 Service Engineer from M/s Sterling Generator Pvt Ltd. reached at site on dt. 04/05/2023
for Checking & investigation of 2MVA EDG not start on 27 th Apr 2023 during blackout
simulation Trail.
 Service engineer checked DIEF controller (located at synchronizing panel) & DSE
controller (located at Field). Also downloaded the Events from both controller for analysis
about EDG was not started on 27th Apr 2023 (in first three-blackout trail).
 After analysis with the help of available Events of DIEF & DSE controller. Following are
findings for DG were not started during blackout simulation on dt 27 th Apr 2023.
a) 1st Blackout simulation was carried-out at 11:19 hrs, but DG not started. Root cause for
not start is PLC was in semi-Auto mode & due to PLC was semi-auto mode it has not
given command to DIEF controller for start the DG. PLC should be in Auto mode for
auto start of DG.
b) 2nd Blackout simulation was carried-out at 11:54 hrs after change the PLC mode from
Semi-auto to Auto mode & also alarm of Generator bearing/Remote Emergency (which
was created by pressing field EPB) was kept active as per mutual discussion at DES
controller for checking that the DG will start on that alarm or Not, but DG were not
start when blackout simulation created.
c) 3rd Blackout simulation was carried-out at 12:05 hrs after reset of alarm from DSE
controller, but DG was not started when blackout simulation created & as per Event
recorded at DIEF controller there was no start command from PLC has received to
DIEF controller. However, actual root cause is unidentified due to SOE of PLC/SCADA is
not recorded.
d) 4th Blackout simulation was carried out at 17:00 hrs & found trial successfully
happened.

 On date 05/05/2023 above condition were simulated & found DG not started. After that
final Blackout simulation trial carried-out & found successful.
 Training to the staff & operator for important checkpoints has been given by Service
Engineer
 Service Engineer from M/s Sterling Generator Pvt Ltd. left the site on dated 05/05/2023.

OBS. & RECOMMENDATION RESPONSIBILITY TARGET DATE
PLC mode Auto/ semi-Auto shall be check on each shift BPCL &Tkii In next 6 days.
& same shall be incorporate in Existing DG SOP /
checkpoints
DEIF & DSE controller software is required for analysis Sterling generators
during any type of requirement.
PLC mode Auto/semi-auto log shall be record in Sterling generators
SCADA. Also, feasibility for recording SOE shall be
check.
Expert visit shall be done & check the feasibility for Sterling generators
installing heaters in both DG ( 3MVA & 2MVA)
