- signed on July 4, 2003 & was implemented in

August 2004.
Self-Monitoring Report (SMR)
System Design

SMR has Two Basic Objectives:

 It allows establishments to demonstrate
their compliance with environmental
regulations (e.g. P.D. 1586, R.A.6969, R.A.
8749, R.A. 9275 and R.A. 9003)
 It allows EMB to confirm or validate that
establishments comply with environmental
regulations or requirements.
Self-Monitoring Report (SMR)

Scope
 Nationwide implementation including areas under
LLDA jurisdiction

 ALL firms that are covered by Permit

(Permit to Operate and Discharge Permit) and/or
Registered as HW Generator

Preparation and Format of SMR

 The SMR shall be in accordance with the
format specified

 Any changes in the format of SMR shall be

subject to the prior approval of the Secretary.

Submission of SMR
 ALL covered establishments shall submit
the SMR regularly on a quarterly basis.

 within fifteen (15) calendar days

after the end of each quarter.

Evaluation of Self-Monitoring Report

 “SUFFICIENT” – The submitted report is complete and
conformed in the prescribed format.
 “DEFICIENT” – The submitted report was found
incomplete or in need of revision.

*The system will send an email to the company indicating

their SMR’s status once evaluated.

procedural, technical/substantive evaluation
within 25 working days.
