2 Concepts and Definition of Terms

The basic Community-Based Monitoring System (CBMS) and Geographic Information


System (GIS) concepts to be used for the CBMS Form 5 operations will be discussed in this
chapter. This shall provide sufficient background to the CBMS hired personnel.

2.1 CBMS Concepts


In this subchapter, newly hired personnel will be provided with basic knowledge about
CBMS concepts that are related to CBMS Form 5 geotagging activities. For other CBMS
personnel who are already familiar with CBMS, this will serve as a refresher about concepts
specific to the CBMS Form 5 operations, starting with the discussion about serial numbers.

2.1.1 Barangay Profile Questionnaire

The Barangay Profile Questionnaire (BPQ), also known as the CBMS Form 4, is used
to collect information on the characteristics of barangays such as the types of facilities and
establishments present in the barangay. For the 2022 CBMS, the BPQ was administered
through Computer-Assisted Web Interview (CAWI) and distributed to Punong Barangays
prior to the CBMS enumeration period. An orientation to the Punong Barangays and/or
target respondent Barangay Officials was organized to provide information on how to
accomplish CBMS Form 4 using the CAWI system. The traditional Paper and Pencil
Interview (PAPI) was also adopted as the need arises.

The collected and processed data from the BPQ will be used as reference to the CBMS
Form 5 operations in the form of the BPQ Listing. The BPQ Listing shall be generated
through the Monitoring and Tracking System (MTS).

2.1.2 Building

A building is defined as any structure built, designed, or intended for the enclosure,
shelter, or protection of any person, animal, or property. It consists of one (1) or more
rooms and/or other spaces, covered by a roof, and usually enclosed within external walls
or with common dividing walls with adjacent buildings, which usually extend from the
foundation of the roof. 1

2.1.3 Building Serial Number

The Building Serial Number (BSN) is a unique four (4)-digit code assigned to a building
in previous PSA geotagging operations and is unique per Enumeration Area. The BSN
assigned to each building is indicated on the reference map used for geotagging.

For the purpose of CBMS Form 5 operations, the BSN assigned for non-building
facilities is “0000”. Additionally, for each geotagged building with no previously assigned
BSN, an incremental and consecutive four-digit code on 5000-series (e.g., “5001”, “5002”,
etc.) shall be used. Further discussion on assigning BSNs shall be discussed in
Chapter 5 of this manual.

2.1.4 Enumeration Area

An Enumeration Area (EA) refers to the smallest statistical, geographic, or territorial


unit defined for the purpose of census operations of the PSA. An EA could be an entire
barangay or part of a barangay.

2.1.5 Monitoring and Tracking System

The Monitoring and Tracking System (MTS) is a web-based system that shall be
utilized by the RMFP, PMFP, and DCLP in managing the workload of hired personnels
and generation of BPQ Listing and other CBMS reports necessary in the conduct of CBMS
Form 5 operations. This shall also serve as monitoring tool on the progress of the
geotagging activity. The MTS can be accessed at https://cbmsmts.psa.gov.ph/.

2.1.6 CBMS Form 5

The CBMS Form 5, as mentioned in the previous chapter, is the form used in the
geotagging of service institutions and infrastructures and government projects. It aims to
help policy makers, planners, the local and national government, make the best decisions
by identifying facilities that are lacking in a particular area, the status of government
projects, or how many services can be availed by the local citizenry. Moreover, it aims to
reduce poverty, as indicated in one of the Sustainable Development Goals (SDGs) by
providing spatial and critical information about a specific area.

A. Facility Serial Number

The Facility Serial Number (FSN) is a four (4)-digit code assigned to every
geotagged service facility in a barangay. The code assignment is incremental starting
from “0001” and so on. For service facilities that had already been encoded in the BPQ,
respective FSNs had already been assigned. Thus, new FSNs shall be assigned for
each geotagged service facility not indicated in the BPQ Listing. Further discussion on
assigning FSNs will be discussed in Chapter 5 of this manual.

B. Service Institutions and Infrastructure

Service Institutions and Infrastructure (SIIs), also referred to in this manual as


service facilities, are structures, areas, or institutions, whether public or privately-owned,
having specific services to provide to the public. These are health facilities, education
facilities, service facilities, agricultural facilities, input dealers, water facilities, energy

facilities, financial and credit institutions, tourism sites and destinations facilities,
transport facilities, and garbage and waste disposal facilities.

For the CBMS Form 5 operations, the following factors are considered in geotagging
service facilities:

 Operational at the time of visit; and

 Actual usage/s of the facility (e.g., a building constructed and previously


designated as a municipal LGU office but is now used permanently as a
barangay hall shall be geotagged as a barangay hall)

Non-functional (destroyed or demolished) facilities are EXCLUDED in the


geotagging activity for the CBMS Form 5 operations.

 Specific Types of Service Institutions and Infrastructure

In conducting CBMS Form 5 geotagging activities, it is important that MDCs and all
CBMS hired personnel are familiar with what facilities are to be geotagged, scrutinized,
processed, or reviewed. Thus, efficient, and effective identification of the facilities
including their corresponding codes, are an important skill for CBMS hired personnel to
have. With the BPQ Listing as reference, and the guidance of barangay personnel, the
geotagging can commence.

Most of the data items described in this section are based on the 2022
Community-Based Monitoring System Supervisor’s Manual.

01 HEALTH FACILITY

0101 Barangay Health Center is a health station that requires only the presence of a
midwife either live-in or present only during office hours. However, there are doctors on
call. Barangay health station is a peripheral health facility that delivers basic services
to a barangay with an estimated population of 5,000 and usually staffed by a midwife. 2

0102 Rural Health Unit (RHU)/ Urban Health Center is a field health unit/center of
local government units (LGUs) providing or making accessible under the direct
supervision of at least one (1) physician, the basic health services for a city/municipality.

Rural health units are managed by LGUs that provide the basic health services for the
population it serves, i.e., control and monitoring of communicable diseases, promotion
of maternal and child health, as well as giving communities access to medical care,
among others.

0103 Hospital refers to a place devoted primarily to the maintenance and operation of
facilities for the diagnosis, treatment, and care of individuals suffering from illness,
disease, injury, or deformity, or in need of obstetrical or other medical and nursing care.
The term hospital also refers to any institution, building or place where there are installed
beds or cribs or bassinets for 24-hour use or longer by patients in the treatment of
diseases, diseased-condition, injuries, deformities or abnormal physical and mental
states, maternity cases, and sanitary care infirmaries, nurseries, dispensaries, and such
other means by which they may be designated. This includes both government and
private hospitals. 3

TYPES DESCRIPTION

Government Hospital Hospital operated and maintained either partially or wholly


by the national, provincial, municipal or city government, or
other political subdivision, or by any department, division,
board, or other agency thereof 2

Private Hospital Hospital which is privately owned, established, and


operated with funds raised or contributed through
donations, or by private capital or other means, by private
individuals, association, corporation, religious
organizations, firms, company, or joint stock association 2

0104 Maternity/Birth Clinic/Lying-in are health facilities that provide maternity service
on prenatal and postnatal care, normal spontaneous delivery, and care of new-born
babies. 4

0105 Pediatric/Child Clinic is a health facility that is designed to provide optimal care
to infants, children, and adolescents in a specific environment where parents were
admitted and where the special needs of children were catered for.

0106 Private Medical Clinic/ Diagnostic/Dialysis Center

● Medical Clinic is a place in which patients can avail medical consultation or


treatment on an outpatient basis.

● Diagnostic Clinic refers to licensed facilities where tests are done on the human
body or on specimens thereof to obtain information about the health status of a
patient for the prevention, diagnosis, and treatment of diseases. 5

● Dialysis Center or Hemodialysis Clinic is a health facility doing medical


procedures whereby the patient's blood is delivered by a machine to a dialyzer
(filter) to remove metabolic waste and restore fluid and electrolyte balance. 4

School clinics intended for use of students and other school employees
are excluded from geotagging in the CBMS Form 5 operations.

0107 Dental Clinic is a place where a dentist performs dental procedures and
treatments on patients. It can be a standalone facility or can be found in hospitals and
other health-related establishments. It is usually a single room housing all dental
equipment and tools. For this specific purpose, dental clinics in establishments (e.g.,
dental clinics in schools and government offices) will not be recorded.

0109 Botika ng Barangay (BnB) refers to a drug outlet managed by a legitimate


community organization (CO)/non-government organization (NGO) and/or the Local
Government Unit (LGU), with a trained operator and a supervising pharmacist. It refers
to a drug outlet wherein primary, non-prescription generic drugs listed in the Philippine
National Drug Formulary (PNDF) and selected prescription drugs (Cotrimoxazole,
Amoxicillin, Metoprolol, Captopril, Metformin, Glibenclamide, Salbutamol, among
others) are sold/made available. 6

A Botika ng Barangay in Pandacan, Manila

0110 Botika ng Bayan (BNB) is an outlet similar to BnB, but typically one (1) per
municipality, that uses the franchising business format. BNBs are flagship outlets of the
Cheaper Medicines Program of the government. In some instances, “botika ng bayan”
is located inside the community hospital, record both facilities in the hospital and “botika
ng bayan”.

0111 Private Pharmacy/Drugstore refers to drug establishments where registered


drugs, chemical products, dental, medicinal, and household remedies are dispensed
directly to the general public on a retail basis. 9 Examples of these are Mercury Drug
Store, Generika, TGP, etc.

0112 COVID-19 Quarantine/Isolation Facility is designed to make sure potential
COVID-19 carriers are kept separate from the public until they complete the mandatory
quarantine period and be cleared to return home. It is designated for probable, suspect,
and confirmed cases.

0113 COVID-19 Testing Center is where a healthcare worker takes a sample from
inside the back of one’s throat and nose using a swab for COVID-19 testing.

COVID-19 Vaccination Center is a facility where a healthcare worker administers


COVID-19 Vaccines.

Facilities originally constructed and/or designated to provide COVID-


19-prevention and/or mitigation services (e.g., quarantine, isolation,
vaccination facilities, etc.) shall be geotagged as the facility it is
being used.

For an instance, a building originally constructed as a COVID-19


isolation facility but is already used as a barangay health center shall
be geotagged as a barangay health center. In the Remarks portion of
the geotagging form, the MDC shall type COVID to indicate that the
facility was constructed as a COVID-19 facility.

0114 Habilitation Facility/Residential Habilitation Center (RHC) means a


community-residential facility certified to provide Intermediate Care Facilities for
Individuals with Intellectual Disability (ICF/ID) and/or nursing facility level of care for
persons with developmental disabilities. e.g., Philippine Cerebral Palsy Center.

0115 Rehabilitation Center focuses on an integrated approach to physical, social,


cultural, spiritual, educational, and vocational measures that create conditions for the
individual to attain the highest possible level of functional ability. 12

02 EDUCATION FACILITY

0201 Day Care Center is a facility in a barangay where children who are usually three
(3) to six (6) years old are cared for during part of the day by an accredited day care
worker. A day care worker is a childcare worker providing supplemental parental care
and early childhood enrichment activities.

0202 Elementary School is a school facility that administers primary education


programs which usually lasts for six (6) years. 14

0203 Junior High School is a school facility that offers lower secondary general
education programs and lower secondary technical-vocational livelihood programs. JHS
schooling usually lasts for four (4) years.

0204 Senior High School (SHS) is a school facility that offers two years of specialized
upper secondary education. Students enrolled in this institution may choose a
specialization based on aptitude, interests, and school capacity.

0205 College is an institution of higher learning offering academic programs and usually
pre-professional training leading to a bachelor’s/baccalaureate degree. 15

University is an institution made up of undergraduates that offers bachelor’s degrees


and a graduate division that comprises a graduate school and professional schools,
each of which may confer master’s degrees and doctorates. It is an entire socio-physical
infrastructure comprising schools, colleges, and institutes offering degree programs in
various disciplines and levels. 15

0206 Preschool/Kindergarten is a facility that offers the first stage of compulsory and
mandatory formal education which consists of one (1) year of preparatory education for
children at least five (5) years old as a prerequisite for Grade 1. 14

0207 Special Education (SPED) School/Center is a facility that provide access to


basic education among children with special needs, namely, the gifted/talented, the
mentally retarded, the visually impaired, the hearing impaired, the orthopedically
handicapped, the learning disabled, the speech defectives, the children with behavior
problems, the autistic children and those with health problems through the formal system
and other alternative delivery services in education. 16

0208 Technical-vocational Education and Training TVET


Institution/Institute/Center is a facility that offers technical-vocational education and
training. It involves, in addition to general education, the study of technologies and
related science, and acquisition of practical skills relating to occupations in various
sectors of economic life and social life, comprises formal (organized programs as part
of the school system) and non-formal (organized classes outside the school system)
approaches. 17

0209 Alternative Learning System (ALS) Center is a physical space to house learning
resources and facilities of a learning program for out-of-school children in special cases
and adults. It is a venue for face-to-face learning activities and other learning
opportunities for community development and improvement of the people's quality of
life.

03 SERVICE FACILITY

0301 Barangay Hall refers to a facility serving as the seat of the barangay government.

Barangay halls were not included in the list of service institutions and
infrastructure encoded in the BPQ. However, for the purpose of CBMS
Form 5 operations, these facilities must be geotagged.

0302 Multi-purpose Hall refers to a well-equipped place to accommodate a variety of


events or activities and is usually situated in an accessible location.

Check if the facility is a roofed, enclosed, and/or partitioned structure
(i.e., a building), or a mere roofed, open-spaced facility. This needs to
be checked when assigning BSN for this facility.

0303 Barangay Outpost/Tanod Outpost refers to a designated headquarters of


barangay personnel such as barangay captain/officers (e.g., “tanod”, “lupon”, etc.) who
provide law enforcement at the barangay/community.

0304 Police Station/Substation is the office or headquarters of a local police force.


Also list the police substations as long as there is a regular duty assigned in the post.

0305 City/Municipality/Barangay Jail is a place of confinement detainees/ prisoners,


any fugitive from justice, or person detained awaiting or undergoing investigation or trial
and/or pending transfer to the National Penitentiary, and/or violent, mentally ill person
who endangers him/herself or the safety of others, duly certified as such by the proper
medical or health officer, pending transfer to a mental institution. 20

Provincial Jails are included in this category (0305).

0306 Fire Station is a facility where firefighting apparatus such as fire trucks/engines,
fire hoses, and other specialized equipment are stored.

Fire substations are included in this category (0306).

0307 Trial Court House refers to a court of law where cases are tried in the first place,
as opposed to an appeals court.

0308 Public Plaza/Garden/Park/Sports Facility (gymnasium, court, etc.)

● Public Plaza or Town Plaza refers to an open area that offers amenities for
relaxation. Public Park refers to a public garden surrounded by grass and trees, or
a public area set aside as a nature reserve. Government-owned playing courts
such as tennis and basketball courts are considered as sports facilities.

● Parks refer to an area of natural, semi-natural, or planted space set aside for
human enjoyment and recreation or for the protection of wildlife or natural habitats.

0309 City/Municipal/LGU Office is any office or government agency administered and
managed by the city/municipal level government.

0310 Provincial/Regional Government Office is any office or government agency


administered and managed by provincial/regional level government.

National-level government agencies are included in this category


(0310).

0311 City/Municipal/Barangay Disaster Risk Reduction Desk Office refers to a


facility which shall be responsible for setting the direction, development, implementation,
and coordination of disaster risk management programs within their territorial
jurisdiction.22

0312 Women’s Crisis Center pertains to a community center that offers services for
people impacted by domestic violence and sexual abuse, and aims to transform a
community through violence prevention. 23

0313 Violence Against Women and Child (VAWC) Desk/Office is a facility that would
address VAWC cases in a gender-responsive manner, managed by a person
designated by the punong barangay. It is situated within the premises of the barangay
hall. In the absence of a barangay hall, the VAWC Desk shall be established within the
premises where the punong barangay holds office. 25

0314 Go Negosyo Center is responsible for promoting ease of doing business and
facilitating access to services for Micro, Small, and Medium Enterprises (MSMEs). 26

0315 Person with Disabilities Affairs Office (PDAO) is a facility where the policies,
programs, services for persons with disabilities (PWDs) take place. 28

0316 Office of Senior Citizens Affairs (OSCA) is a venue used generally for planning,
implementing, and monitoring work programs for senior citizens.

0317 Local Council for the Protection of Children (LCPC) is organized as a council
at the provincial, city, municipal, and barangay levels that serves as the umbrella
organization for all children’s concerns.

0318 Post Office or Postal Service is a public department responsible for mail
services. Postal service is said to be available in a barangay if there is a post office
unit/service or a postman who handles the transmission or delivery of mails in the
barangay.

Postal services carried out by couriers (Philippine Postal Corporation


(PhilPost), LBC, JRS, Air 21, 2GO, etc.) are included here.

However, transmission or delivery performed by individuals, whether


as a favor or for a fee, is excluded.

0319 Evacuation Center includes medium and large-scale, organized, temporary


accommodations for persons displaced from their homes (e.g., following natural
disasters such as hurricanes, floods, and earthquakes). Evacuation facilities may be
residential (e.g., dormitories or campsites) or non-residential (e.g., sports stadiums and

churches) with varying degrees of sanitary infrastructure. Individuals in evacuation
centers are required to share living spaces and sanitary facilities and may be exposed
to crowded conditions.

Geotag only facilities built as designated evacuation centers. Other


functional facilities designated for other purposes (e.g., schools,
gymnasium, etc.) but are temporarily used as evacuation centers at the
time of visit must still be geotagged based on their designated purpose.

Temporary usage of a facility for another purpose shall be captured


through a data item in CBMS Form 5A. Further instructions shall be
discussed in Chapter 5 Map Data Collection of this manual.

0320 Library refers to a place where reference materials and daily newspapers are kept
for free use by the public.2

Privately-owned libraries in the barangay shall only be included if they


are open for free use of the general public.

School libraries for students, faculties, and alumni of the school are
excluded.2

0321 Market (Public Markets) is made up of small independent businesses, and each
shop or stall is owner-operated. Rather than one (1) company selling every item, such

as in a supermarket, a public market features dozens of vendors selling food and other
products they made themselves.

0322 Communal/Community Toilet pertains to a toilet facility intended for the use of
the community that may be utilized, owned, or maintained by community members or
local governments.

Toilets located in fast food restaurants, restaurants, terminals, malls, or


other establishments are excluded.

0323 Cemetery refers to a burial ground, government or privately-owned, that is open


for the general use of the public. This is a place duly authorized by law for burying the
dead. Memorial parks are included in this type of facility/service. 2

Geotag cemeteries on the location of administrative office, if found


within the vicinity of the burial grounds (i.e., at the entrance).

Meanwhile, if the administrative office is not located within the vicinity


of the burial grounds, geotag the cemetery approximately at the center
of the burial grounds.

04 AGRICULTURAL FACILITY

0401 Rice mill and 0402 Corn mill

A rice/corn mill is a machine that dehulls or polishes grains in one (1) operation,
generally producing a high proportion of broken kernels. Included in this category are
rice/corn mills that have fixed locations. Rice/corn mills are also known as cono, rubber
roll, or “kiskisan”. 30

Rice/corn mills to be geotagged are those that are stationary, or in fixed


locations only.

For a mill used for both rice and corn, the facility must be geotagged
both as rice mill and corn mill.

0403 Feed mill (fixed) refers to a mill in which stock feeds, which can be for livestock,
poultry, and/or aquafarm species, are prepared. 30

0404 Sugar mill is a machine for pressing out the juice of sugar cane, usually consisting
of three or more rollers, between which the cane is passed to produce raw or white
sugar.30

0405 Mechanical/Electrical/Solar Dryer (coconut, rice, etc.) is a power operated


equipment or device used for drying grains by removing moisture from the grains to a
level safe for storage or milling, normally at 14% moisture content. 31

0406 Fish Landing Center is a facility where fish and other aquatic plants and animals
are brought right after they are caught/gathered and are prepared for sorting. Fish
catches all over the Philippines are typically landed in private, traditional, or government-
owned landing centers. The government-owned landing centers are fish ports managed
either by the Philippine Fisheries Development Authority (PFDA) or by Local
Government Units (LGUs) or jointly managed by both. 30

Some fish landing centers do not have a designated structure. In such


cases, geotag the landing center in site.

0407 Agriculture Produce Market (permanent/ “bagsakan” and periodic/

0412 Hatcheries for Aquafarm Species refer to a facility where broodstock of eggs are
hatched and reared into fry in a body of water (artificial or natural) contained in tanks or
ponds under controlled conditions in a fresh and/or saltwater environment.

0413 Breeding/multiplier farm for livestock is an establishment for selective


breeding/production of livestock.

0414 Breeding farm poultry is an establishment for selective breeding/reproduction of


poultry.

0415 Nursery/greenhouse/screen house/nethouse

● A nursery is a place where young plants, trees, or vines are propagated for the
purpose of transplanting. It could be in an open area or under a protective cover.
Some nurseries specialize in one (1) or more specific phases of the process of
growing plants: propagation, growing out, or retail sale; or in one or more types of
plant: groundcover, shade plant, fruit tree, or rock garden plant.

● A greenhouse, screenhouse or nethouse is a building where plants are grown.


A greenhouse is a structure with different types of covering materials, such as
glass or plastic roofs and frequently has glass or plastic walls. It heats up because
incoming visible radiation from the sun is absorbed by the plants, soil, and other
things inside the building. A screenhouse uses screens as covering materials for
the roof and walls to protect the plants usually under the nursery. On the other
hand, a nethouse uses nets (such as fishnets) as covering materials.

0416 Veterinary/Para-veterinary Clinic Animal health services are typically provided


by a network of regional and provincial veterinarians and para-veterinarians. Para-
veterinarians are veterinary paraprofessionals commonly known as livestock inspectors,
meat inspectors, and agricultural technicians employed by LGUs who are trained by
government veterinarians, though not recognized yet by the veterinary statutory body,
to reach municipalities/cities that are in remote areas.

0501 Agricultural Supplies Dealer (feeds, fertilizer, pesticide, seeds/seedling


dealer)

● Fertilizer Dealer is an establishment that sells fertilizers to farmers or farm


operators. A fertilizer is any organic or inorganic material/substance of natural or
synthetic origin, which is applied to the soil, irrigation water, or hydroponic medium
to supply plants with nutrients or enhance plant growth. Excluded in this category
are establishments who sell chicken dung and other animal manure as fertilizer.

● Pesticide Dealer is an establishment that sells pesticides to farmers or farm
operators. A pesticide is a substance or mixture of substances intended to repel,
mitigate, control, or destroy diseases and pests in plants or animals, and prevent
any harm to agricultural commodities during the production, storage, transport,
processing, and/or marketing phase. Included in this category are dealers of
weedicides, herbicides, fungicides, rodenticides, insecticides, and other
biopesticides.

● Seeds/Seedling Dealer is an establishment that supplies seed inputs to farmers


or farm operators.

● Feed Dealer is an establishment that supplies processed food products for


livestock and/or poultry. Also included in this category are aquaculture feed
dealers.

0502 Agricultural/Fishery Machine/Equipment Dealer is an establishment that sells


machinery and equipment for the production, harvesting, processing, storage,
manufacture, preserving, transporting, and distribution of agricultural and fisheries
products.

0503 Boat/Fishing Gear Dealer is an establishment that supplies boats, gears, and
equipment used for fishing.

0504 Veterinary Medicine Dealer is an establishment that supplies veterinary


medicines for livestock, poultry, and even animal species cultured in aquafarms.

06 WATER FACILITY

0601 Deep Well (Level I) pertains to a well where water is taken from a tubed/piped
well, which is at least 100 feet (5 pcs. of 20-feet pipes) or 30 meters deep.

0602 Artesian Well (Level I) pertains to a well where water is taken from a tubed/piped
well, which is less than 100 feet deep.

0603 Shallow Well (Level I) pertains to a well where water is taken which may be
provided with a protective device against contamination or pollution.

Only include wells intended for the use of the community that may be
utilized, owned, or maintained by community members or local
governments units.

0604 Level II Water System (Communal Faucet System or Standposts) pertains to


a water supply facility composed of a source, a reservoir, a piped distribution network
with an adequate treatment facility, and communal faucets. One (1) faucet usually
serves four (4) to six (6) households. Generally, it is suitable for rural and urban fringe

areas where houses are clustered densely to justify a simple piped system. The
definition was modified with the inclusion of the underlined phrase “with an adequate
treatment” to emphasize that the source of the water supply has passed the Philippine
National Standards for Drinking Water.

Water treatment includes the following processes: coagulation, flocculation,


sedimentation, filtration, and disinfection/chlorination. Adjustment of water pH and
addition of fluoride may also be part of the water treatment process. 35

Level II Water Systems shall be geotagged per standpost.

For the purpose of the CBMS Form 5 operations, an identified Level II


Water System facility lacking adequate water treatment shall still be
geotagged by putting “no adequate treatment” in the Remarks portion
of the geotagging form. Inclusion of documentation and other
necessary notes/remarks shall be discussed further in Chapter 5 Map

0701 Electric Company is a firm that engages in the electricity generation and
distribution for sale generally in a regulated market.

Electric cooperative offices and Electrical substations must be


geotagged and shall be included in this category (0701).

Collection offices are also included, EXCEPT for third party collection
offices (e.g., Bayad Center).

An electrical substation is a subsidiary station of an electricity generation,


transmission, and distribution system. Substations take the electricity from power plants
and from the transmission lines and transform it from high to lower voltage. They
distribute electricity to consumers and supervise and protect the distribution network to
keep it working safely. 37

Solar farms are large scale solar installations where photovoltaic (PV)
panels, referred to as solar panels, or other means of collecting solar
energy, like concentrating solar systems, are used to harvest the sun’s
power. These are different from rooftop solar systems and even
commercial solar power systems (which are both not to be
geotagged) as solar farms are decentralized and usually consist of
ground-mounted solar panels installed across large areas. In most
cases, solar farms provide power to the electric grid and are part of the
utility’s energy mix instead of providing power rather than just to a local
end-user like a homeowner or business. 41

refer to an electric-power-generating plant which utilizes non-renewable resources such
as coal, diesel, natural gas, nuclear, etc. to produce electricity.

08 FINANCIAL AND CREDIT INSTITUTIONS

0801 Bank is an establishment that engages in financial service activities and insurance,
reinsurance, and pension funding and activities to support financial services. Activities
of holding assets, such as activities of holding companies, trusts, funds, and similar
financial entities are included in this kind of establishment.

0802 Community/Barangay Cooperative are groups or associations voluntarily


formed by people to meet their socio-economic needs. Members pay their dues like
membership fees and regular contributions which in turn are used by the group to grant
loans and provide other financial services to its members.

0803 Microfinance NGOs are nonprofit voluntary citizens’ groups which are organized
on a local, national, or international level. Task-oriented and driven by people with
common interest, NGOs perform a variety of service and humanitarian functions: bring

political participation through the provision of information.

For the purpose of CBMS Form 5 operations, only NGOs who serve as
credit institutions shall be geotagged (e.g., CARD, ASA, etc.).

09 TOURISM SITES AND DESTINATION

0901 Natural Sites (Nature Parks, Reserve Zoos, Aquaria, and Botanical Garden)
refer to natural features, geological, and physiographical formations and delineated
areas that constitute the habitat of threatened species of animals and plants, and sites

of value from the point of view of science, conservation, or natural beauty. It includes
nature parks and reserves, zoos, aquaria, and botanical gardens. 43

Community parks and gardens are excluded from this category and are
classified as 0308 Public Plaza/Garden/Park/Sports Facility
(gymnasium, court, etc.) under 03 Service Facility.

0902 Tourist attraction (Public and Private, Museums, Religious Sites) refers to a
place of interest where tourists visit, typically for its inherent and/or exhibited natural or
cultural value, historical significance, natural or man-made features, offering leisure and
education. Several examples of these are museums, religious sites, and historical
landmarks.

A Historical Landmark refers to a structure that has significant historical, architectural,


or cultural meaning and that has been given legal protection from alteration and
destruction.

1002 Seaport (Roll-On Roll-Off (RoRo Terminal) refers to a terminal and an area
within which ships are loaded and/or where cargoes are discharged. It includes a usual

11 GARBAGE AND WASTE DISPOSAL

1101 Open Dump Site refers to a disposal area wherein the solid wastes are
indiscriminately thrown or disposed without due planning and consideration for
environmental and health standards.

1102 Sanitary Landfill refers to a waste disposal site designed, constructed, operated,
and maintained in a manner that exerts engineering control over significant potential
environmental impacts arising from the development and operation of the facility.

1103 Compost Pits refer to the controlled decomposition of organic matter by


microorganisms, mainly bacteria and fungi, into a humus-like product.

Only include compost pits intended for the use of the community that
may be utilized, owned, or maintained by the community members or
LGUs.

1104 Material Recovery Facility (MRF) also known as materials reclamation facility or
materials recycling facility, includes solid waste transfer station or sorting station, drop-
off center, a composting facility, and a recycling facility. 47

recovery or disposal. Disposal refers to the discharge, deposit, dumping, spilling,
leaking, or placing of any solid waste into or in any land. 49

1106 Waste-to-Energy (WTE) Facility refers to the area where the waste to energy
operations is housed. WTE refers to the energy recovered from waste, usually the
conversion of non-recyclable waste materials into usable heat, electricity, or fuel through
a variety of processes. 50

1107 Sewage Treatment Plant refers to a facility designed to receive wastewater from
domestic sources and to remove materials that damage water quality and threaten
public health and safety when discharged into receiving streams or bodies of water.

In reference to the discussion above on the different service institutions and


infrastructure, the following are EXCLUDED in CBMS Form 5 geotagging:

 Libraries, clinics, and other facilities built inside schools or institutions that are
intended for use of a specific group/s of people only (e.g., students, alumni,
faculty members, etc.);
 Toilets found in fast food restaurants, terminals, malls, government facilities, and
other establishments;
 Compost pits owned by private households;
 Third-party payment collection offices (Bayad Center, etc.);
 Illegal (“colorum”) transport terminals (i.e., not recognized by the LGU);
 Other establishments such as the following:
o gasoline stations
o neighborhood gyms (Fitness First, Anytime Fitness, “bakal” gym)
o hardware stores
o automobile repair shops
o beauty salons

C. Government Project Serial Number

The Government Project Serial Number (GSN) is a four-digit code assigned to every
geotagged government project in a barangay, regardless of its feature type (point or
line). The code assignment is incremental starting from 0001 and so on. For
government projects that had already been encoded in the BPQ, respective GSNs had
already been assigned. Thus, new GSNs shall be assigned for each geotagged
service facility not indicated in the BPQ Listing. Further discussion on assigning GSNs
will be in Chapter 5 Map Data Collection.

D. Government Projects

Government Projects (GPs) can be categorized as infrastructure or non-


infrastructure. Infrastructure projects include construction, improvement, and
rehabilitation or restoration of roads and bridges, railways, airports, seaports,
communication facilities, irrigation, flood control and drainage, water supply, sanitation
and sewerage systems, shore protection, energy/power and electrification facilities,
national buildings, school buildings, hospital buildings, and other related construction
projects that form part of the government capital investment.

For the purpose of the CBMS Form 5 operations, the government projects to be
geotagged are infrastructure projects with actual construction start date falling within the
reference period: 01 July 2019 to 31 August 2023.

 Specific Types of Government Projects

Provided below are the types of other specific government projects not previously
described in the Service Institutions and Infrastructure.

Some service institutions and infrastructure do not qualify as


government projects—thus, are EXCLUDED to be geotagged. These
facilities fall under the general and specific types of SIIs stated below:

Consequently, these options do not appear in the general and specific


types of government projects in the QField Project.

0607 Water Impounding Facility refers to a structure constructed across a narrow


depression or valley to hold back water and develop a reservoir that will store rainfall
and run-off during the rainy season for immediate or future use. 51

1299 Others, please specify are for other government projects not classified in any of
the general and specific types indicated.

2.2 GIS Concepts


This section will provide basic principles of the Geographic Information System (GIS).
This will also serve as a refresher for those who are already knowledgeable in GIS.

2.2.1 Geographic Information System

GIS is a system that creates, manages, analyzes, and maps all types of data. GIS
connects data to a map, integrating location data (where things are) with all types of
descriptive information (what things are like there). This provides a foundation for mapping
and analysis that is used in science and almost every industry. Moreover, GIS helps users
understand patterns, relationships, and geographic context. The benefits of using GIS
include improved communication and efficiency as well as better management and
decision making. 55

2.2.2 Vector and Raster Data

In GIS, there are two (2) commonly used data models: the vector and the raster. The
image below shows a real-world image divided into two (2) parts.

Vector data represents the surface of the earth as discrete objects, and are usually
composed of three (3) commonly used geometries – points, lines, and polygons. Points
represent address or location/GPS coordinates and location of small features.
Additionally, streets, streams, and contours are represented by lines. Lastly, polygons
represent features that are enclosed such as administrative boundaries, parcels, and
some natural resources.

Meanwhile, raster data represents real-world features as equally-sized reducible and


enlargeable grids consisting of rows and columns with each cell storing a single value,
examples of which are digital images. As shown in the image, elevation, and land usage
(land cover/land use) are examples of raster data.

2.2.3 Coordinate System

Geographic Coordinate Systems (GCS) are based on a three-dimensional spherical


surface. Locations are defined using angular measurements that are usually in decimal
degrees, presented by degrees of longitude (x-coordinates) and degrees of latitude (y-
coordinates,).58 A GCS is often incorrectly called a datum, but a datum is only a part of a

GCS. An example of which is the World Geodetic System of 1984 or the WGS 1984, the
most widely-used datum in many GIS projects.

Projected Coordinate Systems (PCS) are based on a two-dimensional surface that


use linear measurements for the coordinates rather than angular units. PCS is comprised
of a geographic coordinate system and a map projection together (e.g., WGS 1984 UTM
Zone 51N, Luzon 1911 Philippines Zone I (up to Zone V), etc.). A map projection contains
the mathematical calculations that convert the angular geodetic coordinates of the GCS
to Cartesian coordinates of the planar PCS system.

The importance of having coordinate system on a GIS data is that this allows
geographic datasets to use common locations for integration.

2.2.4 Shapefiles

A shapefile is a vector data file format commonly used for geospatial analysis.

identifying the character set to be used
