1-Day Training on Quality Assurance System for BDRRM Planning

I. Rationale
The DILG Region 10 will conduct a 1-day training on Quality Assurance System (QAS) to DILG
Field Officers and LDRRMOs of the region in line with NDRRMC MC 1 s. 2018 also known as
the Adoption of the Quality Assurance System and BDRRM Plan Template. Through the MC, all
LGUs are enjoined to review and enhance their BDRRM Plans using the component tools if the
QAS
The Quality Assurance System for DRRM Plans is a collection of tool which aims to help attain
the national goal of zero casualty during disasters. It provides a platform for reviewing and
improving the quality of Local Disaster Risk Reduction and Management (LDRRM) Plans with
prescribed benchmarks. It helps ensure that local government units and communities work together
to make sure they become more resilient and prepared for disasters or any other untoward events.
It also promotes inclusive and participatory DRRM planning with provisions for the most
vulnerable members of Filipino communities including children, youth, pregnant and lactating
mothers, women, the elderly, persons with disability, and Indigenous People.
It has two components: 1 – Quality Assessment Tool and 2 – Barangay Disaster Risk Reduction
and Management Plan Template. The Quality Assessment Tool which contains 9 Key Elements
and 12 Benchmarks for gauging the quality of a Local Disaster Risk Reduction and Management
Plan. It helps identify strengths and weaknesses, and captures recommendations on targeted
investments (i.e. policies, programs, projects, activities and budget allocations) for increased local
preparedness and resilience and the Barangay Risk Reduction and Management Plan Template
which is a simple, easy-to-use form for developing a quality plan. Its sections reflect the Key
Elements and Quality Benchmarks of the Quality Assessment Tool. Barangay DRRM Committees
can contextualize and expand the form according to their locally-identified needs.
In order to review the BDRRM Plans, the identified reviewers should undergo first a training on
QAS to be equipped with knowledge and skills on how to do it.

II. Objectives

The main objective of the activity is to capacitate the target participants on how to use the quality
assurance system in reviewing and further enhancing the Barangay Disaster Risk Reduction and
Management Plans.
Specifically, at the end of the activity, the participants should be able to:
1. Familiarize with the system and its components;
2. Understand the importance of the system in reviewing and enhancing the quality of the
BDRRM plans of their respective barangays;
3. Know how to generate and analyze data uploaded in the system;
4. Come up with an action plan and strategize to review the BDRRM Plans in their respective
municipalities.

C. Wifi or Internet must be available at the venue – this will be used in assessing the BDRRM
plans and other documents available.
