The main purpose of Bioshield was to protect the U.S. from future threats of bioterrorism
and biological attacks. The origins of Bioshield came from President George W. Bush
2003 State of the Union address that announced the creation of Project Bioshield
because of the anthrax envelope attack after 9/11. Congress passed legislation to
establish Project Bioshield the following year and created a special $5.6 Billion fund
