1 SCOPE

Scope of the specification describe the minimum requirements for the design,
manufacture, inspection and testing, installation and commissioning of small
lighting power transformer( 440/240 volt, 3 phase, 60 hertz) along with accessories
and protective enclosures suitable for indoor operation at offshore Platform in safe
area.

2 CODES AND STANDARDS.

2.1 Codes, Standard & Regulations:- The contractor shall ensure that the scope of work is
executed in accordance with all mandatory Indian Statutory requirement and the
transformer supplied shall comply with the latest revision of the applicable codes
&standards.

3.0 GENERAL REQUIREMENTS

3.1 Scope of Supply

Small lighting Power transformer to be provided with all equipments necessary to


provide transformer that are operable, safe, reliable and efficient in accordance with
this specifications to make a complete and operational package.

This shall include but is not limited to the following.

 Cast resin dry type Transformer with protective enclosures and all the
accessories required.

 Terminal box.

 Cable glands and lugs etc.

Any other item(s) specifically not mentioned here but required for making the system
complete, efficient and operable shall be under the scope of supply by contractor at
no extra cost and time impact. All components should be appropriately rated,
properly wired, tested & painted for marine condition.

• The transformers shall be a product of a manufacturer regularly engaged in the


manufacture of transformers preferably of repetitive manufacture.
• All components utilized in the construction of the transformers and the ancillary
equipment shall be of the latest design, new and in current production.

• The contractor shall submit documentary evidence (copies of test certificates,


type test report, etc)from recognized testing authorities.

 Contractor shall not proceed with the deviation(s) without the company’s
written approval. Moreover any omission of items essential for the proper
functioning of the transformers need to be brought to the notice of the company.

 All equipments shall be designed to minimize any risk due to internal short
circuit and to ensure safety to personnel during all operating conditions,
inspections, commissioning and maintenance.

 The equipment shall meet approved limits for electromagnetic compatibility for
emission and immunity.

 Design life of transformer shall be 15 years (minimum).

3.2 Safety:

It is the intent of the company that operational hazards be reduced to a minimum.


Contractor shall not use toxic material. Due consideration shall be made towards fire
hazards involved. Vendor shall use sound engineering judgment to complete an
installation that will perform the required service function without compromising this
aim.

3.3 Materials Workmanship & Suitability

All metal surfaces shall be thoroughly cleaned and degreased to remove mill scale,
rust, grease and dirt. Fabricated structures shall be pickled and then rinsed to remove

any trace of acid. The under surface shall be prepared by applying a coat of phosphate
paint and a coat of yellow zinc chromate primer. Finally the metal surface shall be
spray painted with two coat of epoxy paint

All unpainted steel parts shall be cadmium plated.

In addition to the requirements above the painting procedure shall be as per


“protective Coating for offshore Structure and facilities”.

4 TECHNICAL REQUIREMENTS

Transformers required are of cast resin encapsulated-winding ( dry type insulation)


natural air-cooled, indoor type and suitable for operation at offshore platform in safe
area. The room accommodating the transformer shall be located in non-hazardous
area. Requirement of the transformers and the desired specifications shall be as per
data sheet attached.

4.1 Transformer performance requirement

Transformer shall be of continuous rated type at the maximum specified indoor


ambient temperature.

Transformer shall be capable of withstanding short circuit.

Over load capacity need to be as per IEC60905

5 CONSTRUCTION REQUIREMENTS

The power transformer core shall be made of low loss rolled grain oriented steel
lamination. The limb and yoke shall be preferably of same cross section having
stepped design to give a circular shape. The core assembly shall be treated with a resin
base lacquer for corrosion protection.

5.1 Coils &Insulation

The primary and secondary windings shall be made from high conductivity electrolytic
copper, with out brazed joints with extra-reinforced insulation applied to the points
where mechanical & electrical stress may be more.

Conductor insulation system shall be of class F or better to IEC 60085. When subject
to a continuous bolted short circuit on outgoing terminals, the transformer shall not
explode or expel molted materials. Authorized test certificate to be submitted in this
regard.

Coil assemblies shall be acoustically insulated from each other and from core base
frame to reduce noise.

5.2 Enclosure

Painted sheet steel enclosure-having degree of protection IP23 shall be provided.


Housing shall be fabricated out of 2mm minimum thickness cold roll sheet steel with
cover, bottom, sides adequately reinforced with stiffeners to ensure rigidity & hoisting
of complete transformer through suitable and rigid lifting provision. Steel fabrication
& painting method shall be in accordance with relevant specifications prescribed under
project.

5.3 Terminals Boxes

Winding shall be brought out on suitable terminals for cable terminations. Incoming
and outgoing cable box shall be with bolted type cable gland plates, required number
of nickel/chromium plated brass industrial type cable glands. The cable box shall
have sufficient space for ease in the cable termination.

An extra neutral terminal shall be provided for grounding of transformer winding


neutral on the secondary side.

5.4 Cooling

The transformer shall be of natural air- cooled type.

5.5 Accessories

All accessories shall be included in the contractor scope of supply.

5.6 Nameplate

Nameplate of suitable thickness 316 stainless steel screwed type shall be fixed to the
transformer frame also screwed to the enclosure suitably seen.

Following minimum information need to be indelibly marked in English.

5.6 Noise level

The noise level of the transformer, measured at 1 meter from the transformer housing
shall not be more than 65 dB.

6 TESTING AND INSPECTION

Vendor shall carryout various tests as per applicable codes/standards. Test certificate
shall be submitted for company’s approval.

ONGC or its authorized representatives shall witness all transformer testing. For this
the contractor shall advice at least (4 weeks) in advance of the scheduled date of each
test. Shop inspection may be required at regular intervals and the party shall arrange
for the company representative/inspectors to the same.

Transformer testing shall include, but not necessarily be limited to the following

• Winding resistance measurement


• Voltage ratio test
• Polarity & phase relation test
• No load loss & no load current measurement
• Load loss measurement
• Impedance voltage measurement
• Separate-source voltage withstand test
• Induced over voltage withstand test
• Temperature rise test (for one only)
• Insulation resistance test
• Noise level test.

7 SPARES

Vendor shall recommend and provide spare parts needed for start up and
commissioning. Vendor shall furnish pricelist of recommended spares for two year of
normal operation & maintenance for the review and approval of company.

8 TOOLS:

Two set of special tools needed for repair and maintenance shall be provided

9 WARRANTY

Contractor shall have final and total responsibility for the design and performance of
transformer and all accessories in respect to this. The equipments and the system shall
be guaranteed for trouble operation for a period of 12 months from the date of
commissioning or 18 months from arrival at site which ever is earlier.

10 Packing and Transport:

The offered equipments along with their accessories shall be shipped to site packed in
wooden crates they shall be wrapped with polythene sheets, before being placed in
the crates to damage to finish. Crates shall have skid bottom for handling.

11 VENDOR DATA REQUIREMENTS

Following information shall be furnished along with the bid for evaluation of offer.

12 Conflict

In the event of conflict between the specification and other documents the following

13 Certification

All offered Transformer and accessories of similar design and construction feature
manufactured by the same vendor.

 Shall have been type tested by an authority approved by the company.

 Shall have been in continuous satisfactory services on offshore for minimum


period of two years.
 Shall be having current certification/approval listing by an agency approved by
company or UL or FM.
