“Citizens with a disability of above/below XYZ% are eligible to apply”. Do not say:
disability percentage should be above 40%. We are repeating % here. Do not add
any space between the number & % sign.
● Education level: Should be mentioned like Class 10, 11, 12.
o “C” of Class should be in capital letter. Do not use roman numerals, for
instance: X, XI, XII.
● Do not capitalise random words, unless they are proper nouns.
● Make sure the Benefits section is correctly populated: this tab gets auto populated
on the public portal, so be sure of spellings, style, accuracy, numbers. See the
example below:

In the above scheme the text: Loan upto 5 Lakhs is auto-populated. Please be careful in
updating the benefits section. For eg: in above case, following are the mistakes:
● “₹” is missing;
● L in Lakhs is capitalised,
● Upto is not one word but two words: up to.
● Do not write “Refer Benefits Section” please, mention explicit benefits
● Do not use “per annum” - Use “per year” instead. In case of months, use “per
month.”
● Use proper punctuations: full-stops at the end of the sentence, commas wherever
necessary.
● Do not use first person when it comes to the How to Apply process. The following
structure can be used: Visit XYZ department/ Visit XYZ website. No need of : You can
visit XYZ.
● For adding any new value to the list of drop down values under any header, request
has to be placed to the Line Manager/ vertical head who would take the
requirement ahead with the Product team.
OTHER IMPORTANT POINTS:
● Be crisp and use extremely simple language.
● The translation in regional language should not be technical and should use the
commonly spoken language. You can also use Hinglish (in case of Hindi) if that is how
it is popularly known and spoken. The translation of the scheme should be done
subsequently after creation of scheme.
● Avoid copy-pasting from the source. Sometimes during a copy-paste, the bullets also
get copied which will not be recognised by the portal. This will result in some odd
shapes appearing in the scheme write up.
● Fill all sections before publishing a scheme
● Important instructions for translation for each of the section mentioned above:
