• Phase 1: Prevention/Mitigation
– Fire Safety Management focuses on the recognition, evaluation, assessment, and
control of fire hazard
– Preventing fire through routine fire safety check, inspections, and audits
• Phase 2: Preparedness
– Fire Safety Management focuses on what possible fire scenarios
– How to establish the Emergency Response Plan (ERP)
– Build the Company Emergency Response Team (CERT)
– Train the Evacuation Warden Team (EWT) and Incident Management Team (IMT)
– Conduct Table-top exercises and deployment drills
• Phase 3: Response
– Fire Safety Management focuses on supervision & handling of the evacuation at FCC

• In the event of a fire, FSM is to be at the Fire Command Centre


(FCC) to supervise and manage the evacuation process

• FCC is a special room within the building from where major


emergency situations are controlled, monitored and where
supporting equipment is provided to assist in that function

• FCC is under the control of FSM during Fire Emergency

• Fire Code (2013), Chapter 8

– FCC shall be provided in Any Building which requires
• Fire-Lift, EVCS, and Engineered Smoke Control Systems

• General Requirements of FCC: • Equipped with basic facilities:
– A complete set of building plans;
• Minimum size of 6sqm; – Fire alarm indicating panel with
sounding and switching off alarms;
• Located adjacent to fire lift lobby;
– The control console of the voice
• Separated from the rest of the communication system;
building by 2-hour fire rated wall; – Automatic fire alarm and sprinkler
indicator boards or their mimic panel;
• Provided with independent system of
– A repeater panel of the lifts position
mechanical ventilation; indicator boards;
• Provided with adequately lighting, – A status indicator board for the air-
and independent emergency lighting; handling systems, the wet riser pumps,
sprinkler pumps, and the emergency
• Sited at the fire engine aces level, generator;
near main entrance of building; – A telephone connected directly to the
• Able to communicate (e.g. via external exchange;

depending on the circumstances and

emergency services; emergency lighting, power supplies,
