ORDER:-
ln the G.O. 1tt read above, orders were issued constituting the Departmental
level Joint staff council in the Departments of the Andhra Pradesh secretariat (i) to
consider the suggestions for improving the standards of work, (ii) to provide means
of personal contact between officers and staff with a view to developing cordial
relations between them and to encourage them to take keener interest in their work,
(iii) to discuss matters of common interest concerning the employees and (v) to
promote their welfare. According to Rule 7 of the G.O. 1.t read above, the
Departmental level Joint Staff Council in the Departments of the Andhra pradesh
Secretariat shall meet once in four months or more often, if necessary.
2. ln the G.O. 2nd read above, orders were issued constituting Andhra pradesh
civil services Joint staff council (state Level) to secure the greatest measure of
cooperation between the State and in its capacity as employer and the General
Body of the civil servants in matters effecting the subordinate Services with a view
to increase efficiency in the public service.
3. ln the G.O. 3'd read above, A.P. Civil Services (Recognition of Service
Associations) Rules, 2001 have been issued for recognition, withdrawal and for
submitting representations by the Recognised Service Associations/Unions. The
recognised service associations shall submit the written representations to
Government and Departments.
4. Further, the Recognised Service Associations/Unions shall be required to
submit total number of its members and a list of Office-bearers, an updated copy of
bye-laws and an annual audited statement of accounts after the annual general
body meeting so as to reach before 1't July of every year. Subject to the provisions
of the said rules, the recognised service associations shall submit their
representations for redressal of grievances of members.
5. A detailed study of the end to end processes involved in the grievance
redressal system revealed that manual processing of the issues/demands of the
employees is time consuming. Therefore, Government have decided to deploy an
"Online Management of Recognised Service Associations System'for redressal of
demands/ issues of Recognised Service Associations through NIDHI portal i.e.
httos://nidhi.aocfss.in/ which envisions the disposal of Government employees'
grievances/demands/issues in a unified, speedy, effective and transparent manner.
6. After careful examination of the matter, Government hereby isSue the
following orders on the detailed processes involved in "Online Management of
Recognised Service Associations System" in NIDHI portal website
httos://nid i.aocfss.inl for the benefit of Recognised Service Associations and the
Government for redressal of the grievances

(vii) For logging into the site, the Secretary of the Recognised
Service Association shall submit his credentials under "Member
Registration". Then the user is led to the page of "Management of
Grievances" where Recognised Service Associations shall register
their grievances/ demands/ issues.
