1 SCOPE
Scope of the specification describe the minimum requirements for the design,
manufacture, inspection and testing, installation and commissioning of small
lighting power transformer( 440/240 volt, 3 phase, 60 hertz) along with accessories
and protective enclosures suitable for indoor operation at offshore Platform in safe
area.
2.1 Codes, Standard & Regulations:- The contractor shall ensure that the scope of work is
executed in accordance with all mandatory Indian Statutory requirement and the
transformer supplied shall comply with the latest revision of the applicable codes
&standards.
Any other international codes or standards may be used in lieu of above only with the
approval of ONGC.

In addition, the contractor shall comply the Project General specification as follows.
Cast resin dry type Transformer with protective enclosures and all the
accessories required.
Terminal box.
Any other item(s) specifically not mentioned here but required for making the system
complete, efficient and operable shall be under the scope of supply by contractor at
no extra cost and time impact. All components should be appropriately rated,
properly wired, tested & painted for marine condition.
Contractor shall not proceed with the deviation(s) without the company’s
written approval. Moreover any omission of items essential for the proper
functioning of the transformers need to be brought to the notice of the company.
All equipments shall be designed to minimize any risk due to internal short
circuit and to ensure safety to personnel during all operating conditions,
inspections, commissioning and maintenance.
The equipment shall meet approved limits for electromagnetic compatibility for
emission and immunity.
3.2 Safety:
All metal surfaces shall be thoroughly cleaned and degreased to remove mill scale,
rust, grease and dirt. Fabricated structures shall be pickled and then rinsed to remove

any trace of acid. The under surface shall be prepared by applying a coat of phosphate
paint and a coat of yellow zinc chromate primer. Finally the metal surface shall be
spray painted with two coat of epoxy paint
4 TECHNICAL REQUIREMENTS
5 CONSTRUCTION REQUIREMENTS
The power transformer core shall be made of low loss rolled grain oriented steel
lamination. The limb and yoke shall be preferably of same cross section having
stepped design to give a circular shape. The core assembly shall be treated with a resin
base lacquer for corrosion protection.

The primary and secondary windings shall be made from high conductivity electrolytic
copper, with out brazed joints with extra-reinforced insulation applied to the points
where mechanical & electrical stress may be more.
Conductor insulation system shall be of class F or better to IEC 60085. When subject
to a continuous bolted short circuit on outgoing terminals, the transformer shall not
explode or expel molted materials. Authorized test certificate to be submitted in this
regard.
Coil assemblies shall be acoustically insulated from each other and from core base
frame to reduce noise.
5.2 Enclosure
Winding shall be brought out on suitable terminals for cable terminations. Incoming
and outgoing cable box shall be with bolted type cable gland plates, required number
of nickel/chromium plated brass industrial type cable glands. The cable box shall
have sufficient space for ease in the cable termination.

transformer frame also screwed to the enclosure suitably seen.

The noise level of the transformer, measured at 1 meter from the transformer housing
shall not be more than 65 dB.
Vendor shall carryout various tests as per applicable codes/standards. Test certificate
shall be submitted for company’s approval.
ONGC or its authorized representatives shall witness all transformer testing. For this
the contractor shall advice at least (4 weeks) in advance of the scheduled date of each
test. Shop inspection may be required at regular intervals and the party shall arrange
for the company representative/inspectors to the same.
Transformer testing shall include, but not necessarily be limited to the following
7 SPARES
Vendor shall recommend and provide spare parts needed for start up and
commissioning. Vendor shall furnish pricelist of recommended spares for two year of
normal operation & maintenance for the review and approval of company.
8 TOOLS:
Two set of special tools needed for repair and maintenance shall be provided
9 WARRANTY
Contractor shall have final and total responsibility for the design and performance of
transformer and all accessories in respect to this. The equipments and the system shall
be guaranteed for trouble operation for a period of 12 months from the date of
commissioning or 18 months from arrival at site which ever is earlier.
The offered equipments along with their accessories shall be shipped to site packed in
wooden crates they shall be wrapped with polythene sheets, before being placed in
the crates to damage to finish. Crates shall have skid bottom for handling.
Following information shall be furnished along with the bid for evaluation of offer.
i. List of clause wise deviation and a specific conformation that except for the
deviations stated the equipment offered conform to the enquiry document in

ii. Type test certificate from a recognized independent testing authority for the
specified short circuit withstand test on a similar offered rating of transformer.
iii. Manufacturing, Painting &testing procedure for the transformer offered.
vi. Installation, operation and maintenance manual. (Note no of copies shall be 5nos)

In the event of conflict between the specification and other documents the following
order of priority shall govern
