1.0 PURPOSE

1.1 This Waste Management and Disposal Program has been established for the proper
management of waste generated from construction and storage, debris transport,
treatment and disposal operations in accordance with SAUDI ARAMCO Contract
under Schedule D “Safety, Health and Environmental Requirements”, SAUDI
ARAMCO Sanitary Code and SAUDI ARAMCO Engineering Standards.

1.2 For reference and employee training purposes, NTPL shall maintain a copy of Material
Safety Data Sheet (MSDS) of all hazardous waste at site. A complete set of MSDS
copies shall be kept at medical facilities to be fully familiar with the contents thereof.

1.3 The legal storage, use and disposal of wastes of any hazardous chemicals or
substances are the responsibility of NTPL in accordance with SAUDI ARAMCO and
local government authorities and subject for review and approval by SAUDI ARAMCO.

2.0 SCOPE

This Waste Management and Disposal Program cover all company operations under
Contract No. 6600041785 and BI-10-02036 “Replace gas compressor Project at
Abqaiq plant” that generate waste during construction phase especially in chemical
cleaning and flushing activities. This plan shall also be applicable to NTPL sub-contracted
haulers duly approved by the SAUDI ARAMCO.

4.0 RESPONSIBILITIES

4.1 Project Management Team – ensures a government approved / certified service


provider shall be appointed at the project for refuse collection, transport and disposal.

4.2 Project HSE Manager – shall monitor implementation of this plan and shall ensure
remedial actions were taken on issues regarding improper refuse management and
refuses reached landfill or approved disposal area.

4.3 Personnel Coordinator – a representative from Administration Department shall


maintain a register for all refuse materials handled by refuse service provider.

4.4 Subcontractors / Service Provider – ensure compliance with this procedure and
shall be responsible on the proper control, collection, transport and disposal of refuse
materials.

5.0 REQUIREMENTS

5.1 All waste from offices, facilities and work site of NTPL shall be cleaned, collected and
disposed regularly. All employees of NTPL shall ensure that its procedure NTPL-RGC-
CSSP-001 “Housekeeping and Material Management” was properly implemented at
the project.

5.2 NTPL shall dispose properly all of its non-hazardous solid waste following the
requirements of Saudi Aramco’s Solid Waste Management (SASC-S-03). All records
shall be kept on file for disposal of any waste and shall be reported monthly. (refer to
Attachment A and B)

5.3 Sewage waste of NTPL shall be properly disposed in accordance to SAUDI ARAMCO
Engineering Standards SAES-A-104; Waste Water Treatment, Reuse and Disposal.

5.4 NTPL contractor on radiography test shall handle all radioactive works and disposal of
waste.

5.5 NTPL shall provide a ventilated container van for all flammables and hazardous
materials / chemicals in accordance with NTPL “Hazard Communication”, Saudi
Aramco Hazardous Materials Communication (Hazcom) Program (GI 150.100) and 29
CFR, Part 1910, Subpart Z, OSHA 1910.12006 “Hazard Communication.

5.6 Waste oils or lubricants shall be transferred into a drum and stored on a concreted
containment area in compliance to Saudi Arabia Environmental Protection Standards
– Presidency of Meteorology and Environment (PME).

5.7 NTPL shall ensure that all non-hazardous, hazardous wastes and contaminated
materials were collected and disposed by approved waste disposal contractor in
accordance to “Waste Management Plan”.

6.0 SOLID WASTE MANAGEMENT

Each project and camps / facilities will operate a Road Transport Safety in such a way as to
take foremost account of the Health and Safety of its employees and subcontractors, the
surrounding population and the Environment. This program will cover the following:

6.1 General

6.1.1 The solid waste management shall include provisions for temporary site
storage, collection, transportation, and disposal practices.

6.1.2 All hazardous waste shall be stored in tightly closed, leak proof containers made of
or lined with materials which are compatible with the hazardous waste to be stored.
Containers shall be marked with warning labels to accurately describe their
contents and details appropriate safety precautions.

6.1.3 Trash bins, skips or drums for non-hazardous construction wastes shall be color
coded by “yellow”, containers for personal waste shall be color coded by “green”
and bins for hazardous waste shall be identified with “black” color.

6.1.4 Hazardous chemicals shall be stored and handled in accordance with SAUDI
ARAMCO Chemical Hazard Bulletins (CHB) and the manufacturer's Material Safety
Data sheet (MSDS.

6.1.5 NTPL shall have readily available all the relevant CHB / MSDS at the chemical
storage area and the location where chemicals are being used.

6.2 Method of Collection

6.2.1 Construction wastes shall be transported by NTPL to disposal areas in vehicles


equipped to minimize windblown debris.

6.2.2 NTPL shall promptly clean up all spillages and waste lost from the vehicle on
route to the disposal site.

6.2.3 Hazardous waste containers shall be collected and transported by NTPL in a


manner which minimizes environmental, fire and explosion hazards and worker
exposure. Transporting vehicles shall be properly marked and drivers shall
carry the appropriate documents describing the nature of the waste transported
and its degree of hazard.

6.2.4 All vehicles and containers shall be designed to prevent the release of
transported liquid and solid wastes.

6.2.5 Drivers shall have specialized training related to the handling and disposal of
their cargo and carry on board the relevant CHB / MSDS's. Safety and fire
prevention equipment and a telephone number to contact in an emergency
shall be provided on the vehicle.

6.3 Requirements for Establishing a Landfill Disposal Site

6.3.1 NTPL refuse shall be disposed of in an approved sanitary landfill designated by


SAUDI ARAMCO.

6.4 Storage, Collection and Disposal Procedures

6.4.1 Campsite Area and Mess Hall

6.4.1.1 Garbage and Refuse Containers

a) Approved garbage and refuse containers shall include 3 or 5 cubic


meter trash skips, 115 liters (30 gallons) steel garbage cans and
modified 210 liters (55 gallons) steel drums. All such containers
shall be made of durable, non-absorbent, easily cleanable
materials that are impervious to attack by insects, rodents and

other vermin. They shall be designed and constructed so that they


do not leak.

b) Refuse equipment and containers shall be provided with tight-


fitting lids or covers.

 The lids or covers shall be kept in the closed position when not
in immediate use.
 Filled refuse containers shall be emptied and disposed off to
trash skips.
 Garbage can will be properly labeled and provided with cover.
 The garbage or refuse container once used, shall not be used
for any other purpose especially food preparation or storage.
 The garbage cans shall be lined with heavy duty plastic bags
to minimize cleaning requirements and facilitate removal of
refuse.
 There shall be sufficient number of approved containers to
hold all the garbage and refuse produced and to
accommodate the total amount accumulated in the trash skips
between disposal periods.

c) A refuse container shall be provided for each habitable room.

6.4.1.2 Garbage / Refuse Collection & Disposal

a) Refuse shall be collected and disposed of in a daily basis or often


enough to prevent the development of odors and the attraction of
insects and rodents. Dedicated personnel will be assigned for this
task.
b) Food refuse shall be contained in heavy duty plastic bags and
sealed.
c) Waste shall be disposed to trash skips and removed in a purpose-
built refuse transport vehicle.
d) All refuse shall be disposed of in an approved sanitary landfill
designated by SAUDI ARAMCO. Open dumped and burn-pits are
prohibited.

6.4.2 Lay-down Yards and Site NTPL PMT Office

6.4.2.1 Garbage and Refuse Containers

a) Approved garbage and refuse containers shall include 3 or 5


cubic meter trash skips, 115 liters (30 gallons) steel garbage cans
and modified 210 liters (55 gallons) steel drums.

6.4.3.2 Garbage / Refuse Collection & Disposal

a) Refuse shall be collected and disposed of in a daily basis or often


enough to prevent overfilling. Dedicated personnel will be
assigned for this task.
b) A no eating policy will be implemented and enforced at the
construction site to prevent food refuse accumulation in garbage
cans.
c) Waste shall be disposed to trash skips located at site and
removed in a purpose-built refuse transport vehicle.
d) All refuse shall be disposed of in an approved sanitary landfill
designated by SAUDI ARAMCO. Open dumped and burn-pits are
prohibited.

6.4.4 Storage and Disposal of Scrap Metal

6.4.4.1 Scrap metal bins will be positioned at strategic location within the
fabrication and working area for collection and storage of scrap metal
upon approval of SAUDI ARAMCO.

6.4.4.2 The location of metal bins shall be large enough for the hauling
equipment to safely maneuver in the area.

6.4.4.3 The hauling-out of scrap metal will be subject for approval from
SAUDI ARAMCO. However, when instructed by SAUDI ARAMCO,
NTPL shall gather scrap materials and scraps of value to a place
within the site to be designated by SAUDI ARAMCO.

7.0 WASTE WATER MANAGEMENT

7.1 General

7.1.1 The basic design of all wastewater treatment units and the disposal of
sanitary / industrial wastewater shall comply with SAUDI ARAMCO
Engineering Standards SAES-A-104; Waste Water Treatment, Reuse and
Disposal and Saudi Arabian Environmental Protection Standard – Presidency
of Meteorology and Environment (PME).

7.1.2 Hydro-test wastewater shall be in accordance with GI-432.000, Pipeline Hydro-


test Water Disposal and SAES-A-007, Hydrostatic Testing Fluids and Lay-up
Procedures.

7.2 Sewage Disposal

7.2.1 Campsite Area and Mess Hall

a) All sewage and waste water shall be drained to a septic tank in compliance
with Saudi Aramco SASC-S-02, Sanitary Waste Water and Sewerage
System.
b) Only SAUDI ARAMCO approved sanitary and waste disposal contractor will
be used. A regular waste collection schedule will be arranged to prevent
holding tanks to overflow.
c) The sewer lines shall be constructed of materials complying with SAUDI
ARAMCO Engineering Standards.
d) The sewer riser pipe shall have a minimum of 4-inch diameter.
e) The sewer connections shall have a minimum diameter of 3-inch and the
slope of any portion thereof shall be at least one-fourth inch per foot
towards the sewer riser pipe. All joints shall be water tight.

7.2.2 Lay-down Yards and Site NTPL PMT Office

a) All sewage and waste water shall be drained to a holding tank. The holding
tanks shall be maintained in efficient operating condition by regular removal
of accumulated sediment and sludge in compliance with SASC-S-02,
Sanitary Waste Water and Sewerage System.
b) The sewer lines shall be constructed of materials complying with SAUDI
ARAMCO Engineering Standards.
c) Portable toilet shall be provided by NTPL sub-contractor duly approved by
SAUDI ARAMCO who specializes in the maintenance and servicing of
portable toilet. It shall be properly secured to prevent overturning should
strong wind occurs.
d) Toilets shall be maintained in efficient operating condition by regular
removal of accumulated sediment and sludge and in compliance with
SASC-S-02, Sanitary Waste Water and Sewerage System.
e) Only SAUDI ARAMCO approved sanitary and septic waste disposal
contractor will be used. A regular waste collection schedule will be
arranged before facilities overflow.
f) Waste water including sewage generated from the site shall be collected
and disposed on a daily basis to SAUDI ARAMCO designated area.

7.2.3 Construction Site / Worksite

a) Portable toilet shall be provided by NTPL sub-contractor duly approved by


SAUDI ARAMCO who specializes in the maintenance and servicing of
portable chemical toilet. It shall be properly secured to prevent overturning
should strong wind occurs.

b) Portable toilets shall be provided at site to where the location will be


coordinated and approved by NTPL Project Manager or Project HSE
Manager.
c) Toilets shall be maintained in efficient operating condition by regular
removal of accumulated sediment and sludge and in compliance with
SASC-S-02, Sanitary Waste Water and Sewerage System.
d) Only SAUDI ARAMCO approved sanitary and septic waste disposal
contractor will be used. A regular waste collection schedule will be
arranged before facilities overflow.

8.0 HAZARDOUS WASTE MANAGEMENT

8.1 Waste Handling and Tidiness

A safe work place and a healthy good working environment depend on a well arranged
and tidy work area. Materials and equipment must be stored in an orderly way in

designated areas. This applies to both construction site and NTPL Camps located in
SAUDI ARAMCO controlled land.

NTPL is responsible for keeping the area clean and for removing waste every day.
NTPL will provide waste containers in the areas and these will emptied in a daily basis.
Batteries, oil filters and other equipment which can contain traces of substances
classified as “hazardous waste” shall be treated as hazardous waste. Report giving
types of waste and volume shall be attached to the monthly safety report.

8.2 Products Required to be Labeled

To prevent injuries caused by chemical substances and products, a control system


shall be developed in accordance with the following applicable standards and
regulations:

a) Waste Management Instruction GI-430.001


b) Asbestos Hazard Management GI-150.001
c) Hazardous Materials Communication Program (HAZCOM) GI-150.001
d) Management of CFC & HCFC refrigerants GI-425.000
e) Wastewater Treatment, Reuse and Disposal SAES-A-104

h) Disposal of Wastewater from Cleaning, Flushing, and Dewatering Pipelines
and Vessels SAEP-327

NTPL is to carefully plan all activities covered by these regulations and assess in each
case if other substances or products, not involving any risks, can be used. All
substances and products covered by above regulations must, one week before being
brought into the site area by NTPL and/or by its Subcontractor, be reported to SAUDI
ARAMCO, stating type and volume.

A product data sheet (3 copies) shall be attached to the report and also statement on
what the product shall be used for and how it shall be transported and stored.
Furthermore, NTPL and its Subcontractors will establish a substance file and check
that data sheets are present at the work area, both in English and, if necessary, any
other languages required by his employees.

NTPL shall also ensure that all precautions are taken when using the product. Report
on import of obligatory marked products shall be attached to the monthly safety report.

8.3 Hazardous Waste

NTPL and its Subcontractors are responsible for managing their own hazardous
waste. This also covers hazardous waste belonging to his sub-contractors. NTPL will
ensure that his sub-contractors manage his hazardous waste.

Hazardous waste shall be kept in containers clearly marked with contents, and only
one type of hazardous waste shall be kept in each container. Hazardous waste shall
be stored in approved areas only, locked up and fire proof. NTPL shall, at our own
expense, deliver hazardous waste to an officially approved site for hazardous waste
treatment. SAUDI ARAMCO can decide subject to review how much hazardous waste
will be permitted stored at site. Type and volume of the waste shall be approved for
outgoing transport by SAUDI ARAMCO. A receipt stating type, volume and date shall
be signed by the site receiving the special waste and NTPL shall send a copy of this
receipt to SAUDI ARAMCO. The hazardous waste shall be declared with recording on
waste manifest form in accordance with Attachment III of GI-430.001

Report on delivery of special waste stating type and volume shall be attached to the
monthly safety report. Contaminated solids shall be disposed at approved disposal
facility.

8.4 Suspended Solids and Contaminated Water

8.4.1 Dewatering of Excavations

Suspended solids may occur during de-watering operations; in reflection of


this, water from the pipeline trench shall not be discharged onto the adjacent
agricultural land or onto the salt marsh or ponds adjoining the construction
area. Moreover, all discharges containing solids in suspension shall be filtered
to reduce suspended solid by means of hay filters or equivalent.

The first consist of a number of straw hay contained within a wire cage into
which the discharge is pumped. The second consists of a dike construction of
sand bags (coarse grain), the bund being filled with a finer material into which
the discharge is pumped.

8.4.2 Contaminated Water


Where water is known or suspected to be contaminated, and therefore
unsuitable for discharge according to the above, it shall be removed from site
for disposal at a facility approved by SAUDI ARAMCO and in accordance with
the duty of care.

8.4.3 Response
NTPL shall, in the event of ingress of suspended solids into a water body, take
all necessary measures to prevent that pollution continuing. NTPL shall
immediately advise SAUDI ARAMCO of any such incident.

8.5 Concrete Work

Wet cement and/or concrete shall not be allowed to enter any pond or ditch.
Tools and equipment shall not be cleaned in any pond or ditch. Should it be
necessary to clean equipment at site, this shall be done well away from water
bodies. Wash water shall not be poured into any pond or ditch or indeed
disposed of in any as to permit a discharged into any pond or ditch.

8.5.2 Response
NTPL shall, in the event of ingress of concrete into water body, take measures
appropriate as detailed in this procedure and as may be advised by SAUDI
ARAMCO to prevent that pollution continuing.
NTPL shall immediately advise the statutory required authority’s representative
of any such incident.

8.6 Reactive and Non-Reactive Waste

If there are reactive wastes generated, it shall be disposed and handled according to
the Material Safety Data Sheets. It shall be segregated away from flammable
materials and source of water supply. Reactive wastes shall be coordinated to
approve waste disposal contractor for proper disposal.
Employees shall be trained on Hazard Communication about reactivity of a substance
or the principle of Chemical Hazards Bulletin (CHB). Reactive materials that will be
brought at the project site shall be discussed to employees for their awareness.
Material Safety Data Sheet shall be used as a guideline during toolbox talk.
Non-reactive waste shall be collected by approved waste disposal contractor and will
be disposed on approved landfill.

8.7 Environment Protection

Environment protection shall be given as much attention as other safety and health
activities. It is an important objective to carry out the project development with as little
damage to the environment as possible. NTPL and its Subcontractors shall as a
minimum comply with the following:

8.7.1 NTPL shall comply with SAUDI ARAMCO requirements environment


protection contained in these instructions and in accordance with the
following applicable standards and regulations.

8.7.2 NTPL shall take steps to protect employees, air, water, soil, animals and
vegetation from being harmed by his activities while carrying out work.
a) When working under contract, NTPL and its Subcontractors shall at all
times comply with laws and regulations concerning protection of the
environment against pollution, damage and deterioration.
b) NTPL shall ensure that his employees and his subcontractor’s
employees are familiar with and understand SAUDI ARAMCO guideline
on environment protection and that they work in accordance with these
instructions and relevant laws.
8.7.3 NTPL shall especially ensure the following:

a) That waste is kept to a minimum and recycled if possible. Waste shall


be divided by type and volume and a record shall be kept on how it is
dispose of.
b) This shall include removal and depositing of all non decomposable
waste such as oil products from the construction area, site roads,
accommodation areas or other areas being used by NTPL.
c) NTPL is also responsible for ensuring that waste is disposed of in an
environmentally safe way in accordance with all legal regulations,
SAUDI ARAMCO requirements.
d) That all waste is registered in a daily log available for inspection at all
times. Amounts, type, transport routes and final location of all waste
shall be registered.
e) Monthly report specifying above shall be included in the safety report to
SAUDI ARAMCO.
8.7.4 Relevant procedures to avoid spills of chemicals, fuels and oil products
shall be followed. Spills or incidents shall immediately be reported SAUDI
ARAMCO.
8.7.5 NTPL will be responsible for cleaning up all spills that can lead to damage
to the environment. A plan stating a cleaning procedure shall be sent to
SAUDI ARAMCO for comments / acceptance.
8.7.6 NTPL shall provide thermometer on storage of flammable and hazardous
chemicals / materials to monitor temperature inside the container van.
Temperature reading shall be monitored regularly.
8.7.7 Employees shall be trained on Emergency Response & Action,
Environmental Awareness and Hazard Communication Program for their
awareness on protecting the environment and handling non-hazardous &
hazardous spills or wastes.
8.7.8 NTPL shall conduct emergency response drill with regards to oil spills and
fire to increase awareness of employees on their response on
environmental emergency situations.

9.0 STORAGE AND DISPOSAL OF USED OIL

9.1 All employees that are exposed or directly engaged in the handling, use and storage
of used oil will be trained and shall be provided with appropriate personal protective
equipment.
9.2 A container duly approved by SAUDI ARAMCO will be provided by NTPL for collection
storage of used oil and shall be properly labeled “Used Oil”.

9.3 A secondary containment shall be provided to ensure release of oil to the environment
will be prevented.
9.4 A separate receptacle will be provided specifically for collection of hazardous wastes
cans such as paint cans, aerosol cans, oil cans etc. but this is subject to the approval
of SAUDI ARAMCO. The receptacle will be located in the flammable, combustible
liquids and hazardous waste accumulation storage area.
9.5 Storage containers shall be properly closed when not actively adding or removing
materials.
9.6 Storage containers shall be regularly inspected for leaks and damage. It shall be
collected and transported in such a manner to ensure that no leakage or spillage
takes place during collection and transportation activities. Containers used during
collection and transportation shall be limited to sealed drums.
9.7 The entrance should be of sufficient width so that appropriate lifting equipment duly
approved by owner may enter and safely pick the storage drum. Heavy drums or
containers will be put on pallets to allow safe handling by appropriate equipment.
9.8 The storage area shall be properly barricaded and provided with warning signs
“Danger-Flammable Liquid” and “Notice-Used Oil”.
9.9 Ensure that fuel trucks and its equivalent used at site had no leak to prevent release of
oil to the environment. Should this occur, it shall be removed immediately from site.
9.10 A fire extinguisher rated not less than 20 lbs. will be positioned not closer than 8
meters and no further than 24 meters from the used oil storage areas.

10.0 SPILLS AND LEAKAGES

10.1 Spills or leakages of chemicals and other hazardous materials shall be dealt
according to its Material Safety Data Sheets (MSDS). Appropriate personal
protective equipment shall be provided (as required on MSDS) to personnel
assigned on handling the spill or leakage.
10.2 Sand or absorbent materials used to control spill or leakage shall be clearly
identified and disposed on appropriated dumping sites.
10.3 Containers shall be inspected and labeled before and after filling respectively.
10.4 Stop the source of the leak such as closing the valve or disconnect leaking hose if it
is safe to do.
10.5 Ways on preventing, controlling and responding to spills or leakages shall be made
aware on employees and members of the emergency organization.
10.6 Spills or leakages on an amount that could affect major areas or the whole project
site / camp / facility shall be considered as an emergency situation. Emergency
response action and control programs shall be implemented to reduce or eliminate
harms to personnel and environment.

11.0 OTHER SAFETY PRECAUTIONS

11.1 Signage “No Smoking” will be posted on all sides of storage areas.

11.2 Signage will be posted stating the type of wastes to prevent from mixing different
wastes on the same bin.
11.3 Distance of ignition sources will be properly complied as per SAUDI ARAMCO
Standards.
11.4 Storage bins will be emptied accordingly to prevent its content from being taken
away by strong wind.
11.5 Sanitary wastes storage will be suctioned daily or when necessary to prevent health
and safety hazards to the users and those working nearby should overflowing occur.
11.6 Container that have once contained with leaded gasoline will always be considered
as dangerous and shall be properly marked. Hot work or puncturing of this container
is strictly forbidden to prevent fire and explosion.
11.7 During transportation of hazardous materials, it must be protected against shock,
accidental mixing with other materials, damage of containers, and exposure to
extreme heat of various sources.
11.8 Any vehicle used in transporting hazardous chemicals shall be suitably labeled.
11.9 Personnel who are handling hazardous chemical shall read and comply on the
safety precautions and limitations found on the Materials Safety Data Sheet (MSDS)
or Chemical Hazards Bulletin (CHB).
