I. BACKGROUND

 School Location

Lumbia Central School is a central school in the Southwest 1 District in


the Division of Cagayan de Oro City. The school site is a 2.9-hectare lot
located along the city road near the Lumbia Barangay Hall.

The school’s wide area makes it different from other schools in the
division. The school campus is surrounded with trees planted by the past
administrations. These trees create a clean and green environment free from
the pollution and congestion of the city life. The school children enjoy the wide
playground for games, athletics, and other outdoor activities.

For the past years, the number of school children grows due to more
migrants from other barangays within Cagayan de Oro City which were
affected by the TS Sendong in 2011. Relocation sites as well as new
subdivisions are now present within the barangay.

With the continuous growth of the school population, the school


continues to improve its building and other learning and teaching facilities.

The school continuously receives numerous awards and recognitions,


evidence that the school provides quality education to its pupil and the
community. The competent teachers who hone the potentials of the pupils
make the school competitive to other schools in the division as well as in the
regional level both in academic and non-academic aspects.

 Demographic
The total enrollees of Lumbia Central School for this current school
year 2019-2020 is 2, 632 where 1,387 are males and1,245 are females.
There was an increase of enrollees of about 3. 6% compared from previous
school year.

Since the population of enrollees went high, the school has also added
to its personnel, thus the number of teaching force also increased by 2.58%.
There are already 77 teaching and non-teaching personnel where there are 6
males and 71 females, apparently, there’s about 1:35 ratio of teacher and
pupil.

Barangay Lumbia is definitely rich with agricultural lands. There are


people whose way of living is through animal and agricultural farming.
Apparently, many lands were sold to real estate businessmen for
commercialized subdivisions and others. Reasons why their population was
getting bigger; its economy status also went higher

Some residents of the barangay with some technical knowledge such


as drivers, electricians, agricultural educators, carpenters, mason, etc. are
also working in connection to their expertise. While many are working in a
white-collar job since there are some institutional offices and agencies located
therein. Other residents opted to keep tilling their farm lands instead of leasing
it to company thrive on income from their respective farms planted to corn,
squash, cucumber, cassava, cashew, and mangoes.

These job opportunities have been the sole reason for the gradual
swell in the barangay as migrants kept coming in. While a little percentage of
the said community’s population left the barangay in search for a greener
pasteur and land a job from other nearby places, cities, or abroad.

 Geophysical

 Land Uses

Present land uses of Barangay Lumbia as estimated shows that


45% of the total area is being utilized as agricultural lands. Forestal areas
is estimated to about 30% and the remaining 25% comprised the
residential, industrial, commercial, and institutional lands.

 Air and Soil Situation

As far as air cleanliness is concerned, there is no danger yet in


the air of the barangay since there is no any factory found in the area, except
during spraying of mango trees that will lead into unpleasant odor of chemical

and harm for asthmatic beings. On the other hand, the general type of soil in
the barangay is reddish clay which known to be favorable and ideal for
planting several kinds of agricultural crops.

 Existence of DRRMC/BDRRMC And Members

The Barangay DRRM, headed by its Barangay Captain, ALEXANDER


V. TORRALBA persistently supports the school DRRM activities of our school.

II. OBJECTIVES
“This 2020 Contingency Plan covers Lumbia Central School of
Department of Education (Dep.Ed.), Division of Cagayan de Oro City in
Region X- Northern Mindanao. This focuses on Earthquake,”

The objective of this Contingency Plan is to:


 prepare the learners and teaching personnel from the hazard of
disasters such as fire, earthquake, typhoon, or human-induced e.g. act
of terrorism or bombing AND THE CURRENT PANDEMIC AKA COVID
19
 mitigate the possible effect of the aforesaid forms of disaster
 know how to respond after the occurrence of the aforesaid forms of
disaster
 rehabilitate victims after the occurrence of the aforesaid forms of
disaster

 minimize or avoid injuries and casualties during the said disasters

III. HAZARDS

Lumbia Central School and all other schools in Cagayan de Oro City is
at risk of possible human-induced act of terrorism since the school is
surrounded by different facilities e.g. The Bureau of Jail Management and

Penology (BJMP), Boy’s Town, “Tahanan ng Kabataan”, House of Hope, a


psychiatric institution facility, typhoon, and earthquake because of its closer
location to the several fault lines in Misamis Oriental namely Tagoloan and
Alubijid. The town of Opol is at the Iponan fault and the province of Lanao del
Norte, which is near to the Alubijid fault. ; basically interconnecting to
Cabanglasan fault line in Bukidnon and Central Mindanao fault and currently
when Covid 19 struck the Earth, Lumbia Central School has no exception to it.

VI. DISASTERS, IMPACTS, AND VULNERABILITY

Lumbia Central School is very vulnerable on the possible effect from


the several form of disasters such as fire, earthquake, typhoon, or human-
induced e.g. act of terrorism or bombing due to its nearby fault lines in
Tagoloan caused by Cabanglasan fault and other faults found in Central
Mindanao. For this reason, the school with the strong participation of the
faculty and staff are actively conducting the regular drills, doing several
symposiums and other safety measures to orient everyone in preparation for
the risk of such catastrophe. And just recently, as a pandemic hit the world
Lumbia Central School DRRM Team has enjoined their efforts with the
support of its barangay council and other stakeholders to join and get
acquainted to several tasks, roles to function, and knowledge to take in order
to be oriented into different forms of hazards and the like.

The very essence of this Command and Control undertaking is to make the whole
DRRM Team function well. Following its procedural processes and protocols to
address a particular form of disaster known as Covid-19. The sequence of command
in order to control the said situation has to be realized.

Mission

To prepare our personnel, faculty, and students in mainstreaming Disaster


Risk Reduction program and facilitate the maximum standard of education:
preparedness, response, and recovery for every disaster as far as school and
community are concerned.

C. DEPED'S MANDATE AND ROLE IN DISASTER MANAGEMENT

(DepEd Order No. 55)

PRIORITIZING THE MAINSTREAMING OF DISASTER RISK REDUCTION


MANAGEMENT IN THE SCHOOL SYSTEM AND IMPLEMENTATION OF
PROGRAMS AND PROJECTS RELATIVE THEREFORE

Considered one of the priority policies for implementation by DepEd is


building schools, nations and communities resilient to disaster. This is consonance to
the objectives of the Hyogo Framework 2005-2015.

As member agency of NDCC, all concerned are enjoined to prioritize the following:

Utilization of Disaster Risk Reduction Resource Manual (DRRRM)

This was prepared by the Technical Working Group (TWG) created through
DepEd Memo No. 175, s. 2007. This DRRRM will serve as source of
information to be used by school administrators, school heads/principals,
supervisors and teachers relative to the implementation of disaster risk
reduction management projects.

1. School Level

Supervise, implement, and monitor SDMCP program in coordination with


SDRRMT Chairman.

Provide supports and strengthen the Schools Disaster Risk Reduction


Management Team

Invite DPWH, BFP, and local Government Office (City Engineering Office)
representative to conduct site / building inspection including the water and
electrical facilities, structural integrity and stability of school buildings, and act
on their recommendations and suggestions.

Conduct school level seminar-workshops, program and invite speakers from


the different agencies such as Department of Health (DoH), Red Cross and
the like.

Involve the Student Supreme Government in the orientation of disaster risk


reduction concepts in the school and community.

who will develop the lesson plans that will integrate DRR in all lesson plans
across all grade levels.
Monitor the performance of the schools in terms of their implementation of the
SDRRM and contingency plans. ,

DURING FIRE:
Crawl low under any smoke to your exit- heavy smoke and poisonous gases collect first along
the ceiling
When the smoke alarm sounds, get moving. Get out fast. You may only have seconds to get
escape safely.
If there is smoke blocking your door or first way out, use your second way out.
Smoke is toxic. If you must escape through smoke, get low and go under the smoke to your
way out.
Before opening a door, feel the door knob and door. If either is hot, leave the door closed and
use your second way out.
If there is smoke coming around the door, leave the door closed and use your second way out.
If you open a door, open it slowly. Be ready to shut it quickly if heavy smoke or fire is present.
If you can ‘t get to someone needing assistance, get out of the building and call 9-1-1 for Oro
Alert or 1-6-0 for local fire. Tell the emergency operator where the person is located.
If people or pets are trapped inside your home, tell firefighters immediately.
If you can’t get out, close the door and cover vents and cracks around doors with cloth or tape
to keep smoke out. Call 9-1-1 or 1-6-0. Say where you are and signal for help at the window
with a light-colored cloth or flashlight.
If your clothes catch fire, stop, drop, and roll-stop immediately, drop to the ground, and cover
your face with your hands. Roll over and over or back and forth until the fire is out.

AFTER A FIRE:
Conduct a headcount and make certain and all children are accounted for. Then contact their
parents.
Contact your local disaster relief service if you need a temporary housing, food and/or
medicines.
Check with the fire department to make sure your building is safe to enter. Be watchful of
any structural damage caused by the fire.
The fire department should see that utilities are either safe to use or are disconnected before
they leave the site. DO NOT attempt to reconnect utilities yourself.

Conduct an inventory of damaged property and items. Do not throw away any damaged
goods until after an inventory is made.

Try to locate valuable documents and records. Refer to information on contacts and the
replacement process inside this brochure.
If you leave your home, contact the local police department to let them know the site will be
unoccupied.
Begin saving receipts for any money you spend related to fire loss. The receipts may be
needed later by the insurance company and for verifying losses claimed on income tax.
Notify your mortgage company of the fire.
Check with an accountant or the Internal Revenue Service about special benefits for people
recovering from fire loss.

 Stay inside the classroom or indoor away from where the
suspicious items were found;
 Do not go out unless the EOD team declares “the search is
over, the area is now clear”;
 Prepare the family-reunification form to verify the release of
learners to their respective guardians/family listed within the
form; it should be verified by the class advisers
