PARTICULAR SPECIFICATIONS

Guidelines for the procurement of Integrated Security System: IP Based CCTV &
Access Control Systems(ACS)

1. The specifications mentioned for various CCTV & ACS Systems & Components are indicative
requirements and should be treated for benchmarking purpose only. Bidders must undertake
their own requirement analysis and propose same or higher specifications products or systems
in line with RFP requirements or compliance.
2. Any manufacturer and product name mentioned in the RFP should not be treated as a
recommendation of the manufacturer / product.
3. None of the CCTV & ACS Systems & Components proposed by the bidder should be End of
Life product and all applications or software must of latest licensed versions. An undertaking
for at least 8 years support comprising 5 years Warranty & 03 years’ Service Support through
same or alternate equivalent products or spares from the date of handover must be submitted.
4. All CCTV & ACS Systems & Components shall comply & support IPv4 and IPv6. Must be
available in the respective webpages &/or systems/hardware configurations for real-time use &
connecting for System setting to enable the same. Shall be checked and verified for
compliance.
5. Technical Proposal should be accompanied by OEM’s product brochure; datasheet;
certificates; test reports; undertaking declarations, etc.; wherever necessary. Bidders should
ensure complete warranty and support for all equipment from OEMs. All the back-to-back
service agreements should be submitted along with the Technical Bid.
6. All equipment, parts should be Original and New. Country of origin of SOC & manufacturing
must be declared. OEMs of CCTV & ACS Components must possess or have registration of
the original MACIDs & digitally signed firmware for authenticity & security on their name along
with IPRs. SOCs in CCTV Cameras must be NDAA compliant.
7. The User Interface of the system should be a User-Friendly Graphical User Interface (GUI).
8. Critical / Core components of the system should not have any requirements to have proprietary
platforms and should conform to open standards. All active components must be devoid of HI
Silicon processor, chipsets & PCBs from restricted countries.
9. For the custom-made modules, Industry standards and norms should be adhered to for coding
during application development to make debugging and maintenance easier. The proposed
CCTV & ACS Systems & Components hardware & its firmware digitally signed must pass
through security audit to ensure that the application is free from any vulnerability & malicious
code.
10. The Successful Bidder should also propose the specifications of any additional /other
hardware, if required for the system. The Successful Bidder must provide the architecture of
the solution it is proposing.
11. The proposed IP CCTV Cameras must meet or exceed the MTBF Compliance requirements of
minimum 3,00,000 Hours as per Telcordia SR-332 or MIL-HDBK-217 or RCR-9102 Reliability
Prediction Testing Standards & Procedures.
Annexure 1 – Functional and Technical Specification
Surveillance Equipment & System:

The OEMs must comply with the Pre-qualification/Eligibility criteria as stipulated below. All Equipment
technical and functional specification mentioned should be available from Day 1 if not specified
otherwise and same will be verified during POC. Customer reserves the right to disqualify the OEM in
case the OEM does not meet any one or more of the following criteria or as decided by TEC.
All necessary documentary proofs/certificates/test –reports/declaration/undertaking as required and
admissible against each prequalification/eligibility criteria from respective OEMs to comply with
specified criteria must be submitted being duly ink signed & sealed by the designated authority
representing each OEM having Power of Attorney. POA copies must also be submitted.
1. The proposed ACS & Video Application software & firmware shall be developed in line with
MEITY guidelines of secure development. All application & embedded firmware shall be
secured through digitally signed certificate for installation, commissioning & upgrades. The
proposed CCTV & ACS products & Systems shall have part reference wise at least one cyber
security certification either from STQC-ERTL or NCSC – UK – Security by Default or NIST –
FIPS or UL – CAP or ISO 27032

2. The proposed ACS & Video System &/or components must be able to provide Application
Software application localization requirements in line with MEITY Guidelines through its in
India R&D &/or Application Development cum Support Centers for varied & defined SOPs
through customized text, integrated customized alarm window; layout, graphics and
multimedia, keyboard shortcuts, fonts, character sets and locale data, as per secure
development; firmware upgrades and customized API support in India meeting and mitigating
trouble shooting and localized onsite specific SDK /API support & development.
3. The proposed ACS & video System shall be open & scalable and able to integrate 3rd party
components & applications / subsystems; other security systems seamlessly for a unified
single user interface cum alarm management window through BACnet / OPC / MODBUS /
OBIX; SOAP; Restful API; LDAP for customized SOPs.
4. The proposed ACS & Video Application &/or system shall be compliant with 3rd party PKI setup
in line with MEITY guidelines.
5. The proposed ACS & Video Application &/or System shall comply with mandatory
requirements of Malicious Code Compliance as per below -
a. This is to certify that the Hardware and the Software being offered, as part of the contract,
does not contain Embedded Malicious code that would activate procedures to:-
i. Inhibit the desires and designed function of the equipment.
ii. Cause physical damage to the user or equipment during the exploitation.
iii. Tap information resident or transient in the equipment/network.
b. The firm will be in breach of the procurement contract, in case physical damage, loss of
information or infringements related to copyright and Intellectual Property Right (IPRs) are
caused due to activation of any such malicious code in embedded software.
6. The proposed ACS & Video System &/or its components must not be using or procuring any
such equipment’s or processors or software patches or firmware in SKD/CKD / CBU
/parts/spares from those or any such companies (or any of its subsidiary or its affiliate or its 3 rd
party agencies or such blacklisted or barred entities) being restricted or barred or blacklisted
either by GOI & any of its affiliates or ONVIF or by any Global Government or by any
recognized global Forum or Institutions in-view or reporting of suspicious activities of
hacking/cyber-attacks/malwares/etc. to safeguard the public safety & security of Government
facilities, physical security surveillance of critical infrastructure, and other national security
purposes, including the scope of video surveillance system & components. A declaration cum
undertaking must submitted in this regard.
7. The proposed ACS & Video System & Components / hardware / parts / assembly / software
including firmware used in the offered solution (hardware / software) shall not comply to or with
GB (any of its sub-series or standards); CCC (any of its sub-series or standards) and GB/T
(any of its sub-series or standards).
8. As per Rule 144 (XI) of GFR 2017, Notwithstanding to anything contrary contained in these
Rules, Department of Expenditure may, by order in writing, impose restrictions, including prior
registration and/or screening, on procurement from bidders / OEMs / Suppliers / 3rd party
OEMs' of OEM from a country or countries, or a class of countries, on grounds of Defense of
India, or matters directly or indirectly related thereto including national security; no
procurement shall be made in violation of such restrictions. The IPR must reside either in India
and shouldn’t reside or belong to any of its entity in restricted country as designated by GOI.
9. OEM of CCTV & ACS System &/or Components should have ISO certifications:
ISO 9001; ISO 14000 & OHSAS 18001;2007/ISO 45001.
10. The proposed CCTV System Application software &/or components’ firmware shall be
developed in line with MEITY guidelines of secure development. All application & embedded
firmware shall be secured through digitally signed certificate including upgrades.
11. The IP CCTV System &/or Components’ OEM(s) must be able to provide Application Software
localization; secure firmware development; firmware upgrades and customized API support in
India meeting and mitigating trouble shooting and localized specific API support &
development. Documentary evidence in the form of registration certificate/certificate of
incorporation; office & development locations / resource support centers; shall be provided
along with the technical bid, without which the bid shall not be considered. If required,
Committee shall visit the Development Centre for necessary inspection.

on recorded video feed (feed of Minimum 2 MP

RFP and escalation; eliminate the need of human observation. The SI along with the
respective OEM has to take entire responsibility of the analytics outcomes without any issues
(like bad image quality, bad video quality, camera focus, environmental disturbance etc.)

Bidder must ensure the continuous progress in reduction of false alerts over the period of time.
The same must be monitored and will be linked with the SLA. Bidder is expected to provide
video analytics-based solution using AI & deep learning in such a way so that during the first
year of operation the accuracy of provided alerts will be of 80% accuracy (true alerts/total
alerts). In future SI should train their AI & deep learning model in such a manner so that the
accuracy can increased by 5% year on year until next be achieved more than 95% in 3 years
from the date of signing of the contract. For analytics-based solution, bidder shall be given a
time of two months to train the model and gain the said accuracy of the first year.
The successful bidder is also expected to train their models for other use cases which may
come up during the project execution using the raw data generated with the project. These

Permissions and Authentication
The system shall allow at-least two factor authentications of LDAP and email-based user level
authentication for deleting / exporting / and -or changing any critical system setting related to
VA alerts and events data.

Other than the user password, the system must include at-least one additional authentication
factor including LDAP & Email /biometrics / Mobile notifications or a hard token configured for
same or additional administrator level user.

Such activity shall be logged in the local system as well as in the main database

It shall be possible to delete the flagged data only on request once the video retention cycle is
completed. User shall have specific credentials to delete such data in form of two factor
authentication or as per Integrated SOP / retention policy through VMS.

The user shall be able to suspend, arm, disarm, or permanently delete the VA rules on the fly
using special permissions / authentications as per VMS SOP.

OEM
The FRS OEM shall have a TOLL-FREE customer support number which shall be operational
at the time of Submitting the Bid. THE OEM to provide the documentary evidence of the Toll-
Free Bill along with the technical proposal.
The FRS shall be Developed in South Asia / India with direct presence of FRS OEM in South
Asia / India since last 7 years having their OEM customer support center in South Asia/ India.
